Abstract
Stresses that digitization in any organization should be initiated with some set objectives. In archiving of rare and antique documents serious consideration is to be given for not disturbing or destroying originals in the digitization process. But digitization for storage and dissemination of courseware, etc in distance education systems originals are not that much important. The aspects like meta data standards, format, content, structure, context, search mechanisms, language technologies to be used etc are to be considered in planning and implementing digital libraries. Reviews standards provided by the UNESCO for various aspects of information processing and dissemination applicable to digital libraries. Observes that in recent times digital library development and creating institutional repositories have become a fashion and inappropriate policies and decisions have destroyed for ever many heritage items at least in India. Points out the need for giving serious consideration to aspects like conservation of original, the digital format to be used, the technologies and solutions; before embarking upon any digital library project
