English abstract
The author develops a justification for the leading role of the state as coordinator of a public policy to promote books and reading, based on the ideas of integral development and human rights. These have forced democratic governments to get involved in cultural development. After a review of Chilean stablishment and the State's performance in this area, the author shows the strengths and gaps that affect the sustainability of this policy.

A partir de las ideas de desarrollo integral y derechos humanos, que han obligado a los gobiernos democráticos a involucrarse en el desarrollo cultural, se desarrolla una justificación del rol protagónico del Estado como coordinador de una política pública de fomento del libro y la lectura. Tras una revisión de la institucionalidad chilena y las actuaciones del Estado en el área, se evidencian los aciertos y los vacíos que condicionan la sustentabilidad de esta política.
