Abstract

Kerala has almost achieved the aim of universal access for primary and secondary education. Higher secondary education has also been integrated recently with school education. But a disturbing fact is that education imparted in schools of Kerala is of very poor quality. One major factor leading to this is the absence of library services of required standard. The survey conducted by the committee found that only 20% of the schools in the State have at least a room for keeping books. Due to this children do not pick up the reading habit at the age at which it should be acquired. Lacking the essential equipment needed for life long learning, they become handicapped in critical thinking and forming rational judgments on the problems that they or the society in which they live encounter in life. This is the main source of many ills that plague the school education today. The committee view that quality up gradation in schools is inextricably linked to the setting up and strengthening of school libraries. Library must occupy a central position in the school. With this objective the committee has examined the school education system and suggested various measures to make school libraries vital and vibrant institutions. The main areas on which the recommendations of committee focus are (a) setting up of school libraries, provision of infrastructure and building up a good collection, (b) school librarian’s role and personnel policies to be adopted in manning school libraries (c) administrative and procedural improvement and (d) integration of library with ICT resources for multi sensory learning. The Committee has also proposed standards for various aspects of school libraries and a few building designs that can be adopted to house a system that integrates information and concerned technology in schools.
