Its many dimensions have been much discussed in the library and information literature and have been defined in standards in a number of countries. Putting those concepts into practice presents a logistical and resource challenge, a challenge to which we much rise if we are to support a fairer and more empowered global information society.

The dynamic advancement of technological development and the importance of information and knowledge in modern- day society have determined that the principal competitive advantage of an organization is the capacity to manage these resources adequately. The abilities and knowledge that workers are capable of developing are transformed into a resource that modern organizations value in a growing way.
Educational organizations, especially universities, must take advantage of their competitive resources. That is to say, they must know how to make intensive use of their knowledge in order to improve: the process of formation and learning of their students, the generation of new knowledge produced
by research and the transference of said knowledge by means of publication and technical assistance. The processes of management of knowledge, organizational learning and information are intimately linked. Therefore, significant improvements can only be obtained in organizations if synergies are generated between each one of these processes. In order to study these three processes, the Universities’ Library Systems of the Pontificia Universidad Católica de Valparaíso were selected as a unit of analysis, and considered as places of knowledge gathering, documentation centres and active agents in the development of abilities in the use and transference of information necessary to generate new learning and knowledge. The principal objective of
this investigation was to characterize the management of information, knowledge and organizational learning in a university’s library system, analysing its relationship and the way that these processes differ depending on variables such as department membership, the characteristics of users that rely on them, etc. The efficient management of organizational learning implies not only the utilization of previous knowledge but also the creation of new knowledge within the framework of what are termed communities of learning.

Do you know what they are saying about you in the blogosphere? Should you care? Aren't blogs just for kids, political campaigns, and geeks, and of no value in business? If you think that, you're likely missing out on an increasingly powerful information source.
Why have blogs, which are simply Web pages with reverse chronologically arranged individual posts, become so powerful? According to David Sifry of Technorati [www.sifry.com/alerts/archives/000298.html], the number of blogs has been doubling at least every five months. The current estimate is that there's over 10 million blogs in the blogosphere. Yet it's not the large number that creates the stir over blogs. Their power comes from the speed of information diffusion, their low barrier to access, and readers' ability to scan many blogs through XML feeds. The vast majority are not journalistic endeavors or political advertising. They are as individual and unique as their writers—and they can damage your company or brand very quickly.

From Silicon Valley to BIBLIOPOLIS. Micro-cluster of Poznań libraries collecting legal and economic literature.
The aim of the following presentation is to show the experience and initiatives of the co-operating informal working group composed of the representatives of different libraries of the town. The novelty included in the venture is that it concerns co-operation and joint activities of libraries of different types despite formal constraints hampering this co-operation within the broadly understood scope the target subject, i.e.law and economics. In practice, the co-operation involves specialization in relevant collection holding areas through consultations as to the acquisition of sources (both traditional and electronic), information of the collections and joint (and thus more economic) use of own resources as well as through popularization of modern economic knowledge within the library community. This activity is presented in the light of one of the most modern and dynamically developing theories of regional co-operation known as clusters.

In this paper, we describe our decade-long experience of building and operating one of the most active Institutional Repository in the world: www.saber.ula.ve <http://www.saber.ula.ve> (University of the Andes, Mérida- Venezuela). In order to share our experience with other institutions, we firstly explain the steps we followed to preserve and disseminate the scientific production of the University of Los Andes' researchers. We then present some recent quantitative results about our repository activities and we outline some methodological guidelines that could be applied in order to replicate similar experiences. These guidelines list the ingredients or building blocks as well as the processes followed for developing and maintaining the services of an Institutional Repository. These include technological infrastructure; institutional policies on preservation, publication and dissemination of knowledge; recommendations on incentives for open access publication; the process of selection, testing and adaptation of technological tools; the planning and organization of services, and the dissemination and support within the scientific community that will eventually lead to the adoption of the ideas that lie behind the open access movement. We summarize the results obtained regarding the acceptance, adoption and use of the technological tools used for the publication of our institution’s intellectual production, and we present the main obstacles encountered on the way.

"Equity of Access" for all to the records of humanity is a key action area of the American Library Association (ALA). By 2005 the Association has declared that it will be the leading voice for equitable access to information resources in all formats for all people. Since the formal organization of the Association in 1876 its members, divisions, committees, task forces and commissions have steadily worked to develop and extend access to library services. This paper provides some of the historical context of the American Library Association’s efforts to define, extend, protect and advocate for Equity of Access. It is important to note that the paper focus is on central tendencies rather than internal debate. Analysis of division, roundtable and affiliate actions that have contributed to the larger picture and have been fundamental to the overall Association’s development of policies for equity of access are not fully addressed.

El presente trabajo afronta la problemática del acceso a la información tomando como objeto de estudio una de sus formas: la visualización mediada por interfaces gráficas. Para ello se aproxima un marco teórico para el análisis del factor humano en visualización de información, tomando como contexto disciplinar la Interacción Persona-Ordenador; se propone un marco metodológico general para el diseño y evaluación de interfaces gráficas de visualización; y se propone y evalúa un procedimiento algorítmico para la ordenación espacial de grafos. Los experimentos realizados demuestran que el procedimiento algorítmico propuesto es el que mejor relación eficacia-eficiencia presenta de entre los comparados, y confirman la influencia que en la usabilidad visual de la representación tienen los criterios heurísticos empleados en su evaluación.

This paper aims to analyze the process of internationalization of undergraduate programs at the national and global context, seeking to identify trends and challenges in Library and Information Science. This is a theoretical study built upon a literature review. Initially, we present an overview of academic internationalization. Then, we discuss relevant aspects concerning the internationalization of education in library and information science (LIS), based on articles and selected information sources. It is observed that in Brazil there is only one article dealing on the topic. In conclusion, general recommendations are presented. At the final, references are presented (with abstracts) of the main articles about the topic published in the 2000s.

easy creation, transfer and duplication of information throughout networks. Reckless use and transfer of digital
content through Internet invokes threats to copyright claims of commercial content creators. This situation
force commercial publishers to make use of technology and law to ensure security and prevent unauthorized
access of digital content.

The objective of the study is the analysis of catalonian universities scientific production in the period 2000-2004. It has been calculated indicators by university about scientific activity, visibility, impact, power research,
citation, selfcitation, regional and international collaboration. The empirical evidences show a stratified university system, without a clear specialization in their activities of research. The network of international collaboration by countries with Catalan universities has been drawn graphically. The universities as a whole prefer to collaborate with the United States, the United Kingdom, France, Germany and Italy and obtain better visibility when they sign his works with authors in English language.

A quiet revolution is underway, with the growing interest of librarians and educators about information literacy / competence in information. The concept, based on the current scenario, has been widely adopted and diffused in countries like the United States and Australia. Information Literacy appeared in literature in 1974 and basically can be defined as the area on the informational universe, incorporating skills, knowledge and values related to search, access, evaluation, organization and dissemination of information and knowledge. This study is from of a theoretical-documentary, in-depth study of the subject, present a historical retrospective, define the concept, highlighting different conceptions and emphases around information literacy. The interface with the education and the role of librarian as an education are also addressed. Information Literacy emerges as a new educational philosophy, the basis for knowledge management and lifelong learning

O trabalho analisa a educação de usuários de Bibliotecas Universitárias no contexto da chamada Sociedade do Conhecimento, baseado em revisão bibliográfica e rotinas diárias de serviço, buscando sugerir modelos de educação englobando conhecimentos, habilidades e valores, centralizados no aprendiz e em seus processos de construção de conhecimento a partir da busca da informação. A avaliação crítica, relevância e pertinência devem ser consideradas na busca da informação. Também se analisa o papel do bibliotecário como educador e mediador de conhecimento em seus variados níveis de mediação, e a necessidade de cooperação e interação constantes com os docentes, desenvolvendo programas integrados ao currículo.

In this paper there becomes a study of the application of the technologies and the attitudes of the Web 2.0 to the bibliographical catalogues of libraries, which has been given in naming OPAC 2.0. For it there is realized a brief conceptualization of which it is the Web 2.0 and the technologies and attitudes that link themselves him. Later there is done a brief revision of the innovations that OPACs has emphasized throughout the time. A tour is realized by the principal OPACs that are implementing functionalities 2.0. Once checked the current offers and on the basis of the bibliography, the desirable functionalities are analyzed in an OPAC 2.0. The work finishes with an offer accompanied of images, of how it would be an OPAC 2.0

The web site of a library is our business card for the users: many people will know our web site before than our building, our physical resources and our staff. Muskiz's Library, with a web site from 2002, has updated its "business card" in an attempt to make it more attractive and usable. The thoughts arisen in the process of renovation of our site have helped us to understand and to take advantage of the services and the philosophy of the web 2.0. It can help us to create a more active, public and participative library: the user and the participation are the key for the success of the new initiatives. Our efforts have been focused to create and to disseminate quality contents, to promote the emergence of users with similar aims to ours ("library users") and to facilitate the use of the new tools among those who have access to our web site. We describe what we understand as web 2.0, its relevance in the library and the steps that we have given to apply its philosophy in day by day.

Libraries expect from journal publishers that they allow self archiving; from authors, libraries expect that they provide their papers via personal websites, institutional, or subject repositories. But do librarians and library associations provide their own publications open access? This paper examines the situation of free access to Austrian literature on librarianship. Reasons why librarians are reluctant to provide their papers open access are identified. Those reasons are related to professional culture, knowledge, usability, time, and legal aspects. Finally, potential solutions are provided.

Information Seeking Experiences of Canadian Pharmaceutical Policy Makers

Research-informed public policy is often
articulated as an ideal.
Yet, “evidence-based policy making”
has also been critiqued for not fully
taking into account the context in
which policy makers actually work.
This exploratory study investigates
the work-related information
seeking experiences of key informants
engaged in pharmaceutical policy
making in Canada.
Methods
As part of a broader research prioritysetting
process, we conducted
semi-structured interviews with a
purposive sample of 15 Canadian
pharmaceutical policy decision makers.
Interviews were audio-recorded,
transcribed and coded using NVivo 8.
We used descriptive qualitative analysis
influenced by grounded theory methods
We compared our results with Leckie,
Pettigrew & Sylvain’s General Model of
Information Seeking of Professionals to
create a model specific to our study population.
Pharmaceutical policy makers need information
for their work, and their information
seeking is not dissimilar to that of other
professionals.
Results
Approaches to seeking were diverse,
and may reflect a status hierarchy in
which access to resources is
unequally distributed.
Sources used also appeared to
indicate levels of status.
Affective outcomes were commonly
disappointment, desire for a single
go-to source, and resignation to
making do without evidence.
Time pressures were a concern
across respondents, and influenced
seeking actions as well as outcomes.
Conclusions
Specific types and time-sensitivity of
needs, as well as a lack of established
sources, create affective outcomes
that point to areas of improvement
for information sharing and
knowledge translation.
In the absence of a dedicated, independent
source for rapid-response policy
research, Canadian pharmaceutical policy
makers will continue to satisfice with
available resources, and barriers to
evidence-informed policy will persist.

For more than 10 years the University of Applied Sciences Burgenland has educated specialists in the field of librarianship, documentation, and information. Firstly, this paper reviews the degree program 'Information Business' which is phasing out. Some showcases of careers of alumni are provided. Following that, the changes in the curriculum of the new bachelor course of the same title and the additionally established graduate program 'Applied Knowledge Management', both starting in winter semester 2005/06, are described. Finally, an outlook and further plans concerning the study programs are presented.

At some stage, most of the models and techniques implemented in IR use frequency counts of the terms appearing in documents and in queries. However, many words, since they are derived from the same stem, have very close semantic contents. This makes a grouping of such variants under a single term advisable. Otherwise, dispersal occurs in the calculation of frequency of these terms, and it also becomes difficult to compare queries and documents. On the other hand, there are notable differences between different languages in the way of forming derivatives and inflected forms, so that the application of specific techniques can produce unequal results according to the language of the documents and queries. A description is given of the tests carried out for documents in Spanish, which involved some stemming techniques widely used in English, as well as the application of n-grams, and the results are compared.

The usage of electronic resources depends on good possibilities of searching and the Semantic Web
concept can be convenient solution for information retrieval (IR). WWW (World Wide Web)
enables, with the help of search engines and huge number of available (meta)information, data that
can satisfy user's need for information, but only at some extent. At the same time, there are more
and more research efforts to increase the efficiency for IR until one gets as much as possible
relevant information on the Web. As one of the latest results of this W3C efforts, Semantic Web
presents a group of organized technological standards, IT products, and information linked in such a
way that can be easily indexed and semantically filtered through the process of classification on the
global scale. Semantic Web and its principles make IR easier because it can be also observed as
very useful and successful way of representing data on the WWW or as a group of globally linked
databases. The architecture of Semantic Web consists of three important IT standards: XML
(eXtensible MarkUp Language), RDF (Resource Description Framework) and the ontologies.
Semantic web is still under development and is not in common usage but it promises that it will
radically improve the possibility of searching, sorting and classification of information.

Description of the Scottish Collections Network (SCONE), a Web service for the information retrieval of descriptions of print and digital collections held in libraries, archives and museums in Scotland. The service provides collection-level descriptions with direct connection to online digital collections and related online catalogues and finding aids. Collection descriptions can be searched by collection title, subject, language, town of location, and name of associated person or organization. The service also provides navigation through collection hierarchies.

Conspectus and the Scottish Collections Network: landscaping the Scottish common information environment

The article briefly gives the background to the concept of a common information environment, followed by a history of the development of two major components of a common information environment for Scotland in the form of the Scottish Collections Network, a collections description service, and the Cooperative Information Retrieval Network for Scotland, a distributed union catalogue for meta-searching. The article discusses the application in Scotland of the Conspectus methodology for the subject mapping of general library collections, and describes how Conspectus data has been integrated in the information environment to allow the identification and selection of collections and associated catalogues with strength in specific subjects.

Report of a Meeting
Sponsored by the United Nations Education, Scientific, and Cultural Organisation (UNESCO), National Forum on Information Literacy (NFIL) and the International Federation of Library Associations and Institutions (IFLA). The report is organized according to four primary areas related to Information Literacy: Education and Learning, Health and Human Services, Business and Economic Development, and Governance and Citizenship. It highlights recommendations for empowering citizens across the globe to be information literate. The report also describes numerous activities, strategies and approaches to promote cooperation between governments, NGOs, elements of the Civil Society, and international organizations, as well as opportunities for implementation and future plans.
The Report is prefaced by The Alexandria Proclamation, and consists of Dr. Patricia Senn Breivik’s summary of outcomes, “Prague and Alexandria: Steps Toward Social Inclusion,” and the acknowledgements in Part C. Part D, this executive summary, highlights the discussion and recommendations made by the meeting participants. Part E consists of the Recommendations formulated by the Colloquium participants. Part F, which consists of Appendices, including key speeches made by distinguished guests, a list of meeting participants, the programme agenda, and concludes with an edited transcript of the Colloquium proceedings to facilitate readers obtaining more detail on issues of particular concern to them.

En el mundo del lector se han producido cambios tan significativos como el aumento en la oferta lectora, la diversificación de los soportes de lectura y las nuevas formas de leer, escribir y comunicarse a través de Internet. Esta situación afecta especialmente a la escuela del S. XXI, que evoluciona lentamente y está siendo desplazada como protagonista en la transmisión de contenidos y en la enseñanza de la lectura. Con el objeto de contribuir a paliar esta situación se propone un modelo centrado en habilidades informativas orientado a favorecer la competencia lectora que funcione, desde la biblioteca escolar, como elemento holístico y vertebrador, convirtiendo de este modo a la lectura en instrumento indispensable para construir conocimiento.
Readers’ world has been lately challenged by significant changes, such as the increase on reading supply, the diversification of documentary media and the new types of reading, writing and communicating through the Internet. Such situation specially affects 21st century schools, which are evolving too slowly and so being relegated from their corresponding pre-eminent place as reading teachers and knowledge transmitters. The main goal of this article is to contribute mitigating such adverse effects on schools by proposing an information literacy skills model aimed for improving reading competency from the school library, which is considered a key element capable of turning reading again into an indispensable instrument in knowledge construction.

In this article, an analysis of the library and information science management is made as a component of a Dynamic and Complex System, which responds to a strategy of inquire from a framework of interpretation of the Complexity Thinking. The application comprises a strategic approach and a view to the performance in perspective of the management of information recorded in documents in a macro social context. It is explained a series of knowledge products that justify a new style of non-linear, holistic, and more dynamic thinking with a search strategy more oriented towards the dynamics. It is proposed a reflection about the dynamics totality compounded of diverse aspects of the processes of interaction and information management.

The purpose of this research was to investigate the information needs and information seeking behaviour of working journalists in Turkey. It investigated characteristics, information needs, interests, sources and purposes, libraries used and services required by 217 journalists in 31 national Turkish daily newspapers, during the period among January 2007 and June 2008 by means of a conducted survey. Journalists have a need for large volumes of very current and authoritative information, and they felt urged to ask the required information very quickly. Throughout the time it seems that shifts in newspaper coverage, the changing economic conditions, and the information flood provided through the new information technologies altered journalists' information requirements and information seeking behaviour. Considered as well were the barriers against meeting information needs in libraries and archives — in terms of time, resources, education, access and information overload. Conclusively, several recommendations are made for improving the existing situation. Future developments involving the library as an intermediary between electronic networks and the newspaper organization offer promises for in-house system design

What is not available online is not worth reading?

B. Information use and sociology of information
This short article discusses an emerging trend in the information-seeking behaviour of scientists, i.e. mere reliance on online information. Based on a study of physicists and astronomers, this article shows that more scientists now assume that if articles are of enough quality and significance, they must be available online and vice versa. Though still in a low minority, a number of scientists believe that what is not available online is not worth the effort to obtain it.

Analyzing the image that the Library of Murcia´s University projects in the regional press is the main aim of our article. For that, we have realized a study across the news gathered in the Regional press of Murcia, to be exact, in the news-papers called “La Verdad” and “La Opinión” between the years 1998-2006. It is analyzed the publication date, the library mentioned in the news, the category to which we assigned it and the campus, among others aspects to be evaluated, all of this, to compare the results of this research and notice the informative treatment the news have received.

A. Theoretical and general aspects of libraries and information.
This research attempts to define convergent tendencies between the knowledge constituting the publishing activity and the conceptual frame upon which Information Science is based. Taking shape as an exploratory study, the research tries to systematize and make coherent a definite mark from which the convergence between the two areas may be contemplated and analyzed. In the process of constructing its arguments, the research seeks to identify, amongst international literature, authors and theoretical proposals which lead to building the structure of said convergence, determining its statute and indicating the nature of its contribution for the Information Science epistemology. Aiming to extend the universe of its inferences, a selected segment of the literature published in Brazilian journals of Information Science within the latest ten years is taken into account, in order to verify the presence of bibliographic sources that disclose the repercussion of the idea of convergence between publishing activity and Information Science – such as profiled in this study – in the papers discussing the discipline’s epistemological foundations. The research also points out topics that after analyzed more deeply would enlarge the knowledge about this subject, suggesting further studies which may demonstrate and consolidate the links between the fields under investigation.

Alternate Format Production Service in Nova Scotia:
A University and Community College Collaborative Study

Studies have shown students with print and other disabilities face challenges in obtaining post-secondary credentials, however, there are specific supports that can increase their chances of success. While commendable efforts have been made to increase the availability of
support services for post-secondary students with disabilities in Nova Scotia by both the Province of Nova Scotia and individual educational institutions, the provision of alternate format materials for print-challenged students remains problematic. Students aren't
receiving consistent service across the province, nor are efficiencies in production and delivery being realized.
In 2006, the Atlantic Centre of Research, Access and Support for Students with Disabilities at Saint Mary's University initiated a research project to assess the feasibility of a centralized alternate format production service intended for post-secondary students across
the province. The Feasibility Study was informed by interviews with disability services staff, library representatives and related organizations from across Nova Scotia; interviews and reviews of existing services in BC, Manitoba and Ontario; reviews of selected reports addressing access to alternate format materials in Canada;
and a roundtable session with Nova Scotian stakeholders. The study resulted in a proposal of a consortial model for province-wide service and written documentation of findings.

Objective: A growing body of literature describing the role of the librarian as a support for health care based on evidence. In this paper we describe the collaborative process of the librarian in the preparation of a Guide to Clinical Practice Evidence-based about the use of medications in child and adolescent mental health that aims to establish recommendations that would reduce the variability of clinical practice. Methodology: Descriptive study of librarian involvement in the process of developing a practice guideline of drug therapy in mental health in children and adolescents based on the available scientific evidence. Establishing a stable working group with various professionals representing the Dirección General de Farmacia y Productos Sanitarios, de la Oficina Regional de Salud Mental, and a librarian. There are three subgroups which share new themes of child and adolescent mental health. Results: The librarian participates assuming various roles such as project management in union with other member’s team, literature search, reference manager, obtaining documents, critical appraisal of literature, and the authorship of the text of the Guideline. Conclusion: Clinical Practice Guidelines Evidence-Based play a key role in healthcare practice. The complexity of their development requires close collaboration between librarians, clinicians and institutions that are edited. In this communication we identify the possible roles of the librarian describing a particular case.

People who had previously accessed the Web solely for shopping or research purposes now sign on for the experience of creating and sharing information in the public sphere. They are crafting both content and connections with other users in a new Web that links people to people, as well as to information.

The number of Internet users' explosion and the continous increment of available content through the World Wide Web made the valuable electronic information stored in web servers is difficult to locate and also sometimes inconsistent. So, there are developping different standardisation projects to locate and control the distributed information in Internet, to identify the resources and also to structure, access and refer. This paper analyses diferent initiatives related to identification and localisation systems, to content description and to formal description of web resources. This work offers a big landscape of the state of art of Web documents localisation, identification and description. Besides, we present a thoughful reflection about standardisation.

Are applicable and useful librarian performance indicators (UNE 50137 standard) for hospital libraries?
Objectives: Test the effectiveness of librarian performance indicators as a tool to assess Health Science and Hospital libraries and try to define those that would be are considered most relevant for this type of libraries.
Material and methods: We selected 6 performance indicators (UNE 50137) that we considered would be easy to obtain and we try to reliably achieve the same data in 4 Hospital libraries with similar features.
We unifyed measurement criteria to perform calculations, in order to perform a reliable comparisson, and annual calculations to: patrons costs; visits to the library per capita; cost per visit to the library; speed of services of document obtaining; volume of loans; loans per capita.
In some cases it was necessary to extract representative samples, obtained randomly so as not to bias the results.
All these calculations were performed using the annual accounting information and statistical data obtained as common tasks of libraries.
Results: A table was elaborated synthesizing the main results obtained for the 6 selected indicators was elaborated.
Conclusions: It is very complicated to apply the same criteria measurement in the different libraries because we do not collect the same data or in the same way, and we do not have accurate and homogeneous measurement systems. The criteria and methodology for data collection has to be unifyed to obtain valid and comparable indicators.
These data and these indicators are not really representative of our work.
Discussion: can UNE 50137 standard apply for hospital libraries? Do the indicators really measure performance in the field of hospital libraries? To what extent are these data useful?

A. Theoretical and general aspects of libraries and information.
The course Facilitating Information Literacy Education (FILE) was commissioned by the London Health Libraries (http://www.londonlinks.ac.uk/) as part of its Learning Support Programme and developed by the School of Information Management at London Metropolitan University as a continuing professional development (CPD) course which is also accredited as a postgraduate module. The main aim of the course is to equip information practitioners working in the health sector with the competence and confidence required to facilitate information literacy education.
The provision of FILE is based on a blended provision involving face-to-face intensive sessions and e-learning activities supported by a dedicated webpage (http://www.ilit.org/file/indexfile.htm) and a blog (http://facilitatingileducation.blogspot.com/). The website is designed to host the learning resources that the participants produce as part of a professional portfolio assessed during the course. This is complemented by the blog employed to foster reflective learning and peer-based evaluation. The long term goal of FILE is to create a web-based repository of information literacy resources (drawn from the existing resources which are customised by the participants as well as the materials they develop as part of the portfolio). The underlying aim is to encourage effective sharing of good practice amongst the authors and enable further dissemination of information literacy education to a wider health-information community of practice.
The main aim of the paper is to present an overall evaluation of the participants’ testimonials on their professional development as facilitators of Information Literacy Education following the delivery of the course in January to March 2007. As the title suggests we shall explore the impact of FILE on its participants in terms of developing fluency in Information Technology (FIT) to enhance their Information Literacy practice by identifying and addressing the needs of a diverse user population within the health care sector (including home care workers, NHS support staff, clinical researchers, and perioperative staff ranging from nurses to surgeons). Examples of IT competences presented here include the use of PowerPoint to maximise communication with the users, the use of online surveys to support effective evaluative strategies and of the blog to promote peer-based evaluation and reflective practice by the FILE participants.

The use of Information Technologies and Communications in our healthcare organizations has been very visible in the last decade. This has been particularly notorious in the treatment of clinical histories of the Spanish National Health Service (NHS) to implement electronic patient record solutions (HCDSNS) within the different health services, but unfortunately they are different both regarding functionality and technologies.
The mobility of citizens makes it essential that the different solutions interoperate to transmit patient information. Currently technologies have ripen enough for doing so, and there are already tools to work on semantic development.

The paper highlights the role of academic libraries in promoting and developing information skills of students in modern automated and hybrid libraries and their role in developing a knowledge society. It defines information literacy and major information literacy skills required by students. The paper explains information literacy initiatives in India particularly the role of agricultural universities in imparting information literacy courses embedded into course curriculum. It discusses the information literacy programs of German universities and basic models of teaching information skills by subject librarians at some German universities. The article also mentions difficulties into incorporating IL across the curriculum.

This article presents the educational role of joint use libraries as a suitable model of cooperation. Its integrated character allows it to become a platform of convergence for libraries with an educational function in order to effectively administer and manage information services, contents and library human resources. Considering the principal models of joint-use libraries, we pay special attention to the Australian case for its leadership in the topic and its contribution to information literacy. Experience, progress and, even more, the opportunities that the model offers in Spain are analyzed through a SWOT matrix. Finally, we propose a model programme on information literacy for joint-use libraries, developed by the authors for Baratz Servicios de Teledocumentación S. A., that provides for the development of reading and writing skills in the digital area and in the world of Web 2.0.

EKONLEX – a portal site offering information and covering data on legal and economic issues maintained by Poznań University Library – was set up as the result of the joint effort of Poznań-based libraries collecting literature in the field of law and economy and working together within the regional Legal and Economic Cluster EKONLEX. The introductory part of the article presents the main legal and economic resources in Poland available on-line. The available platforms have been divided according to: institutions making their resources available to the general public; format of presented material.
The second part of the article gives an overview of the subject platform set up by Poznań University Library called EKONLEX. The origins of the establishment of the Wielkopolska Legal and Economic Cluster are presented and the potential of the co-operating Poznań libraries is discussed. The five-year period of the co-operation between the libraries is briefly described.
The home page of the Cluster originated in 2008 and has the educational and informational character. It is targeted at not only students and staff members of the University but also at entrepreneurs and businessmen. The platform is conceived to integrate and support the academic community, initiate origination of other subject clusters that, within time, are expected to form the so-called “Academic Poznań”, a common and shared platform of all Poznań-based universities and scientific and research institutions. In line with the idea of “organic work”, still strong in the minds of the inhabitants of the Wielkopolska region, the ultimate goal is to fully integrate the scientific, research and academic communities in the “Dolina Warty” project that would safeguard future creative co-operation between science and culture, business environment and the graduates of universities.
The Ekonlex portal is composed of three focused areas of interest: (1) EKONLEX Info – traditional card catalogues (scanned), on-line catalogues, e-sources, publisher presentations; (2) EKONLEX Klaster – responds to the growing demand on the part of students, researchers, entrepreneurs and local authority officials to learn more about the very idea of cluster based on the theory of clusters, thus facilitating regional development;(3) EKONLEX Biblio – platform aimed at integrating librarians and information providers from the region involved in legal and economic education.

This Book describes a very difficult topic: the writing of information codes, the daily work of legions of coders and various kind of hackers. The Digital World, the pervasive technoculture owe many things to these subjects: managing codes they hold technical power to operate directly on codes creation processes, modelling the reality. Mass Media regularly reproduce in a concerted way ridiculous banalization of digital activism. Hackers are useful bogeymen for total thought from any kind of political current, and they are functional for pre-packed answers. The most evident effect of this policy was the criminalization of large brackets of people who have access to the net, in a general mood of indifference. At this time, downloading of in-copyright materials (audios, videos, text documents and everything else) represents a penal illecit, in spite of technical reproducibility. These trials to harness the creative freedom, that have been already partially enforced, involve everybody's life.

By a new fractal/transfractal geometry of the Unified Scientometric Model, it is possible to demonstrate that science presents an oscillating or pulsing dynamic. It goes alternatively through two types of phases. Some phases are fractal, with crystalline networks, where the Matthew effect clearly manifests itself with regard to the most notable actors and those that provide the best contributions. The other phases are transfractal, with deformed, amorphous networks, in which the actors, considered mediocre, present greater capacity to restructure the network than the more renowned actors. The result after any transfractal deformation is a new crystalline fractal network. Behind this vision lies the Kuhn paradigms. As examples, the scientific fields of surfactants and autism have been analysed.

Customer Relationship Management (CRM) is a management technique. It is applicable and useful for libraries and document information centers. Benefits can appear as a way to know users and understand their needs and improve standarts and effective service. In this way,libraries and document information centers can survive by themselves for existence with the CRM systems on the continuous changing, global and competitive environment.

information centers.
The research methods utilised in this study are descriptive and comparative methods. Data gathering techniques are observation, interview techniques and documentary sources

Since May 2007 the Library of the Medical University Vienna has run a project of provenance research. Its target is to register and restore books, which were stolen between 1938 and 1945 and bought by medical instituts and clinics, to their rightful owners. The article describes the motivation and emphasis of this provenance research project as well as the steps that have been set until now. At the Branch Library for the History of Medicine 23.000 books of the 170.000 existing historical titles of this library have been scrutinized. Approximatly 1.000 books are suspicous in terms that they might have been robbed or expropriated during the Nazi-regime.

Traditionally, digitisation has been led by supply rather than demand. While end users are seen as a priority they are not directly consulted about which collections they would like to have made available digitally or why. This can be seen in a wide range of policy documents throughout the cultural heritage sector, where users are positioned as central but where their preferences are assumed rather than solicited. Post-digitisation consultation with end users is
equally rare. How are we to know that digitisation is serving the needs of the Higher Education community and is sustainable in the long-term?

CC-interop: COPAC/Clumps Continuing Technical Cooperation. Final Project Report

As far as is known, CC-interop was the first project of its kind anywhere in the world and still is. Its basic aim was to test the feasibility of cross-searching between physical and virtual union catalogues, using COPAC and the three
functioning "clumps" or virtual union catalogues (CAIRNS, InforM25, and RIDING), all funded or part-funded by JISC in recent years. The key issues investigated were technical interoperability of catalogues, use of collection
level descriptions to search union catalogues dynamically, quality of standards in cataloguing and indexing practices, and usability of union catalogues for real users. The conclusions of the project were expected to, and indeed do, contribute to the development of the JISC Information
Environment and to the ongoing debate as to the feasibility and desirability of creating a national UK catalogue. They also inhabit the territory of collection level descriptions (CLDs) and the wider services of JISC's Information
Environment Services Registry (IESR). The results of this project will also have applicability for the common information environment, particularly through the landscaping work done via SCONE/CAIRNS. This work is
relevant not just to HE and not just to digital materials, but encompasses other sectors and domains and caters for print resources as well. Key findings are thematically grouped as follows: System performance when inter-linking COPAC and the Z39.50 clumps. The various individual Z39.50 configurations permit technical interoperability relatively easily but only limited semantic interoperability is possible. Disparate cataloguing and indexing practices are an impairment to semantic interoperability, not just for catalogues but also for CLDs and descriptions of services (like those constituting JISC's IESR). Creating dynamic landscaping through CLDs: routines can be written to allow collection description databases to be output in formats that other UK users of CLDs, including developers of
the JISC information environment. Searching a distributed (virtual) catalogue or clump via Z39.50: use of Z39.50 to Z39.50 middleware permits a distributed catalogue to
be searched via Z39.50 from such disparate user services as another virtual union catalogue or clump, a physical union catalogue like COPAC, an individual Z client and other IE services. The breakthrough in this Z39.50 to Z39.50 conundrum came with the discovery that the JISC-funded JAFER software (a result of the 5/99 programme) meets many of the requirements and can be used by the
current clumps services. It is technically possible for the user to select all or a sub-set of available end destination Z39.50 servers (we call this "landscaping")
within this middleware. Comparing results processing between COPAC and clumps. Most distributed services (clumps) do not bring back complete results sets from associated Z servers (in order to save time for users). COPAC on-the-fly routines could feasibly be applied to the clumps services. An automated search set up to repeat its query of 17 catalogues in a clump (InforM25) hourly over nearly 3 months returned surprisingly good results; for example, over 90% of responses were received in less than one second, and no servers showed slower response times
in periods of traditionally heavy OPAC use (mid-morning to early evening). User behaviour when cross-searching catalogues: the importance to users of a number of on-screen features, including the ability to refine a search and clear indication that a search is processing. The importance to users of information about the availability of an item as well as the holdings data. The impact of search tools such as Google and Amazon on user
behaviour and the expectations of more information than is normally available from a library catalogue. The distrust of some librarians interviewed of the data sources in
virtual union catalogues, thinking that there was not true
interoperability.

HaIRST: Harvesting Institutional Resources in Scotland Testbed. Final Project Report

The HaIRST project conducted research into the design, implementation and deployment of a pilot service for UK-wide access of autonomously created institutional resources in Scotland, the aim being to investigate and advise on some of the technical, cultural, and organisational requirements associated with the deposit, disclosure, and discovery of institutional resources in the JISC Information Environment.
The project involved a consortium of Scottish higher and further education institutions, with significant assistance from the Scottish Library and Information Council.
The project investigated the use of technologies based on the Open Archives Initiative (OAI), including the implementation of OAI-compatible repositories for metadata which describe and link to institutional digital resources, the use of the OAI protocol for metadata harvesting (OAI-PMH) to automatically copy the metadata from multiple repositories to a central repository, and the creation of a service to search and identify resources described in the central repository. An important aim of the project was to identify issues of metadata interoperability arising from the requirements of individual institutional repositories and their impact on services based on the aggregation of metadata through harvesting. The project also sought to investigate issues in using these technologies for a wide range of resources including learning, teaching and administrative materials as well as the research and scholarly communication materials considered by many of the other projects in the JISC Focus on Access to Institutional Resources (FAIR) Programme, of which HaIRST was a part.
The project tested and implemented a number of open source software packages supporting OAI, and was successful in creating a pilot service which provides effective information retrieval of a range of resources created by the project consortium institutions.
The pilot service has been extended to cover research and scholarly communication materials produced by other Scottish universities, and administrative materials produced by a non-educational institution in Scotland. It is an effective testbed for further research and development in these areas.
The project has worked extensively with a new OAI standard for “static repositories” which offers a low-barrier, low-cost mechanism for participation in OAI-based consortia by smaller institutions with a low volume of resources.
The project identified and successfully tested tools for transforming pre-existing metadata into a format compliant with OAI standards.
The project identified and assessed OAI-related documentation in English from around the world, and has produced metadata for retrieving and accessing it.
The project created a Web-based advisory service for institutions and consortia. The OAI Scotland Information Service (OAISIS) provides links to related standards, guidance and documentation, and discusses the findings of HaIRST relating to interoperability and the pilot harvesting service.
The project found that open source packages relating to OAI can be installed and made to interoperate to create a viable method of sharing institutional resources within a consortium.
HaIRST identified issues affecting the interoperability of shared metadata and suggested ways of resolving them to improve the effectiveness and efficiency of shared information retrieval environments based on OAI.
The project demonstrated that application of OAI technologies to administrative materials is an effective way for institutions to meet obligations under Freedom of Information legislation.

The SPEIR (Scottish Portals for Education, Information and Research) project was funded by the Scottish Library and Information Council (SLIC). It ran from February 2003 to September 2004, slightly longer than the 18 months originally scheduled and was managed by the Centre for Digital Library Research (CDLR). With SLIC’s agreement, community stakeholders were represented in the project by the Confederation of Scottish Mini-Cooperatives (CoSMiC), an organisation whose members include SLIC, the National Library of Scotland (NLS), the Scottish Further Education Unit (SFEU), the Scottish Confederation of University and Research Libraries (SCURL), regional cooperatives such as the Ayrshire Libraries Forum (ALF)1, and representatives from the Museums and Archives communities in Scotland.
Aims; A Common Information Environment For Scotland
The aims of the project were to:
o Conduct basic research into the distributed information infrastructure requirements of the Scottish Cultural Portal pilot and the public library CAIRNS integration proposal;
o Develop associated pilot facilities by enhancing existing facilities or developing new ones;
o Ensure that both infrastructure proposals and pilot facilities were sufficiently generic to be utilised in support of other portals developed by the Scottish information community;
o Ensure the interoperability of infrastructural elements beyond Scotland through adherence to established or developing national and international standards.
Since the Scottish information landscape is taken by CoSMiC members to encompass relevant activities in Archives, Libraries, Museums, and related domains, the project was, in essence, concerned with identifying, researching, and developing the elements of an internationally interoperable common information environment for Scotland, and of determining the best path for future progress.

Abstract: Presents one of the results produced for one research of three years that had as objective to identify the selection process in the scope of Collections Development of the Real Gabinete Português de Leitura, in Rio de Janeiro. Circumscribed in the activity of selection, the Selection Aids are basic and thus, based on literature, this article identifies and argues their relevance. With respect to bibliography it detaches the articles produced in XIX century with the objective to show a theorical corpus of the librarianship little explored. It concludes detaching the necessity of the use of these resources as form of aids the collections development in libraries.

L'homosexualité dans la littérature de jeunesse

This work considers the various representations of homosexuality offered par chil and young adult literature. The problems are double : on the one hand trying to determine if these representations can help the young people who feel homosexual to accept their sentimental orientation, on the other hand trying to appreciate if it allows a better recognition of homosexuality among the young adults who feel heterosexuals rather. After having thought of the role of child and young adults literature, particularly in terms of identification, this work considers the various figures of homosexuality in youth literature then analyzes how much the latter is important to help teenagers to know and recognize themselves.
