In this proceeding, essentialness and importance of development of records management as a discipline that is described as of “field of management responsible for the efficient and systematic control of the creation, receipt, maintanence, use and disposition of records, including processes for capturing and maintaining evidence of and information about business activities and transactions in the form of records” are handled examining the concepts of ‘records’ and ‘records management’ and their development procedure. It is emphasized that to have existence of records management as a member of retrieval-based information systems within the field of information sciences and its persistency shall be achieved only with the education program at the university level. At this point, the topics that should be involved by the education program will be taken into account for records managers who will carry out the applications of the records management.
