The paper gives an overview of the Library System of the United Nations, their organization, functionning and basic datas of their Holdings. The System includes Central Libraries of the UN Officies, Libraries of the UN Regional Commissions/Committee, Libraries of UN Programmes and Funds, Libraries of other UN Bodies, Libraries of UN Specialized Agencies, Libraries of UN Special Organisations, UN Depository Libraries, as well the system of small professional libraries and information centres around the world. Especially the most important Libraries in the System have been briefly presented : UN Library in New York, UN Library in Vienna, UNESCO Library, Library of the World Health Organisation, Library of the Organisation for Food and Agriculture in Rome, Library of the International Union of Telecommunication, Library of the World Organisation for Intelectual Property, Library of World Bank and the International Money Fund. A slightly larger description of the UN Library in Geneva has been given in the text too.

Evaluation and quality libraries performance : a view from Portugal and Brazil

The main purpose of this poster is to give a view of some projects, on evaluation and quality in libraries performances, which have been developed in Portugal and Brazil during the last ten years. Library services quality is a concept that librarians around of the world has been adopted, that is a way for assessing user needs, satisfaction, and better performance at the libraries. The two academic librarians present a brief description of some methods to obtain performance and quality measurements in academic libraries, public libraries and documentation centers, including influences and characteristics, of Portuguese and Brazilian ways. EFQM Excellence Model, MonitorDoc, ISO11620:1998, PASBU – Academic Library Services Evaluation, benchmarking, SERVQUAL, LibQUAL and PAQ - Quality Evaluation Program are the issues which involve fundamental concepts on the improvement on quality management in libraries. EFQM Excellence Model was introduced in 1992 and represent nine fundamental concepts to assess an organisation’s progress towards excellence. The nine concepts are the following: leadership, people, policy and strategy, partnerships and resources, processes, people results, customer results, society results and key performance results. MonitorDoc is a Portuguese model, based in EFQM Excellence Model, created to evaluate the quality of libraries and documentation centers. PASBU – Academic Library Services Evaluation is a project that reports the performance evaluation in a Portuguese academic library during 2001. The methods used, based in concept of performance “indicator”, are ISO 11610:1998, International Guidelines for Performance Measurement in Academic Libraries published by IFLA and some European Commission - DGXIII recommendations. This model established library’s impact in the institution in which is implanted. Several services quality has been evaluated according to performance “indicator”- “user satisfaction”.

This paper intends to show the present state of education concerning the teaching of collection development within the new technological environment in which we are immersed. It presents the results of a study of the Web pages of Schools and Departments of Library and Information Science throughout the world examining both their specific syllabi and the courses dealing with collection development they offer. The results indicate that, at present, it is only the English-speaking countries that offer courses specialised in collection development and have completely integrated this subject in their study programmes. In most of cases the teaching takes place within the master level and students must fulfil certain prerequisites in order to be accepted. On the other hand, many departments and graduate schools, mainly from Europe but also Latin America, Asia and Africa, have very few courses dealing with collection development although they are aware of the need to fill this vacuum. Another new field that is also dealt with in this paper is the teaching of the virtual library. Data is provided on the teaching of such courses by the universities visited since collection development is always included in them.

The procedures by which library collections can be evaluated are quite diverse, and some are rather complex. The Cantor Set Theory is applied with a structuralist approach as a methodological aid to decision-making about the collections development. The methodology suggested here makes use of local holdings information based on an evaluative study of the Spanish university library collections.

Knowledge about the culture of a user is especially important for the design
of e-learning applications. In the experiment reported here, questionnaire
data was used to build machine learning models to automatically predict the
culture of a user. This work can be applied to automatic culture detection
and subsequently to the adaptation of user interfaces in e-learning.

This study of 28 countries involves comparative content analysis of the English versions of codes of ethics proposed by professional associations. It yielded an empirically grounded typology of principles arranged in twenty categories. The most frequently identified principles were professional development, integrity, confidentiality or privacy, and free and equal access to information. While confidentiality and privacy, and equal access to information, appear in all existing typologies of library and information science ethics, other principles, such as copyright and intellectual property, democracy, and responsibility toward society, which appear in almost all other typologies, were evident in fewer than half of the codes. This empirical study provides a global perspective on library association code of ethics.

The thesis is originally written in English, and a full translated version in Indonesian is also available.
Since 2001, a movement of individuals, neighbourhood and community organizations and NGOs starting and running their own libraries has emerged in Indonesia. Called Taman Bacaans (TBs) - reading gardens - these simple libraries, often hosted in somebody’s house, or in a community building, provide easy and informal access to books, as well as frequent literacy programming. This thesis traces the historical heritage of these TBs back to the early renting libraries of peranakan Chinese in the 19th century, through Balai Pustaka and the public library movement under Sukarno. The modern TB emerges in the 1980s, the government attempts a wide-scale implementation of TBs in the 1990s, and a community movement finally emerges in 2001.
Using interviews with informants and newspaper articles, blogs, mailing lists, and NGO and government reports, I describe the process of how the TB movement emerges in Bandung and Yogyakarta. I also identify a number of factors that enabled and supported the movement: inspiring individual role-models, “best-case” libraries, networks and the roles of Islam and nationalism. Finally I provide an overview of the situation today, combining government statistics with the results of a survey conducted in Jakarta, and show that there are three kinds of TBs: those set-up by national, regional or local government (TBMs), those funded by large-scale donors, and independent TBs grounded in the local communities. I conclude with a number of recommendations for government and donors.

[English asbtract]
A short write up giving a birds eye view of the history of the first library of the world - Alexandria Library, established by Ptolemy in BC 283. It covers the methods for classification of knowledge employed by the library, information on the scholars who headed the institution in different times, the facilities it offered for the research scholars and the public, its contribution to knowledge which can equate it with any great universities of the present day world and the causes for its destruction. The article mentions the present attempts to rebuild the Alexandria library.

Cloud computing refers to a paradigm shift to overall
IT solutions while raising the accessibility, scalability
and effectiveness through its enabling technologies.
However, migrated cloud platforms and services cost benefits as well as performances are neither clear nor summarized. Globalization and the recessionary economic times have not only raised the bar of a better IT delivery models but also have given access to technology enabled services via internet. Cloud computing has vast potential in terms of lean Retail methodologies that can minimize the operational cost by using the third party based IT capabilities, as a service. It will not only increase the ROI but will also help in lowering the total cost of ownership. In this paper we have tried to compare the cloud computing cost benefits with the actual premise cost which an organization incurs normally. However, in spite of the cost benefits, many IT professional believe that the latest model i.e. “cloud computing” has risks and security concerns. This report demonstrates how to answer the following questions: (1) Idea behind cloud computing. (2) Monetary cost benefits of using cloud with respect to traditional premise computing. (3) What are the various security issues and how these threats can be mitigated? We have tried to find out the cost benefit by comparing the Microsoft Azure cloud cost with the prevalent premise cost.

IFLA 1929-2009: Libraries between crisis and opportunity

IFLA Milan 2009 fell on the 80th anniversary of the First World Congress of Libraries and Bibliography held in Italy in 1929. This is rightly considered the first IFLA General Conference. By a strange twist of fate, both events coincided with two of the biggest economic crises in human history. As attested by recent research, during the Great Depression US libraries played an important social and cultural role; and the professional dedication and solidarity of librarians in these circumstances were widely appreciated. This article highlights the difficult situation of Italian cultural institutions (including education and research), due to widespread political insensitivity in ruling elites and drastic budgets cuts adopted by the current Government. Nevertheless history shows that even the most difficult moments can trigger virtuous mechanisms to foster positive consequences. IFLA Milan 2009 is an opportunity for an open discussion of the new role of libraries, in a more advanced prospective based on common values of peace and progress.

An interview with Tommaso Giordano, the first Italian delegate to the European OCLC Meeting (OCLC EMEA-2012). Giordano discusses the evolution of this cooperative world wide organisation, increasingly focusing attention on European libraries and innovation in services and research and development programmes. The situation of Italian libraries is also discussed, considering in particular the critical issues related to the emerging challenges of the Italian library network, SBN. Finally, there is a general reflection on the evolution of library cooperation in the new communication landscape, from traditional models to new collaborative paradigms based on web 2.0 approaches.

Crowdsourcing is the latest trend in innovation. The term means separation of one organization area and putting it into the hands of the crowd (an organized community) in the form of an open call. The community can be formed both by high class professionals and amateurs who, having the tools to communicate and exchange views, join in the clearly defined tasks. Currently, crowdsourcing is implemented primarily in companies and NGOs. Since the implementation of solutions based on crowdsourcing is quite straightforward, it is also used in public and social activities, including ventures initiated by archives, museums and libraries. This article presents the idea of crowdsourcing as well as some examples its application in libraries.

The purpose of this work is to provide understanding regarding the future of library workplaces by, first, establishing the relationship between Joseph Campbell's functions of mythology in traditional cultures and workplace texts, and then showing libraries as workplaces with such texts. With this framework in place, it is possible to pick-out the fundamental cycle inherent in library workplace cosmology, highlight pedagogical cycles inherent in library texts, and generate an informed understanding of future cosmological and pedagogical trends using educated extrapolation of such cycles. These steps all serve to lay further groundwork in understanding library workplace mythology and its sociological effects, and, using the relationship between ever-moving cosmological and pedagogical cycles, it becomes possible to form an educated picture of future library sociology. In the end, library workplace mythology has no new revelations about the direction of library workplace sociology, only new ways of dispelling predictions often made about the future of libraries and their workplaces. By looking at library workplaces as sites of mythology, this work offers expectations that the same cycles inherent in past and present library workplaces will continue to overcome changes in the technological, political, and social constructs of future library workplaces.

Alexandria located at the junction of main communication paths between Africa, Europe and Asia was in ancient times the largest center of science, philosophy and art, the intellectual place of meetings for prominent representatives of Egyptian, Greek, Persian and other cultures where they could conduct dialogue and enrich their knowledge in mutual contacts. In such a climate, thanks to the Greek dynasty Ptolomeys, in the early part of the fourth century BC was founded the first university library in history which was both a research center and a museum - the ancient Bibliotheca Alexandrina, one of the most ambitious undertakings and the most exciting adventures of mankind.
For the first part in the history the endeavor was taken to collect, code and classify the complete knowledge and to open different cultures one to another. This ecumenical spirit and orientation to appreciate difference favored rationalism, debate and other erudition methods. The value of truthfulness, honor and tolerance was developed highly in the ancient Library so that scholars from all over the world discussed on all the themes they could imagine. After sixteen centuries from the destruction of this exceptional institution the ever living idea of its reestablishment was achieved in 2002 so that Bibliotheca Alexandrina today represents an Egyptian undertaking of international scope and ambition.

The cultural heritage is under threat in the world and in our country due to the potential hazards and other dangers. These factors are caused by human, technological or natural-induced reasons. Some historical buildings which are used as library and archive buildings have the possibility of damage
due to structural problems in case of disaster (Proactive). Precautions must be taken well before any kind of emergency situation or disaster due to protect both these structures as historical monuments, and books, manuscripts and other library and archive materials in historical and modern buildings.
These measures may include passive/preventive and/or active conservation methods. This study aimed to examine risk factors by qualitative research method which affect to the library and archive staff,
buildings and materials in accordance with the principles IFLA (International Federation of Library Associations and Institutions) and disaster management. Passive / preventive conservation method proposals are extended for risk reduction.

The first books in the world printed from movable metal type, whose European appearance is credited to Johannes Gutenberg in about 1450, are today relatively rare and valuable, either because of their intrinsic or extrinsic characteristics. Sheer chronological age and artisanship add value, as do the historical importance of the work and its content. Printed books are sometimes regarded almost like a museum object, appreciated for their beauty alone. The research aims to show that these books are the heritage of libraries but also of museums. Through literature related to historic houses museums the case of the Plantin-Moretus Museum, created in 1555, will be portrayed. Plantin-Moretus, founded as a public institution in the nineteenth century, is generally regarded as the most important museum of European typography in the world. Several rooms have been preserved exactly as they were in the seventeenth century, including presses dating from 1600, and the museum houses archival documentation unmatched worldwide. In this piece I also take up the question, among others, of authenticity versus representation in historical museum exhibitions. In the history of business or manufacturing, one typically finds a representation of the past rather than its preservation. Old factories get torn down and their machines and other contents destroyed. But thanks to the practices of the Plantin-Moretus family and the commitment of the city of Antwerp, we have in this museum actual continuity from the past, with unchanged space. In this universe, a patrimony of rare books is in an ideal home, not in a library, as might be expected, but in a museum context where the objects remain in the same location in which they were born.

The paper deals with the organization characteristics of the online finding aid system of the Franklin D. Roosevelt Presidential Library and Museum in the context of the improvement of efficiency in satisfying users' information requests. It analyses the website search and navigation system and the virtual finding aids that display the archival and library collections as well as provide access to the full-text databases and multimedia projects. The principal integrant of the web-portal system of information and searching resources are determined.

Nine digital courses on deciphering and reading palaeography are analysed. The study focuses on their successes, taking into account the borrowings inherited from the previous educational materials. The article explains the main terminology, then summarizes the characteristics of the traditional system of learning palaeography upon which the current online systems are based. The aim of this retrospective analysis is to determine which achievements can be attributed to the previous system. Finally, the advantages and disadvantages of the new learning systems are discussed.

This article summarizes the best practices framework known as ‘75 Lessons Learned from Information Literacy Programs at Ibero-American Universities’, drawn from the study of 301 information literacy experiences in Latin American countries, Spain and Portugal. This research involved analysis of 499 documents and data triangulation with 113 interviews and 135 surveys. This comprehensive framework is a useful IberoAmerican guideline for developing new information literacy programs or strengthening existing ones at a worldwide level.

The World Digital Library, one of the hallmark digital preservation initiatives with a global perspective was launched by the UNESCO and the U.S. Library of Congress in collaboration with 32 partner institutions on April 21, 2009. The World Digital Library archives and provides access to unique cultural materials from libraries, archives, museums, educational institutions, and international
organizations from 193 countries around the world. It aims at promoting international and intercultural understanding, expand the volume and variety of cultural content on the Internet, provide resources for educators, scholars, and
general audiences, and to narrow the information divide within and among countries by capacity building in partner institutions.
The World Digital Library provides unprecedented, free of charge access to significant primary historic materials including; manuscripts, maps, rare books, films, sound recordings, prints and photographs. The aim of the present study is to analyze such resources on the basis of the regional attributes, lingual patterns, time periods, subject coverage and institutional contribution. The World Digital Library website is being explored to retrieve the
information to examine its collection on various facets.
Results: The maximum number of resources in the World Digital Library is available on Europe (7276), dealing with History and Geography (16,135), contributed by the
Library of Congress (8537) and available in the Arabic language (2830).

The recent relations between China and Africa are a much-debated topic in international socio-economic and geopolitics. There are many different opinions about the Chinese presence in the African continent. Some see it as a ray of hope for African sustainable development and others contested it as a form of ‘neo-colonism’. It is further argued that along with other forms of China-Africa relationship, countries in Africa can be benefitted from ‘Chinese Aid’ beyond trade or infrastructure development. In this context, this study tries to investigate the Chinese contribution to library development inmany countries of Africa. Taking various secondary sources, particularly newspaper content analysis, this study has identified a few cases where China has invested in library development in Africa. It is observed that Chinese aid in African library development comes in three types. In the first type, the Chinese government is directly involved in the construction of libraries, in the second type Chinese multinational firms are donating books and e-learning materials to the schools and libraries. In the third type, Chinese non-governmental organizations donate books and other materials to the local schools and communities. Chinese aid in library development in Africa will perhaps enhance learning, capacity building, mutual trust, and friendly relationship. In the long run, this will be a win-win situation for both sides to further enhance the South-South cooperation and above all the development of the whole continent.

The article is devoted to determining the current state of project activities on the creation of libraries as components of China’s information infrastructure. In this study we have analyzed the state of project activities in library and information affairs, 15 of the most powerful projects on creating China’s digital infrastructure. It was determined that the project activities of document and information institutions of the People’s Republic of China are built on the basis of NCB (National Competence Baseline) – a national standard that takes into account the cultural aspects of an individual country. It was established: the strategies for deploying project activities are aimed at digitization, joint acquisition and use of information resources, implementation of powerful projects for creating a digital communication environment. Emphasis is placed on the need to strengthen the cognitive component, the formation of branch knowledge networks and the system of service access to them.
