Abstract: Open and distance education is offered mainly from open universities. In this paper is attempted a concise presentation of open universities, in Europe. A report is presented not only of the electronic services that are offered by the open universities but also of the open universities’ libraries. The comparative survey of offered services shows the dissimilarities and the different statuses among the open universities.
