[中文摘要]国际图联（IFLA）出版《书目记录功能需求》一书之后，在世界范围内引起强烈反响。本文以规范控制为切入点，阐述FRBR/FRANAR中实体、关系及目录职能，探讨依据此概念模型，FRBR模式在国家图书馆规范控制系统中的应用及其对检索控制的重要意义。

[English abstract]

This paper gives a thorough introduction about FRBR/FRANAR from several facets,that is, the entity, relationship and user’s task. It introduces the proposal of NLC authority controls system in the objectives, principlres, applications, a solution to the problem, and finally to have further comments and insights on this issue. It also discusses the importance of authority control in access control.
