Abstract

Presents the evolution of library legislation through the laws meant for independent library units to that of library systems of different levels which provide for networking and resource sharing. Emphasizes the important legal provisions required in Library Acts and also points out the aspects that need special attention in federal countries like India. Opines that in the development of large public library systems like that required in India, special attention is to be given to the powers to be vested with the central authority, those to be delegated to federal units, provision for co operation; the functions of systems at different levels up to the village and the special situations of different States. National level legislation should ensure the participation of the central government in library development in States. It should also provide for standardization of different aspects which is essential for co ordination at the national and state levels. The paper suggests that library legislation should also clearly define the role of National and State Central Libraries in national information system.
