English abstract

Full-text Access to Theses via the Internet: A Conceptual Model for Turkish Universities Information services gained a new dimension as a result of the rapid developments in information technologies and the Internet. As a consequence of the developments in communication and cooperation facilities in the electronic environment, getting access to information quickly has become the main objective of information services. Hence, theses that fulfil an important function in the provision of information services in general have gained a new dimension as well: theses that are accessible full-text through the Internet have been used in a much more effective way. Projects on electronic theses and dissertations (e-theses and e-dissertations) that started in mid-1990s have reached an important level today. In order for theses to be made accessible more effectively via the Internet in Turkey, the components such as infrastructure, storage, archiving, access management and indexing should be studied. In this study, we first review the statwe-of-the-art of current information services with regards to theses and then, in light of examples worldwide, develop a conceptual model that might be used to set up a Turkish Electronic Theses Center (TETC). The conceptual model covers, in three steps, the overall process from preparation of the theses in electronic environments to the submission of them to TETC, from indexing and archiving of theses at TETC to making their full-texts available to users via the Internet by using a detailed flow-chart and summarizes the requirements that should be satisfied in order to establish the Turkish Electronic Theses Center.

Internet Üzerinden Tezlere Tam Metin Erişim: Türk Üniversiteleri için Kavramsal Bir Model Internet ve bilgi teknolojilerindeki hızlı gelişme sonucunda yeni bir boyut kazanan bilgi hizmetleri, büyük bir değişime uğramaktadır. Elektronik ortamda iletişimin ve paylaşımın artması sonucu bilgiye en hızlı şekilde ulaşmak bilgi hizmetlerinin temel amacı olmuştur. Bu amaçtan hareketle, bilgi kaynakları içinde önemli bir yer tutan tezler de yeni bir boyut kazanmış, tam metinlerine elektronik ortamda erişilerek çok daha etkin olarak kullanılmaya başlanmıştır. Dünyada elektronik tezler (e-tez) konusunda 1996 yılında başlayan çalışmalar bugün oldukça önemli mesafeler kazanmıştır. Ülkemizde de tezlerin Internet aracılığıyla daha etkin bir şekilde kullanılabilmesi için gereken alt yapı, depolama ve arşivleme, erişim yönetimi ve indeksleme vb. ögelerin incelenmesi gerekmektedir. Bu araştırmada, tezlerin hizmete sunulmasında mevcut durum analiz edilmekte, dünyadaki örnekler ışığında Türkiye’de hizmet verecek bir “Elektronik Tez Merkezi”nin kurulabilmesi için kavramsal bir model geliştirilmektedir. Kavramsal modelde, öğrencilerin tezlerini elektronik ortamda yazmalarından Türkiye Elektronik Tez Merkezi’ne (TETM) göndermelerine, tezlerin TETM’de indekslenmesi ve arşivlenmesinden tam metin olarak kullanıcıların erişimine açılmasına dek yapılması gereken işlemler üç aşamada incelenmekte, bu aşamaların ayrıntıları iş akışşeması halinde verilmekte ve TETM’in kurulması için yapılması gerekenler kısaca özetlenmektedir.
