English abstract

Analyzing the literature about the market of scientific publications and digital goods, the author discuss the role of the State and of public policies to ensuring access to scientific and technological information. The market is analized from the economic games theory and is understood as a coordination game. Among the policies, the promotion by the States of the movement known as open access (OA), and the implementation of the "green route" through the development of institutional repositories and self-archiving mandates are proposed.

Mediante un análisis de la literatura sobre el mercado de las publicaciones científicas y los bienes digitales, se discute el rol del Estado y las políticas públicas en garantizar el acceso a la información científico-tecnológica. Se analiza el mercado desde la teoría económica de los juegos (game theory) y se entiende el mismo como un juego de coordinación. Dentro de las políticas se propone el fomento por parte de los Estados del movimiento conocido como acceso abierto (open access), y la implementación de la “ruta verde” mediante el desarrollo de repositorios y mandatos de autoarchivo.
