Acceso a la información en cualquier materia con trascendencia pública o social ha sido tradicionalmente visto con desconfianza por los sistemas políticos al considerarlo una manera de limitar el ejercicio de su poder. En cualquier campo, la información es imprescindible para tomar decisiones pues es a través de ella como se configura el conocimiento de las cosas y las circunstancias que las envuelven, derecho a tener acceso y a divulgar la información.

The access to the information in the matter of environment. Access to the information in any matter with public or social importance traditionally has been seen with distrust by the political systems when considering it a way to limit the exercise of its power. In any field, the information is essential to make decisions because it is through her as it forms the knowledge of the things and the circumstances that surround them, right to have access and to disclose the information
