The purpose of this research was to investigate the information needs and information seeking behaviour of working journalists in Turkey. It investigated characteristics, information needs, interests, sources and purposes, libraries used and services required by 217 journalists in 31 national Turkish daily newspapers, during the period among January 2007 and June 2008 by means of a conducted survey. Journalists have a need for large volumes of very current and authoritative information, and they felt urged to ask the required information very quickly. Throughout the time it seems that shifts in newspaper coverage, the changing economic conditions, and the information flood provided through the new information technologies altered journalists' information requirements and information seeking behaviour. Considered as well were the barriers against meeting information needs in libraries and archives — in terms of time, resources, education, access and information overload. Conclusively, several recommendations are made for improving the existing situation. Future developments involving the library as an intermediary between electronic networks and the newspaper organization offer promises for in-house system design

L'homosexualité dans la littérature de jeunesse

This work considers the various representations of homosexuality offered par chil and young adult literature. The problems are double : on the one hand trying to determine if these representations can help the young people who feel homosexual to accept their sentimental orientation, on the other hand trying to appreciate if it allows a better recognition of homosexuality among the young adults who feel heterosexuals rather. After having thought of the role of child and young adults literature, particularly in terms of identification, this work considers the various figures of homosexuality in youth literature then analyzes how much the latter is important to help teenagers to know and recognize themselves.

A user survey of the experiences of blind and visually impaired people using electronic information services, with regard to the practical implementation of these services in public libraries

The report outlines research with blind and partially sighted people using electronic information services in real-life situations, and specifically how their experiences might inform the planning of these services in UK public libraries.
Based upon a full literature review, a survey was conducted of blind and partially sighted people who have some experience of using electronic information services, suitable for, but not restricted to use in, public libraries.
The methodology outlines the creation of two electronic survey formats, designed to be accessible and usable for blind and visually impaired people, and the related issues of delivery for the study sample. The data collected is included, and a full analysis of the findings is presented. Correlation was found with other wider surveys in the specific fields of blind and visually impaired people, and electronic information services.
The report concludes that the visually impaired and especially blind people surveyed feel that libraries are out of touch with their needs relating to electronic information services, that there is correlation between users’ personal preferences and the usability of services, and that diverse and varying services act as a barrier to use. Evidence was also found to support the idea that computer access technologies aimed at blind and visually impaired people may attract very little use in libraries, without significant investment in staff training.
A case is made for greater investigation of remote access to electronic services that can be accessed by blind people with their own equipment. This is felt to have usability benefits such as users’ familiarity with their own systems, and the reduction of unnecessary travel. It was also concluded that there is a need for specific consultation with people who are blind, separate from those who are partially sighted, and early involvement of both groups in testing of new services.

The origin, historical course and current state of library services for the visually handicap in Cuba and other countries is discussed. The placed ocuppied by IFLA, as leading organization in the development of libraries for the blind and Cuba´s work in the development of information services for the handicap, specially in the National System of Public Libraries is pointed out. In many developing countries the visual impaired undergo a twice informational disadvantage, as it was confirm in the First Summit of Information Society.

The services and specific documents for disabled persons require of investment and internal restructuring of libraries and document centers. The National Libraries should to face the same problem because the disabled persons are potential users. At the present the libraries web pages has been used to promote the products and services for all users, included disabled. By this reason, we have observed the existence of this services in ten National Libraries web pages, and the results showed that the electronic services and resources for this social group would be restructured to efficient access.

Globalisation and growth of immigration have intensified the debate about multiculturalism in our society that affects educational institucions as well. This article analyse the role of universities and their libraries in managing cultural diversity. Contrary to the trend in English-speaking countries, this phenomenon has not been studied at the unversity level in Catalonia or Spain. After first analysing the experience of several American university libraries, the article describes specific action undertaken by the Library of the Terrassa campus. The authors conclude with a proposal for certain actions to adress the challenge to our libraries represented by multiculturalism.

Basic theoretical elements related to the surveillance of the health of the worker includes aims, scenario and stages are treated. The concept of professional disease connected with work and accidents is defined. Surveillance is approached as an axis made up of three components: harmful, dangerous and noxious risk factors, exposure and effect. There exists a poor institutional knowledge about the harmful and dangerous agents which require suitable organization and knowledge for its management. The information along with the communication about in the health surveillance of the worker are strategic elements for the comprehensive development of society, as they conform a means for the necessary knowledge regarding environmental hygiene, safety and protection.

To understand the discoursive function in scientific discourse management practices in bibliographic databases, we have focused on abstracts and keywords presented in SOCIOFILE - Sociological Abstracts. This American Database indexes and abstracts articles from around 2.000 international journals, dissertations, book reviews and conferences in Sociology and related fields. As we intended to present some analysis to explain the indexing practices related to urban violence we have studied just those words related to urban violence, in order to reveal the plurality of reading gestures and interpretations produced by the indexing tools.

Since its foundation in 1957 the children department of the Library in Sremska Mitrovica has been paying a great attention to the cultural and educational work with own members. Starting with reading hours from the „Pionirske Novine“ through the „Meetings on Thursday“ the guests of which were known artists and experts, up to and organized initiating of the first-grade pupils through the programme „The First Time in Library“, or „Oh, What a Nice Place the School is“ from which later would develop „Drawing Competition“, „Verse Making“ and „Fairy Tales Telling“. The quizzes have been organized lately and the youngest members trained to take part in competitions for „The Reader’s Badge“ as well as in different festivals of the creative work of children.

This article presents results of a case study that used self-reported paper-and pencil questionnaire by thirty-seven junior high school students with regard to their understanding of, attitudes, and behaviors toward plagiarism in the Web environment. Performance indicators used in the questionnaire were framed in the context of information literacy standards. The article identifies those areas
that intervention programs should be designed on the basis of students' gaps and levels of understanding with respect to responsible uses of information in general, and especially of digital networked resources.

The development of the Public Libraries has got historical delays in Paraguay, that the actions of the last years try to palliate, but without a positive result until the moment. On the other hand, the situation of the School Libraries is quite worse, continues being the great absentee and is a characteristic totally generalized in the country, perhaps because the conceptual deficiencies on the rolls of the School Libraries in the scale of the education. A policy in this matter has misestimated historically, as it prevails in the developed countries.

The paper argues that although writings on social exclusion have largely ignored “lesbigays” (lesbians, gay men, bisexuals and transgendered people), they can be socially excluded. It begins by contrasting the cultural acceptance of lesbigay images with the reality of discrimination and homophobia. It then gives instances of this discrimination, such as criminal attacks, harassment and legal discrimination, including “Clause 28”. The next section of the paper looks at developments in the US and Canada and emphasises progress made within the US library profession. The paper then turns to UK public library services, referring to past research, including the (presently unpublished) Burning Issues Group survey of public library provision in London. It also comments on the general lack of research on lesbigays and public libraries. The effect of “Clause 28” is considered. The paper also suggests that libraries could learn from developments in the field of museums. It is concluded that overall provision for lesbigays is still patchy, with little attention having been paid to the needs of lesbigay communities. Recommendations for action are made (April, 1999).

The paper begins by considering the dimensions of the social exclusion of children and young people, including poverty and its relationship with exclusion from school. It then reviews central initiatives in the area of children’s literacy. The paper then considers children’s use of public libraries, including access to library services and the effect of local and national initiatives on library provision. Challenges facing library services to children and young people (including school libraries) are considered. Stock selection is specifically discussed as a key means of making an impact on social exclusion. The paper then traces the transition from the outreach approach pioneered in the 1970s to a focus on building based services, followed, in turn, by an increased emphasis on education from the change of Government in 1997. Various initiatives are detailed, but it is questioned whether there is sufficient emphasis on social exclusion. It is concluded that services to children are often marginalised, for reasons such as non-mainstream funding, and that libraries are still institutions serving primarily the privileged. Public libraries therefore need to tackle social exclusion as their main purpose, and recommendations towards this end are made(May 1999)

This paper begins by discussing the history of debates around “political correctness” in public libraries, notably in relation to the social relevance of children’s stock in the 1960s and 1970s. Developments up to the 1980s are described, followed by a discussion of the reaction to these, which was often negative. The current decline in concern with matters such as racism and sexism, in relation to library stock, is then discussed. It is concluded that stock selection principles should be restated in the context of accountability to the local community, and further recommendations are made (May 2000).

This paper considers ways in which older people can be excluded in UK society and then reviews public library provision. It begins by considering the position of older people in the light of current social and economic policy, and also individuals’ experience, and others’ perceptions, of ageing. It then briefly reviews studies of the information needs of older people. UK public library policy and provision are then considered. Drawing on research on the social impact of public libraries, it is argued that public libraries represent a broadly positive, and valued, resource for older people. At the same time, the diversity of individuals grouped together as ‘older people’ is emphasised and it is suggested that this needs to be reflected in the delivery of library services. Much existing good practice is identified as being based on local partnerships and consultation, and the paper argues for the increased usage of these (September 2000).

Since the end of the ‘80, alongside with the general increase in the production of children's books, an increase in the publication of the kind of books for children, called “knowledge” or “non literary” books, it is observed. They have become a very attractive and popular type of books, but their study is not yet in depth, at least as much as it would deserve. The goal of this study, in an individual Greek library, is to locate the main parameters of children’s knowledge books.

It also details some experiences in Latin America and European countries about the implementation of these Baby libraries and the obtained results. The goal of this thesis is to analyse the purchase of children's and young people's literature
in public libraries in Austria, namely which sources librarians use for the selection of children's and young people's literature and which factors they take into consideration when selecting a book. The research methods have taken a combined approach that has included both quantitative and qualitative research methods. The quantitative data are collected by sending out an email-based questionnaire. First, the questionnaires are analysed, which then formed the basis for the guided interview. Afterwards, a guided interview with the librarians of
the libraries in question was carried out to collect information about the purchase of children's and young people's literature. In conclusion, it was found that the purchase of children's and young people's literature
is based mainly on assumed interests of the readers and not on pedagogical, literary, nor educational aspects. The analysis of the questionnaire showed that there is a link between the proportion of children’s and young people’s literature and the size of the library. It was found that mass media, for example radio and TV are seldomly used for selecting children’s and young people’s literature, while lists of recommendations, professional journals and recommendations on advanced training are often used as selection sources.

This paper discusses the nature and conclusions of the second phase of a two-part project, CrossEd, undertaken between autumn 2004 and autumn 2005 and funded by the Joint Information Systems Committee in the UK. The study investigated collaborations taking place between secondary schools and universities in the provision of information literacy skilling relating to the use of e-resources. A survey of all university libraries in the UK was undertaken using an e-mail questionnaire to identify the incidence of current collaboration. The data from that survey provided information on the types of collaboration taking place. These were categorised and used to select the survey population of six university libraries for the qualitative study. Data collection was by means of face-to-face and telephone interviews with university librarians, using semi-structured interview schedules. Six types of training for school pupils were identified, and the research revealed at least seven distinct positive aspects of cross-sectoral collaboration for school pupils. A fundamental lack of understanding of the respective roles of secondary school and university librarians was evident, and a range of issues to be addressed by librarians in both educational sectors was identified. A strategy for enhancing collaboration in the UK is also discussed.

Library work in prisons is regarded as social library work, which is viewed differently from country to country. This thesis is concerned with the status of prison libraries in Austria. The two aims of this thesis are firstly, to explore of prison library work in general and secondly, to create an overview on prison library work in Austria. Good-Practice examples are included in both parts of the thesis.
The first part of the thesis develops a theoretical framework based on the IFLA recommendations for prison libraries and literature from the USA and Germany. In the first chapter, a short historical survey is given in order to illustrate the development of prison libraries over the years. Legal terms, especially where free information access according to the European Human Rights Convention is concerned, are analysed. As a result of a lack of Austrian literature a questionnaire is developed, the results of which provide recent information on the equipment of the libraries, the education of librarians and the reading behaviour of inmates. Resulting from the questionnaire it can be said that most of the Austrian prison libraries have been a consistent part of inmates’ leisure time for years and still are. Censorship is an issue, but it is restricted to materials that could endanger security in prison. All in all, prison libraries in Austria fulfil the duty of securing not only article 19 of the Human Rights Convention, but give inmates access to learning materials that can have positive influence on their time in and after prison.

This paper describes the relation between mankind and diseases. HIV/AIDS is no exception; since it first appeared on the scene; many sectors within society have searched for ways to reduce its impact. Therefore, we consider that a better informed society can generate answers on this scourge and find effective alternatives to reduce and or prevent the impact of the pandemic.
The paper provides a general view of the HIV/AIDS situation in Mexico and its impact over the last years, as well as discusses national , regional and worldwide proposals, and actions taken by institutions engaged in the fight to prevent and control HIV/AIDS. We also include examples of some of these initiatives such as international congresses, paper presentations, advocacy and promotion activities, and articles in the media.
We conclude that due to the fast growing of HIV/AIDS, information professionals should collaborate more actively in the organization and sistematisation of documental information systems, using the Communication and Information Technologies (ICT’s) as a crucial resources.

Knowledge and experiences associated with both IT and Management have permeated the education and the practices of librarians in recent years. However contributions from the Social Sciences and the Humanities have not been felt with the same acuity. This, in my opinion, has contributed to difficulties in understanding and in intervening with the users and with institutional bodies and, above all, has contributed to impoverish the debate surrounding the design of library policies. A particular focus is made on adolescent reading due to the weight of this age group in Portuguese public libraries and to their intensive use of the Internet. Bearing in mind the importance of a public service for reading, this paper is intended to be a contribution issued from a review of literature based on the Social Sciences and the Humanities, which I see as fruitful to construct what the new forms of reading are and what public libraries and their readers are and what they might be.

The objective of this work is to approach the state of the art of the user’s studies in about Quality Management and Evaluation of data bases, and to apply the existing models to a real case: the ISOC data base. To this end, two questionnaires have been designed: one aimed to end users and the other to reference librarians. The results show the differences between the two groups in the use, reasons for consultation, objectives and satisfaction. A difference in objectives and level of satisfaction has also been found between the two main users: researches and professors by one hand, and students, by the other. The results allow to establish a map of the use of ISOC data base and to obtain some value indicators. It is concluded that ISOC is pretty used and generally well valued. This kind of studies have proved to be necessary in order to follow up users’ requirements.

The Reading Club of Monte Alto (Corunna)has become a meeting place for an important group of people of this neighborhood, which present a challenging social reality: immigrants, aged people, people with family problems, etc. After five years working in this background, we try to offer here a brief summary of our experiences.
We consider that a Reading Club fulfills the main mission of a library: a place for all offering equal access to reading and information.
This success has been possible thanks to several facts: mainly, the personal implication of library staff in the spreading and the development of the activity; but also, the ability to identify the existence of a strong demand by different groups (women, retired and/or inmigrants, either from other Spanish autonomous communities or foreigners).

The purpose of this presentation is to demonstrate the potentialities of the SDI service (Selected Dissemintation of Information) by the modern greek libraries, to sensitize the librarian community to serve users with special needs and to be a motive for the modern library to develop Homebound service. At the first section the features of the SDI service are analyzed. What does SDI means; Which is its relevance with the library automation systems; Which is the basic structure of this service; to which patron categories is applied and which is the benefit for the library and the users. The second section studies the patron category with special needs. Today, a greek library has the opportunity to serve these members of its community that until now are unable to visit the physical place of the library. As a result, they lack contact with the treasure of available knowledge and information. The presentation will develop certain methods by which the library will be able to create the profile of the users by taking advantage of the SDI service. The third section is focused on the Homebound Service. There will be an analysis of the greek reality and the international library community with respect to this borrower category. The Homebound Service is explained: how a user gets in contact with the library; what kind of material is usually available by the library; how the library applies a volunteer policy; what kind of services are offered by volunteers. On a flashback at the last years, we would notice an evolution of the greek libraries in the direction of new technologies in order to automate their functions. Today, with the existing infrastructure, we should all become more sensitive to the evolvement of new services that will cover the needs of all our users who should be really the center of interest. The library undertakes new roles. Takes advantage of the user profile. Offers information directly and delivers the material to new user categories. Contributes effectively to the transmission of knowledge where receiver is the total community in or outside the library.

Library and information professionals are faced with the challenge of acquiring a new skill which has been brought about by the rapid and dynamic development of the Internet in recent years, that of webpage design. Librarians need to have an understanding of basic concepts involved in webpage design but more importantly of the principles which constitute an accessible and effective website.
This presentation will deal with the "art" of creating useable and accessible websites and provide pointers on some of the problems and pitfalls in website design. Additionally we will share useful tips and advises on how to create or improve a website that will attract and hold the attention of its users. Finally the last part of the presentation will tackle the issue of accessible websites for visually impaired and blind people.

The society in which we live demands people able to use and evaluate information in different formats. Information literacy is now an essential requisite to become active citizens. It is crucial that this learning process begins in early stages of people’s development and continue through all their lives.
The purpose of this research project was to assess what information skills Uruguayan children have, offering valuable insight on issues never studied before in
Uruguay.
A questionnaire was developed and applied to 250 children in 6th grade (11-12-year-old) in 7 public and 3 private schools (selected to represent different socioeconomic
contexts) in Montevideo. This study was based primarily on the children point of view, but also explores librarians and teachers impressions, and it’s exploratory and descriptive in nature.
Data analysis revealed that Uruguayan children have limited information skills and that there are significative differences between socioeconomic contexts. Teachers and
school librarians who were interviewed had a lower assessment of children's skills than the children did of themselves. They also regarded the need to improve them as essential.
It concludes with a reflection on the need to enhance these skills. Students, teachers and librarians´ understanding of the importance of information skills is fundamental for
students having the lead of their own learning.

In this thesis the problem of access to public libraries in Austria, especially for people with disabilities, is described. Following an amendment to the federal constitution of Austria in 1997, disabled people now have equal rights and should be fully integrated into society in all aspects. This means that accessible environments must be created which can be used by everyone without assistance. Due to the fact that barrier-free access is insufficiently discussed in the context of libraries, the aim of this thesis is to identify criteria for accessibility and furthermore to develop a checklist for Austrian public libraries.
First, a review of current literature on this topic is undertaken. Then qualitative interviews are conducted with representatives from an information and service centre for barrier-free buildings, from a non-profit association and from the “Büchereiverband Österreichs”, which is the umbrella organisation of public libraries in Austria. The final part of this thesis contains a criteria checklist for accessibility to public libraries based on different standards, similar to the ÖNORM B 1600 and ÖNORM B 1602. Moreover, guidelines from library related associations such as the IFLA and "The Museums, Libraries and Archives Council" are taken into account. A checklist is developed and subsequently tested in one public library in the form of a case study. The main outcome of this thesis is that there are several factors involved, affecting the implementation of measures for accessibility. The findings suggest that more lobbying between the institutions and organisations involved has to be done. Consequently, close collaboration is absolutely essential to make library buildings, services and information accessible.

The research goals were: a) Identify the main attributes of the leisure-time activities of school students. b) Analyze the school students' perceptions of the reading as a leisure-time activity. The author used a self-report instrument with a sample of 325 school students of a private religious Peruvian high school. Using the multidimensional scaling (MDS) it was possible to identify three attributes which characterizes the adolescents' leisure-time activities.

Hábitos de lectura de los adolescentes peruanos : nuevas perspectivas

Identify the preferred activities and the time spent in them by adolescents. 2) Considering those leisure activities, to know the likes and dislikes of adolescents in terms of importance and time spent in those activities, and 3) Identify activities associated with leisure reading. A self-report instrument in a sample of 325 secondary students of a religious private school was used. The questionnaire was designed by the author of the research. According to the results of the paper: 1) Adolescents preferred to spend their leisure time being with friends, in sports or playing, by contrast they preferred not to read any kind of books and magazines during their leisure time. 2) Seven activities associated with reading of books and magazines were identified using Spearman's correlation coefficient. It was found statistical significance (p .05) among the leisure reading and these seven activities which are related with the use of electronic devices (computers, radios, walkmans, and discmans). Finally, a summary of the findings is presented as well as some suggestions for future research on adolescents leisure time.

The globalization has plotted the course of the humanity, towards the conformation of the society of the information and the knowledge. Nevertheless, the deficiencies in the matter of habits and reading understanding, combined to the changing Technologies of the Information and the Communication (TIC), deepen the inequalities between prosperous and developing countries and individuals of a same nation, which throws lamentable numbers of functional illiteracy, informational and technological. Before such situation, the public libraries, like institutions of social and cultural character, must contribute in the processes of rectification of these deficiencies, as well as to the formation and consolidation of the reading society. In this direction, the investigation assumes the compared study of an intentional sample of reading plans, designed by organisms and international, national and regional institutions of iberoamerican countries, with the purpose of presenting a set of methodologic criteria for the planning of promotion of the reading, that allows the active participation of the public library in the construction of the society of the shared knowledge.

Reading habits acquired in childhood are easily lost while entering teenage years. This is a fact took for granted. To reverse this tendency is not an easy task and the worldwide tendency proves it. The aim of this paper is to reveal an alternative way of promoting reading habits in teenagers and young adults. The target audience is demanding and not susceptible of being influenced by the traditional strategies usually carried out by public libraries. How to find a solution ? To look for consolidated interests in these ages and connect them to the written word. This is how the association between music and literature emerges as the major background of this project.
The reality of the city of Oeiras and its libraries is described, followed by an analysis to the reading habits of teenagers and young adults nationwide and at a local level. The project Songs Inspired by Literature is presented, as an inspiring work for creating Palavras Cantadas. The limits to the ages that are intended to reach are defined, due to a lack of this information – or an ambiguous one -, by international organizations. The contents of the project are revealed, getting to know that albums or music from Coldplay, Radiohead, U2, R.E.M., Greenday, Franz Ferdinand, Incubus e Iron Maiden – among others –, were inspired by literary works of authors such as J. D. Salinger, Daniel Quinn, Umberto Eco, William Butler Yeats, Thomas Pynchon or George Orwell. The means of advertisement are elected – poster and flyer -, the procedures for implementation and evaluation are explained and future developments of this idea are considered. Finally, two advertisement pieces are shown.

Resumen
¿Qué aspectos de la Bibliotecología han sido noticias en Chile los últimos seis años?
El presente trabajo da cuenta de una propuesta metodológica, la cual permite visualizar el panorama de la actividad bibliotecológica en Chile desde 1999 hasta el 2005. El estudio presenta un breve panorama histórico de los diarios electrónicos en Chile y desarrolla un análisis de la prensa electrónica chilena, puntualmente de las noticias contenidas en 568 artículos publicados por 21 diarios electrónicos, sobre la temática Bibliotecas Públicas y Fomento de la Lectura. La cobertura de la labor bibliotecaria regional es otro aspecto relevante del cual se da cuenta en este artículo.
Abstract
Following the question about what issues on library and information science has been published in electronic newspaper in Chile; this paper addressed a methodological approach to offer an interesting drawing concerning to librarian activity from 1999 to 2005. Through an exhaustive online searching in 21 electronic Chilean newspapers, more than 568 electronic piece of news were downloaded to evaluate Librarian’s initiatives on ‘public libraries’ and ‘reading promotion’. Research reported here refers that public libraries in Chile are no longer limited with the “one source–one user” model, so among the analyzed press reports, local public libraries regards visibility as well as service promotion across the country

Gifted readers tend to have an outstanding reading competence. Accordingly, they show a great interest in books and read more (often) than their average peers. This thesis aims at identifying the reading interests of high ability readers. Additionally, there will be examined whether they follow their interest by using a library. If this is not the case, there will be shown how librarians can act in order to address this target group properly and how they can encourage these readers to become active library users. For this purpose concrete examples and advice will be given. First, a review of current literature is undertaken, in order to identify the state-of-the-art of the topic. The second part will address the results of qualitative interviews conducted with psychologists and gifted children. Psychologists have been questioned regarding ‚giftedness’. Furthermore they have been asked feedback on how to develop a survey on gifted children. The purpose of interviewing the children was to confirm what has been examined in the theoretical part about the reading of high ability readers and to answer the question whether these children are active users of the library.
The main outcome of this thesis is that in fact there is a positive correlation between giftedness and reading, which means that high ability readers are inveterate readers and attach high value to reading. The findings suggest that no organised learning opportunity is more valuable than a library in the education of the gifted. By giving concrete examples, librarians are provided with recommendations on how to focus on this target group. Accordingly high ability readers themselves should benefit from the findings of this thesis.

(The Growth of Community-based Library: a case study of Rumah Cahaya, Melati taman baca and Kedai baca Sanggar Barudak.)
The title of this study is "The Growth of Community-based Library: a case study of Rumah Cahaya, Melati taman baca and Kedai baca Sanggar Barudak". This thesis is focused on the existence of community-based libraries that have developed more and more in the last five years, even though the government has already established public libraries for the people. The goal of this research is to describe the goals and reasons for setting up community-based libraries, including the background for setting them up, the function, values and norms which they are spreading in the community, and the obstacles that they have experienced.
The kind of research used is descriptive research in the form of case studies, interviews and observation. A purposeful sample was determined, with 9 informants which were all the initiators of community libraries, volunteers and caretakers of community-based libraries, as well as users of community-based libraries.
The research findings show that the existence of community-based libraries was caused by several factors, including disappointment towards the public libraries in terms of quantity and quality. The number of public libraries is not adequate for the number of inhabitants, the information needs of the community, and the quality of service is far from satisfactory. Apart from this factor, another factor which influences the development of community-based libraries is that they become a place to pursue the vision and mission of a certain community, so that there is teaching of values and norms in the library which is appropriate to the vision and mission of community in question.
The development of community-based libraries today is quite a significant phenomenon, and this shows that the libraries are well received among the community. There are several positive effects shown both by the users and the volunteers in the library. Usually the obstacles or difficulties that the community-based libraries meet are the lack of money, human resources, and the difficulty of finding a strategic location for the library. The advice for community-based libraries is to work together with relevant government/city departments, as well as public libraries, increase the commitment of volunteers, and develop the libraries so that they can survive and increase the quality of the community through a program of development and empowerment of the community.

Purpose – This paper aims to provide an historical perspective and current guidance for youth librarians collecting graphic novels for teens.
Design/methodology/approach – The paper provides a brief review of the historical issues involved with censorship/intellectual freedom and comics and of current teen-oriented graphic novels with gay, lesbian, bisexual, transgender, queer, and questioning of sexual orientation (GLBTQ) content in Canada and the USA. It also provides a context for negotiating intellectual freedom and collection management policy issues, and suggestions for targeted acquisitions of teen graphic novels with GLTBQ content.
Findings – The paper provides a brief overview of US and Canadian censorship of comics, including how this legacy affects today’s market. It recognizes the difficulty of obtaining information and recommendations for teen-appropriate graphic novels containing GLBTQ content, and makes suggestions for core collection items.
Research limitations/implications – Only English sources from the USA and Canada are reviewed. Francophone Canadian literature is relevant but outside of the scope of this paper.
Practical implications – The paper is a useful source of information for the librarian looking for collection development suggestions, and/or for the librarian dealing with or preparing against intellectual freedom challenges to graphic novels or GLBTQ material for teens.
Originality/value – This paper furthers discussion of censorship of graphic novels and of GLBTQ material, and provides concrete suggestions to librarians developing a teen graphic novel collection. The issue is timely, as the graphic novel industry is booming and the ALA has documented an increasing number of challenges to graphic novels in libraries. Few previous papers on graphic novels or comics have included Canadian content, although the Canada-American library worlds, publishing industries and legal codes are historically and currently intertwined.

In a global context, social disparities are also noticeable in respect to the inequality of access and use of the information and communication technology (ICT). Many initiatives and dedicated projects aiming to close the gap between the “information rich” in the industrialized countries and the “information poor” in the so-called third world countries are implemented. However, most of these projects and programs face enormous difficulties in implementations and are far from reaching their objectives, to improve people’s life through ICT. The aim of the thesis is to determine factors, which lead to positive results of ICT projects and develop accordingly to these criteria a manual for effective and successful transaction of such projects in developing countries.
First, a review of current literature is undertaken in order to identify critical factors for success of such projects. In a second step the identified main criteria of common models are put together in order to analyse four meaningful case studies. Finally, a scheme for a systematic approach for projects of information and technology transfer is developed. The results confirm the importance of human and social resources for the success of such projects. Furthermore, for the effective use of ICT it is essential that there is a need assessment beforehand to identify and meet the needs of the target group. Finally, it was shown that financial independence is crucial to the sustainability of the projects.

The transmission of traditional oral literature is being threatened. The space by excellence devoted to the social and cultural construction of the individual – the family -, has lost its strength. That task is getting more and more the responsibility of educators, social animators and librarians, among others. Therefore, there is the intention to contribute for that teenagers and young adults don’t lose contact with such an important part of our culture: proverbs. The presented exercise is simple and non expensive: to associate to the forms of organizing documents and to all the sectors in the public library a particular proverb that is related to them, presenting it in a graphic way, trough small panels. The task is of easy conception and it will have the effect to face the user, in an unavoidable way, with this particular form of oral literature. With a singularity: in bilingual language ;-)

The advent of the internet has revolutionized the way scientists communicate their research results increasing the power to disseminate and to access scientific production. This fact was responsible to restructure the scientific information flow that has incorporated its own characteristics from the digital culture. The Open Archives Initiative constituted the infrastructure that supports this restructuring. It was also responsible for the institutionalization of a model called e-prints repositories (ER), that stores, disseminates and promotes scientific production, published or not, in a place managed by the scientific community itself, that allows the inclusion of their public commmentaries about contents of that production. The hypothesis of this work suggests that the adherence to this model by the scientific communities depends on the level of understanding and acceptance, of the profile of the field interfering with the adoption of the innovation and its legitimation. Through a case study of Brazilian researchers from the Communication Sciences field it had been carried out the electronic focus group technique among 18 researchers, whose profile was formed by researches leaders registered at CNPq with backgroung in the field. The exploratory study identified many questions present in the dynamics of scientific communication of the field leading to proof of the hypothesis. From among results, distinguish low perception of that this model optimized the scientific information flow and strong tendency to not accept the model becauce of field profile. In conclusion, the level of adherence to the model is inserted in a medium to low scale.

The purpose of the research was to determine how the reading and library use habits were approached in 2004 primary school program, of which the implementation took place in the 2005–2006 school year. The empirical study was made by means of a survey of class teachers who worked in 5 state and 2 private elementary schools, all being located in the municipality of Ankara. In this context, data out of 118 questionnaires were collected from the teachers. Thus the teachers’ views on primary school program in terms of reading and library use habits could be analyzed. The teachers shared overwhelmingly the opinion that the program did not handle the reading and library use habits properly and by means of a systematic approach.

This article examines selected economic and social indicators of our multiracial and multiethnic society at the end of the twentieth century to provide an information base for wise decisions about effective library services. The statistical profile describes the demography, economic well-being, and education attainment of the principal racial and Hispanic origin groups. The data show that progress in our nation's well-being has occurred, but a great deal remains to be done to achieve the goals of equity and equality of opportunity.

This paper (Bunkos: a window into the freedom of dreams through comics) talks about the promotion of reading in Mexico, analysing that it has been an issue of concern in society since the failure to instill reading since childhood with the passage of time tends to show indifference toward the habit of reading. This paper shows an overview of how the comic is the ideal way to generate interest and develop the habit of reading in children count on a space specializing in recreational literature addressed to the public child and adolescent called bunkos, Japanese private children libraries. The main objective is to train readers since childhood. Likewise it describes activities in the bunkos and the requirements for the introduction of these.

This document is not an exhaustive research. The recent publication of a version of ACRL standards for information literacy, specifically cut to respond to the needs of users with technical-scientific interests, is an important stimulus for the Italian academic libraries as well. This last document has substantially the same form as the general standard but, at the same time, it discloses a development in users’ training closer to the specific needs of scientific library users. The need to offer professionals and researchers the right tools for their professional life-long training must be retained as crucial.
Even if information literacy has meant more than simply implementation of user education in libraries, today we need a more complex dialogue between librarians and users searching for information.
It is an uphill dialogue mainly because the traditionally difficulty of communication between the humanistic and scientific world is made concrete by a difficult relationship between humanistic-oriented librarian and scientific-oriented students/professors.
Briefly, the user’s training is carried on at the reference desk, in the research and finding of requested article, in consulting a catalogue and he development of structured courses completes this process.
On the other hand, if our users most time are disintermediated, it is necessary for us to give up the traditional pens and work on tools to adopt, on communication techniques, on language itself. If librarians want to shift from their role of mediators to the role of educators, they need a preparation based on the theories developed in the field of information behaviours and specifically to know the needs, the habits and the necessary documentation for engineers, scientists, astronomers etc. All these categories often have different approaches to research and analysis of information. This sensibility towards information research has been developed throughout there years in many papers by engineers and scientists; the reading of these papers can help us develop a sensibility and give us the tools to interact with this group of users and their peculiar characteristics.

There is a relationship between information literacy and 21st Century fluencies. Skills in the new media landscape can build on the foundation of traditional literacy, research skills, technical skills, and critical analysis skills.
Libraries can make use of online learning tools such as games, simulations, and virtual worlds to foster 21st Century fluencies. These same tools can be used to accommodate different learning styles.

Susan Gibbons is Associate Dean for Public Services & Collection Development at University of Rochester's River Campus Libraries. From 2004 to 2006, library staff surveyed work habits and internet usage of undergraduate students, guided by social anthropologist Nancy Fried Foster. This volume is essentially based on those survey results. Gibbons defines the term "net generation" and presents social software tools as an integral part in this generation's everyday life. The book contributes considerably to understand internet usage, work and leisure habits of today's and prospective students.

The services and specific documents for disabled persons require of investment and internal restructuring of libraries and document centers. The National Libraries should to face the same problem because the disabled persons are potential users. At the present the libraries web pages has been used to promote the products and services for all users, included disabled. By this reason, we have observed the existence of this services in ten National Libraries web pages, and the results showed that the electronic services and resources for this social group would be restructured to efficient access.

In order that the public libraries are a place for all we cannot forget to the minorities. In opposite case, we traverse the risk that our services stop out what actually(indeed) is a "immense minority": immigrants, gypsies, transsexuals, lesbians, gays, economically disadvantaged, disabled sectors … it is not a question of creating only services for a concrete group of users but to contacting different realities and to creating social fabric.

The thesis is originally written in English, and a full translated version in Indonesian is also available.
Since 2001, a movement of individuals, neighbourhood and community organizations and NGOs starting and running their own libraries has emerged in Indonesia. Called Taman Bacaans (TBs) - reading gardens - these simple libraries, often hosted in somebody’s house, or in a community building, provide easy and informal access to books, as well as frequent literacy programming. This thesis traces the historical heritage of these TBs back to the early renting libraries of peranakan Chinese in the 19th century, through Balai Pustaka and the public library movement under Sukarno. The modern TB emerges in the 1980s, the government attempts a wide-scale implementation of TBs in the 1990s, and a community movement finally emerges in 2001.
Using interviews with informants and newspaper articles, blogs, mailing lists, and NGO and government reports, I describe the process of how the TB movement emerges in Bandung and Yogyakarta. I also identify a number of factors that enabled and supported the movement: inspiring individual role-models, “best-case” libraries, networks and the roles of Islam and nationalism. Finally I provide an overview of the situation today, combining government statistics with the results of a survey conducted in Jakarta, and show that there are three kinds of TBs: those set-up by national, regional or local government (TBMs), those funded by large-scale donors, and independent TBs grounded in the local communities. I conclude with a number of recommendations for government and donors.

This communication presents the experience of animation to the reading that for close of two years is developing a group of a group of students and graduates the Inter-American School of Library Science in company of an educational one of this institution, in the displaced persons (Medellín, Colombia) with the objective to generate, by means of the reading and the playful one that accompanies it, a life space that allows the children of this community to have moments of leisure and recreation, and to obtain with it, in addition, increasing its self-esteem and making possible the necessary catharsis forehead to its dehumanizing conditions of life, for which its great values and potentialities they are not lost before this situation of social injustice. This presentation collects set apart of the structure of the project, and some learned lessons, like part of the knowledge management that must have all social projects, which can serve as direction to similar projects with populations in high social risk in Latin America.

Humans have equal rights in joining the society. However, in real life some groups of people cannot exercise these rights fully, with regard to the diversities in their social, cognitive and physical conditions. Disabled people constitute one of those groups. The problem of disabled ones is certainly a global human rights problem, and the most important point concerning the disabled ones lies in “creating awareness” In recent years developed and developing countries agree on the struggle against disabled-based discrimination, and are in need of the models such as disabled-participated education, information retrieval, social policies and utilization of economic policy tools in their societies. The aim of this study is to determine the disabled awareness to be reflected in the curricula of Information and Records Management Departments in our country.

Reading habit is the realization of reading activity in a continuous, systematic and critical way. In the essence of this habit, the marking approach is sustainability. Sustainable reading habit is that an individual continues with his/her reading activity at every of his/her life’s phases, and in a permanent and proper form. It is known that, reading habit as a cultural attitude in Turkey is on the average lower than those being exercised in developed countries. This study aims at examining effects of this negative situation on university students. In the first part of the paper, conceptual analysis of reading habit is made and then, the intensity of the reading habit in Turkey is examined. Finally, the results of survey study conducted among Ankara University students are evaluated. Results reveal that although there seems to exist a relative developedness in reading habits of the sample, inadequacies are discernible.

Introduction: The public library of the twenty-first century must play a central role in integrating the immigrant population, especially in an area of strong immigration such as the Community of Valencia.
Objectives: To analyze and evaluate the impact of library projects in the multicultural community in the period 2004-2008.
Materials and Methods: We analyze investments, collections and services compared with other public libraries Valencia, other experiences of Spain (Andalucia) and some international standards.
Results: Except in Gandia, the achievements are late and incomplete.
Conclusions: Despite this, these libraries concentrate the bulk of the funds and useful services to the immigrant population in the Valencian Public Reading Network.

Why does the library collect immigrants’ memories? A study of a multicultural memory group at a public library in Oslo

The paper contents a presentation of the work of a multicultural memory group at the Torshov branch of Oslo public library, the reasons why the library initiated this work, and the expectations connected to the results. The memory group is part of a larger project at Oslo University College, Department of Journalism, Library and Information Science, PLACE, aiming at investigating the library as a physical meeting place. Immigrants in Norway use public libraries frequently, but there is little communication between them and native Norwegians. Libraries can be important arenas for integration when groups of people from different cultures meet and communicate. Activities organized by the library, like this memory group, can make a change. It is considered especially important to recruit women. This paper aims to show that a memory group situated in the library can contribute to the building of bridges between people with different cultural backgrounds. Other effects of the work can be the creation of stronger feeling of belonging in the local community, increased self confidence and language skills. All this is important to obtain information literacy and thus be able to take part in the society. This paper emphasizes on the importance of public libraries as physical meeting places. The method used by the memory group is reminiscence work. Reminiscence is the act or process of recalling and sharing one’s memories. Using the library as an arena for reminiscence work among immigrants is new. If successful, the work can be a model for other public libraries. The group has not yet completed its work, but is aiming at an exhibition as a visible documentation of the work.

Diversity Management as a Key Challenge to the Library in the
Multicultural Society

Libraries are strongly concerned with intercultural issues.
They can play an active role as a social meeting place.
Multifaceted activities and services provide groups of
different ethnical backgrounds with possibilities to enjoy
their cultural heritage as well as to cultivate their mothertongue.
Libraries facilitate learning the language of the
new country and thus gaining access to the new society
and participation in its cultural live.
The challenge is how to create and promote library
services caring for the special needs described above.
For this reason, a student-initiated anthology was
published as the latest part of a book series realized at the
Institute of Library and Information Science at Humboldt
University, Berlin. ”Bridges for Babylon” offers different
approaches to the subject of the intercultural library.
On this basement diversity management seems to be the
key to successful multicultural library work. Only a
general intercultural sensitivity throughout the library
staff and a self-evident handling of the given diversity
enable further activities.

The purpose of this paper is to examine how the Norwegian Ask the Library Service (Biblioteksvar.no) may contribute to information literacy among school children. The challenge is no longer to find information, but to find good information from reliable sources. The methods applied are a qualitative analysis of transactions and dialogues from the ATL archive and interviews with teachers, school librarians and librarians working in the service. The conclusion is that Biblioteksvar could become a better educational tool by focusing more on the patrons and their individual information needs and their search strategies. This implies obtaining enough information about the patron to be able to present the answer in a way that promotes information literacy. It is desirable to be able to filter the questions according to topic, user group and purpose before they reach the librarian. Using new technology in this manner will allow the librarian to focus more on how they can help patrons develop their information literacy. The paper examines the possible use of automation processes based on web technology to improve the service. This could be done by performing automatic searches in Google, Wikipedia and the chat archive of the ATL service while the patron is waiting for an available librarian. This paper looks at how new technology creates challenges and possibilities for reference librarians, and is aimed at everyone who are interested in how new technology can improve the educational quality of reference work.

Information Literacy and International Students: cultural barriers and language preferences

Even with the prevalence of a global culture, cultural and language barriers continue to present challenges for information professionals. Furthermore, international students are increasingly turning to library instruction classes for discovering library programs and resources. With the presence of cultural and language barriers, information literacy initiatives are forced to address the disparity in cultural displacement. The inclusion of language preferences in library instruction classes and information literacy initiatives would benefit international students and information professionals. The paper demonstrates that language and cultural barriers hinder international students from fully experiencing a library and its resources. Furthermore, this paper shows that limited exposure to library resources affects international students negatively by limiting their participation in the academic discourse. With a review of relevant literature, this paper calls for the inclusion of language preferences in information literacy initiatives and instruction classes. Moreover, the paper calls for a review of training methodology for information professional to addresses the concerns of international students.

Student Learning through a Rural Community Library: A case study from Uganda

The purpose of this study is to explore and investigate the phenomenon of rural community libraries (RCLs) in Sub-Saharan Africa through an in-depth study of one such library located in Uganda. Specifically, it sets out to investigate the role of the RCL in relation to student learning. This is done by a thorough account of what the library offers, who the users are and what they do at the library. To approach the question of student learning through the library, the study includes two models on libraries‘ influence on student learning developed for a Western context.
The methodology covers both quantitative and qualitative methods to produce rich and varied data, but the main emphasis is on the latter. In addition to traditional data collection techniques, the study includes a kind of improvised action research that contributed to the range of data collected.
The library in question is above average in terms of materials and use, and its existence seems to increase the amount of reading, particularly the number of storybooks read by pupils. The secondary students, who are the focus of this study, mainly read their own notes, schoolbooks (pamphlets, textbooks and past papers) and to some extent fiction. This group does read more due to the library, it seems, especially schoolbooks, but the library‘s contribution to their learning beyond mere reading, such as study skills, use of reference works and co-operation, is somewhat limited. There are five conditions that work against the library having a full potential impact on student learning: the curriculum, the exams and the traditional way of teaching; lack of reading culture; lack of library tradition; limited resources; and the problems related to the language of instruction. Despite these limitations, by bringing books to a print-poor environment the library does make a difference.
