English abstract

Abstract: The information power of search engine providers is commercializing knowledge more and more. But informational sovereignty has also political impact since the antiquity. The German system of national special collection libraries guarantees access to specialised research literature, The German Research Society (Deutsche Forschungsgemeinschaft) has begun the redesign of the existing system to adapt it to the digital revolution. Subject information services will now provide the information for special research communities. However, guidelines like the reduction of the collections to the material of immediate interest and the closing of special collections during the process of evaluation endanger the information infrastructure; thousands of journals have to be cancelled and thousands of specialized titles will no longer be purchased. Planning on a broader horizon and a financial cooperation of the federal government and state governments are both essential in developing an information infrastructure for the future that can match the success of the traditional system.

German abstract

Zusammenfassung: Durch die Informationsmacht der Suchmaschinen ist im Zeitalter des Internet das Wissen in Gefahr kommerzialisiert zu werden. Informationelle Souveränität zu besitzen ist aber schon seit dem Altertum auch von politischer Bedeutung. Die Infrastruktur für die wissenschaftliche Information in Deutschland ist durch das System der überregionalen Sammelschwerpunkte geprägt, die gewährleisten, dass auch spezielle Forschungsliteratur zur Verfügung steht. Die Deutsche Forschungsgemeinschaft hat damit begonnen, dieses System der digitalen Publikationswelt anzupassen und Sondersammelgebiete in Fachinformationsdienste umzuwandeln, die leistungsfähige Informationsservices für spezielle Fachcommunities bieten sollen. Allerdings erweisen sich Vorgaben wie die Reduktion der Erwerbung auf den aktuellen Bedarf und der Wegfall ganzer Sammelgebiete im Rahmen einer reinen Projektförderung als Gefährdung der Informationsinfrastruktur: tausende von Zeitschriften und Büchern müssen abbestellt werden oder können nicht mehr gekauft werden. Breiter angelegte Planungen und neue Finanzierungsmodelle in Zusammenarbeit von Bund und Ländern sind erforderlich, um zu zukunftsweisenden Strukturen zu kommen, mit denen an die bisherigen Erfolge angeknüpft werden kann.
