I. Information treatment for information services
"Metadata" became a recent buzzword related with the explosion of the Internet and the emerging of new contents and services by some way associated to libraries, archives, museums, and related organisations. A name given to this new paradigm has been "Digital Libraries"! In spite of all the thinking and developments verified in the recent years, we have to accept that there is not a unique and global definition for the "Digital Library". The perception of it depends too much from the perspective taken (this might sound not very good to the traditional libraries, but we should remember that this fuzziness of concepts is not so strange to, for example, archives or museums). That is a fact that we assume, and is not the purpose of this paper to discuss it! But it is very important to recognise it, especially if our next steps are going to be the definition of common models, procedures and standards that everyone associates to the term "Authority Control".

The article presents BIBLIOMÉDIA, Association of Libraries for the Cooperation, founded on 1991, from the existing cooperation informal between the Municipal Libraries of Felgueiras, Guimaraes, Póvoa de Varzim and Vila Nova de Famalicao. Bibliomedia Was born like a fundamental way to contact with the public reading of the region of Between Douro Minho, with more than 25 institutions associated, among them nine libraries and diverse cultural associations, private and scholastic libraries, that contribute to extend their area and to make the results more effective, coordinating efforts for the creation of conditions of democratic access of the citizens to the books and the information.

We refer to the evolution of the Portuguese Libraries and their different sectors, in the last decade. We deal with the convergence and globalisation trends in the information field as well as the impact we expect they will have inour society and, therefore on the libraries. Furthermore, we point out some of the main trends in the debate that is being held now-a-days, especially in the Europe-an context, motivated by the development of the multimedia and information and communication technologies. Then we refer to the Portuguese participation in the Telematics for Libraries Programme -of wich the Portuguese High Council (Conselho Superior de Bibliotecas) is National Focal Point- and the challenges with wich we are presented by the new paradigms of the information society.

Evaluation and quality libraries performance : a view from Portugal and Brazil

The main purpose of this poster is to give a view of some projects, on evaluation and quality in libraries performances, which have been developed in Portugal and Brazil during the last ten years. Library services quality is a concept that librarians around of the world has been adopted, that is a way for assessing user needs, satisfaction, and better performance at the libraries. The two academic librarians present a brief description of some methods to obtain performance and quality measurements in academic libraries, public libraries and documentation centers, including influences and characteristics, of Portuguese and Brazilian ways. EFQM Excellence Model, MonitorDoc, ISO11620:1998, PASBU – Academic Library Services Evaluation, benchmarking, SERVQUAL, LibQUAL and PAQ - Quality Evaluation Program are the issues which involve fundamental concepts on the improvement on quality management in libraries. EFQM Excellence Model was introduced in 1992 and represent nine fundamental concepts to assess an organisation’s progress towards excellence. The nine concepts are the following: leadership, people, policy and strategy, partnerships and resources, processes, people results, customer results, society results and key performance results. MonitorDoc is a Portuguese model, based in EFQM Excellence Model, created to evaluate the quality of libraries and documentation centers. PASBU – Academic Library Services Evaluation is a project that reports the performance evaluation in a Portuguese academic library during 2001. The methods used, based in concept of performance “indicator”, are ISO 11610:1998, International Guidelines for Performance Measurement in Academic Libraries published by IFLA and some European Commission - DGXIII recommendations. This model established library’s impact in the institution in which is implanted. Several services quality has been evaluated according to performance “indicator”- “user satisfaction”.

Statistics data and performance assessment libraries and services are very important to manage libraries and information centers. These data help librarians to make decisions and to improve services. The main purpose of this paper is to disseminate information about performance and quality measurement tools to libraries and documentations centres. During the last twenty years researchers and librarians from all over the world created indicators and methodologies to traditional services. In the beginning of the XXI century, the projects and initiatives of quality assessment involve concepts and data from communication and information technologies that have been changed libraries faster. Here there is a brief description of important concepts, such as, inputs, outputs, outcomes, performance indicator, services quality, performance assessment, quality evaluation, and the relation among these issues. It introduces balanced scorecard model and benchmarking techniques as good tools to use in the performance management process. On the another hand it explains some recent initiatives (LibEcon, EQUINOX, ICOLC-Guide lines for statistical measures of usage of Web-based information resources, ARL E-Metrics project, LibQUAL and Counter project). These methodologies are outstanding skills to improve the management of the library and to get better services.

The article explores this subject considering that adolescence is a period of life when the way time is spent is a means to explore one’s relational, emotional and cognitive skills and to create and consolidate individual and group forms of identity which, in a large part, take the shape of a preparation for adult life.

This study results from the awareness of the insufficiency in standards and rules used for the identification and description of written musical documents. Enlightened by the new standard development, particularly the Functional Requirements for Bibliographic Records (FRBR) and recent studies on the concept of a work and bibliographic relationships, an equilibrium is intended between the music cataloguing rules normally used on libraries, very generalist, and the rules usually used by musicologists for the description of the same documents, particularly RISM rules, which are very specific an inaccessible to a lesser specialized public. Some proposals are made in order to contribute to the handling of music by the current revisions of FRBR, ISBD(PM) and UNIMARC. The final result is intended to be a description model according to the practice and the spirit underlying library cataloguing, still detailed enough to result in a useful tool to musicians and musicologists. The model is tested in a sample of bibliographic records from the opera Lauriane, composed by Augusto Machado.

Academic libraries' services have changed very fast in the last twenty years. Nowadays, electronic resources, networks and the World Wide Web represent a large parcel of the library services. Academic librarians must manage staff, information in several supports, and technical activities to produce quality services. Quality services means resources and services which satisfy users' expectations.
It is very clear that librarians must use management tools to run academic libraries services. These tools help them to assess services performance, to make decisions, to improve services and to achieve a better quality.
In this context user needs and their perceptions, in relation to services offered by libraries and documentation centers, have been awakening the interest of professionals working with the management community and personnel. In an academic environment this lack of knowledge is considered to jeopardize teaching, research activities as well as the generation of new knowledge.
The main proposal of this paper is to describe briefly two evaluation quality models for academic libraries:
• The Portuguese investigation proposes an action model to measure the performance of the Universidade do Porto (UP)libraries. This tool is justified on the CAF - Common Assessment Framework (an auto-evaluation tool based on the European Foundation Quality Management Excellence Model), the Balanced Scorecard (BSC) and the Analytic Hierarchy Process (AHP);
• The PAQ - Quality of Products and Services Evaluation Program of the SIBi/USP, based on the Model SERVQUAL, is an assessment research implemented in the academic libraries of Universidade de São Paulo (USP), in Brazil. The proposal has been presented as being viable and necessary in the management of the libraries of the SIBi/USP.
Significant correlations were obtained between these two projects in order to improve customer satisfaction, staff satisfaction and performance for library services. It is made clear that dialogue among staff, academic library users and external partners is extremely important in an assessment process. The choice of indicators is the outcome of a participative performance evaluation process.
These evaluation quality processes are, in other words, important tools to find new ways to motivate employers to stay with the organization that encourages growth.

The outburst, expansion and generalized use of new technologies challenges public libraries, especially those concerned with the development of new online information services. The main international guidelines ascribed to public libraries, as community information centres, are described. Some of the social consequences of new technologies are presented and their impact on libraries, particularly in Portugal, is discussed. Examples of information services that can be made available by libraries are also presented, with special relevance to online community services. The implementation of such services represent technical and social changes that may be studied in a common framework. In order to understand this process, the Actor-Network theory and its main concepts are presented and its use as a methodological framework is fundamented. Its relevance in the field of information systems development is particularly discussed presenting examples and suggesting possibilities. A case study is presented, taking into account the possibilities of development for these new services. The study and knowledge of the situation allowed us to specify some of the new information services to offer, discussing this process from an Actor-Network perspective. This research aims to contribute to the creation, in the middle run, of new information services still non-existent in a great number of Portuguese libraries. Actor-Network Theory is proposed as a methodological tool to develop such services.

The usage statistics software developed at Minho University, for RepositóriUM, the institutional repository based on DSpace is presented. The system was developed based on the principles and some of the components of the statistics application created and released by ANU. Despite the fact that the development was made to respond to the specific needs of RepositóriUM, the system is completely adjustable to other environments, because their components can be easily configured, changed or extended, to respond to different information needs. The system is composed by 3 main components: Log Processor, Data Model, Web Interface. The first one is responsible for the gathering, real time processing and storing of event logs generated by DSpace. It is composed by different event processors, each one adjusted to a specific event. The second component is the data model stored in a data base management system (DBMS), where the relevant, and properly processed, information is archived. The Web interface is flexible, allowing to configure – according with a base structure –the display of the information in the user interface. The structure of the system is based in the organization of information in two dimensions: type of information (access, content, administrative) and aggregation level (repository, community, collection, item). These two dimensions are also the base for the definition of user access policies, enabling the definition of different usage profiles. Statistics are configured and grouped in the system as SQL queries. Their presentation (layout) is constructed with a XML-XSL mechanism that can be configured at the individual query level. Other interesting features of the system are: automatic exclusion of crawlers, detection and processing of the origin (country) of accesses, access permissions at data level (e.g., restrict access to data from one particular community to members of that community).

Internet technologies have a great impact on the publishing industry. Hopefully digital contents in science and technology should have their quality assured by a review process made by peers in order do make them more reliable for the reader (consumer) than other digital contents. The Open Access (OA) movement promotes free delivery of the scholarly literature, by-passing copyright constraints and licenses/authorizations. Two roads widely accepted for OA are the “golden” road and the “green” road. In the first one, journals are OA themselves; in the last one, after publication on a non-OA journal, authors are allowed to store their articles on an institutional or in a thematic repository (OA archives). Institutional repositories are seen as a new strategy for universities to promote changes in the scholarly communication process. They capture, preserve and give access to digital collections of the intellectual production of one or several universities. The open and wide access may be a way to solve such problems as the high cost of journals’ subscriptions and the acquisition and dissemination of gray literature. Since institutional repositories are considered one of the main channels for scholarly literature dissemination, it is important and necessary that authors (producers) and decision-makers carefully analyze the contents of the Budapest Open Access Initiative, Bethesda Statement on Open Access Publishing, and Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities (BBB declarations), which are the more central and influent definitions for the OA movement. A better understanding of concepts, terminology and definitions of these declarations’ contents is proposed. Copyright, derivative works and quality assurance approaches are compared and discussed.

Institutional repositories have been the focus of much attention by universities and university libraries these last years. Institutional repositories are inserted in the usually denominated Open Access Initiative movement: This movement aims to promote free and unrestricted access to scientific and scholarly literature, favouring the increase of impact of the work done by researchers and institutions, contributing to reform the system of scientific communication, reassuming academia’s control over publication, increasing competition and reducing the monopoly by the editors of commercial journals. In this context, Universidade do Minho's Documentation Services have set the creation of an institutional repository – RepositóriUM - as a strategic goal for 2003, in order to archive, preserve and disseminate the intellectual production of all of the scientific communities in this University. This paper describes the way in which RepositóriUM was implemented in the Dspace platform, the system’s functionalities, the strategy for dissemination within the Universities’ communities, the process of self-archive or deposit of documents and the application of the Dublin-Core metadata schema to the description of the deposited documents. Finally, results obtained and lessons learned during this first year of the project are presented, as well as the main lines of course to be followed in developing RepositóriUM.

This book aims at describing and contextualizing the main activities carried out internationally in the past 10 years in the field of digital preservation. The book begins with a definition of digital preservation and with an introduction to the concept of digital object. Digital objects are presented as multidimensional entities that can be observed at many different levels of abstraction: physical, logical and conceptual. This multidimensional view of digital objects promotes a better framing for all current preservation strategies.
This publication also introduces the Open Archival Information System (OAIS) reference model, an international standard that aims at the identification of the main functional components present in a repository system aiming at doing digital preservation, as well as the information objects exchanged within it. The reference model allows the reader to get acquainted with an assortment of terms and concepts generally used in the context of preservation.
The book also identifies and explains an assortment of additional initiatives such as the creation of format registries, authenticity, significant properties, preservation policies and preservation metadata.

Access to scientific and scholarly information in academic libraries is made available trough journal content. The technological evolution provides libraries with different forms of access and various types of supports to periodicals. Despite the importance of electronic journals, printed journals remain an important way of making available scientific information. The search and retrieval of information in periodicals is the most usual way to have access to the contents of articles in the academic world. The best tools to achieve it are the international indexes and abstracts databases. However, the content of Portuguese journals are seldom referenced in international search tools. We intend to characterize the actual situation and to suggest a feasible solution to provide access to Portuguese-language articles in academic libraries.
The purpose of our dissertation is to examine current solutions to improve content accessibility to Portuguese journals and make a proposal to achieve it.
In this work we present a survey of models of infrastructure and technologies to bibliographic data share. It describes three technical solutions to share bibliographic data, representing the models referenced above. We present national and international projects developed in this area. Simultaneously, we propose a Portuguese journal analytic cooperative cataloguing solution, based on a local trial.

The E-LIS project is presented as an Open Access repository for the scientific and technical production in the LIS domain, as well as in areas of interdisciplinarity; its production goes from theory, case studies, to educational and training resources; allowing self-archival for authors and the input of adequately exhaustive metadata, the repository foresees peer edition by members of an international collaborative team; search tools, usage statistics and a promotional policy are associated to publishing and selective dissemination, which together now posit it as the major repository in its area of expertise, having surpassed 5000 documents in January 2007.
E-LIS main recent achievements are mentioned as well as the advantages of Open Access publishing. Statistical data concerning abstract views and downloads from Portuguese-speaking countries are displayed. A call for document archiving is made.

There are various projects in academic libraries, all over the world, trying to prove that benchmarking method can be useful to identify best practices. These practices can help to improve library services. The purpose of this article is to describe an initiative that involves five Portuguese academic libraries - Bibliotecas dos Departamentos de Matemática Aplicada e Matemática Pura da Faculdade de Ciências da Universidade do Porto (FCUP), do Instituto de Ciências Biomédicas Abel Salazar da Universidade do Porto (ICBAS-UP), da Universidade Lusíada de Famalicão, do Centro de Documentação Europeia – Biblioteca Geral da Universidade dos Açores e do Centro de Documentação da Escola Superior de Enfermagem do Porto - S. João.
The methodology used in this study is a mixed-method justified by the CAF – Common Assessment Framework (an auto-evaluation tool based on the European Foundation Quality Management (EFQM) Excellence Model) and Balanced Scorecard (BSC) method. To compute the performance services, these institutions had to choose a set of criteria that should be taken into account in the performance evaluation. In addition, the various institutions chose the set of performance indicators that should be used to measure each criterion. The recommended performance indicators are based on the ISO 11620:1998, Adm1:2003 and ISO 2789:2003.

The Manifestos of Mangelos (a Yugoslav artist. Dimitrije Basicevic, 1921-1987)are unusual works of art, written on collages of book pages, books, exhibition catalogs, often covered by ink. They discuss a wide range of subjects from Philosophy to Biology; they express vanguard believes and propose a new interpretation of art and of the world. In this project, we try to use the same approach and methodology that Mangelos used to build his Manifestos.
Libraries while places of public discussion and reflection, can raise a interdisciplinary program, where Literature, Philosophy, Biology, etc, and a variety of artistic expressions join and cross in debates, symposiums, around
specific themes specially selected to specific communities.
We intend to lead students, later on, to express their opinions, ideas, dreams so that they write their own Manifestos which may act to operate changes, to raise the pleasure for social intervention and public manifestations, using Art as a tool to facilitate access to them for the whole school community and for society in general.

Proposta de criação de uma nova comunidade de leitores: o Bookcrossing das Bibliotecas de Leitura Pública

This project follows the well known and well implanted philosophy of Bookcrossing, and integrates it in the objectives of the public libraries: to strengthen reading habits, to make that part of the population not attracted to reading acquainted with books, to bring the book closer to a wider audience. Using the Bbookcrossing approach -- where books are found and lost in unusual places and in unexpected moments (in bus stations, in church entrances, in barbershops, etc) -- we intend to reach a much less formal book loan circuit. We intend to test the importance of concentrating books outside their usual places, and its impact on the enhancement of the community life habits. Public Library is seen as a local development agent promoting a different urban animation and creating a new reading community. Bookcrossing is seen as a cultural strategy for democratisation.

V.N. de Famalicão (Portugal) is indebted to Vasco de Carvalho(1888-1961). He improved Local History knowledge by collecting information, researching, and writing in newspapers and in the monographic series "Aspectos de Vila Nova" about a wide variety of themes on local studies. He donated his library and documents to the City Council to integrate the local-studies public library collections. This collection is composed by books and 10 387 documents (letters, posters, brochures, manuscripts, pictures, press clippings, among others) on V. N. de Famalicão. In this article we study two deep and rare (by contents, physical shape and organisation) groups of documents: the "Manifestos de Carvalho de Travassos" - brochures of the first half the 20th century written and printed by José de Araújo Carvalho (1866-1945) which were strong manifestos.

Knowledge and experiences associated with both IT and Management have permeated the education and the practices of librarians in recent years. However contributions from the Social Sciences and the Humanities have not been felt with the same acuity. This, in my opinion, has contributed to difficulties in understanding and in intervening with the users and with institutional bodies and, above all, has contributed to impoverish the debate surrounding the design of library policies. A particular focus is made on adolescent reading due to the weight of this age group in Portuguese public libraries and to their intensive use of the Internet. Bearing in mind the importance of a public service for reading, this paper is intended to be a contribution issued from a review of literature based on the Social Sciences and the Humanities, which I see as fruitful to construct what the new forms of reading are and what public libraries and their readers are and what they might be.

Digital preservation is a scientific area considered critical by information professionals. The growing complexity of digital objects as well as the fast technological obsolescency induces issues that comprehend so much the preservation of operational electronic records within an organization as the likely vanishement of digital heritage. Several projects have been developed to provide answers to these problems. The Portuguese National Archives (IAN/TT) have been following the efforts in this field, and is now preparing a project that may eventually launch the basis of a future organizational structure capable of ingesting, managing and accessioning public sector electronic records.

This article analyses the state of art concerning Common Assessment Framework (CAF), a quality self-assessment model and a starting point for continuous
improvement that was the result of the cooperation efforts between European members States. CAF was presented to the public in 2000 and since that it has increased the number of CAF users for all over the Europe which has originated new challenge and requests concerning the model’s dynamic. This article approaches this issue at two levels, for one hand it explores main CAF characteristics and developments and key-factors for their successful use, for the other hand, it is analysed the evolution of national strategy concerning CAF dissemination in Portuguese Public Administration, as well as the state of affairs at European level.

: The purpose of this article is to present the views of the leading quality theorists and to review the quality lexicon. The works of many quality "gurus", including Deming, Juran, Feigenbaum, Crosby, Taguchi and Ishikawa, are commonly known and talked about. Each of these theorists has added his part to the total quality management (TQM) whole, while developing specific individual quality concepts that may not always seem to be in agreement. At heart, all emphasize the basic tenets of what has come to be known as TQM: top management commitment, worker involvement and empowerment, management by data, and customer focus. The article ends with an overview of quality of service and in particular quality management for information managers.

an indisputable value. The article starts with a description
of immaterial competitive advantages and then addresses the handicap of accountancy in dealing with information as a non-measurable reality. Then, the intangibility of information is faced with the difficulty of appraisal
and few methodologies are analyzed. Finally, the authors propose the search for newer methods, which must be more useful (and usable) in the assessment of intangible assets.

Reading habits acquired in childhood are easily lost while entering teenage years. This is a fact took for granted. To reverse this tendency is not an easy task and the worldwide tendency proves it. The aim of this paper is to reveal an alternative way of promoting reading habits in teenagers and young adults. The target audience is demanding and not susceptible of being influenced by the traditional strategies usually carried out by public libraries. How to find a solution ? To look for consolidated interests in these ages and connect them to the written word. This is how the association between music and literature emerges as the major background of this project.
The reality of the city of Oeiras and its libraries is described, followed by an analysis to the reading habits of teenagers and young adults nationwide and at a local level. The project Songs Inspired by Literature is presented, as an inspiring work for creating Palavras Cantadas. The limits to the ages that are intended to reach are defined, due to a lack of this information – or an ambiguous one -, by international organizations. The contents of the project are revealed, getting to know that albums or music from Coldplay, Radiohead, U2, R.E.M., Greenday, Franz Ferdinand, Incubus e Iron Maiden – among others –, were inspired by literary works of authors such as J. D. Salinger, Daniel Quinn, Umberto Eco, William Butler Yeats, Thomas Pynchon or George Orwell. The means of advertisement are elected – poster and flyer -, the procedures for implementation and evaluation are explained and future developments of this idea are considered. Finally, two advertisement pieces are shown.

The transmission of traditional oral literature is being threatened. The space by excellence devoted to the social and cultural construction of the individual – the family -, has lost its strength. That task is getting more and more the responsibility of educators, social animators and librarians, among others. Therefore, there is the intention to contribute for that teenagers and young adults don’t lose contact with such an important part of our culture: proverbs. The presented exercise is simple and non expensive: to associate to the forms of organizing documents and to all the sectors in the public library a particular proverb that is related to them, presenting it in a graphic way, trough small panels. The task is of easy conception and it will have the effect to face the user, in an unavoidable way, with this particular form of oral literature. With a singularity: in bilingual language ;-)

In the Information age, the creation, absorption and diffusion of knowledge become fundamental tasks that all economic agents need to master. As a consequence, knowledge management is at the heart of the dynamic evolution of today's institutions. In addition, institutions organize themselves into networks that share information and knowledge worldwide according to pre-established sets of rules that define property rights. Developing and using novel mechanisms that facilitate establishing such webs of knowledge emerge as key activities for attaining widespread success in the XXI Century.
These mechanisms define ways for knowledge creators and receivers to interact and to share information. The implementation of these mechanisms usually requires both heavy technology and large numbers of people whose costs need to be carefully accounted for. Different ways to sustainably provision such costs have been analyzed in recent times and concepts like open access, open source and free software developed along with the idea of installing large, and distributed, digital repositories of information over broadband communication systems. Europe as a whole and European countries individually are steadily moving along a coherent path that can certainly lead to establishing world-class Pan-European knowledge management programs and structures as ways to help fulfill the objectives of a renewed Lisbon agenda. Policy making in this respect can now work as the best trigger to support and propel next steps. Additional effort to raise the issue of open access digital repositories to the top of national and regional political agendas must thus become a priority.

Library and information domain being highly integrated with computing science and technology, bibliometric and citational analysis, the team that launched this project felt that LIS could set an interesting reference case to other communities in providing a state-of-the-art model for the OA movement and for digital libraries, and most particularly to the open archive model, within which E-LIS is a disciplinary repository. Furthermore the evolving academic discourse surrounding the concept of Open Access (OA) provided the underlying motivation for the establishment of E-LIS Eprints for Library and Information Science in compliance with the Open Archives Initiative (OAI) protocol.
Authors who contribute to an e-print archive are participating in a global effort by universities, researchers, libraries, publishers, editors, and readers, to redefine the mechanisms of scholarly communication. E-LIS makes LIS research more visible and accessible, which in turn will increase its status and public value. The trend towards digital libraries and self-archiving is one of the more recent developments in the field of Library and Information Science (LIS). The development of an international LIS network is being stimulated by the extension of the OA concept to LIS works and facilitated by the dissemination of material within the LIS community. These are some of the reasons for the success of E-LIS as an organizational model developed within an OAI compliance framework and for this respect E-LIS can be regarded as a tool for disseminating the OA philosophy.
Built in 2003, E-LIS is an international open access archive related to librarianship, information science and technology, and related disciplines. Being the first international e-server in this area, E-LIS is a part of the RCLIS (Research in Computing, Library and Information Science) project and is organized, managed and maintained by an international team of librarians working on a voluntary basis. All editors share a common vision and mission, while contributing to E-LIS with their own experience and competence. E-LIS deals with each country specific issues to decide the best solution for technical and non-technical barriers so that international visibility can be promoted whilst national interests are served. International co-operation can facilitate debate on current issues on many levels and provides new professional experiences and expertise to editors, on a personal level.
To date E-LIS is the largest repository in library and information science and after a few years contains almost 7000 papers from 82 countries. Poland, being a very active country in the Europe continent, is also contributing, within this framework, with national papers.
This presentation describes the main technical and organizational characteristics of the archive, its configuration and customization, and states its policies, aims and mission. Main focus, however, is placed on E-LIS organizational model and on strategic issues related to OA. It also reasons on how E-LIS efforts are contributing to outline some of the challenges and opportunities resulting from a global vision of the Library and Information Science domain, giving E-LIS team the necessary motivation to engage in such a venture and to further develop international research activities.

The need for a Knowledge Library Online (b-on) had become more and moreobvious, while difficulties
on a wide access to the scientific knowledge sources remained. With b-on, full text electronic access to the most important sources of knowledge in more than 3.500 journals will be available. The investment on the Library will provide an optimized and rational platform of search and use, with great advantages of time and motivation forany researcher or student. This complex project, included
in the Action Plan for the Information Society, was a very
interesting implementation experience. Continuous improvement and enlargement of b-on will be guaranteed
by a consortium that soon will be settled.

The making of a National Network is a decisive factor for the development of a coherent National Archival Policy. In Portugal this aim hasn’t already been achieved. In fact, to list and to categorize Archival Services or even to take partial measures is notenough. First of all it is necessary to think over the strategic goals and to take a decision about the parameters and the structure of the network itself. A real National Archival Network cannot exclude the contemporary production. The IAN/TT, as co-ordinator of service, needs to work together with the several entities of the Public Administration involved. Finally, it is necessary to find out a platform and a format open enough so that the National Network may development with clear rules and shared costs. It will be a net of the nets according to the principles that are defended nowadays in modern countriesand recommended by the
European Union.

The convergence of communication technology and digital information processing is rapidly changing the way that we look at the world and our society. As information processing has become progressively cheaper and electronic networks more extensive, what was once the domain of the military and the researcher has attracted the business sector and is now an important part of any national or supranational economy, aiming to compete globally. Since 1995, Portugal has been developing policies and strategies for their implementation within the framework of the broader European Union Information Society strategy. This paper outlines some of the more important landmarks in the creation and development of an Information Society in Portugal, commenting on the roles played by the different actors.

The purpose of this paper is to identify best practices in order to improve the quality of services in Portuguese academic libraries. This article describes an ongoing project to assess the performance of library services, resulting from a partnership of six Portuguese higher education libraries. The study has three main steps: (1) selection of criteria to be evaluated and selection of their corresponding performance indicators; (2) data collection and analysis; (3) identification of best practices. The selection of the criteria to be evaluated is based on a mixed model combining the Common Assessment Framework and the Balanced Scorecard. The associated performance indicators are in accordance with International Standards ISO 11620:1998 and ISO 2789:2006.

Performance evaluation of academic libraries: implementation model

This paper describes an action model to measure the performance of libraries.
The proposed model is based in the CAF – Common Assessment Framework, the Balanced Scorecard and the Analytic Hierarchy Process (AHP). The recommended performance indicators are based in the ISO 11620:1998, Adm1:2003 and ISO 2789:2003.
The relative weights for each performance measure are calculated using the AHP. The AHP computes the weights of the performance measures in two steps:
• Comparing (pairwise) the performance measures under each criterion;
• Comparing (pairwise) the major criteria of the proposed model.
The main purpose of this model is to improve the performance of libraries and to develop benchmarking techniques.
The model was tested using the opinion of ten university librarians. According to the data, the most important criteria, by decreasing order of importance, are: customer satisfaction, impact on society, leadership and financial perspective.

The purpose of this paper is to discuss and identify some benefits of Open access (OA) initiatives in Portugal and Brazil. Open access is a powerful tool to promote knowledge and means that any individual user, anywhere, who has access to the Internet, may link, read, download, store, print-off, use, and data-mine the digital content of a research article published in peer-reviewed
journals. This article usually has limited copyright and licensing restrictions. OA is an idea that might change the publishing landscape to bring benefits to many
researchers all over the world and to approach them for international partnerships. That integration will result in benefits for all the nations. Besides many countries have the problem of the lack of visibility of the knowledge
generated by their researchers. There are a lot of important OA initiatives in Brazil and Portugal. These initiatives appear in differentiated development
stages. It is very important to establish partnerships and to gather efforts inside of the country and, also, with other countries to take advantage of the internet
resources. These issues will certainly lead to the emergence of larger projects, with more visibility, quality and improvement of costs.

[The present paper is based on a curricular
traineeship, part of the Degree in Information Science,
under the theme of the implementation of Quality
Management Systems, occurred at the Documentation
Services of the University of Minho (SDUM).]
The SDUM have their main purpose in
providing the best resources, services and easy access to
all the community of the University of Minho (formed by
students of several areas, teachers, collaborators and
investigators). In order to fullfil the users’ needs, it was
essential for SDUM to grow and mature as an
organization.
The main objective of this paper is to give a
general vision of all the work executed at SDUM,
emphasizing this project, pioneer in Portugal: the
implementation of Quality Management Systems, based
on ISO 9001:2000 and Balanced Scorecard, in order to
obtain the services’ certification.
Between the amount of steps needed for a complex
process as this one is, it is important to have the
perception that Libraries are now dealing with a new
“generation” of users and it’s important, not only to
understand their needs, but knowing how to satisfy
them and supplant what their expecting. The Quality,
allied, most of the times, to Innovation, is a new
opportunity to change what is not working the way it
was supposed to but, more important than that, to
involve and motivate all the collaborators, making
them feel as a real team. And it will surely reflect in
the services rendered to the users.
From mapping processes, to documental
management, passing through the Quality Manual,
Benchmarking and the issues related to the human side of
this question, the present paper aims to be an example of
what is Quality applied to this area and also encourage

The need for information literacy skills

The aim of this paper is the assessment of information literacy skills
related to European topics, among a group of 234 users of 55 European
Documentation Centres (EDCs), from 21 European Union Member-
States.
We will present the results of a survey European information. So we
will analyse the answers given by the users of the EDCs relating to
aspects like the best sources to access trustworthy and impartial Europe
information. The factors determining access to information on the EU
and the frequency of this access will equally be analysed. The reasons the
users gave for the ease or difficulty in accessing European information
are also included and pondered on. Parallel to this, we will evaluate the
aspects most valued by the users of this kind of information. Our findings
on the use of European information available on the Internet, especially
the knowledge and making use of databases will be presented.
Based on this analysis the paper will demonstrate the need to develop
information literacy competencies to identify, use and access European
information. Doing so, some potential components of information literacy
skills adapted to European information will be introduced

The qualitative analysis done on interviews to 20 teacher librarians,
about their perceptions on factors that might impact students’ educational
success seems to reveal that collaborative work is one of the conditions
for this success to exist and one of the biggest challenges to those teachers.
The theme collaboration appears in the discourse of all interviewees
and it was not found significant differences of opinion, in what refers
to its importance, between teachers with and without specific training
to perform their tasks in the school libraries belonging to schools with
diverse characteristics and geographical location. Nevertheless, it was not
identified any real collaboration practices between teachers but only cases
of coordination and / or cooperation. Some of the conditions most referred
by the interviewed teacher librarians as “against” to and “in favour” of
collaborative work and educational success, where respectively, lack of
time and the existence of a full time teacher librarian.
Some suggestions and / or recommendations are done to the responsible
for the organisation and development of school libraries as to gather
efforts to get the teacher librarian post institutionalised, and to the school
management boards to implement and stimulate true collaborative work
between teachers and teacher librarian, aiming at the students’ educational
success. specific training might have on students’ educational success,
and to gather diverse opinions, TL with (WT) and with out (WOT)
specific training, to perform their duties at the SL were interviewed.
The interviews were taped, with the interviewee’s agreement, and their
qualitative analysis was supported by the use of ATLAS.ti software.

This paper takes as general reference the European Higher Education Area (EHEA), whose creation endeavoured an educative approach of all European Union countries. A new educational model needs new skills. The informational skills constitute one of the most important requirements needed by university students in the information society context and they were effectively prioritized in the conception of the new educational models, consequently they should have an impact in the teaching-learning process.
So, it is important to know and understand how these university students are prepared in terms of competences and skills, regarding the access, (re)production, use, and diffusion of the information gathered and applied in different contexts. It is also necessary to establish a connection between apprenticeship and the acquisition of informational skills prior to the university, during the university frequency period and at the end of the university degree.
This configures a comprehensive approach that will consider the educational context, the student’s informational behaviour and his personal and social contexts and demands.
In fact, those concerns and positioning are in the core of the ongoing research project that supports the present paper. It focuses on the issue of informational literacy in the actual Portuguese and European learning models and the determination of the competences contextually acquired and the intrinsic abilities to search and use (reference, assimilate and transform) any type of information. The informational behavior study in focus has two important aspects to consider: the education reforms introduced in the Portuguese pre-university schools; and the transformations introduced by the Bologna Process in the EHEA.
This project also intents to contribute to the definition of a strategy that will support the effort of Portuguese universities on getting a good performance in the promotion of information competences. The theoretical-practical model that must be reached shows the importance of the information literacy theory which is clearly emphasized in this paper.

More than ever, update of knowledge and decision making
in health care are based on the use of recent
scientific information. The effects of the information
society’s technological transformation are visible in the
most frequent options of clinicians, being common the
use of databases, in order to keep pace with the rapid
growth of scientific publications. The most frequently
used database is MEDLINE. Thus, in order to understand
its functioning, especially related to subject searching, the way information is represented and the possible forms of
retrieval will be analyzed. In this context, a study carried
out to get update information about subject information

In the last 20 years there have been big changes in the Portuguese academic libraries services as academic libraries over the world. These changes include the adoption of automatic catalogues and the electronic access to bibliographic data bases and scientific journals in full text. Nowadays physical and digital sources are together. Professors, students and researchers are able to access simultaneous to a great amount of quality information pay and open access. The Portuguese Government has been investing to improve the access to the production of knowledge so as to develop the country. It is important to know the return on the investments in university libraries. The purpose of this paper is to identify the impact of the electronic sources in the Portuguese academic libraries. This paper describes an ongoing project to assess:
• The use of electronic scientific information and the correlation to the scientific production of the Portuguese academic community according to standard performance measures indicators and bibliometrics data.
• The economic value of these library services. In order to estimate in monetary terms the value of these services for end-users we use the contingent valuation method (CVM).This study reports the results of a quantitative e-survey of academic community.

The present dissertation is about Subject Gateways a kind of Internet access service
created to serve the academic community’s information needs, characterized for
selecting web resources accordingly with quality criteria, describing information with
structured metadata languages and to give access through keywords and particularly
browsing structure’s development. These services are analyzed from the point of view
of processes and ways of organizing information.
The five initial Gateways (SOSIG, HUMBUL, EEVL, PSIGATE, BIOME) of the RDN
(Resource Discovery Network) are specifically analyzed regarding to used metadata
languages and ways of organizing information. This analysis aims to know the process
of organizing information, and also evaluate their quality in relation to target audience
expectation about systems of organizing bibliographic information of this kind. Within a
specifically theoretical framework witch defines the characteristics and aims of any
bibliographic information system as well there metadata languages, this analyze was
developed in two different ways: from the conceptual point of view, through the study
of all cataloguing rules of the services, and from the practical point of view, using a
significant sample of each services descriptions and their browsing structures. In both
cases the services were analyzed and evaluated accordingly with the criteria defined
from the proposed theoretical framework
These services use a model based in traditional processes of information organization,
with several adjustments in the sense of descriptive simplification and adaptation to the
described resources, with special concerns about subject access and representation. The
metadata quality about subject as well as the global quality of resources description
allows that these services meet some of main user’s expectations. The problems are
those related with finding all the documents about the same Author, all documents
belonging to the same Work, all documents belonging to the same Version, and, at last,
to be able to Navigate in the bibliographic universe.

Information literacy is a set of skills that allows recognizing the need for information and acting efficiently to meet this need, obtaining information, evaluating and reviewing the research process. This set of skills is of particular importance for engineering and technology higher education students since they have to access multiple sources of information in various media and formats, with content evolving quickly and sometimes with a short lifetime. Taking from the rules of the ALA "Information literacy standards for science and technology", and other directives on information literacy in higher education we made an observation of a group of undergraduate students, in preparation of the draft final course. This is an attempt to understand the level of literacy that these students have, and their use of information resources.

The present work of documentation in the field of music was published in book format by the National Printing Office of Portugal in 2003. Its first section, which refers to eight (8) centuries of documented music in Portugal, registers the works by composers who either lived or composed in Portugal during this period of time which were recorded in compact disk worldwide until 2000. Technical details of the pieces, the recording, the instruments used for the recording, and/or the disk notes are provided when available. The second section of book identifies each compact disk published worldwide in which one or more pieces by a composer who either lived or composed in Portugal is or are included. The third section of the book provides biographical data on composers who lived or worked in Portugal during the period of time under scrutiny, independently from having or not having any work recorded in sound. This third section was elaborated with a basis on the biographical dictionaries available as well as on various other secondary sources of information, both published and unpublished. The fourth and last section of the book provides, to the best realistic extent, the postal, telephonic and electronic addresses as of the year 2000 for the recording labels of the compact disks registered in the former sections of the book. The methodology used for the construction of this book/database is discussed at length and in detail in its extensive Introduction, and it is commented upon by Doctor Owen Rees of Queen's College, University of Oxford, in the Preface. This work of documentation is written in Portuguese and English.

The countries of Southern Europe have unique characteristics as regards participation in the scientific communication process: they use languages that have a long tradition but are not the usual channel for scientific communication, they do not have a powerful publishing industry, they spend a smaller percentage of GDP on research and scientific data acquisition, etc.
The present report arose from the activities of the Southern European Libraries Link (SELL), which represents library consortia of six countries (France, Greece, Italy, Portugal, Spain, and Turkey). Although this organization
was created to exchange experiences and to act as a pressure group in relation to scientific and technical publishers, its founding charter also states clearly that one of its main goals is "to draw common policies towards information acquirement and provision".
In order to move towards common policies for open access to science, experts in each country were asked to provide reports on the situation of open access.

Electronic academic libraries services valuation: a case study of the Portuguese electronic scientific information consortium b-on

This paper investigates the factors that influence the value for the users of the Portuguese electronic scientific information consortium b-on (Biblioteca do Conhecimento Online). In order to be able to estimate this value in monetary terms we used the contingent valuation method based on a willingness to pay scenario. Data was collected through an e-survey sent to the whole Portuguese academic users.
The main aims of this study are: (i) to investigate how the Portuguese academic community values b-on; (ii) to investigate the set of factors that determine whether the user is willing to pay the b-on services which allows us to estimate the demand function of b-on services. In order to achieve these objectives we use several regression analysis techniques – linear probability model (LPM), Logit and Probit models.
The results show that the demand for b-on services is quite sensitive to the «price», frequency of use, whether the user knew previously b-on or not, the type of the user and the scientific area of the user.

Este estudo pretende ser uma revisão de algumas
metodologias, de avaliação da qualidade e do
desempenho dos serviços prestados nas bibliotecas e
centros de informação, emergentes nos últimos cinco
anos. Existe abundante literatura sobre esta matéria que
se encontra profundamente ligada à gestão da qualidade.
Procurou-se, de modo sumário, enumerar e promover o
conhecimento de instrumentos criados e implementados
em vários países do mundo. Optou-se por realçar os
projectos que mais se evidenciaram a nível internacional
e mostraram ser reconhecidos como instrumentos úteis e
válidos para aferir, em termos quantitativos, os serviços
prestados por bibliotecas públicas, académicas ou
especializadas.
Á biblioteca física veio adicionar-se a biblioteca digital,
ambas coexistem e completam-se nos serviços de
documentação. Os bibliotecários e gestores de
informação têm, que gerir simultaneamente recursos
humanos e de informação com, os seguintes objectivos
finais: proporcionar um acesso rápido à informação;
satisfazer as expectativas do utilizador e reduzir os
custos dos serviços.
Tendo enfoque nestas metas, vários profissionais em
todo o mundo investigaram e definiram grande
quantidade de metodologias para optimizar o
desempenho e a qualidade dos serviços prestados nas
bibliotecas. Neste contexto, é importante avaliar os
serviços, uma vez que, existe a necessidade de conhecer
se “os profissionais estão a oferecer os melhores serviços
possíveis, aos utilizadores certos e a um preço justo”
(DAVIS, 2008).
A emergência das tecnologias de informação nas
bibliotecas trouxe várias questões e novas abordagens.
Para efectuar quantificações foram estabelecidas e
alteradas, recentemente, várias ferramentas, a saber:
• Novos indicadores de desempenho definidos pela
International Organization for Standardization (ISO
11620:2008, ISO 2789:2006 e ISO/TR 281181:2009)
e pela International Federation of Library
Associations and Institutions (IFLA) (POLL, te
BOEKHORST, 2007);
• Adopção da estrutura Balanced Scorecard;
• Novas dimensões da metodologia LibQUAL;
• Utilização do Método de Avaliação
Contingencial.

A theoretically orientated and empirically supported research is presented, exploring and developing possible relations between uses of the public library, according to the dimensions of the usage of documentary resources, of space and of the Internet, on one hand, and its representations, on the other.
Resorting to a qualitative approach, Michael Burawoy's extended case method was applied to the Library Almeida Garret in the city of Porto. The tools used to gather information were in-depth semi-structured interviews, analysis of children's drawings, observation, documentary analysis of official texts and photography. Several readers were interviewed, including non Internet-users, as well as managers, technical and front-office staff, and the architect.
As intermediate results, several users' profiles are presented and an explanation is advanced for the genesis and functioning of a tacit system for the regulation of conducts, especially as far as noise is concerned. As a final result, I conclude that there is no clearly disruptive "impact" induced by the Internet from the collected and analysed representations, which are related to recently registered changes in the reading practices: for some representational images the Internet reinforces the traditional image of the library as an encyclopaedic organization, as a set of diversified resources; for others, Internet use will contribute, on one hand, to their reinforcement, while, on the other hand, it updates and democratizes these representations through an opening to non-learned practices and by the affordance of recreational, communication or, yet, instrumental uses based on the Internet; in more extreme situations, when library and Internet are used as synonyms in the representational grammar, without this technology a library would, naturally, not make sense; but, in the opposite extreme, its popular and intensive use is not thought as being compatible with the image of an institution devoted to culture, here understood as learned culture, the terms being almost antonymic. Changes in the frequency and usage of the public library, are else associated, in a clear manner, to the emergence of new types of readers reflecting changes in the urban social composition of the city and in the ways of urban living. So I conclude that the library without Internet would not be so public, or that it would not exist at all in some people's views, and that the library finds a reinforcement as to what is, and may keep on being, precisely in the public provision of Internet access and in open, free, and, when necessary, personally supported, Internet services.

With the breathtaking advance of ICT, and ultimately with Web 2.0, we may witness a very new phenomenon in relation to
reading and literature, we get a new generation of readers-writers, with contemporary features and needs, and
educational institutions, especially the library, must rethink their strategies in training readers in the Information
Society. This paper describes research on the school library and the use of social media (social networking) in
encouraging the practice of reading, writing, and has as a main objective the proposal of a model for constructing social
network of readers and writers for the 1st cycle of basic education school community. The Biblon platform is being worked upon during the empirical phase for the the Agrupamento de Escolas de Aveiro, Portugal, community. As to results ti
it is expected to improve the quality and motivation for reading-writing, to expand the presence of contents in Portuguese
in the Web environment, to enhance the use of the Magalhães computer; to contribute to the integration of ICT in school libraries, in activities with children's literature and in affording a space of creation and interaction around the literary text.

The article makes a review of the scientific literature on the importance of reading in
today’s society and emphasizes the responsibility of the school and library in encouraging the practice of literary reading. It recommends the formation of a hybrid reader-writer community
for the school library, not only through the digital platform, but also with alliance and interaction among the various textualities. It considers that with the use of interactive technologies, the
school library can get children and young people close to literature, once the school library main users are digital natives who habitually and intuitively live with the technological apparatus that
permeates humanity.
