        <dc:description>Introduction. The article explains, in general terms, the concept of web accesibility, mentions and justifies the worldly accepted WCAG 1.0 guildelines and shows in which terms every portal/website has to follow them according to Spain current legislation. Method. Several national goverment and every regional goverment portals have been reviewed and validated with testers like TAW and W3C validators in order to check their concordance with the mentioned WCAG 1.0 web accesibility guidelines. Conclusions. Current Spain legislation for web accesibility is vague and can be interpreted in a subjective way, what makes difficult to be applied. The conclusions of the specific study for every regional goverment portal are shown in PART II of this article.</dc:description>
