Shared authority files and co-operation in the development of national lists, both author and subject, have enabled libraries to share resources and improve access to their collections. Attempts are now being made to build on the significant work carried out in many countries to build and maintain subject headings languages and authority files. Whereas traditionally, bilingual/multilingual access was assured through multiple subject headings coded in the authority records, today many research initiatives seek to provide access through Internet based linking processes. Concepts such as language cross-linking, or interoperability in subject headings languages, which are common in today’s research in multilingual access were limited ten years ago to language specialists. MACS uses the stable authority control environment and this linking process to extend the use of subject heading languages on an international networked multilingual level.

The archivist in the electronic age

The article looks at the changing role of the archivist in the electronic age. It considers the new challenges posed, and some of the ways in which they are being met. Physical threats to records include technology obsolescence and physical deterioration of media. But a more fundamental issue that archivists and records managers have had to face is to reconsider what it is that constitutes a genuine 'record'. Only then can policies be put in place to ensure that they are preserved for as long as they are needed.

Automated treatment of electronic resources in the Scientific Information Service at CERN

We describe the automatic method of importation of meta data, developed in the Scientific Information Service, SIS, at CERN. The program, called Uploader, allows importation into the CERN library databases of bibliographic records and full text documents harvested from several Internet sources. The database sources offer essentially grey literature in physics and related subjects (e.g. DOE, KEK, Math-Doc, TipTop, etc.). This acquisitions policy is dependent on the automatic treatment of electronic resources and raises questions concerning the growing number of documents collected and on the enlargement of the subjects treated. Our constant efforts to enrich this meta data and to facilitate access to it, via the hyperlink model, brings new professional aspects to libraries.

Developing a Grid-Based Search and Categorization Tool

Grid technology has the potential to improve the accessibility of digital libraries. The participants in Project GRACE (Grid Search And Categorization Engine) are in the process of developing a search engine that will allow users to search through heterogeneous resources stored in geographically distributed digital collections. What differentiates this project from current search tools is that GRACE will be run on the European Data Grid, a large distributed network, and will not have a single centralized index as current web search engines do. In some cases, the distributed approach offers advantages over the centralized approach since it is more scalable, can be used on otherwise inaccessible material, and can provide advanced search options customized for each data source.

Attributing keywords can assist in the classification and retrieval of documents in the particle physics literature. As information services face a future with less available manpower and more and more documents being written, the possibility of keyword attribution being assisted by automatic classification software is explored. A project being carried out at CERN (the European Laboratory for Particle Physics) for the development and integration of automatic keywording is described.

In this paper, we introduce a software called Meta Data Visualisation (MDV) that assists the user with a graphical user interface in the creation of his specific document types, creates a database according to these document types, allows the user to browse the database, and uses native XML presentation of the data in order to allow queries or data to be exported to other XML-based systems. We illustrate the use of MDV and XML modelling using library-related examples to build a bibliographic database.
In our opinion, creating document type descriptions corresponds to conceptual and logical database design in a database design process. We consider that this design can be supported with a suitable set of tools that help the designer concentrate on conceptual issues instead of implementation issues.
Our hypothesis is that using the methodology presented in this paper we can create XML databases that are useful and relevant, and with which MDV works as a user interface.

The Journal of High Energy Physics (JHEP) is a scientific journal written, run, and distributed by electronic means, that encompasses all areas of High Energy Physics. JHEP began its publication in July 1997, and is now established as one of the leading journals in the field of High Energy Physics. It can also be considered a model for developing other scientific journals in different disciplines.
The online publication of papers is made possible by the complete automation of the editorial work that is carried out by means of a software robot, thereby reducing costs and speeding up the procedure. At present JHEP is available at eight nodes that are updated in real time by means of an innovative software. Special multimedia facilities has been added to enhance the possibilities offered by the Web.
The quality of the journal is guaranteed by the Advisory and Editorial Boards, composed by the most distinguished scientists in the field.

SetLink: the CERN Document Server Link Manager

This paper analyses the problems encountered by electronic libraries to cope with long term keeping of on-line documents. What is the best solution not to fill in a library system with non persistent addresses? Different possible solutions are studied, based on the experience of the CERN Document Server and its library.
This paper will stress the importance of using a Link Manager for any long term Web server. It will explain how the CERN SetLink Link Manager is designed to handle a wide range of document types and formats, from photos in JPEG to eprints in PDF. It will also focus on other possibilities offered by using such an application, like automatic figures extraction or concatenation, full text searching and on-the-fly format conversions

A workshop on the Open Archives Initiative and Peer Review Journals in Europe was held at CERN, in Geneva, from March 22nd to 24th. The purpose of this workshop was to mobilise a group of European scientists and librarians who want to play an active role in organizing a self-managed system for electronic scholarly communication. Such a system should be compliant with the technical standards proposed by the Open Archives Initiative (OAI). The immediate deployment of OAI-compliant e-print repositories was a concrete objective of the workshop. The workshop had a second (exploratory) objective, related to the certification of writings submitted to archives.

New technology often implies progress, but it does not always bring something fundamentally new. As more and more academic disciplines become interested in the communication patterns in high energy physics as a result of to the tremendous success of arXiv, it might be worth while to recall that this communication pattern has been around for more than 40 years. New technology has, however, significantly speeded up communication and reduced its costs.

The presentation gives an overview of implementation approaches of the OAI-PMH protocol and its application potential within communities that are involved in projects where metadata exchange and document handling are essential. The experience gained within the e-prints community is presented, particularly the implementation in the CERN Document Server Software (CDSware), featuring as it does both the service and the data provider aspects foreseen in the protocol.
In general, the OAI-PMH protocol offers a framework for metadata exchange between repositories in a distributed, structurally and syntactically heterogeneous environment, and allows the repositories to practise metadata exchange in a uniform way, taking advantage of the widely deployed web infrastructure that makes it applicable at a significantly lower cost. Services provided within the OAI framework can be characterized as information products created either by a suitable assembly or correlation of metadata gathered from various data providers or by other eventual value-added activities. The core service of the CERN Document Server (CDS) within the OAI framework is the search engine for documents in particle physics and related disciplines using value-added metadata. Today the CERN repository contains more than 550000 metadata records containing mainly original CERN records that may be of interest to potential service providers as a source of scientific and engineering documents in the field of particle physics and related research at CERN. There are also records harvested from other repositories, enriched, maintained and updated periodically by the library staff. In the centralized model that we use today every involved institute submits its contribution of metadata records to the master repository and then harvests the entire contents back. We discuss possible potential of the protocol for an application in decentralized or distributed systems with different topologies based on hierarchical and reciprocal harvesting.
We conclude by discussing protocol features that require customization on the application level rather than on the level of the protocol itself. In order to practise the metadata exchange some policy concerning optional issues has to be agreed within the community. Several issues that we consider essential for broader interoperability within the e-prints community (and most likely also within other communities) are pointed out, such as (i) the http error-prone data flow control, (ii) dealing with the semantic heterogeneity of OAI sets, (iii) the relation of OAI identifiers to the value-added records, and (iv) information loss caused by an exclusive support of the default metadata format.

The OA Forum has commissioned this report from practising archivists in the UK and Sweden. It looks at the potential for using the Open Archives Initiative Protocol for Metadata Harvesting as a simple means of disseminating and exchanging archive catalogues. The world of conventional archives is interested in exchanging metadata, and has widely adopted international data structure standards produced by the International Council on Archives. It has also shown interest in a system for encoding catalogues known as Encoded Archival Description, or EAD. Archive descriptions are complex and collection based, proceeding from the general (fonds or collection level) to the particular (item level). The report briefly examines two implementations of OAI, the University of Illinois Project and the AIM25 project in the UK. It also considers a related hybrid implementation in Australia, and a planned use of the protocol in A2A, another UK project. It observes that OAI can be used for exchanging archive descriptions, but that there are problems. The first is difficulty in accurately reflecting linkages between levels of description. The second is the inconsistent application of EAD. The report also looks briefly at alternative means archivists are using for exchanging metadata, particularly the Z39.50 protocol. The report concludes that OAI will be used by conventional archives only if three conditions are fulfilled. First, archivists must be confident that compliant descriptions will respect archival principles, second, descriptions must be produced with little effort from existing systems, and third, archivists must believe that the wider OAI user base contains sufficient numbers of potential users. It suggests possible strategies in which archives would produce OAI compliant records for parts of their descriptions only.

Mass deacidification is the only possibility to preserve large stocks of written cultural heritage in the original form. In the last 4 years of service 350 tons of books and archival material were deacidified in the papersave swiss plant in Wimmis; thus conserved for future generations. Thorough initial experiments showed that the papersave swiss treatment can be operated reproducibly – all documents are deacidified homogeneously in all three dimensions of space. The lifetime of the documents is increased by at least a factor of 4 through the treatment. Almost a 100 % of the information has been conserved in the original form, over 95 % of the treated materials did not show any signs of visible damage. Recent studies revealed a sterilising effect of the process.

This paper is the result of a market survey concerning information professionals in Switzerland.
Several private and public business companies have been interviewed and analysed in the context of being potential employers of information professionals.
Questions concerning the main duties of information professionals, their perspectives on the job market in German speaking countries, requirements for candidates and much more is being analysed and leads to the conclusion, that information professionals are highly demanded on the Swiss market and will be so in the following years.

Conventional elearning applications today don’t profit from the chances that the original concept of elearning implicated. Didactics for good learning aren’t accounted for.
With the concept of topic maps in 2001 a standard for modelling semantic networks was created, that especially can be used for structuring information resources. Topic maps show big potential for being used to improve conventional elearning applications.
The paper deals with the question whether topic maps is a good concept to be implemented in elearning applications for higher ordered learning. The realization of an example application forms the close.

Acknowledged certificate authorities generate and administer public keys or certificates which are used for the verification of electronic signatures.
This paper deals with possible implementation of certificate authorities in Switzerland. The question will be analysed, why up to now, no such institution has been implemented in Switzerland and what the concrete realisation would look like.
A first part will deal with theoretical questions about digital signatures and their adoption in the actual situation in Switzerland.
Five strategies are going to be presented and compared for the implementation of an acknowledged certificate authority in Switzerland.

This paper deals with the discussion and implementation of the concept of fractal libraries in the German speaking part of Switzerland. The question will be answered, why this concept in the beginning was discussed strongly and then suddenly nearly disappeared and why just parts of the concept were implemented in Switzerland.
In a first part the concept of the fractal library is being discussed theoretically with the example of an ideal realisation.
The implementation in various libraries is being compared with the original concept and amongst each other. Finally possible future developments are being pointed out.

Integrative Libraries are libraries with services addressing ethnical, lingual and cultural minorities. They offer media in the most common languages of foreigners living near the library, but also German media like teaching material to learn German, guidebooks for managing everyday life or media concerning topics like migration, cross-culturality, integration etc.
The target of this paper is to work out the theoretical and practical basic principles for the conceptual design of such an Integrative Library in the Pestalozzi-Library Zurich (PBZ). Furthermore the paper is thought as an assistance for public libraries which plan to build up an Integrative Library.
In the theoretical part, History, the development and the state of the art of that type of library which arouse in the seventies.
In the practical part contends an investigation about which languages should be offered in an Integrative Library in Zurich.

Webserver log files are a very interesting data source for analysing the accessibility, visibility and interlinking of any web content. This paper proposes two recent log file or web mining approaches (macro-mining & micro-mining of webserver log files). We try to bring together the popular method called macro analysis which aggregates common server request counts (e.g. number of downloads of a certain document) with the micro analysis method which is less known in log analysis. The micro-mining approach focuses on segmented log files which can be drilled down to transactions of single users. Both analysis methods will be explained by an example. Furthermore we try to identify new use cases and try to sketch ways of combined analysis for both web mining methods.

Communities of practices effectively associate knowledge management and management of information : knowledge transfer allows pooling of problems and their resolution. The case of the Network of the Libraries of Western Switzerland (RERO) joins together these various aspects : attached to task sharing thanks to a common software, the network functions in committees which form hierarchical architecture for the resolution of problems arising from the system. The article describes and studies this architecture and the way in which problems are followed and solved. The human dimension of the network clearly appears.

Watching for information is an occupation which can be aimed at many fields of activity: competitive business watch, information technology watch, scientific watch, commercial watch, social watch, business strategy watch, current information watch, etc. The operation is a continuous and dynamic process which requires data as it becomes available to the individuals or more specifically to information scientists, with a view to being used by them. It requires a sense of expertise consistent with the topic or nature of the gathered information. Information watch services are different from services provided by librarians in that the course of the event is being anticipated. For instance, business competition is the main trigger of the technology watch process. In the framework of a government service, information watch is performed in order to know of the repercussions of decision-making on public opinion. The information watch process involves a wide range of tools which can be combined altogether: databases specialized in the field of patents, trademarks, corporate files, press releases, etc; reviews of the press and journals, mail-order catalogues, marketing offers, etc; conferences, meetings and forums.

New forms of coordination are supported by information and communication technologies where face to face working situations are becoming less and less frequent, where the question of "locality" becomes essential for those engaged in the concret activity of information sharing. Two distinct information systems are developping simultaneously in enterprises : an individual information system and a collective information system. The study shows that while these two systems may be complementary, they reveal the shortcomings of the internal communication strategy of the enterprises : sharing information is sometimes difficult, even non existant. How to escape from the localised aspect of information ? how to go from personal-level information to enterprise-level information ? When global information integration processes are set up, how do they affect individual, local practices ? These questions are explored through a survey of ten enterprises and an in-depth study of document transformation and underline the complexities of information sharing.

Knowledge capitalization in companies: analysis chart and results

We conducted a survey from October 2000 to May 2001 in a dozen companies in Rhône-Alpes. This was part of the DEA (˜ Master's degree) research workshop about "knowledge capitalization in companies". Four of these companies were industrial painting firms. This branch of activity shares common set of problems, interests and debates, whether the firms are small businesses, subsidiaries from industrial groups, which are sometimes market leaders, or research laboratories. These companies are grouped under associations, such as the AFTPVA (Accueillir, Former, Transmettre, Participer, Valoriser, Avancer) a regional and national association, under federations i. e. FIPEC (Fédération des industries des peintures, encres, couleurs, colles et adhésifs). All the engineers graduated at ITECH (Institut du textile de Lyon), which is an engineering school located in Ecully (Rhône département). Therefore, all employees share common grounds, as shown by some of the answers obtained for the survey.
We got in touch with other firms (companies from the telecommunication and engineering branches, consultants, tool designers) to improve our survey. We included the results in our survey.

CERN, the European Organization for Nuclear Research, has
operated an institutional preprint repository for more than 10 years. The repository contains over 850,000 records of which more than 450,000 are full-text OA preprints, mostly in the field of particle physics, and it is integrated with
the library’s holdings of books, conference proceedings, journals and other grey literature. In order to encourage effective propagation and open access to scholarly material, CERN is implementing a range of innovative library services into its document repository: automatic keywording, reference extraction, collaborative management tools and bibliometric tools. Some of these services, such as user reviewing and automatic metadata extraction, could make up an interesting testbed for future publishing solutions and certainly provide an exciting environment for e-science possibilities. The future protocol for scientific communication should naturally guide authors towards OA publication and CERN wants to help reach a full open access publishing environment for the particle physics community and the related sciences in the next few years.

The present survey evaluates the attitude, towards Open Access, of the teaching staff of the Faculty of Economics and Social Sciences at the University of Geneva (Switzerland). It contributes to the reflection currently in progress at the BSES, the Faculty's Library – and beyond, at the University of Geneva – about the place which this new type of scientific publishing should be granted in the future. As a conclusion this study suggests various actions which might be taken, so that Open Access can find its proper place within the institution.
In addition, one interrogation underlying this study deals with the differences which may exist between scientific disciplines – such as the ones, often referred to, between STM (Sciences, Technique and Medicine) and SHS (Social and Human Sciences) – concerning on the one hand current communication practices among scientists and, on the other, their attitude towards Open Access.

Preprints and published material are not the only output from high energy physics research that should be archived for future generations. Data are frequently not stored long-term and yet examples have arisen where such storage has been proved necessary. There are also lost possibilities for training, and indeed the records of science for future generations are diminished by the absence. Lessons learned from previous attempts and from other fields for which experimental data are successfully stored, can be used to build a storage paradigm for the future. Data from particle physics experiments are highly complex but a collaborative effort from IT staff, librarians, and physicists can perhaps have success. Issues requiring consideration include: who will have the right to access the data; how will access rights be managed; what level of data should be stored; for what length of time should the data be stored, and what additional information associated with the data must be collected. Technical problems associated with the storage and future use of analysis software must also be tackled.

research. The High-Energy Physics (HEP) community has pioneered OA with its “pre-print culture”: the mass
mailing, first, and the online posting, later, of preliminary versions of its articles. After almost half a century of
widespread dissemination of pre-prints, the time is ripe for the HEP community to explore OA publishing.
Among other possible models, a sponsoring consortium appears as the most viable option for a transition of HEP
peer-reviewed literature to OA. A Sponsoring Consortium for Open Access Publishing in Particle Physics
(SCOAP3) is proposed as a central body which would remunerate publishers for the peer-review service,
effectively replacing the “reader-pays” model of traditional subscriptions with an “author-side” funding. Funding
to SCOAP3 would come from HEP funding agencies and library consortia through a re-direction of
subscriptions. This model is discussed in details together with a quantitative description of the HEP publishing
landscape leading to a practical proposal for a seamless transition of HEP peer-reviewed literature to OA
publishing.

For 2005, the Swiss National Library has experienced a national network for reference work based on its own virtual reference desk, SwissInfoDesk. In 2007, 22 libraries throughout Switzerland are collaborating to answer to requests coming from all over the world with the main topic "Switzerland". This virtual network is divided in categories and questions are sent from the National Library to the library which can reply to. The paper described why this network has been created, how it is organized and what could be its future.

Systems Engineering (SE) today has grown form an exclusive technical design or process focus into a holistic or end-to-end discipline.This book ist an excellent entry for novice sytems engineers, for people who want to familiarize themselves with the step-by-step systems engineering process and associated solutions methods. The SE methodology is not only suitable for engineering problems, its real strengths only become apparent in solving more complex problems such as repositioning a product plattform in the marketplace. The case (based on a true case) describes how a group of product of a medium sized company with about 100 employees that had not enough success in the market could be improved considerably and permanently. In particular methodological aspects in regard to the complexity of the task are emphasized. A special characteristic of this case is the combined application of SE concepts and portfolio and value analysis.

The broad term of the digital divide is carefully examined by Hanimann and Ruedin. On the basis of existing definitions, it is highlighted that the term essentially describes three distinctive divides: a geographical digital divide (between regions and countries), a social digital divide (between social classes), and an upgraded digital divide (between technology and humans). Existing statistical data are examined in detail, and it is argued that the geographical digital divide between the north and the south is not associated with information technologies, but rather an indicator of uneven development between countries and regions. Evidence is provided in the form of published studies as well as the authors’ own survey. Important models for overcoming the digital divide are reviewed and appreciated critically.
The analysis focuses on chances and possibilities, whilst negative aspects are not ignored. The problem is complex and it would be misleading to present a simple solution. The authors illustrate this with examples from South America, Africa and the Indian subcontinent. Following the findings, the usual theses are supported or put into the necessary context. It is pointed out that purely technological solu-tions can only be successful in the short term. From an economic point of view the geographical digital divide cannot be treated in isolation, but needs to be appreciated in the wider context of sustainable development of the respective region.

Switzerland is certainly one of the most advanced European country in terms of connection and use of the Internet. Library resources are shared by 6000 libraries all around the country and most of them offer free access to the Internet and databases. But, Swiss library professionals in the French-speaking part of the country (20.4% of a population of 7 590 000 inhabitants) are not very active on the Web, and a few of them have their own blog or website.

Nurses are the largest professional group in the health care sector. Within this occupational group there are changes underway that bring about an ever increasing relevance to the supply with professional information. New programs for the professional and continuing training, the start of new academic study courses, increasing demand of quality assurance and evidence-based nursing, the transition to problem-based training and the use of e-learning units in basic and continuous training – all of this requires that, on one hand, nurses have better and easier access to the relevant professional information and, on the other hand, that they get more support in using this information. This need can be, at least partially, met by a good subject focused internetportal.
In the first part of this paper the situation of the nursing profession as well as the situation of the professional information for nurses is described. On the basis of this description and a survey among small samples of nurses from different levels, the present and future requirements for professional information are analysed. On this base it is shows, which criteria a subject portal for nurses has to fulfill and which content and services are important or at least desirable. Finally recommendations are given for the establishment of such a portal.

Die Pflegenden sind die grösste Berufsgruppe im Gesundheitswesen. Im Bereich dieser Berufsgruppe sind momentan Veränderungen im Gang, die zur Folge haben, dass die Bedeutung der Versorgung mit Fachinformation steigt. Neue Ausbildungspläne, das Entstehen von neuen Studiengängen und der zunehmende Ruf nach qualitätsgeprüfter und damit evidenzbasierter Pflege bedingt, dass die Pflegenden einen besseren und einfacheren Zugang zu der für sie relevanten Fachliteratur haben. Diesen Zugang soll das geplante Fachportal für Pflegende auf allen Stufen, von der Studierenden bis zur Pflegewissenschafterin, bieten.
In der Diplomarbeit wird einleitend die Situation der Krankenpflege und der Stand der Fachinformation Pflege erläutert. Auf dieser Basis und einer Befragung von Betroffenen wird der aktuelle und zukünftige Bedarf an Fachinformation analysiert um darauf aufbauend darzustellen, welche Kriterien ein Internetportal für die Krankenpflege erfüllen muss und welche Inhalte und Angebote wichtig, beziehungsweise wünschbar wären. Zum Schluss werden Empfehlungen für das Erstellen eines Fachportals Pflege abgegeben.

Publication outputs and world shares of scientific publication are presented for 1981-2004 for China, Europe, India, Japan and the USA. Our results are compared with those available in the literature. The current situation whereby the main producers of scientific output statistics use different counting methods – thus, producing major differences in scientific output values – is unsatisfactory. The share in the total number of publications has been stagnating or gradually decreasing in recent years for Europe, the USA, India and Japan although there is no absolute decline in publication activities. The most dramatic trend has been the fast growth in China. The USA is still maintaining a lead in publication impact. The impact from EU, Japan, China and India increases but is still far behind that of USA.

Ethique de conservation dans trois bibliothèques nationales : Origine et nécessité de renforcement

This work analyses the origin of conservation ethics’ knowledge among the employees of three national libraries (New Zealand, Wellington; France, Strasbourg; Switzerland, Berne). For each of these countries, one notices that the liveliest conservation ethics’ notions are related to contexts specific to each country. Assuming that knowledge based on an empirical or collective experience is firmly anchored in each individual, one can deduct that a conservation ethics’ education using this type of experience has more chances to come to fruition. In this present case, this would enable the libraries to better respond to the legal engagements they are tied to. These legal mandates ask them to preserve and conserve their collections for the posterity. An online survey allowed collecting information by the employees of those three institutions. Specific context could be localised for those countries. Using those specificities, it is suggested to adapt the conservation ethics’ education at professional level, to lead staff to take responsibility towards conservation issues as soon as they start to work for the institution and to maintain this knowledge up to date.
A large part of the damages present within libraries’ collections are generated by handling. For this reason, it is important to optimise conservation ethics’ knowledge among libraries’ staff at all hierarchical levels.
A survey within three national institutions: National Library of New Zealand, National and University Library of Strasbourg and Swiss National Library showed that specific fields exist in which employees of each institution recognise potential dangers for the future conservation of the collections.
These sensitisations form a base on which it is possible to build a conservation ethics able to respond to the legal mandates attributed to the libraries by their governments.
Sensitisation to a given problem allows understanding it almost to an instinctive level. This comprehension level is much deeper than the sole theoretical level. It allows developing a consciousness towards a problem. The gap between consciousness and responsibility towards a problem is very narrow.
Accepting the legal collections’ conservation’s mandate from their governments, the institutions have to ensure the adequate response of the whole staff to it. To reach this goal, they have the ability to act at various levels:
At the level of their own definition and evaluation of their conservation’s action,
At the level of the various professional educations related to the library’s field, promoting a complete conservation ethics’ education,
At the level of creating a responsibility feeling by all employees as soon as they start working for the library, encouraging them to consider conservation ethics as part of their professional duties,
At the level of checking and maintaining conservation ethics’ level up to date among the staff, organising regular information meetings, workshops, forums or else on the topic of conservation ethics,
Underlining the presence of conservation ethics at all levels and within all actions including collections’ objects, the library supports one of its main goals, which is to transmit the collections to the next generation in the best possible condition.
