English abstract

In decentralized administration local bodies are concerned with various administrative, educational and development issues. So in local government the planning for use of technology have started to recognize the value of information. This study attempts to evolve technical guidelines for building up an information system under local government that has to provide networking services by connecting various offices and institutions like Block Panchayat Office, Village Panchayat Office, District Educational Office, schools, colleges, and other organizations existing in the geographical jurisdiction under District Panchayat. A model plan for district level information system based on experience and other studies is put forward in this paper which can help the Panchayats, block and district administration to bring available information resources under its control to support, speed up, enrich and maintain quality in all the development programmes as well as ensure people’s participation.
