Bildiride; ‘belge’ ve ‘belge yönetimi’ kavramları ve gelişim süreçleri irdelenerek, ‘bir kurumun faaliyet ve işlemleri hakkında enformasyon ve kanıtların belge formunda elde edilmesinin yanında korunmasına yönelik süreçler de dahil olmak üzere, belgelerin üretimi, alınması, korunması, kullanımı ve tasfiyelerinin sistematik kontrol ve etkinliğinden sorumlu çalışma alanı’ olarak tanımlanan belge yönetiminin bir disiplin olarak gelişmesinin gerekliliği ve önemi ele alınmaktadır.
Erişim temelli enformasyon sistemleri ailesinin bir üyesi olarak enformasyon bilimleri alanı içerisinde yer alan belge yönetiminin, bir disiplin olarak varlığını ortaya koyması ve gelişmesini sürdürebilmesinin ancak üniversite düzeyinde bir eğitim programıyla başarılabileceği vurgulanmaktadır.
Bu bağlamda belge yönetimi uygulamalarını gerçekleştirecek belge yöneticileri için gerekli bilgi ve beceriyi kazandıracak bir eğitim programında yer alması gereken konular üzerinde durulmaktadır.

In this proceeding, essentialness and importance of development of records management as a discipline that is described as of “field of management responsible for the efficient and systematic control of the creation, receipt, maintanence, use and disposition of records, including processes for capturing and maintaining evidence of and information about business activities and transactions in the form of records” are handled examining the concepts of ‘records’ and ‘records management’ and their development procedure.
It is emphasized that to have existence of records management as a member of retrieval-based information systems within the field of information sciences and its persistency shall be achieved only with the education program at the university level.
At this point, the topics that should be involved by the education program will be taken into account for records managers who will carry out the applications of the records management.
