[English abstract]
The paper on providing educational facilities to the under privileged; points out that the formal education systems and information support facilities are accessible only to a minority of our population coming to less than ten percent. Education can be extended to the people beyond this privileged minority only by establishing a good public library network. Making all views, opinions, news and information accessible to the common people to make them participate in government will also be possible only if there is an efficient public library system extending up to the villages. Public library has to offer to the people of its locality materials and services that will help them for their formal and non formal education as well as support them to prosper in their respective professions, by providing facilities for continuing education for professional maturity. The study opines that to establish and maintain such a need based public library system; enacting library legislation is also very important.
