Abstract

La crisis económica que afectó al mundo durante los primeros años de la década del 70 constituyó un poderoso catalizador en el establecimiento de un nuevo paradigma de desarrollo. Con un marcado enfoque tecnológico-gerencial, se centró en la calidad, la piedra angular de la supervivencia de las organizaciones y el progreso social. Como consecuencia de las presiones financieras existentes, en especial, sobre el sector de la administración del estado, su influencia se extendió rápidamente desde el sector privado al público y de este último a la esfera de la salud y, en particular, al cuidado de los pacientes.

The economic crisis that affected to the world during the first years of the 70s constituted a powerful catalyst in the establishment of a new paradigm of development. With a marked technological-managemental approach, it was centered in the quality. As a result of the existing financial pressures, in special, on the sector of the administration of the state, its influence extended quickly from the private environment to the public.
