English abstract

This article discusses the problem of the quantitative and qualitative gap between the information rich and the information poor. As a consequence of a lack of information infrastructure large numbers of people are excluded from the world communications. This lack leads to the exclusion of certain groups of society as well as to a cultural homogenisation. A great wealth of information does not necessarily lead to a wealth of knowledge. The concentration on the information sector, the unlimited access to information and public knowledge are factors dividing the population into the informationrich and the information poor.

Der vorliegende Artikel diskutiert das Problem der Informationsarmut sowohl als quantitatives wie auch als qualitatives Problem. Auswirkungen mangelnder Informationsinfrastruktur sind Ausschluß weiter Teile der Menschheit von der Weltkommunikation, Ausschluß einzelner Gesellschaftsgruppen sowie eine kulturelle Homogenisierung. Quantitativem Informationsreichtum folgt nicht zwangsläufig Wissensreichtum. Die Konzentration im Informationssektor, die Informationsfreiheit und öffentliches Wissen sind Faktoren, die über Informationsarmut und -reichtum bestimmen.
