English abstract

Analyzes some economic aspects of scientific publications and their relation to copyright . It starts by mentioning the brain drain in Argentina and its historical stages. Alert on privatization of libraries and maneuvering companies, pointing out some of the services that can be privatized. Raises the impact of trade agreements and general services (GATS)on libraries, indicating examples of areas that could be considered "competitive" in libraries in the context of GATS. It describes some aspects of scientific publishing market and the composition of it and stops in digital scientific issues.

Analiza algunos aspectos economicos de las publicaciones científicas y su relación con del derecho de autor. Comienza mencionando la fuga de cerebros en la Argentina y sus etapas históricas. Alerta sobre la privatización de las bibliotecas y las maniobras de las empresas, señalando algunos de los servicios que pueden ser privatizados. Plantea el impacto de los acuerdos generales de comercio y servicios (AGCS) sobre las bibliotecas, indicando ejemplos de áreas que podrían considerarse "competitivas" en bibliotecas en el contexto de AGCS. Describe algunos aspectos del mercado de las editoriales científicas y la composición de éste y se detiene en las ediciones científicas digitales.
