English abstract
International Meeting: The Electronic Resources Definition, Selection and Cataloguing Rome, 26-28 November 2001 Informative Infrastructure is a term of wide significance, extended a lot beyond the physical tools used for the transmission, elaboration or treatment of information. This issue puts into light the significance and the assumption of the communicative architecture between the informative infrastructures inside which libraries are moving. In particular the focus is on the significance of “access to contents” in the frame of the Global Informative Infrastructure, GII and on the boundaries that prevent the fruition of the information in the net. Sometimes the obstacles to the extension of the benefits of the access to the contents on global scale (hidden inside the regulations established by the governments) are thrown off balance towards the reinforcement of the restrictions of the intellectual property on the contents. Most of all, politics and definite standards are necessary in the digital libraries, in order to build strategies that can ensure a balance between the intellectual right of property and the law of access to the contents in the point of view of copy-right, seen as the right of copy and of fair use, seen as a fair payment and universal access.

Convegno internazionale: Le risorse elettroniche Definizione, selezione e catalogazione Roma, 26-28 novembre 2001 Infrastruttura informativa è un termine dal significato ampio che si estende molto oltre gli strumenti fisici utilizzati per la trasmissione, elaborazione o il trattamento di informazione. In questa relazione si mettono in luce significato e presupposti dell'architettura comunicativa tra infrastrutture informative, entro il cui quadro si muovono le biblioteche. In particolare si focalizza sul significato di accesso ai contenuti nel quadro GII Global Information Infrastructure e sulle barriere che impediscono la fruizione dell'informazione in rete. I governi del mondo stanno cominciando da qualche anno a riconoscere che i settori delle telecomunicazioni, dei servizi informativi e delle tecnologie dell'informazione non soltanto sono settori in espansione e crescita dinamica al loro interno, ma soprattutto rivestono un ruolo strategico essendo motori propulsori per la crescita e lo sviluppo economico dei paesi. La tensione tra libertà d'espressione e proprietà intellettuale esiste. Gli ostacoli all'estensione dei benefici di un accesso ai contenuti su scala globale, insiti per esempio all'interno delle normative stabilite dai governi, sono talvolta troppo sbilanciate verso il rafforzamento delle tutele di proprietà intellettuale sui contenuti. Sono quindi necessarie, per le biblioteche digitali, politiche e standard che assicurino un bilanciamento tra i diritti di proprietà intellettuale e il diritto di accesso ai contenuti nell'ottica dei concetti di copy-right, inteso come diritto di copia, fair use, inteso come equo utilizzo e accesso universale ai documenti.
