English abstract

The personnel situation with destiny in the biliotecas del SERGAS is very diverse, as much in categories as of applicable legal regime. The beginning of the virtual library del Public Sanitary System of Galicia puts of relief the necessity to coordinate the hospital libraries and to count on the necessary qualified technical personnel for its correct operation. In order to help to obtain this objective the regulation of the categories sets out the personal with destiny in the hospital libraries. Law 55/2003, of 16 of December, Statute Frame del personnel of the services of health, has regulated the criteria for the statutory classification del personal, based on the functions to develop and the levels of degree for the entrance. Article 3 of this law locates to the Independent Communities al basic development contained of the same one, in the scope of its competitions, approving the norms relative to the professional categories del personal of its service of health. A norm with Decree rank of the Xunta of Galicia sets out that forms the categories of librarian (group A), library assistant (group B) and to help of library (group C) del Public Sanitary System of Galicia. this norm would regulate the subjective scope, applicable legal regime, functions of the librarian, assistants and aids, repayments and one seríe of transitory dispositions that would take care to solve personal integration del of the present categories in the new proposals. For its elaboration one has gone to a compared study of analogical norms and others of application supletorias, thus like projects as much of Public Administrations as of social agents and professional associations.

La situación del personal con destino en las bibliotecas del Sergas es muy diversa tanto en categorías (grupo gestión, administrativo, auxiliar administrativo, bibliotecario o celador) como de su régimen jurídico. La puesta en marcha de la Biblioteca Virtual del Sistema Sanitario Público de Galicia pone de relieve la necesidad de coordinar las bibliotecas de hospital y de contar con personal técnico cualificado necesario para su correcto funcionamiento. Para ayudar a conseguir su objetivo se propone la creación de las categorías específicas de personal de bibliotecas.
