Documentation and information networks in Indonesia began in 1971 with the establishment of four information networks in the fields of science and technology, agriculture and biology, health and medicine and humanities and social sciences. It was followed by about 30 information networks, a few which are still functioning as actual information networks while the weakest point is in humanities and social sciences. Union catalogues as a means of information networks have been compiled by various libraries, notably by the National Scientific Information Center (PDII LIPI) and academic libraries; other union catalogues in the form of bibliographic databases have been compiled by state and private universities. Some of those bibliographic databases can be accessed through the Internet and some of the information networks and library co-operation schemes have their own sites.

Indonesia is paving the way towards fulfilling its reform agenda, which is not an easy taskfor such a vast and pluralistic country hit by severe economic crisis and political turmoil andcomposed of a 220 million population. The autonomy (decentralization) has beenimplemented through a Presidential Decree of 1999. Local governments are now playingan important role and have to take the responsibility for improving the quality of life of theircommunity. The pressure of globalization has also made the people more aware of the importance of education and of freedom of information, which can be obtained through various means including public library services. However, compared to its neighbouringcountries, the availability of public libraries in Indonesia is still disappointing, as a result of the government’s decision to give priority to political and economic issues rather than to developing Libraries. The needs for reading materials and for gaining access to any format of information havetriggered the growth of community-based libraries, pioneered by a number of individuals,institutions and NGOs throughout the country. The paper observes the rise of community based-library services and their role to supportpeople’s education. Decentralization also opens opportunities for local governments toimprove local library services. The paper also highlights the recently prepared draft for a National Library System as well as their impact towards the role of public library sector.

IndonesiaDLN –The Indonesian Digital Library Network– is a distributed collection of digital library networks, digital library servers, full local contents, metadata, and people for the development of the Indonesian knowledge-based society. Beside the general issues of digital library such as publishing, quality control, authentication, networking, and information retrieval, we also face other issue –namely digital divide– in designing and implementing the Network. This paper describes basic design of the Network that able to handle the typical problems in developing digital library network in Indonesia as a developing country, such as internet accessibility, bandwidth capacity, and network delays. We also will describe our experiences in implementing the Network that currently has 14 successfully connected partners and more than 15 partners are in progress of developing their digital library servers.

Consal organization : improving our communication network

The paper briefly traces the development of CONSAL as a regional library organization and also discusses in depth, the CONSAL WEB, the communication infrastructure for professional development and communication amongst Southeast Asian Librarians. CONSAL WEB is assessed against the lessons learnt in implementing the infrastructure. In a region where IT infrastructure is weak, a centralized internet based communication platform helps to disseminate information quickly to the entire professional body distributed across government andprivate institutions. The implementation surfaced problems of use to outcomes and the paper adequatelyaddresses these concerns and draws conclusions for library associations that seek to utilize the webfrontfor communication purposes.

BIOTROP is the Regional Center for Tropical Biology of the Southeast Asian Ministers of Education Organization (SEAMEO) which is involved in training and research activities in this field. The Information Resource Unit, to which the Library is attached, plays an important role in providing data about its subject interests, both to BIOTROP staff and other end-users in Indonesia as well as in other Southeast Asian countries.
With the advent of the new millenium, Indonesia’s response to the emerging knowledge economy, the massive information explosion and rapid knowledge obsolescence is to become a “learning nation.” This means that all Indonesians, regardless of their socio-economic background, are encouraged to learn more and to make productive use of the knowledge gained - all the time. This learning process requires that libraries in the country provide good quality services. They have a crucial role in supporting the people in the life-long process of acquiring new knowledge and skills, especially in science and technology. BIOTROP, with its innovative programs, has taken the lead in this regard. The programs and services offered by the BIOTROP Library are presented in this paper.

The use of information technology in public information services : an interpretative study of structural change via technology in the Indonesian Civil Service

The article is based on a research with the main intention of making sense of the government of Indonesia's enterprise in the application of information technology, especially with regard to the provision, disclosure, and dissemination of information to the public, and how IT application plays a role in this process; how it affects, and is affected by, the process. The result of the study substantiates the fact that IT-based public information services in Indonesia is characterised as spurious and uncoordinated, resisting innovation, more concerned with automating the work process, without direct relationships between government and the equipment industry, impaired by tension as changes in some practices are resisted, and by uncoordinated efforts to resolve the problem. These should be seen as interrelated aspects affecting each other, as opposed to separate factors having their own independent characteristics. They also conceal the underlying process and interaction that make up the dynamic, the source of which should be located in the interrelations between those who represent the innovative constituent within the bureaucracy and those who prefer to stay within the predefined and formalised framework of the government. Also, the combination of the preoccupation of Indonesia’s bureaucracy with its own internal dynamic, and the nature of the state as a massive apparatus which has been largely immune to pressures and scrutiny from the general public has been significant in the introduction of IT in public information.

Information Access and Perception of Training Participants on Library Services: An assessment was conducted to 40 participants of Diklatpim III (Agricultural Leadership Training) at Pusat Manajemen Pengembangan Sumber Daya Manusia Pertanian (Center for Agricultural Human Resource Development) in April 2003. Theobjective of the assessment was to analyze the use and participant access behaviour on library services, perception on the services,collection, and its layout. The assessment was designed by using survey method with questionnaire as interview guidance. The result showed that information access of participants in using library services was low according to needed collection, reading activity, and library loan. Perception of participants on library collection and services was positive, especially on diversity and currentness of collection, type of library services, capability and attitude of library officer/librarian, library room lighting, andcollection layout. Collection used by participants was highly useful to prepare presentation material, paper and report writing.

Researchers' Perception on Compatibility between Characteristics and Information Values on the Field of Four Agricultural Databases. The research was done to obtain data on compatibility between characteristics and information values on each field of four agricultural databases (TROPAG, AGRIS, CAB, and AGRICOLA) based on users' perception. The method used was survey with questionnaire as an instrument. Sample used was 30 researchers who ever used the databases at Indonesian Center for Agricultural Library and Technology Dissemination (ICALTD). The results showed that 50% of users said that the most important fields were tittle (TI) and publication year (PY), while important fields were research location (LO), sources (SO), language of text (LA), and language of summary (LS). Compatibility level sequence of database on users' perception was AGRICOLA 32.70%, CAB 29.13%, AGRIS 23.22%, and TROPAG 18.53%.

The litany of suffering is still heard but not louder : a case study of clinical supervision to school libraries in Indonesia’s four provinces

From 2002 through 2004, the National Library of Indonesia distributed block grants to 250 school libraries in the province of Central Java scattered in 10 districts, 150 school libraries in West Nusa Tenggara for 7 districts, 125 school libraries in South Sumatera in 5 districts while in the province of Bangka Belitung only to one municipality covering 25 school libraries. For three years, a school library which serves only one school received a block grant of 19 million rupiahs or approximately US $2000, while (multiple) school library which serves two or more schools received 29 million rupiahs or around US 3200 all for books. Beside that, there are trainings for library staffs conducted at the province capital as well as at the districts and supervision from the National Library. After three year implementation, the National Library set up two independent teams to evaluate the school library performance, block grant awardees. The first team consists of five consultant on education and librarianship while the second one is an independent consultant bureau. Among the findings are the rise of book usages among school children, rising initiatives among teacher cum teacher in charge of library to correlate the library activities with the class programme and communities’ activities, the provision of separate building for school library especially in South Sumatera. However there anxieties on the continuation of the school libraries after the project is over, as not all grant-receiving-districts have enough budget to provide finances for the school library operations after the project is over.

F. Management.
The background of this research is firstly to evaluate the current services and facilities in the secondary library since there is a plan to extend the library building among the school projects. The outcomes of this research would be good feedback for the library staff to improve its services and facilities. Secondly, some colleagues on ECIS listserv have been discussing the need for IB guidelines especially for those who due to commence the library for IB programme. This paper is not intended to be a guideline, but a sharing work to those who are concerned with the IB library to find different perspectives from a secondary school library at The British International School, Jakarta. A survey to gain feedbacks has been conducted using qualitative method. The findings and the profile of the library are discussed in the same section to help the audience understand the real situation and the feedback from the respondents about it. This paper, expectantly, would be a valuable reference for any school libraries particularly those who run or plan to have a library for the IB Diploma programme.

A rethinking of the National Library’s roles in bibliographic control in the ICT age, with special reference to the Region of Southeast Asia

Historically and traditionally, bibliographical control conducted by national libraries in Southeast Asia regions as dictated by various deposit acts are limited to the printed materials. Later on it was expanded into audiovisual materials such as microfilms and cartographic materials, the results are published in national bibliography, albeit most of the contents covered are printed materials, very few audiovisual materials and hardly no electronic records. With the coming age of ICT, especially the Internet, almost every body could published electronically at the Websites any materials in any topics, including the topics related to SEA countries. Alas these electronic documents are not covered by national bibliographies, hence it is suggested that the national bibliography should covered websites-based-electronic records as long as its related to each country. Also it is suggested that it is time to storage digitally national folklores, folksongs, important speeches, famous poetry, quotations etc in the national library’s database as part of cultural heritage as those materials are not always covered by other institutions such as archives and museums . These tasks conducted by national libraries should be supported by national legislation, selectivity-based, stored electronically and permanently in the national library’ database and become a part of special collection known as bibliographica or bibliografia for examples Bibliographica Siam, Bibliografica Indonesiana etc.

In monitoring printed materials published in Indonesia,the National Library of Indonesia cooperates with a range of government,commercial and foreign institutions specialising in certain fields of study in an informal information network,which is the foundation of the national library system.The author traces the origins of the National Library of Indonesia and its record in bibliographic control,and outlines achievements and current developments. He concludes that there is now an almost complete listing of current books produced nationally,thanks to 1990 legal deposit legislation and cooperation amongregional libraries,although problems still persist in acquiring government publications.

This research aims to analyze the contribution of collaboration research under Core University Marine Science Program sponsored by Japan Society for Promotion of Sciences (JSPS) over a period of 2001-2005. The data were papers of JSPS seminars. We used co-word technique of bibliometrics methods to identify the research topics. Then we calculated which topics are core and prominence levels based on method of Sujit Battarcharja and Moh’d Taiyab Rashid Khan. In-depth interviews were also carried out to explore problems on Indonesian marine research besides getting confirmation, comments and ideas related to the result of bibliometrics analysis. The informants were experts in marine science from a research institution, a government ministry, and a university. The results of this study could be employed to evaluate the research collaboration program between LIPI and Japanese institutions especially under JSPS program in the future.

Jika sebelumnya, informasi berbasis cetak merupakan primadona perpustakaan tradisional, sekarang tersedia format baru dalam bentuk digital melalui Web. Koleksi bahan digital yang ditransmisikan secara elektronik dan disebut perpustakaan digital, keberadaannya semakin penting dalam pemenuhan kebutuhan informasi pengguna. Di lingkungan perguruan tinggi (PT) di Indonesia, ketersediaan bahan jenis ini semakin dirasakan manfaatnya oleh sivitas akademika yang sebelumnya kurang memiliki akses terhadap publikasi mutakhir dalam bidang mereka. Disamping itu, proses transfer informasi di kalangan sivitas akademika dalam tingkat tertentu berubah karena produser dan pengguna sudah saling terkoneksi melalui Internet.

This research is a qualitative research using assessment data methods : in-dept interview either with direct conversation or e-mail, observation in the rules of reseacher-participant and bibliotheque. In doing this research, researcher enrich herself with open standards interview guide.The informan of this reseach are the decision makers, especially in marketing policy, consist of one staff from PT. Data Consult, Inc. and four staff from PT.Agranet Multicitra Siberkom
Results of research at PT.Data Consult, Inc. showed (1) Company mission play in implementing marketing strategy, which is customized with current condition, (2) Market analysis play in any current applied marketing policy in the company, (3) The strategy of allocating resource which included strategy of 7 (seven) elements of marketing mix (products, price, place/distribution channel, promotion, process, people and phisical evidence) has been conducted in the process of implementation of marketing strategy at Data Consult. Perceiving the increased selling data of the whole products / services offered in period of 2001-2003, it may concluded if the implementation of marketing strategy at Data Consult in periode of 2001-2003 has been succesfully increased the amount of information
products/services selling at Data Consult in periode of 2001-2003.
Result of research at PT.Agranet Multicitra Siberkom showed that the basic strategy which is implemented by Agrakom in develop Detikcom is the principle of ‘how to make revenue is bigger than cost’. To achieve the goal, they developed marketing strategies which is suitable with online business characteristic. Basically, the mission and the result of analysis of the market play a big role in implementing marketing strategy of Detikcom. Performance evaluation of Detikcom in implementing marketing strategy above all seven elements of marketing mix (products, price, place/distribution channel, promotion, process, people and phisical evidence), able to be seen from the growth of sum of page view (opened pages) and sum of advertising which published at Detikcom in period of 2001-2003. Thus, it may concluded that the implementation of marketing strategy of Detikcom in periode 2001-2003 has been succesfully enhanced the sum of visitor and the ads selling in periode 2001-2003.

This article describes about the development of Information, Communication and Technology in Indonesia and its use in Education in Indonesia. Indonesia as a third world country has a difficulties to seek, to receive, to process and to produce information. The lack of appropriate information at the right time will result in low productivity, low quality research works, and waste of time to pursue information and even to do research which actually had been done by others or in other countries. Indonesia as a third world country has a great concern over this deficiency and believe that the digital divide should be reduced so that there will be an economic recovery. The Indonesian government is determined to utilize the information technology effectively to support efforts to increase the national competitiveness. This aspiration is reflected in the Indonesian Regulation and government effort.

Sejarah berdirinya Perpustakaan Nasional RI dan peran organisasi profesi, harus dibahas secara terpisah karena walaupun berdekatan, kedua hal memiliki titik tolak yang berbeda. Dalam sejarah perpustakaan, asal usul sebuah perpustakaan nasional jauh lebih tua daripada usia asosiasi pustakawan. Sebagai contoh usia Library of Congress dapat ditelusuri ke koleksi Presiden Thomas Jefferson pada abad 18 sementara pustakawan Amerika yang dihasilkan oleh Lembaga Pendidikan (Columbia University) baru ada pada tahun 1876. Di kawasan ASEAN seperti di Malaysia, Singapura, Philipina dan Thailand, titik awal keberadaan perpustakaan nasional jauh lebih mendahului keberadaan organisasi pustakawan. Organisasi pustakawan di ke-empat negara baru berdiri pada abad 20 sementara cikal bakal perpustakaan nasional sudah ada pada abad 19. Hal serupa juga terjadi di Indonesia sehingga topik Perpustakaan Nasional dan Ikatan Pustakawan Indonesia perlu dibahas secara terpisah.

IT and education, the case study of e-learning in Indonesia

E-learning in Indonesia began in mid-nineties with the advent of internet preceded by information technology introduction to Indonesia in late 70s and early 80s. However, those e-learning initiators hit hard by the economic and political crises which hit Indonesia in 1997s until early 21st century. Beginning the year 2000, many organizations took the initiatives to conduct e-learning in their environments, in spite of the economic crises. Based on a survey towards about 60 e-learning sites, the author found some constraints. First, the infrastructure which does not support the learning. Out of 223 million people., only 20 million own fixed telephone facilities, a must-prerequisite to access remote e-learning facilities. Using the cellular phones for internet connection is out of question as it is very expensive; on the other hand the Internet subscriber in Indonesia is limited. In 2004 there are 1,3 million internet subscribers with 14 million users. Second, on content management. Although the majority of e-learning operators are higher education institutions, there is no standard in the contents. While the contents are aimed to university students, the contents are not always reaching the academic intellectual standards. Third, there is no coordination in conducting the e-learning. The pre- and post Soeharto presidency (1998) marked the paradigm from centralized to decentralized university administration. The Directorate General of Higher Education (DGHE) which was once the regulator now is the facilitator on higher education affairs. The results is not a chaos, but an uncoordinated efforts toward e-learning. In certain universities, each department established its own e-learning facilities without bothering other departments’ efforts, let alone at the at the national level. Fourth, the cultural factors. Indonesian in general prefer talking over writing, the result of oral tradition legacy, prefer attending the lecture over self-study. Hence Indonesian students prefer to communicate or interact directly with other students and or lecturer than to communicate in a virtual way as commonly found in e-learning. What needed by Indonesia are the better coordination among e-learning operators, the grand strategy of e-learning as dictated by the higher level of decision makers and making e-learning not as e-learning itself, but as a tool to equip students to stay up to date, information technology literate and to be competitive, in a flexible way.

The paper explores how competence and commitment affect librarians in achieving their better performance. Both competence and commitment can be gained through internal and external struggles. Internal struggle means that the librarian have to develop their characters into the targets that have been set for their performance indicator. Internal struggle starts when the librarians try to know their identities, by analysing their physical’s strengths and weaknesses, knowing their attitudes, personalities, and talents until they find their self-concept. This self- concept can be continued into the stage of finding personality or themselves, in the sense that they can recognize their self confidence as well as values. This condition becomes a basic for their self-development in which they are able to achive their personal identity and become a self-confident persons or independent persons. They become “good” librarians who are easily to be motivated, creative, and innovative to meet their users’ needs. External struggle comes from library environment where they work, including giving services to users. How “smart” they are in developing databases, preparing book access, giving retrieval guidance to users are practices that are able to improve their smartness. Sets of managerial tools related to librarians’ performance can also develop librarians’ competence and commitments. Starting from Balanced Scorecards that can be adopted into several versions in relation to the actual library operation, competences and commitment assessment in the form of performance indicator are available for every librarian including libray staff. Intrapreneurship is attitudes that can be developed by librarians who possess competence and commitment, especially to face their changing environment from tradional into digital operations. Hopefully, by having competence, commitment, and intrapreneurship, librarians become independent persons so that they are capable to maintain digital library operation and management.

A website popularity could help to accelerate searching process of needed information. Various ways were carried out to know and monitor on it through internet, such as what we call link popularity which could be meant simply as the number of other websites linked to ours. It meant also that a trust on our own website was created based on our reliable information value, and the most important thing is the existence of our website within the virtual information community. This study aimed to reveal the link popularity of the Indonesian Center for Agricultural Library and Technology Dissemination (ICALTD) website among the others by comparing with website of Center for
Scientific Documentation and Information (PDII), Bogor Agricultural University, and the National Library by using five search engines which had already have sufficient searching systems and were oftenly used, i.e. Altavista, Hotbot, MSN, YahooSearch, and AlltheWeb. Each of searching engine was instructed to check the link popularity ranking of the involved comparing website. Some of sites linked to ICALTD still used its prior unused address.

Marketing Communication Strategy for Community Library in Indonesia

Marketing is a process that can help managers of libraries and information centers achieve their objectives of providing the right information to the right client at the right time, the right place, and the right way; and increasing the satisfaction of their client. Marketing calls more than just developing good products, pricing them attractively, and making them available to target clients. Libraries and information centers must also communicate with existing and potential clients to make them aware of the improved and competitive products offered, and also to build and maintain good customer relationship. However, to communicate effectively the marketing communicator must understand the client’s field of experience. Community libraries in Indonesia recognize that they can not appeal to all clients in the same way. They are too varied in characteristics that affect their needs. Identifying the target clients, developing an effective message, and selecting the massage channel are the marketing communication strategies which should be applied to reach the target clients.

Getting closer to customers: the mushrooming of Alternative libraries in Yogyakarta,

In a developing country, children’s literature and children’s libraries are often neglected this situation extends even to elementary schools and public libraries. Librarians always say that the problem is budget constraint, but in fact the main source of problem is actually the lack of consideration of the issue by decision makers in the government or institutions and the absence of librarians’ ideas on the provision of services for children. Another major problem in a developing country is the absence or malfunction of a school library that results in children’s lack of reading materials. School children in a developing country often have to buy books from teachers and those are the only reading sources at school. They cannot go to the public libraries either, because they are in school when the public libraries are open; when they finish their study at school, the public libraries are closed. The rest of their time everyday, instead, is only spent by playing games instead of reading. Some young people in Yogyakarta initiated the so called "Alternative Libraries". Alternative libraries are libraries that do not belong to the government or local authority and are funded by private organizations or individuals. The term is actually an answer to the absence of reading facilities for children. Some of the alternative libraries are dedicated as special libraries such as the music library, arts library, anti-drugs library, women and children empowerment library; but some others are dedicated to children and the family. The existence of those libraries really attracts children to make use of the libraries. They do not always use the term "library" there is even one which is called "Book Monster". Those libraries for children belong to and were initiated by private organizations, but their existence has enabled children to get reading materials and to play. Commitment, dedication and the closeness of librarians and children are indeed the key to the success of the libraries for children.

The objective of this research is to discover library skills and computer literacy of new students becoming the users of The University Library of USU in academic year of
2002/2003. The results of the research indicate that, although majority of respondents (87 %) explained that they had ever used library before they are accepted as the new
students of USU, however their library skills are still not satisfied. Apparently even in the small percentage (13 %), there are new students of USU, which never used library, when they were still senior high school students. Basic information retrieval skills of new students of USU are still limited in seeking books in the library by title and author, while the ability in seeking books by subject, keyword and call number are possessed by minimum numbers of respondents only. Majority of respondent (57 %) are not able using online catalog, which is available in the library. Besides, general of respondents (89 %) are not able searching information using CD-ROM database. Knowledge of basic references and basic bibliographic new students of USU are still not satisfied. While their proficiency in spoken and written English are in average level. Computer literacy of new student of USU can be considered to be sufficient. Data indicates that about 59 % of respondents are able using computer. Out of this group, 56,3 % of members are able using two computer programs, and 24,4 % are able using three programs.

Due to death and obsolescence of teaching materials on ASEAN libraries and librarianship, the author proposes the writing of books that could be used as common textbooks for courses on comparative ASEAN librarianship. The textbooks should be comprehensive to cover traditional as well as current topics, written in English, by CONSAL librarians and/or LIS teachers and possibly published by CONSAL. It is hoped that through the textbooks, similarities and differences among libraries and librarianship are brought out and would lead subsequently to a better understanding of the general principles and practices of librarianship unique to the region.

Examining learning algorithms for text classification in digital libraries

Information presentation in a digital library plays important role especially in improving the usability of collections and helping users to get started with the collection. One approach is to provide an overview through large topical category hierarchies associated with the
documents of a collection. But with the growth in the amount of information, this manual classification becomes a new problem for users. The navigation through the hierarchy can
be a time-consuming and frustrating process. In this master thesis, we examine the performance of machine learning algorithms for automatic text classification. We examine three learning algorithms namely ID3, Instance Based Learning, and Naive Bayes to classify documents according to their category hierarchies. We focused on the effectiveness measurement such as recall, precision, the F1- measure, error, and the learning curve in learning a manually classified metadata collection from the Indonesian Digital Library Network (IndonesiaDLN), and we compare the results with an examination of the Reuters-21578 dataset. We summarize the algorithm that is most suitable for the digital library collection and the performance of the algorithms on these datasets.

Development of Indonesia’s National Digital Library

This paper describes about the history and development of IndonesiaDLN (the Indonesia Digital Library Network) staerted by 40 people from 23 institutions conducted a meeting in Bandung on October 2000 (Fahmi, et al., 2000). Their main goal was to develop an innovative and collaborative strategy to acquire, maintain, and share local resources. As the ultimate result, they initiated a digital library network, which then is called as the Indonesia Digital Library Network (IndonesiaDLN), and developed an open-source software called Genasha Digital Library (GDL2). It was expected that by sharing the local resources as mentioned above, students from an institution will be able to improve their information literacy by accessing resources from other institutions. IndonesiaDLN can be seen as a network that integrates digital libraries from many institutions in Indonesia by collecting and sharing their local resources in the form of metadata and full texts. Through every digital library server, a user can browse, search, and download any resources shared by the IndonesiaDLN members. The growth of this network is significantly fast. Only in two years since the first time the network was launched in 2001, the number of new digital libraries joined the IndonesiaDLN has reached 45 members.

Information technology is being more sophisticated. As the one of information worker, it is logically accepted that librarians make the information technology much more useful in their daily activities. If the librarians do, the application of automation system at libraries in Indonesia would not as slow as what occurred nowadays. There are six factors should be considered, i.e. the librarians attitude, the librarians capability, library application program engineering, the librarians’ credit point rules, the curriculum of librarianship education, and profession organization.

Professional Librarians demand in North Sumatra Province

This research was carried out to know the requirement for the professional librarians in the North Sumatra Province. Through this research, was gotten the picture about the librarian’s situation qualitatively and quantitatively all over the available library in the North Sumatra. Results of data processing showed that is gotten by the difference that very significant between the number and the ideal qualification the librarian compared with the number and the librarian’s available qualification to the library that became the respondent. Still was needed by 933 librarians for the respondent’s 80 libraries, with the qualification S2 totalling 32 librarians, S1 totalling 150 librarians, and S0 totalling 751 librarians. The situation that is very sad happened in SLTA and SLTP, where almost all the schools did not have librarians. Libraries to these schools generally are managed by the teachers.

The image of librarians in the world today has not changed much since many years ago. Entering the library, people expect to find an old – fashioned librarian usually woman with hair in tight bun, wearing glasses, and sensible shoes. She also loves silence, likes books and says “shh“ a lot. Although librarian deals with computer everyday, the people think that she still looks like the mid-century stereotype. The question is “what happened to the librarian? In a working situation where employees are in continuous contact with the client, such as librarian in the library, the ability to interact and communicate well is essential to the outcome of so much of the work they do. The important thing is it also build the image of the employees /librarians. In other words the image of the librarians, whether it is positive or negative, is really depends on how librarians satisfy the user’s needs through library services. Library users do not only search products or services, they also search the many intangible things such as friendliness, goodwill, a caring attitude, and a whole range of other behaviors and emotions which go to create the package called “interpersonal skill”.

Artikel "melek informasi" kunci menuju sukses, mengemukakan peranan perpustakaan dalam menghadapi perkembangan ilmu pengetahuan yang begitu cepat berlimpah dan menyeluruh. Dalam menyikapi perkembangan tersebut perpustakaan harus memiliki "Information Skill".
Menurut penulis "melek informasi" diartikan pada perolehan informasi yang benar di bidangnya, dibutuhkan, cepat, tepat, mutakhir dan lengkap.
Beberapa hal yang perlu diperhatikan oleh perpustakaan adalah perkembangan teknologi informasi, menyiapkan pengguna melek informasi, menyiapkan pustakawan untuk dapat menemukan sumber informasi yang potensial, serta strategi yang harus dilakukan agar mudah dan efisiensi dalam penelusuran informasi.
Dengan kemampuan yang dimiliki oleh perpustakaan diharapkan pengguna perpustakaan tidak hanya sebagai pengguna tetapi diharapkan menjadi pemburu informasi. Maka dalan hal ini diperlukan harmonisasi antara pimpinan institusi, pimpinan perpustakaan dan pelaksana.

Various information retrieval tools such as catalogues, including OPAC (On-line Public Access Catalogue), indexes, bibliographies, abstracts, and information packages
are created by library to facilitate and accommodate users services. Each of them has its own characteristics.
This study was carried out desdescriptively by using qualitative method which aimed to know the fenomena of using the bibliographical tools in information services. Data were collected by using direct-active observation
and in depth interview on respondents which consisted of seven librarians. It was revealed that the card catalogues were used more than printed one since their access points were easier. The respondents were less familiar with printed catalogues though it could be used everywhere because they were moveable. On the other hand they had already mastered the electronical bibliographies with all of their facilities and advantages, so in fulfillment the users' information needs most of them used the tools
more, i.e the OPAC. To facilitate and accommodate library users to search information, it is suggested to ICALTD to broaden access points in synthesizing the bibliographical tools.

Cultural aspect is an interesting subject to study. In the global changing context, all nations become multicultured. We need to understand that this aspect is one of the factors causing something to work or will not work. There are cultural clashes, differences of norms, values, customs, and so on. Studying these cases of JIBIS & Humanities and Pustaka Bersama, two local library networks working in the same field performed by non-government organizations (NGO), we can make an analogue about the
whole description of the cooperation of the Indonesian society. We do not make generalizations but at least we will learn the development process, that cultural aspects influence the system. We can use this own experience to build better networks, in local, national or even international levels. Library networks are built based on the following reasons: information explosion, fast development of technology and the cost of efficiency. These three reasons are the basic factors. On other
case, there are special reasons for the libraries, they are: developing relationship, cost efficiency of their in-frastructure, and developing their professionalism. Although, in the global context, where the information are available everywhere, and the explosion of information technology, however, among libraries should build a cooperation. The fundamental reason is no single library could fulfill its information to its users needs by itself. The research shows that there are constraints in limitation of librarian behavior and lack of financial support. One of the JIBIS founders, Blasius Sudarsono, at Portal JIBIS dan Humaniora launching, in 26th May 2005, convinced the result, and he added that network activities have the lack of their institution responsibilities. The social phenomenon, which is observed from cultural perspectives, will be understood comprehensively. Library network activities emerged in 1971 when Workshop in Documentation and Information Network System in Indonesia, was held in Bandung. The meeting found that Indonesia needs 4 information networks. They are in the field of science and technology, Agriculture and biology, health and medicine, and social sciences and humanities. But there are several libraries and information networks in Indonesia, in various fields, such as law, agriculture. Unfortunately, only few networks can run continuously in the long period. Though the networks can run, it is limited to the information exchange of collections, the informal meetings between librarian members, etc. Based on the problem above, the paper will be focused on analyzing why individuals who engaged in the networks of JIBIS & Humaniora and Pustaka Bersama could not performed well. With the quali-tative approach, analyzing its cultural aspects. Concerning the data collection, I will use interview method and reviwing the documentation, the cooperation attributes, the websites home page and their symbols. The signification of this paper is to enhance and develop the library network processes in Indonesia to aim their objectives; to introduce new cultural perspective of the network for the library and information science in general. By examining the network problems from multidiscipline approaches which are holistic, we can map their strength and the weaknesses, so we can build a better strategic to develop local and international network in the global change. To understand this paper better, this study uses assumptions. First, the rapport between two individuals or more is based on the similarities on behavior, values, beliefs, and commitment of related individuals. The similarity of basic assumptions on ‘network’ facilitates the integration and adaptation of individuals to enter new environment. The idea is supported by cultural and behavioral organizational theory from Tuckman (1965), diffusion process from Rogers (1995: 335). The second, the cultural organization influences the cultural individual (corporate culture from Schein in Hampden-Turner, 1990: 13 and Rogers, 1995: 335). The third, the individual behavior is related to the organizational policy, such as financial policy, or other interest. If there are such conflicts, individuals ma y sustain the network. These assumptions are used as a guide to collect data as social phenomena and used in doing the study stages. Data collected from interviews and observations are interpreted based on the cultural concepts.

The author discusses library and information science education before and after 1998, the year President Soeharto stepped down. Before 1998, the government centralized policy making. For LIS education, the Ministry of Education through the Directorate General of Higher Education (DGHE), issued
a nation-wide curriculum for sarjana or undergraduate programmes, leaving little space for LIS schools to establish additional courses. After 1998, the Directorate General of Higher Education issued minimum requirements for LIS schools with the remaining credit hours to be decided by each institution. Also before 1998, DGHE issued permission to open new LIS schools after reviewing the submitted proposals. Post 1998, any university could open undergraduate and graduate programmes in LIS without
DGHE permission even though not all academic requirements are fulfilled. However, LIS schools must be supervised for two years after their programmes begin by an accrediting agency. The centralised policy also influenced course content.

The Library and Information Studies programs at Islamic universities in Indonesia were born from the idealism thought that the advent of globalization era is a reality fact that we have no choice but to face and anticipate it. This is, not only as a challenge toward social culture and social religious for each society group or country, but also as an opportunity for all people to enrich their vision and empower their identity. The establishment of these library studies programs at state Islamic universities in Indonesia also has a pragmatic background, the real needs of professional librarian provision to fulfill the expectation of people in improving the quality of Islamic educational institutions is very high. It means that the absence of this library and information education, including that is characterized by Islamic literatures, in Indonesia will cause stagnation of our efforts to improve the quality of Islamic educational institutions as a whole. In Indonesia among Islamic universities, which are offering library and information science program, are Arraniry State Islamic University, Imam Bonjol State Islamic University, Sunan Kali Jaga State Islamic University and Syarif Hidayatullah State Islamic University. In general, at least, there are three similar elements in the mission of the library and information program offered in Islamic Universities. Firstly, to be involved actively in developing librarianship sciences in Indonesia, specifically related to Islamic sciences. Secondly, to fulfill the needs for professional librarians for all kinds of library, documentation and information centers, especially in Islamic educational institutions like madrasah libraries (Islamic school libraries) and Islamic university libraries. And finally, to apply and anticipate the global development of information technology for improving library services. Our mission in establishing the program of library and information sciences is not only to prepare professional librarians but also to keep in touch with all our stakeholders in the government and private sectors.

The study aimed to identify the internet facilities and information sources used by researchers, the factors considered internet as information sources, access problems and use of Ministry of Agricultures website. Respondents were the Indonesian Agency for Agricultural Research and Development's (IAARD) researchers domiciled at Bogor who used internet. Questionnaires were distributed to 374 researchers who 105 among them used internet. As much as 64 respondents responded the questionnaires. Researchers were grouped into professional and candidates of professional. Internet facility which was often used was e-mail, while information source was commercial institution. Ministry of Agriculture's website was used only by professional researchers. Menus used were regulation, agribusiness, statistics, and information on issues of development at the headquarter. Factors supporting the use of internet were access of communication and information, while factor inhibiting was lack of access facilities.

The objective of this research is to identify the existing collection strength, especially on Lingustics, in the Faculty of Humanities Library, Universitas Indonesia. Conspectus Model, a collection-based technique evaluation, is used on this qualitative research. The research was conducted on January - March 2006, which are involved subject specialist as evaluator, and students as the user.
The research is also purposed to design initial framework of the academic library network in Jakarta, especially on Linguistics.

Indonesia is a country with more than 200 million of population. While the number of libraries is so huge, there are only three universities opening graduate schools of library and information science and several universities open the undergraduate schools. The three universities (University of Indonesia, Padjadjaran University, and Gadjah Mada University) offer different focuses of librarianship. Gadjah Mada University focuses on literacy and access to libraries. Established in 1996, the school has shift from under the Department of State Administration to Sociology and now it is an independent department. Within the last two
years as an independent department, the students of the Graduate Schools of Information and Library Management, Gadjah Mada University have been directed to manage the
nation’s problem, i.e. illiteracy. However, it seems that students find it difficult to be “outside” of the library. Therefore, the researches they do are still closely related to the management of library operation; instead of the “outside” world of the library.

Evaluating Domain Name Server (DNS) for Domain Searching of Best Universities and Top Leading Banks in Indonesia
The proliferation of world wide web is faster than internet's experienced-user growth. Inexperienced-user tends to locate a domain name just by guessing or typing in the url and waiting for the the positive feedback rather than use the search engine to find a domain name.
The article evaluates the effectivity of domain name server (DNS) in searching specific domains compare with search engine. The results shows that search engine handled domain name queries more effective than DNS itself.

The title of this study is "The Growth of Community-based Library: a case study of Rumah Cahaya, Melati taman baca and Kedai baca Sanggar Barudak". This thesis is focused on the existence of community-based libraries that have developed more and more in the last five years, even though the government has already established public libraries for the people. The goal of this research is to describe the goals and reasons for setting up community-based libraries, including the background for setting them up, the function, values and norms which they are spreading in the community, and the obstacles that they have experienced.
The kind of research used is descriptive research in the form of case studies, interviews and observation. A purposeful sample was determined, with 9 informants which were all the initiators of community libraries, volunteers and caretakers of community-based libraries, as well as users of community-based libraries.
The research findings show that the existence of community-based libraries was caused by several factors, including disappointment towards the public libraries in terms of quantity and quality. The number of public libraries is not adequate for the number of inhabitants, the information needs of the community, and the quality of service is far from satisfactory. Apart from this factor, another factor which influences the development of community-based libraries is that they become a place to pursue the vision and mission of a certain community, so that there is teaching of values and norms in the library which is appropriate to the vision and mission of community in question.
The development of community-based libraries today is quite a significant phenomenon, and this shows that the libraries are well received among the community. There are several positive effects shown both by the users and the volunteers in the library. Usually the obstacles or difficulties that the community-based libraries meet are the lack of money, human resources, and the difficulty of finding a strategic location for the library. The advice for community-based libraries is to work together with relevant government/city departments, as well as public libraries, increase the commitment of volunteers, and develop the libraries so that they can survive and increase the quality of the community through a program of development and empowerment of the community.

Copyright is a central issue for scholarly communication. This is because of its nature. Copyright penetrates the whole scientific knowledge cycle. It can, therefore, directly or indirectly hinder the knowledge creation, recording, organization, publication, access, use, and re-creation. It also gives too much value even to the authors’ little originality. It gives authors exclusive moral and economic rights of their scientific works that actually are developed from and contain others’ works. In addition, copyright has a double-edged impact on scientific information creators and users as they are often the same persons. This paper elaborates the negative impacts of copyright on scholarly communication, and offers four scenarios for a more effective copyright management.

Catalog is a representative of document and Entry Name is one of important part of catalog. For cataloguing purpose, Indonesian librarians used the Peraturan penentuan nama-nama Indonesia (Rules for Indonesian names) published by National Scientific Documentation Centre and recognized as the Indonesian National Standard, first published in 1975 and accepted as one of the Standar Nasional Indonesia or Indonesian National Standard. However it never been revised since its acceptance as a standard although the regulation stated that any standard must be revised every five years. The other cataloguing rule is "Peraturan katalogisasi nama-nama Indonesia" [Cataloging rules for Indonesian names] published by Pusat Pembinaan Perpustakaan (Center for Library Development) in 1976, later on continued by the Indonesian National Library as Peraturan katalogisasi Indonesia (Indonesian cataloguing rules), the last edition is the 4th edition published in 1996 and also never been revised since then. Owing to the different users, usage and dissemination, the "Peraturan penentuan nama-nama
Indonesia" is widely used among academic and special libraries as well as becoming the cataloguing standards at various library schools and cited by lecturers for entering

As in other developing nations, important concerns surrounding education in Indonesia involve two issues: quantity versus quality. Quality concerns have now been somewhat addressed by the establishment of the Indonesian Open Learning University (Universitas Terbuka) in 1984. The concern for quality, however, has not yet been completely resolved. Learning support, believed to be key for achieving good quality distance education, has been limited. This paper presents the results of two pilot projects that examined tutorials provided via Internet and Fax-Internet technologies. It is a report that also shows that the Universitas Terbuka is faced with both visible and invisible challenges. Visible challenges include limitations in the availability of technology infrastructure and issues of inadequate access, while invisible challenges include the readiness of Indonesian people to adopt and take advantage of new technology for educational purposes. Despite the results of the pilot project, it is suggested that Universitas Terbuka should continue to utilize Internet and Fax-Internet as two of its communication channels with students.

- The adoption of information and communication technology (ICT) in small and medium enterprise in Indonesia is left behind if it is large-scale enterprise. This preliminary study reports on several predictors which influence SME’s owner’s decision to adopt information and communication technology, such as computer, internet, and mobile phone. A behavioral model was developed based on previous research on technology adoption in SME. The model for major research consist of six predictor, they are performance expectancy, effort expectancy, social influence, facilitating condition, self-efficacy, and computer-anxiety. The type of information technology that will be analyzed is e-commerce system. This preliminary study only used five predictor- cost, easy of use, ICT worthy, ICT productivity, and ICT effectiveness. Discriminant analysis shows that those variables significantly can predict the ICT adoption level which measured as binary variable- adopter and non adopter

The adoption of information and communication technology (ICT) in small and medium enterprise in Indonesia as to compare with its counterparts, i.e., large scale enterprises, is left behind. This preliminary study reports on several predictors, which influence SME’s owner’s decision to adopt internet technology. A behavioral model was developed based on previous research on technology adoption in SME. The model for preliminary research consists of seven predictors, which include performance expectancy, effort expectancy, social influence, facilitating condition, self-efficacy, internet-anxiety, and perceived cost. ICT adoption level is measured as adopter, potential adopter and non-adopter. Results of the measurement show that the score of reliability ranges between 0.6318 and 0.9711 in Cronbach Alpha. Meanwhile, results of construct validity test that employed principal component analysis show that most of the items are convergent to their constructs.

Assessment on Automation of The Indonesian Medicinal and Aromatic Crops Research Institute Library Information technology that was applied in the library of Indonesian Medicinal and Aromatic Crops Research Institute (IMACRI) covered acquisition, processing, storage and dissemination of information. Information technology is used to accelerate information services through electronic database. The elements of library automation were user, hardware, software, procedures, and data. IMACRI digital library was built due to: (1) the strength of library collection in agriculture which consisted of research result resources on spices and medicinal crops, (2) needs of researchers on rapid information searching, (3) financial support, (4) fullfill researchers on information access, and (5) decission makers support. The automation of IMACRI library resulted On-line Public Access Catalogue (OPAC) service based on Local Area Network (LAN) which was containing 650 records of monograph, 3,451 scientific literatures 8 images, and 518 full-text literatures. Information in the database could be accessed by users especially IMACRI researchers.

Greater subject access to Dewey Decimal Classification’s notation, with special reference to Indonesia’s geography, period and language notations

Although Indonesian libraries have been using Dewey Decimal Classification for more than half century, since 1952 until present times, from 15th through 22nd editions still many Indonesian librarians and users complained on certain DDC notation which they thought didn’t reflect the true condition of Indonesia as well as the real needs of the users. This paper proposed some modification and corrections for DDC notations especially those notations on languages in Indonesia including Bahasa Indonesia, geographical and historical period. All those modifications, corrections and expansions were based on the languages map of Indonesia, Indonesian geographical division while historical period were based on Indonesian presidents’ administration, from 1945 until present time. It is hoped that such modifications will yield better access to Indonesian-related-materials.

In the developing countries reading habit is still a practice done by quite a few people. The changing of teaching media as well as the shift from teacher-centered learning to student-centered learning has changed the way students acquire knowledge and make use of the library and multimedia facilities. Gadjah Mada University has been working hard to change the method of teaching by
helping the teaching staff develop IT-based teaching materials and put them on the intranet; making teaching material databases available through the digital library; and providing easier access to the library users. (Analysis of the Acceptance of Integrated Library Information System "SIPUS" version 3rd at Universitas Gadjah Mada)
The purpose of this research is to discover factors influencing the acceptance to of the “SIPUS Terpadu” based on Technology Acceptance Model (TAM). The research also has attempts to examine the acceptance of Integrated Library Information System (SIPUS Terpadu) version 3 by library staff in Gadjah Mada University. This model is adopted from early research by Davis and also Oktavianti using Perceived Usefulness (PU) and Perceived Ease of Use (PEOU) as independent variable and Acceptance of “SIPUS Terpadu” (ACIT) as dependent variable.
Data is collected by questionnaire, interviews, and documentation methods from SIPUS’s users of four libraries in the Gadjah Mada University i.e. the Central Library of Gadjah Mada University, Faculty of Economics Library, Faculty of Philosophy Library, and Mathematics and Natural Sciences Library. From 54 questionnaires distributed, but only 47 questionnaires qualified to be further analysed. The research uses Multiple Regression to data analyzing by SPSS version 11.5 computer programs applications.
The result of the research shows that both variables of PU and PEOU significantly influenced variable of ACIT individually (with t-examination) and collectively (with f-examination). By using descriptive statistic, the research found that the Integrated SIPUS version 3 user perception regarding PU and PEOU is moderate. By model examination, the research found that PU and PEOU are factors influencing the ACIT with value 63,8% while the rest (with value 36,2%) is other factors such as software quality, information quality, user satisfaction, enjoyment, etcetera.

Abstract
This research entitled “The Subjective Quality of Sipus V3 software and its
Information Output as a Support for Decision Making” was motivated by several
problems happening during two years in the application of the software. Such
automation software is expected to be able to support the success of library services
and to produce statistical information for a decision making. The research aims to
find out the quality of Sipus V3 software and its statistical information output, and
the use of the output for supporting decision making. The research describes the
subjective quality of Sipus V3 software, its statistical information output, and the use
of the output in decision making process. The research employs a questionnaire
method to collect data and its respondents are 44 librarians involving in Sipus V3 and
26 persons working at the information management department responsible for the
statistic output of Sipus V3. By using a mean method for each indicator value, the
result of the research shows that the high indicator score of Sipus V3 software quality
as follows: usability-operability 3,75; efficiency of resources 3,75; efficiency of time
behavior 3,68; usability-understandability 3,64; functionality-suitability 3,55;
maintainability-stability for the rules of lending period and the number of items
borrowed 3,43; reliability-recoverability 3,30; and maintainability-stability for
holiday/closing days 3,20. In contrast, the low indicator score can be seen in the
following: functionality-accuracy 2,84; and reliability-maturity 2,68. Furthermore the
indicator score of Sipus V3 statistical information which is high is timeliness 3,31;
conciseness 3,23; relevancy 3,15; and completeness 3,15. Whereas the low indicator
score is accuracy 2,92. The use of Sipus V3 statistical information is very low, i.e.
planning policy of circulation services 2,96; planning policy of collection
development 2,88; library planning 2,69; and staffing for circulation staff 2,65.

One of the purpose of mobile library is to enhance the reach of library service to the people who live in various land profile. Seeing at the big number of library user and the natural profile of Indonesia with big and small islands, river and villages, have made mobile library has high potentiality to be developed in many aspects.One of the goal in developing mobile library is to grow reading interest and library utilisation by the community. National Library of Indonesia has developed innovation in mobile library service by building a prototype of electronic mobile library.Before electronic mobile library was developed,Indonesia does not have such facility to serve suburban area where internet penetration is very low. Indonesia’s natural profile as a country with many big islands,unstandard and inequitable education level,
lack of telecommunication facility,the low level of people’s electronic information literacy have made IT
based information utilization low,and economic factor also causing electronic information service being hindered.

Established in 1973, The Indonesian Library Association has contributed significantly for the development of professional librarian in Indonesia. It has branches in every province and serving million people every year. With robust network and solid organization, the association has regular annual meeting attended by almost thousands of its loyal members making it one of the largest professional organization in Indonesia. It is the only one formal library association in Indonesia dealing with librarians. Provoked by monetary crisis in Indonesia which melted down the fragile economic foundation and forced the longest served president, the late Soeharto to quit, Indonesia suddenly become a “new state” adopting democratic styled government, more open society And real free market. These unexpected changes have had tremendous impacts on many walks of life including professional institutions. Euphoria that followed reform movement has dispersed power concentration by the establishment of new political parties. Fortyeight new political parties joined eligibly the first democratic general election in 1999. Reform spirits also intruded to The Indonesian Library Association (ILA)locally known as Ikatan Pustakawan Indonesia (IPI). It faced highly demanding members who wanted some substantial changes in the organization structure and custodians and the implementation of power sharing favoring the association branches and chapters in the provinces and districts. Up to the present the top position of the association traditionally goes to the head of National Library. With his or her beauracratic style in leadership, some consider not suitable anymore for the new paradigm of modern and democratic organization.To compound the problems, some librarians have established four forums and one scholars association namely Public Library Forum, University Library Forum (FPPTI), School Library Forum (APISI/FPS), Special Library Forum (FPK) and The Association of Indonesian Library and Information Scholars (ISIIPI). They are autonomous semi formal entity. Judging this unfavorable condition, the board and management of ILA has taken some bold measurements by inviting some new faces, young librarians with strong commitment and high competency to participate actively and directly in decision making process in the association board meeting and put them in strategic position in the organizational structure. Moreover, the association has no objection in the implementation of power sharing making its branches and chapters more autonomous and creative as well. It also simplified its organizational structure to accommodate some changes in modern setting and globalization era. By reinventing its management style and streaming line the organization,the Association has managed to satisfy the majority of its members and attracting more new members especially the young professionallibrarians.
