| Abstract: | The relation between Open Access electronic publishing, OAI-PMH institutional archives and research assessment and evaluation programs in Italy is a rather new topic which deserves being explored and given a legal and formal standardization for academics to refer to.
If nowadays electronic commercial publishing and articles published in journals with IF have the same dignity of printed works as far as research assessment and evaluation are concerned, the same thing cannot be said for Open Access monographs or journals without IF, which are virtually excluded from research evaluation.
The article analyzes also the opportunity and the necessity to “open” research evaluation to alternative metrics; the scientific value and quality of peer-reviewed Open Access publishing; the present context of Italian research evaluation projects; and some legal, technological and qualitative enjeux which emerge from the inclusion of Open Access products in research evaluation procedures.
A possible strategic missing link between Open Access electronic publishing and research evaluation programs can be represented by the (local) systems of classification of scientific publications (“Anagrafe della ricerca scientifica”), some of which are here discussed and presented. |
| Other Abstracts: | Il dialogo tra l’editoria elettronica ad accesso aperto, gli archivi istituzionali OAI-PMH compatibili e la valutazione della ricerca scientifica in Italia è un argomento in gran parte inesplorato che, vista la progressiva diffusione del digitale in ambito accademico, merita un necessario approfondimento e una sistematizzazione normativa che possa fornire a professori e ricercatori un punto fermo cui riferirsi.
Attualmente, le pubblicazioni elettroniche appartenenti al circuito commerciale e gli articoli pubblicati su riviste elettroniche dotate di Impact Factor o non Open Access hanno la stessa dignità delle pubblicazioni cartacee a fini valutativi o concorsuali; rimane invece ancora senza soluzione la problematica delle pubblicazioni, monografiche e periodiche ad accesso aperto, prive di Impact Factor, che sono virtualmente escluse dai processi valutativi.
L’articolo analizza anche l’opportunità e la necessità di aprire la valutazione della ricerca a indicatori bibliometrici alternativi all’Impact Factor, la garanzia di qualità delle pubblicazioni Open Access peer-reviewed nell’attuale contesto italiano di valutazione della ricerca scientifica, e alcuni tra i principali enjeux di carattere giuridico, tecnologico e qualitativo che investono la proposta di utilizzare il prodotto Open Access in ambito accademico-scientifico e valutativo.
Un possibile e strategico anello di raccordo tra editoria elettronica ad accesso aperto e i processi di valutazione viene qui individuato nei sistemi di anagrafe della ricerca, sulla scorta di alcune esperienze nazionali e internazionali che intendono proporre dei correttivi a criteri e procedure valutativi spesso limitati e unidimensionali. |
