Report on a workshop held on January 14-15, 2004, organized by Pontificia Universidad Católica de Valparaíso (PUCV) [Dr. Atilio Bustos-González], with the collaboration of Centro Argentino de Información Científica y Tecnológica (CAICYT), the International Council for Science (ICSU), and the International Network for the Availability of Scientific Publications (INASP). It was sponsored by the Chilean Comisión Asesora de Bibliotecas y Documentación (CABID) and the Science and Development Network (SciDev.Net) and funded by the National Commission for Scientific and Technological Research (CONICYT) - Chile, BIREME - Brazil, UNESCO and ICSU.
