English abstract

The aim of this document ("The public library as a determinant factor for the people's use of the laws of transparency and access to public information") is to present a proposal for an assessment of the possible participation of public libraries in becoming a determinant agent for the people's use of the laws of transparency and access to public information in Mexico. The results of more than three years of experience on the subject are presented and a main area of opportunity is detected: addressing the issue of the marginalization of the potential users of those laws because of the lack of Internet access. From this proposal attention is drawn to the need to harmonize the functions of the public library with the services potential users require from the laws of transparency and access to public government information. The electronic systems of public information requests are highlighted as central elements of the positive results that have been obtained in the federal government regarding access to public information, and they provide a suitable opportunity to facilitate the use of this right to those who have not exercised it due to their lack of guidance and the resources to make it.

Spanish abstract

El objetivo de este documento es presentar una propuesta que permite valorar el concurso de las bibliotecas públicas como un factor determinante para el aprovechamiento popular de las leyes de transparencia y acceso a la información pública en México. Se exponen los resultados obtenidos en poco más de tres años de experiencia en la materia y se detecta una de sus principales áreas de oportunidad, la marginación de potenciales usuarios de esas leyes por carecer de acceso a Internet. A partir de ella se plantea su atención al armonizar las funciones de la biblioteca pública con los servicios que requieren usuarios potenciales de las leyes de transparencia. Se destacan los sistemas electrónicos de solicitudes de información pública como elemento central de los resultados positivos que se han obtenido en el ámbito federal en cuanto al acceso a la información pública, y se muestran como una oportunidad idónea para facilitar el aprovechamiento de este derecho a quienes no lo han ejercido por carecer de la orientación y los medios para hacerlo.
