English abstract

Open access journals are one of the essential building blocks for the expansion of this new scientific communication model, and they currently face three major challenges: (a) increasing their number and proportion to achieve hegemony within the system; (b) overcoming debates concerning their quality (and avoiding “contamination” by so-called “predatory” journals); and (c) consolidating sources of financing to ensure their economic sustainability. These are all underpinned by the need to develop and broaden pro-open access policies, with a special emphasis on tools designed to assess compliance with said policies. These four areas are examined in the chapter, which reveals that open access, as a movement for transforming the scientific communication model, has managed to convince the academic community and society of its many advantages. At this time, not only has it been consolidated from a quantitative point of view, but it is also forcing commercial publishers to adapt their business model to free-access publishing. In any case, this increase in the quantity and quality of open access requires strong leadership (which, for the time being, is being provided by the European Commission) and the development of new publishing models (and, therefore, financing), which are analysed in the text.

Las revistas de acceso abierto constituyen uno de los pilares fundamentales para la extensión de este nuevo modelo de comunicación científica y, en estos momentos, deben afrontar tres grandes retos: a) incrementar su número y su proporción para conseguir la hegemonía en el sistema; b) superar el debate sobre su calidad (y evitar la “contaminación” por parte de las denominadas revistas “depredadoras”); c) consolidar las vías de financiación para su sostén económico. Como marco a todos ellos se encuentra la necesidad de desarrollar y ampliar las políticas favorables al acceso abierto, con especial énfasis en los instrumentos para evaluar su cumplimiento. Estas cuatro líneas citadas se desarrollan en el capítulo que pone de manifiesto que el acceso abierto, como movimiento de transformación del modelo de comunicación científica, ha logrado convencer a la comunidad académica y a la sociedad de las múltiples ventajas que conlleva. En estos momentos no solo está consolidado desde un punto de vista cuantitativo, sino que también está forzando a los editores comerciales a adaptar su modelo de negocio a la publicación en acceso libre. De todas formas, para conseguir este incremento cuantitativo y cualitativo del acceso abierto, se necesita un fuerte liderazgo (que, de momento, lleva a cabo la Comisión Europea) y el desarrollo de nuevos modelos de edición (y financiación, por tanto) que se analizan en el texto.
