SciX project: lowering the technical, economic and social barriers to open scientific publishing

The scientific publication process has been so far only marginally affected by the possibilities of the Internet. The reason is a lack of sound business models and pilots to demonstrate the ultimate benefits of free scientific publication. A team of universities, Internet publishers and applied research institutes proposes to demonstrate these benefits and re-engineer parts of the scientific publication process by: (a) building a fully functioning on-line service, where scientific work, including results of EU projects, would be available for free (with content from architecture, engineering and construction - AEC) and where a virtual on-line community of authors and readers would meet. To support a business model where minimal costs are associated into the process it will enhance the technologies for the (b) self organising maintenance and (c) intelligent user interfaces and finally (d) define business models where scientific work would be wrapped by commercial sites that would make the content more appealing to the industrial audience.

Reference work and its models of user oriented services in libraries are liable to vivid changes due to increasingly intensive use of information and communication technology in the daily library routine, not forgetting the fact that the share of
electronic resources will soon be predominant. The fact that users benefit from
remote access information sources directly from their offices and homes has imposed changes upon user oriented services providing help and advice. A model of
electronic reference service is presented, illustrated by the description of the
Slovenian project »Vprašaj knjižničarja« providing national remote information
service in frame of the co-operative system COBISS, and based on the efficient and
well known system QuestionPoint. There are seven institutions taking part in the
project the aim of which is to build and test the system with the objective to share it with a larger community of Slovenian libraries in the future.

Purpose: The term bibliometrics (slv. bibliometrija) and the related derived and compound terms have emerged frequently in Slovenian scientific and technical texts in the last decade only. Considerable inconsistency in the usage of these terms and their synonyms is evident.
Methodology/approach: Excerption of these texts has shown different patterns of usage, thus the aim of the paper is to analyse it and compare the frequency of occurence of individual terms in various authorative sources.
Results: Taking into consideration the usage of the chosen terms in scientific and technical texts, general text corpus of Slovenian texts, authorative and informative dictionaries the Commision on Library Terminology has given priority to the terms (slv.) bibliometrija and (slv.) bibliometričen, subordinating the use of the synonyms (slv.)
bibliometrika and (slv.) bibliometrijski.
Research limitation: There is a relatively small sample of Slovenian scientific texts available containing the terms dealt with in this paper, and the two general text corpora have included only a limited number of relevant texts. As a rule, the authorative dictionaries and linguistic manuals do not include the terms studied. Future research in this field will be enabled and facilitated by a specialized text corpus of Slovenian LIS texts.
Originality/practical implications: The first research of the kind to codify the Slovenian
library terminology aiming at a chosen subject field.

In Slovenia librarianship has had a rich and successful tradition, and today it is well in line with the most advanced developments and trends in the world. Surprisingly no systematic concern had been paid to library terminology in the past and no organized attempt to attain its codification and authority in dictionaries. Recently two dictionaries have filled the gap, a translation dictionary and an explanatory dictionary of library terminology. They were both concieved and built in accordance with up-to-date principles of modern lexicography, thus they were based on the excerption of a set of selected technical and scientific texts in librarianship and library science, the excerption being manual at the time, of course. A list of selected and evaluated headings was produced from excerpted texts to initiate the building of the dictionary. The lexicographers keep following closely current modern trends in lexicography, consequently they have designed and set up the Slovene text corpus in the field of library and information science, a powerful and efficient tool for editing and amending of the existing Dictionary of Library Terminology. The corpus has reached 1.8 million words extracted from 234 Slovene technical and scientific texts. It supports a varisty of specialized search methods, display of search results – words in close or wider context, and building of customized word lists for text and word analysis. The web based application is in open access.

The discipline of library science has a considerable tradition in Slovene areas: in the 19th century
one of the librarians in the Lyceum Library, now the National and University Library, was the
talented linguist Matija Čop. In spite of the continual strong influence of German in the 19th and 20th centuries, and today of English technical literature and terminology, Slovene terms have developed,
strengthened and become established. But during all this time, no particular attention was paid to
library terms and no organised attempt was made to codify and normalise them. Their use was based
primarily on language practice and on the norms of individual »schools« or of important and
influential individuals; moreover, they were not formally or semantically standardised. Due to the
fact that, at the end of the 20th century, there was still no monolingual, let alone multilingual,
dictionary of library terminology, the preparation and publication of both became essential. This gap
was filled by a long-term project involving the preparation of an explanatory Slovene dictionary of library science, as well as a multilingual dictionary being produced by an international network of
contributors. As there was no existing material to draw upon, both dictionaries had to start almost
from scratch, which meant that they began by focusing wholly on coming up with an inventory of
terms. The dictionaries are being produced within a computer environment, so that all the
contributors have access to working material in electronic format, which is of particular importance
when it comes to standardising what is written by the project partners in sixteen different countries.
The data model was designed to facilitate an adequate composition and division of dictionary entries, as well as simple and effective use of the dictionaries on disc or online, while at the same time enabling the format required for the preparation of printed versions produced via electronic
publishing and printing on demand.

Facing the fact that at the end of the 20th century there still did not exist any specialized dictionary of library terminology in Slovene language, its preparation and publication proved essential and the gap was filled by a long-term project involving the preparation of an explanatory Slovene dictionary of Library and Information Science. There was no existing dictionary material to start from, so the lexicographic work had to start almost from scratch and
the initial focus was set to extraction and inventory of potential terms in Slovene literature. The dictionariy grew within a computer environment in all stages of processing, the complex data model was designed to facilitate effective and adequate editing and structure of dictionary entries, as well as simple and effective use of the dictionary on optical disc or online, while at the same time the format enabled required preparation of printed versions produced through electronic publishing and printing on demand. The paper deals with the presentation of the lexicographic and editorial work of the expert team in all stages of the project which resulted in publishing of the first Slovene explanatory dictionary in Library and Information Science in print and electronic version in 2009. Basic processes of word inventory, term extraction and dictionary structuring are described in detail, and a selection of specific term groups are discussed. Future research in Slovene library terminology will depend on intensive use of the specialized text corpus which had been planned in the frame of the same project and became operational in 2009.

Informal Learning through Facebook among Slovenian Pupils

Since existing research has failed to consider how primary school pupils use Facebook for informal learning and to enhancing social capital, we attempted to fill this research gap by conducting 60 indepth interviews and thinkaloud sessions with Slovenian primary school pupils. Furthermore, we used content analysis to evaluate their Facebook profiles. The results of the study show that Slovenian pupils regularly use Facebook for informal learning. Pupils are aware that they use Facebook for learning and they use it primarily as social support, which is seen as exchanging practical information, learning about technology, evaluation of their own and other people’s work, emotional support, organising group work and communicating with teachers. In using Facebook, pupils acquire bridging and bonding social capital; they maintain an extensive network of weak ties that are a source of bridging capital, and deeper relationships that provide them with emotional support and a source of bonding capital. Key differences between the participants were found in the expression of emotional support. Female participants are more likely to use Facebook for this purpose, and more explicitly express their emotions. This study also showed that our participants saw a connection between the use of Facebook and the knowledge and skills they believed their teachers valued in school.

The project of compiling, processing and constructing the Slovene dictionary of library and information science is described parallel to the project of arranging a multilingual dictionary covering the same field of knowledge. Web based resources and above all open access have changed the library environment significantly so terms related to define different access modes present an important feature of the technical vocabulary. Excerption of technical and scientific texts, including Internet resources, have shown different patterns of usage, thus the aim of the paper is to analyse the occurence of preferred terms in various authorative sources.

Terminological dictionary of library and information sciences is an explanatory dictionary comprising technical terms currently used in Slovene library science and practice for communication among professionals. The work of the expert team is described including the lexicographic methods and procedures for the compilation and processing of the lexicographic material. The following technical terms are presented and discussed in the dictionary: Slovene terms used in LIS, obsolete terms still of importance, common accepted jargon terms, common abbreviations and acronyms, technical terms from the fields of printing, publishing, automation, documentation, and informatics but felt strong in librarianship.

The history and importance of specific terminology in the field of library and information science is presented, the lexicographic expert team and the project of compiling, processing and constructing the first Slovene monolingual explanatory dictionary covering this field of knowledge. The trial volume as one of the preliminary results is presented with the description of the software tool used for the processing of the lexical data and its preparation for the print and electronic publication.

The article describes possibilities of the computer processing in various fields of work in libraries and in information and documentation centres and criticaly compares the advantages and defici-ences of the main frame computers and micro computers. Combination of both apperently appears as the most fruitful and economical solution. Technical description of microcomputer Sinclair ZX Spectrum (48 K) and its necessary additional equipment Is followed on by the representation of the home-made program set INES, which allows various functions Including text editing, data basic managing system and data input system. Experiences of some library-lnfor-mation centres, which operate the programe, prove the applicability and financial adequacy of suggested solution.

Libraries in technologically more advanced countries began to use computers already three decades ago. Describing the introduction of microcomputers in libraries the author tries to answer basic questions: why to computerize the library; which system to choose; when the central system and when micro; which functions from among library operations; how to perform it; what can be demanded from the system; which tested systems are available. The author thinks that our present most promising micro is ATARI 520 ST+ with the program system STEVE and with the belonging specialized programmes which could at the final stage command all the processes of library operations. A successful use of all these achievements will be possible only by a proper education of librarians who will have to adopt a positive and critical relation to the modem technology.

Slovene librarianship has found its way in automation of some library operations by the purchase of some more microcomputers ATARI 520 ST+. Fundamental introduction of the hardware and software STEVE is followed by a detailed description of the input document and methods of the data preparation and entry, an explanation of the meaning and usage of commands for organizing and processing the databases as well as instructions for computerized printing of the catalogue cards and bibliographic indexes. Particular examples are illustrated by the enclosed printouts.

Classical media can no more meet the needs of storing and dissemination of great quantity of data and information which the modern society is daily faced with. Laser technology has brought about new technological solutions, thus offering a fortune of information sources to a modem library and its user, especially because of its simplicity and relatively low price. In the first part of the paper technical characteristics of CD- ROM technology and its advantages are discussed, which is followed by the presentation of some well known information sources available on this medium. Practical presentation of CD-ROM version of Social Sciences Citation Index demonstrates all the qualities of this kind of information databases.

The interest for common use of machine readable bibliographic data and for their universal accessability is in constant growth. Definitions, current developments, functions and importance of three kinds of catalogues for library and information service have been represented. Problems and further developments of

- centralized cataloguing,
where common use of information data is the most evident feature, have been discussed. Their convergent point - the authority file - has been determined. In the vision of future catalogues the author is anticipating that they are going to become even more useful, more operative and universal information tools as they are in the present state-of-art.

The contribution redefines libraries as information centers upon principles of librarianship and stresses the importance of information as raw material of knowledge. Further it deals with problems in evidenting information services, evaluating the quality of information, relation price/value, charging, and access to information. It comes to the conclusion that the aim of progressive information policy is adequate information infrastructure.

Authority control is as old as the catalogues. The need for it grows proportionally according to the variety and extent of a catalogue. Strict authority control directly impacts the quality of a catalogue, its clearness and practical use. Growing automation of bibliographic data bases and building union and shared catalogues have brought about new concepts of authority control although this was not
unknown to editors and users of classical bibliographic registers and catalogues. Authority files are the tool of authority control, they are often very extensive and exist especially in three fields: names, titles (serial publications) and key-words. Formation and maintenance of any single catalogue needs elementary authority control, but shared cataloguing demands a very strict one as an indispensable imperative. Authority control can be defined as a process of assuring oneness of any information chosen for a call point in a public catalogue. Authority files are the basis of a national system of bibliographic control. There is no doubt that in the future these systems will be linked also on the international level.

Purpose: Slovenian library and information science is involved in most advanced international trends and development in the field, consequently rather dynamic changes are imposed on Slovenian LIS terminology. Knjižnica is the top-ranking Slovenian LIS journal so it proves to be the best source for terminology studies and tracking recent advances. Construction of a specialised text corpus which will include all professional and scientific articles, published in Knjižnica in the period between 1997 and 2016, will foster quantitative and semantic analyses and support studies related to the usage of individual terms and collocations, including comparative examination of the national reference corpus.
Methodology/approach: In compliance with the preset criteria 553 journal articles were selected and downloaded from the portal where they are published by Knjižnica in public access, they were subject to technical pre-processing and uploaded to the webbased Sketch Engine corpus tool. A tagged corpus comprising 2.4 million words was compiled and segmented into two subcorpora following a temporal scheme of publication. Comparative analyses involved other corpora as well, mostly the national reference corpus FidaPLUS comprising 621 million words.
Results: The study was focused on quantitative analyses regarding the frequency of words and semantic relations in concordances, collocations and word sketches in the frame of the special corpus and the reference corpus comparatively. The hypothesis has been confirmed proving that journal articles published in Knjižnica provide a rich selection of traditional as well as most recent LIS related terms, but occuring in rather different collocations than it is the case with the same words in the reference corpus of the general language. A short analysis dealt with author keywords and their frequency in five-year periods of publication to show the subject focus point shift.
Research limitation: The study was restricted by the moderate size of the corpus and the number of texts thus limiting the diversity and possibilities to extract less known and low frequency terms. The construction of a larger corpus containing all articles published by Knjižnica would be a feasible practical solution.
Practical implications: The recently constructed specialised corpus, practical results achieved and know-how resulting from the study are a solid start point and support for further terminology studies providing useful sources for the updating of the dictionaries, automatic term extraction routine being one of them.
