Are applicable and useful librarian performance indicators (UNE 50137 standard) for hospital libraries?
Objectives: Test the effectiveness of librarian performance indicators as a tool to assess Health Science and Hospital libraries and try to define those that would be are considered most relevant for this type of libraries.
Material and methods: We selected 6 performance indicators (UNE 50137) that we considered would be easy to obtain and we try to reliably achieve the same data in 4 Hospital libraries with similar features.
We unifyed measurement criteria to perform calculations, in order to perform a reliable comparisson, and annual calculations to: patrons costs; visits to the library per capita; cost per visit to the library; speed of services of document obtaining; volume of loans; loans per capita.
In some cases it was necessary to extract representative samples, obtained randomly so as not to bias the results.
All these calculations were performed using the annual accounting information and statistical data obtained as common tasks of libraries.
Results: A table was elaborated synthesizing the main results obtained for the 6 selected indicators was elaborated.
Conclusions: It is very complicated to apply the same criteria measurement in the different libraries because we do not collect the same data or in the same way, and we do not have accurate and homogeneous measurement systems. The criteria and methodology for data collection has to be unifyed to obtain valid and comparable indicators.
These data and these indicators are not really representative of our work.
Discussion: can UNE 50137 standard apply for hospital libraries? Do the indicators really measure performance in the field of hospital libraries? To what extent are these data useful?

In January 2003, SURF Founcation launched the DARE programme. Sixteen academic institutes in the Netherlands were to cooperatie in making the Dutch academic research output digitally better available and accesible through a distributed network of institutional repositories.
This paper describes the setting of the DARE programme and what was done in the first year and a half to get it off the ground and create conditions for a fruitful continuation. It tries to explain that the variety and complexity of the setting asks, not for reduction and simplification, but for an approach that truly reflects and accomodates that variety and complexity. It attempts to show how that can be achieved.
The first part of the paper gives a sketch of what DARE may mean for three directly involved stakeholders: a librarian, a researcher and a vice-chancellor. This is done in the form of narratives, reflecting the perspectives of the three stakeholders on the same case. It illustrates the richness and complexity of the issues at stake in DARE, without trying to be exhaustive; and it sets the scene for the second part of the paper, which deals with the programme management approach in the first year.

The performance of the information professional in the industry requires abilities and competences
that are necessary for a better use of the circulating in formational content. The objectives of this
work were: to evaluate if the professional librarians possess the abilities and the necessary
competences to act at the market of specialized information for the industries; to identify and to
characterize the information professionals in the industries; to characterize what types of
information are more used in the different sections of industries; to identify the necessary abilities
demanded from the information professional and from librarians in the services rendered to the
industries. The subjects of this study were 16 big industries of the city of Maringá, State of Paraná.
A questionnaire was used for collecting the necessary data. Results showed that the main academic
background of the information professionals is the social sciences. Almost half of the professionals
do not have post graduated studies. No librarians were found in the sample studied. It was evident
the variety of posts and the length of experience of these professionals. It was verified that the use
of types and sources of industrial information sought are mainly to answer questions on other
competitive enterprises. The industries try to use information that answer to immediate situations
subsidizing the competitiveness, leaving information for future use on a second plan. It was
concluded that the abilities and the competences of librarians and information professionals were
costly considered Very important. Professionals with these abilities and competences are necessary
in the market of industrial information.

Statistics data and performance assessment libraries and services are very important to manage libraries and information centers. These data help librarians to make decisions and to improve services. The main purpose of this paper is to disseminate information about performance and quality measurement tools to libraries and documentations centres. During the last twenty years researchers and librarians from all over the world created indicators and methodologies to traditional services. In the beginning of the XXI century, the projects and initiatives of quality assessment involve concepts and data from communication and information technologies that have been changed libraries faster. Here there is a brief description of important concepts, such as, inputs, outputs, outcomes, performance indicator, services quality, performance assessment, quality evaluation, and the relation among these issues. It introduces balanced scorecard model and benchmarking techniques as good tools to use in the performance management process. On the another hand it explains some recent initiatives (LibEcon, EQUINOX, ICOLC-Guide lines for statistical measures of usage of Web-based information resources, ARL E-Metrics project, LibQUAL and Counter project). These methodologies are outstanding skills to improve the management of the library and to get better services.

An overview of a part of the relevant literature about the library work evaluation is given as well as an attempt to make a synthesis of foreign experiences in the field. The topics discussed at two workshops with subjects "evaluation of libraries" and "measurement of library performance" are presented in detail. The most-used performance indicators are analyzed in order to calculate them with the use of existing data in Serbia and recommendations are made for data that should be collected in the future.

According to the ISO Standard 11620 Performance Indicators for Libraries, the quality means "totality of features and characteristics of a product or services that bear on the library's ability to satisfy stated or implied needs". Hence the quality assessment depends not only on the product or service as it is but also on a person or institution involved in the assessment process. High quality of library performance is crucial for each research library to survive. Wide on-line access to information makes researchers and students demand the highest quality library services. It is the quality of library services that decides on the perception of the library within its parent institution and the society. Comparable quality measures (which refer not only to library services but to all aspects of library performance) are of vital importance for efficient and effective library management. A library needs both to satisfy its users and to prove to its funding bodies that it is worth investment. Moreover, the State Accreditation Commission in the process of the assessment of higher education institutions takes the quality of library services into account. Therefore current efforts to determine unified standards and library performance indicators are a starting point to the full implementation of reliable analysis-based management and assessment. The main objective of the paper is to present the results of the on-going study of performance indicators for Polish research libraries. The report from the research together with background information on library statistical data collection reflects the overall situation of library quality measures and assessment in Poland. The study is a continuation of the activity realised in the frame of the EU Tempus Project "Development of Library Management as a Part of the University Total Quality Management". The Group for Standardisation presently conducts the research in the frame of the national project financed from the funds of the Ministry of National Education and Sport. Authors of the research encountered many difficulties implied by the lack of national patterns or standards for library statistics and effectiveness measurement to follow. Therefore they have been trying to adopt model foreign solutions to the Polish realities. The paper describes the tools for library performance evaluation applied in Poland in 2003. The authors discuss some issues related to the preparation of an online questionnaire for comparative studies and a computer program for a quantitative and qualitative data collection and analysis. Next, the results of the research for the years 2002-2003 are presented including tables and graphs. Finally, we present a proposal for new standard surveys to be used for the assessment of the quality of libraries by their users (according to the international standard 11620). Data received from users surveys will provide important complementary information to the raw data and the indicators derived from them.

The huge advances in transportation and communications that took place in the last quarter of the 20th century had great effects on the management policies and strategies of service enterprises. Total Quality Management (TQM) is a modern, effective management method that emerged as an alternative to classical management attitudes and practices that continue to transform business practices. In TQM, consideration of the expectations of internal and external users is the basis of management procedures, as are the aims of having informed and responsible employees and using teamwork to constantly improve the quality of all procedures. This study discusses the importance of Total Quality Management for university libraries as service enterprises, the reasons for their implementation of TQM, and finally the applicability of the EFQM Excellence Model in university libraries.

Impact Measures for Libraries and Information Services

Assessing impact/outcome has become an important topic for libraries since several years, as in times of electronic information the benefit of libraries is no longer seen as self-evident. In addition, there is a rising demand for accountability, for showing evidence of the benefits achieved with the given resources.
Various projects worldwide are trying to prove that use of library services can positively influence skills and competences, attitudes and behaviour of users. The benefits that users experience by using library services can be assessed in terms of knowledge gained, higher information literacy, higher academic or professional success, social inclusion, and increase in individual well-being.
Methods have been developed for making such influences visible and quantifiable, using the existing experience in the sector of non-profit organizations. The instruments that have been proposed and tested cover "soft" methods like surveys, interviews, focus groups, or observation and also tests, analysis of publications, or the comparison of use data to data of academic or professional success. The main problem is of course, that influences on an individual are manifold and that therefore it is difficult to trace changes and improvements back to the library.
The presentation discusses the possible impacts of library services, the methods of assessing such impacts, and the problems of impact analysis.

Digital Libraries of the Future - and the Role of Libraries

Digital libraries of the future will not be anymore only the digital analogous of the physical libraries. They will give access to a large variety of multimedia and multi-type documents created by integrating content from many different heterogeneous sources that range from text, images, audio-video repositories, to scientific data archives, databases, and program repositories. The digital library will provide a seamless environment where the co-operative access, filtering, manipulation, generation, and preservation of these documents will be supported as a continuous cycle. Users of the library will be both consumers and producers of information, either by themselves or in collaborations with other users. Policy ensuring mechanisms will guarantee that the information produced is visible only to those actors that have the appropriate rights to do so.
The realisation of this new vision on the one hand requires the provision of a new technology and on the other changes the role played by the libraries in the information access-production cycle. This talk discusses these issues in the light of the recent advances in the digital library technologies which can easily lead to the implementation of the illustrated scenario in a very near future.

E-Science and its Implications for the Library Community

The Internet was the inspiration of J.C.R.Licklider when he was at the Advanced Research Projects Agency in the 1960's. In those pre-Moore's Law days, Licklider imagined a future in which researchers could access and use computers and data from anywhere in the world. He funded an elite group of Computer Science Departments in the USA - which he called his 'InterGalactic Computing Group' - to explore how to realize his vision. Today, as everyone knows, the killer applications of the Internet were email in the 1970's and Tim Berners-Lee's World Wide Web in the 1990's which was developed as a collaboration tool for the particle physics academic community. In the future, frontier research in many fields will increasingly require the collaboration of globally distributed groups of researchers needing access to distributed computing, data resources and support for remote access to expensive, multi-national specialized facilities such as telescopes and accelerators or specialist data archives. There is also a general belief that an important road to innovation will be provided by multi-disciplinary and collaborative research - from systems biology and bio-informatics to earth systems science and chemo-informatics. In the context of science and engineering, this is the 'e-Science' agenda. Robust middleware services will be widely deployed on top of the academic research networks to constitute the necessary 'e-Infrastructure' - or 'Cyberinfrastructure' - to provide a collaborative research environment for the global academic community. This talk will review the elements of this vision and describe how the scientists and engineers are collaborating with computer scientists and the IT industry to create the new e-Infrastructure. When mature, it is clear that such an infrastructure will support the creation of dynamic 'Virtual Organizations' and collaborative environments for many types of application in both academia and industry. This new e-Infrastructure will clearly be of relevance to more than just the research community and will support both the e-learning and digital library communities as well as many business applications. This technology is likely also to change the nature of scientific publication with institutional or subject repositories linked to digital archives containing the primary research data.

The present study examines the "Knowledge Management" phenomenon which occured in mid-nineties as a product of information and communication technologies usage in business and economy; the knowledge-based new economy and the global competition in the business world. The application of knowledge management in medical and health care organizations has been evaluated. Knowledge management in medical and health care organizations had been discussed under two subtopics in particular: The evolution of knowledge management in USA; Knowledge Management strategies adopted to manage explicit and tacit knowledge. The role of libraries and librarians in the process of knowledge management was emphasized as well. The final part of the study includes some ideas on how to initiate knowledge management in medical and health care organizations in Turkey.

The process of designing and implementing a records management system in a company dedicated to building and civil engineering works is described, including how the general principles and the guidelines established in ISO 15489 standard, Information and Documentation - Records Management, have been applied in organising the central archives. This project has used the DIRKS (Designing and Implementing Recordkeeping Systems) methodology, which is structured in eight steps, from the preliminary investigation to the post-implementation review.

The ISO 15489 Records Management Standard establishes the general principles for the records management in the organizations and provides a methodology for the design and implementation of a records system. This standard is related to the quality standards (family ISO 9000) which define the requirements for the introduction of a quality management system and which promote the adoption of a process-based approach. The records management is a support business process characterized by its crosswise dimension and because it is orientated to the customers (both internal and external). For this reason, the records management procedures are an essential part of the process system of an organization and concern the company as a whole.

This study provides an up-to-date view of the current experience of outsourcing and externalisation in the library and information domain, particularly higher education, public and special libraries, and its potential, together with an assessment of the effects of the external economic, political and technical pressures on service providers leading to change. Information has also been gathered from, and parallels drawn with, the other domains within Resource’s remit, museums and archives, giving some indication of the context of, and scope for, cross-domain working. The practical issues arising have been documented, and a decision matrix, recommended for judging the potential within an organisation for outsourcing, produced. The study has also undertaken an assessment of potential suppliers and agents in the market place: their capabilities, readiness, interests and future plans to meet increasing demands for outsourcing.

Academic libraries' services have changed very fast in the last twenty years. Nowadays, electronic resources, networks and the World Wide Web represent a large parcel of the library services. Academic librarians must manage staff, information in several supports, and technical activities to produce quality services. Quality services means resources and services which satisfy users' expectations.
It is very clear that librarians must use management tools to run academic libraries services. These tools help them to assess services performance, to make decisions, to improve services and to achieve a better quality.
In this context user needs and their perceptions, in relation to services offered by libraries and documentation centers, have been awakening the interest of professionals working with the management community and personnel. In an academic environment this lack of knowledge is considered to jeopardize teaching, research activities as well as the generation of new knowledge.
The main proposal of this paper is to describe briefly two evaluation quality models for academic libraries:
• The Portuguese investigation proposes an action model to measure the performance of the Universidade do Porto (UP)libraries. This tool is justified on the CAF - Common Assessment Framework (an auto-evaluation tool based on the European Foundation Quality Management Excellence Model), the Balanced Scorecard (BSC) and the Analytic Hierarchy Process (AHP);
• The PAQ - Quality of Products and Services Evaluation Program of the SIBi/USP, based on the Model SERVQUAL, is an assessment research implemented in the academic libraries of Universidade de São Paulo (USP), in Brazil. The proposal has been presented as being viable and necessary in the management of the libraries of the SIBi/USP.
Significant correlations were obtained between these two projects in order to improve customer satisfaction, staff satisfaction and performance for library services. It is made clear that dialogue among staff, academic library users and external partners is extremely important in an assessment process. The choice of indicators is the outcome of a participative performance evaluation process.
These evaluation quality processes are, in other words, important tools to find new ways to motivate employers to stay with the organization that encourages growth.

Librarians need to be able to read critically published accounts of educational and training interventions (ETI) and to apply the results to their own practice. One mechanism for assisting library practitioners in doing this is the critical appraisal checklist. This article describes the process of developing such a checklist – involving a literature review of existing frameworks and experience in appraising such studies for a systematic review of information literacy skills training. The ReLIANT instrument is offered as a first attempt to equip library practitioners with a tool for use when appraising published reports of educational and training interventions.

Partners needed : the relationship between the university archives and recordkeepers

The University of Calgary Archives has adopted the continuum of care in its approach to providing records services. In order for this system to succeed, active participation by all record-keepers throughout the institution is a vital and necessary component. The Information Management Program and the Archival Program of the University Archives work together in an on-going partnership with record-keepers to ensure the creation, maintenance and preservation of complete and reliable records. Records Coordinators have been appointed to act as liaison between their offices and the University Archives in all matters related to records management and archives. Two training modules have been developed that address the principles and practice of keeping and managing records. Together, these modules form the core of a continually evolving training program. This presentation gives an overview of the developing partnership between the University of Calgary Archives and the institution’s record-keepers. The presentation will focus on what has worked in the past, what is changing today, and what is evolving for the future.

The problem of preserving digital information has now taken on great importance. As the amount of digital information continues to grow, the concern about maintaining access to this information accessible will increase. As elements for describing digital documents or DLO (Document Like Object), metadata play an important role in providing information
about the logical aspects of the DLO they refer to, and consequently, in all the tasks related to preservation. At the same time, metadata are digital information, so their preservation must be borne in mind. In this respect, several projects and work groups have been devoted to studying the use of metadata for digital preservation and the preservation of metadata themselves.

The political economy of global outsourcing

What is outsourcing and why India is being considered as BPO destination of the world? Why jobs are coming to India and why there is a downturn in the US economy and loss of jobs in that country. Even though these are two different things that happened simultaneously, they sadly managed to be mixed up. Academicians are groping to understand the phenomenon and are still in the process of disentangling themselves from the wave of confusion that exists. Politicization of the issue has made the concept of outsourcing a highly debatable, perplexing and controversial. The debate has conceptual, moral, economic,
political and policy dimensions. The debate centers on the
theoretical issue of globalization verses protectionism. In
addition, it has a moral and human dimension that compels one to ponder over the hopeless uncertainty and misery that has dawned upon of those displaced due to outsourcing in the developed countries. Apart from these, there are certain practical policy issues that have become part of the debate such as theft of crucial information by the offshore workers, threat to the safety of Intellectual Property and the concern over the quality of services being delivered by the BPO companies in India and other developing countries. Finally the political dimension of this contentious issue that has forced the federal government of USA to make a law against outsourcing of the government contracts cannot be ignored. A fall out of Globalization, outsourcing is being discussed around the world from a renewed perspective, sometimes with delight and at other times with fury, depending upon which side of outsourcing the person is supporting. Taking exception from the subjective and partial treatment as the supporters and opponents of the phenomenon around the globe
are offering, like six blind men trying to expound the outlines of an elephant the paper deals with the theme in its totality, while avoiding the prejudiced approach of a religious enthusiast. To the supporters the problem of job loss is not very serious thus they oppose protectionist attitude of the U.S government. But the fact is that the problem of job loss is quite critical yet pursuing protectionism as stipulated by the opponents is not a solution. Supporters have relied upon the traditional ‘job replacement argument’ to dissipate the fears regarding job loss. But it has been argued that the problem of job loss is serious and no replacements are going to take place in near future to substitute the quantum of jobs being lost. Thus unemployment, intended or unintended, will be the consequence. But protectionism, far from solving the problem, will create the new ones. Paper suggests certain alternatives on the basis of the model of job-protection
exemplified by the British government.

Defining and measuring the user satisfaction in libraries have been a complex concept. The most commonly used method in measurement is user surveys. User surveys evaluate
library’s performance from users’ perspective and determine its strenghts and weaknesses. The findings help in strategic planning.
Koç University Suna Kıraç Library have been assessed its facilities, services and resources through annual user satisfaction surveys since 2004. The user needs have been prioritized according to the survey findings.This paper will review first the relationship between users and library satisfaction. And, Koç University Suna Kıraç Library survey methodology and the utilization of survey results in performance development will be discussed.

As they previously did, first with Data and after with Information, in a near future, computers will process Knowledge. In the next years, a new radical technological change (maybe from AI research line) will allow machines to help humans in processing Knowledge. It’s just a process from simplicity to complexity. But this is a very dangerous process, because this means to cross a border of the human attributes: in the future, machines will apply criteria, they will take decisions!
But, what will be the base for computers to take decisions? Humans store a set of experiences in their brain and a scale of values in their soul... Which will be the repository of experiences for machines? Which will be their values to help in taking decisions? Machines will replicate interests of their owners, like large corporations and governments, basically the economical power. And this doesn't mean people's interests. Thins means just the interests of economics. The conflict is ready.
After the Information Management cycle (1980-1990), and after the Knowledge Management cycle (2000-2010), we should prepare the Wisdom Management cycle (2020-2030?). This should be a knowledge management practice, common wealth oriented, where business innovations are not only for company benefits, but also for Earth and Society benefits.
Knowledge must be used to improve the world, not for a few dominate it. Knowledge and Good should lead us to the era of Wisdom.

This work has as a practical aim to design a system that enables searching technological information that provides knowledge about the process of production of functional juices which derivate from a series of nutraceuticals that they have been obtained from olive, rosemary and artichoke. So it has been performed through the next actions:
1. Diagnostic of searching and information retrieval systems in enterprises that produce juices. In this way it is analysed the initial situation on which to design an
advanced information system.
2. Elaboration of an adapted vocabulary to the technological domain about nutraceuticals in juices. This vocabulary will enables to carry out information searching.
3. To establish the previous situation to the information search about scientific and technological knowledge available so far and so, to specify the search domain and to avoid its semantic dispersion.
4. Evaluation and selection of the databases to use.
5. Evaluation and selection of the enterprises that are going to be used to provide the information for the study. There are included the principal producers of juice in the World, so it enables to watch the innovations that they carry out.
6. Collection of information from the pertinent databases. 7. To collect information from the activities of the sector enterprises. The result is that there is not a simple solution to carry out because the dispersion of information. Scientific publications about food technology and nutrition are good information sources to know particular results of investigations that are being carried out. Nevertheless, this is a difficult information source to manage by the enterprises. Although patents content exhaustive information about structure and protected inventions by the competitive enterprises they are relatively not much used in this technological domain. Nevertheless, an important quantity of relevant information for this sector is already available on the Internet. It is a positive fact as the improvements which are being carried out in internet search engines, including semantic functions and indexing increasingly databases on the deep web, as it can be predicted that this situation in which the information is so dispersed it is on the way to solve it soon. Recent improvements in the Alltheweb or Google search engines, as in the Vivisimo, Ixquick or Copernic meta search engines go on this direction. Juices are one of the foods which have a better perception among consumers because their healthy properties. Therefore juices are a suitable mean to add nutraceuticals to them in order to make them functional. Moreover food enterprises functional juices are an interesting product as they have a bigger
added value, technologically more complex and provide better
economic profit margins. The final conclusion of this work is that there exists a latent industrial demand of technologies related with the addition of natural nutraceuticals to the production of functional juices. Although the performed research investigation projects by CSIC and universities there exist a wide field to research which it can be transferred to industrial applications, since the major part of the national production of juices is focused on South Eastern Spain.

A study was conducted in order to investigate knowledge management (KM) strategies, structures, processes and IT systems that operate in Greek academic libraries Furthermore, this work aimed to explore the level of awareness of information professionals in Greek academic libraries, with regard to the potential opportunities and challenges that KM could introduce, and the new skills and roles which might be necessary for them to develop.
The research unfolded in two stages. The first stage, involved the development and administration of an extensive questionnaire; the second stage of the research made use of interviews of key individuals who had also participated in the first stage of it. Interviews gave the opportunity to explore in detail many of the more interesting views, which emerged from the analysis of the questionnaires. More specific aspects of KM were also researched in detail. For instance, the significance of organisational culture, suitable strategies, structures, processes and IT systems were investigated.
Preliminary results of the research indicate partial awareness of KM advances in Greek academic libraries. Additionally, it emerges that a shift towards KM entails considerable changes for the libraries undertaking it. Finally, strategic rethinking of the new skills and roles of information professionals is crucial for successful implementation of knowledge management.

This study of 28 countries involves comparative content analysis of the English versions of codes of ethics proposed by professional associations. It yielded an empirically grounded typology of principles arranged in twenty categories. The most frequently identified principles were professional development, integrity, confidentiality or privacy, and free and equal access to information. While confidentiality and privacy, and equal access to information, appear in all existing typologies of library and information science ethics, other principles, such as copyright and intellectual property, democracy, and responsibility toward society, which appear in almost all other typologies, were evident in fewer than half of the codes. This empirical study provides a global perspective on library association code of ethics.

Google Scholar, Amazon.com, Flickr, MySpace, social networking, open access, and easy retrieval of electronic resources and services create higher user expectations toward academic library collections and services. �In this competitive environment of content providers and users’ growing expectations, academic libraries face a difficult task in providing the most satisfying ways of delivering content and services to their patrons. To what extend should libraries recognize the users’ information needs in the area of services and collections? Is it possible for libraries to fulfill users’ growing needs toward libraries collections and services? In searching for answers to these questions this article presents the LibQUAL +TM survey results that help to determine users’ satisfaction and expectations of the quality of library service. Assessment of service quality standards by library users is becoming a crucial element in future developments taking place in academic libraries. These developments will influence not only formats of existing services and collections but also will create demand for new organizational and spatial libraries’ structure, cooperation, and new integrated services and collections to fulfill educational and research universities’ missions.

Some of the results obtained on making a research on the management of tacit knowledge are analyzed. It is approached from the perspective of “ The World's Models Theory”. From this angle, the knowledge is defined as a “significant model” and it is proposed a group method for the dissemination of knowledge and its techniques. The steps to be followed to create the “Knowledge Equipment” are stressed. It is explained how to prepare and achieve the “Knowledge gathering”. Many libraries in the Caribbean may have considered amenities for short stay users… tourists, visitors and the odd researcher, but many may not have considered the plight of the stateless as a user group in Caribbean libraries. With the prevalence of disasters in the region – Hurricane Ivan as the most recent and devastating example – the impact of migratory workers that the CSME will bring and the impending issuance of national refugee laws in the region; it is but a matter of time before regional libraries become a refuge for the refugee. This paper will outline (1) current trends globally and regionally and suggest why it is important not to deny the human rights of this so far undocumented user group in the Caribbean and (2) ways in which refugees cab be accommodated by libraries. Now, more than ever, libraries in the region should consider the types of services that should be provided to refugees since current trends indicate that this user group will most likely expand and have an impact on library services in the not to distant future.

In March 2003 the Advisory Commission of Libraries and Documentation (Cabid) of the Chilean Universities Rectors Counsel (Cruch) published the 2nd edition of its Standards for Chilean university libraries. Important innovations are introduced, considering that currently not all the students of the universities are attending classes physically, not all the didactic modalities imply the existence of synchronic courses, as well as to keep in mind the opportunities that offers the coexistence of virtual and physical libraries in the same institution.

This article tries to analyze, from the perspective of the Department of Documentation of "La Vanguardia", the changes in the management of the image in the last years. These changes are associated to two projects of different reach and complexity carried out recently: the centralized management of the image for production uses and the digitization of the images archive of "La Vanguardia". These projects have had a significant impact in the organization and make possible at present to access to all graphical archive from many points. The aim of this article is not to describe with detail the processes of management of the images, but to comment how the difficult has been the balance between the production needs of the newspaper and the management of the images archive.

The documentary processing of the information on Research in Catalonia.
The evaluation of the Research, Development and Innovation (R+D+I) activities in a country are a necessity. In a postindustrial society, science and the technology constitute a determining factor for the well-being of any community. In front of the economic globalization, the developed countries are forced to replace the force of the manual labor (less expensive in the poorest countries) by products with a high added value technological level. This process implies the existence of a research system and a solid and competitive development, with good researchers, enough infrastructures and equipments, demanding financing and suitable results. The example of countries like Finland or, in smaller scale, as Ireland demonstrates the high potentialities of models based on a clear bet on the R+D+I. The amount of economic, human resources and infrastructure invested demands the examination and the observation of the yield obtained according to parameters accredited internationally. The strengths and weaknesses can be identified with the purpose of improving all the scientific structure and situate it strategically within a very demanding international context. In addition, the availability of trustworthy and precise data allows the scientific community to publish its activities, to fix the priorities, to improve the efficiency and to demand a greater implication of politicians in charge, and the society in general. A precise knowledge of the situation facilitates the decision making. With this purpose, the Institut d'Estudis Catalans has impelled the design and the creation of a Catalonia's Research Observatory with the active participation of information scientists. The present article tries to describe the work developed and the objectives facing the future, as well as vindicating the paper of the information science (Documentation) whereas the discipline that allows to select, to analyze, to organize, to recover and to spread the existing information on the R+D+I generated in a certain territory with rigorous and trustworthy criteria.

e-Science and its implications for the library community

Explains the nature of the ‘e-Science’ revolution in 21st century scientific research and its consequences for the library community.
The concepts of e-Science are illustrated by a discussion of the CombeChem, eBank and SmartTea projects. The issue of open access is then discussed with reference to arXiv, PubMed Central and EPrints. The challenges these trends present to the library community are discussed in the context of the TARDis project and the University of Southampton Research Repository.
Increasingly academics will need to collaborate in multidisciplinary teams distributed across several sites in order to address the next generation of scientific problems. In addition, new highthroughput devices, high resolution surveys and sensor networks will result in an increase in scientific data collected by several orders of magnitude. To analyze, federate and mine this data will require collaboration between scientists and computer scientists; to organize, curate and preserve this data will require collaboration between scientists and librarians. A vital part of the developing research infrastructure will be digital repositories containing both publications and data.
The paper provides a synthesis of e-Science concepts, the question of open access to the results of scientific research, and a changing attitude towards academic publishing and communication. The paper offers a new perspective on coming demands on the library and is of special interest to librarians with strategic tasks.

Impact measures for libraries and information services

Purpose: To demonstrate the importance of impact / outcome research in libraries
Design/methodology/approach: The paper gives an overview of purposes and methods used in impact research and illustrates this through project experiences.
Findings: Various projects worldwide are trying to prove that use of library services can positively influence skills and competences, attitudes and behaviour of users. The benefits that users experience by using library services can be assessed in terms of knowledge gained, higher information literacy, higher academic or professional success, social inclusion, and increase in individual well-being.
Research limitations/implications: The main problem of impact research is, that influences on an individual are manifold and that therefore it is difficult to trace changes and improvements back to the library. The paper shows methods that are tested and used at the present. More investigation is needed to identify methods that could be used to show a library’s overall impact or to develop measures that would permit benchmarking between institutions.
Practical implications: The paper shows practical examples of impact assessment, covering “soft” methods like surveys, interviews, focus groups, observation and quantitative methods like tests, analysis of publications, or usage data.
Originality/value: The paper acquaints libraries with a topic that is not yet well known and, by showing practical examples, demonstrates how libraries can attempt to assess their impact.

There are various projects in academic libraries, all over the world, trying to prove that benchmarking method can be useful to identify best practices. These practices can help to improve library services. The purpose of this article is to describe an initiative that involves five Portuguese academic libraries - Bibliotecas dos Departamentos de Matemática Aplicada e Matemática Pura da Faculdade de Ciências da Universidade do Porto (FCUP), do Instituto de Ciências Biomédicas Abel Salazar da Universidade do Porto (ICBAS-UP), da Universidade Lusíada de Famalicão, do Centro de Documentação Europeia – Biblioteca Geral da Universidade dos Açores e do Centro de Documentação da Escola Superior de Enfermagem do Porto - S. João.
The methodology used in this study is a mixed-method justified by the CAF – Common Assessment Framework (an auto-evaluation tool based on the European Foundation Quality Management (EFQM) Excellence Model) and Balanced Scorecard (BSC) method. To compute the performance services, these institutions had to choose a set of criteria that should be taken into account in the performance evaluation. In addition, the various institutions chose the set of performance indicators that should be used to measure each criterion. The recommended performance indicators are based on the ISO 11620:1998, Adm1:2003 and ISO 2789:2003.

Any investigator, with a superficial knowledge of the information recovery systems can make a bibliographical search in Internet through his computer and obtain results than more sufficient, with respect to the amount of references. Other thing is that these results respond, in their content, to which the investigator really looked for, or are all exhaustive that possible. A pertinent search of data must, through an excellent analysis of the results, lead to consistent and useful syntheses. Therefore, it will be necessary to formulate a suitable strategy that allows that the results are simultaneously excellent and "revelances".

Librarians’ leadership skills can be trained at Library and Information Science (LIS) schools, but before that it is essential to critically review the traditional trends in the curricula. One of the most important obstacles in developing library leaders is related to the bias encompassed by the educational tradition established in the United States of America by Melvil Dewey’s school, more than one hundred of years ago, and broadly spread worldwide. This paper analyzes the historical thread of the major learning goals of Dewey’s pioneer curricula, and its influence on Latin America education for librarianship. The concepts of “character”, “expertise”, “institution”, and “authority” are analyzed. Additionally, two approaches to modify the curricula are offered. The first constitutes a theoretical proposal drew by authors Totten and Keys (1994) based on training students to deal with risk-taking and innovation. The second is an actual modification made to the curriculum at the Department of Information Studies at Sheffield University, in England, explained by author Levy (1992). Finally, the conclusion critically summarizes both proposals and encourages more researches in the future.

The EFQM Excellence Model and the ISO 9000 family of standards adopt the principle of process approach to management, promoting a horizontal vision of the organizations in front of the customary functional approach. They are reviewed, in accordance with the ISO 15489 standard, the too generalist outlook of the EFQM Model and the simplistic perspective that presents the records management as a mere support for the quality management systems. Records management is a business process with proper entity –indispensable to base the decisions on facts and information and to have evidence of the realized activities – that “crosses” diverse functions and areas of management of an organization. Finally there are analyzed some consequences that the process management model has for the records management, in particular for the creation of classification schemes (file plans), the application of appraisal criteria that affect the preservation and disposal of records, and the need to establish performance indicators.

The Greek Academic Library as an essential educational institution in the university environment has not managed so far to establish a commonly respected tradition. Only the last few years we can trace some changes that they will eventually manage to function as independent, autonomous and decentralized educational units with concrete and unquestionable content and role.
On the other hand the radical changes taken place in the educational and academic world due to the NIT, tend to produce revolutionary changes in the character and the quality of the services of Academic Libraries even in countries that have institutionalized their University Libraries years ago.
The character and the personality of the Academic Library Director play an essential and vital role for the transformation of the Academic Library into a basic educational institution as well as for its reorientation within the rapidly changing educational environment due to the information revolution.
We then try to identify the challenges of the Academic Libraries in our country so that we could be able to outline the profile of a library manager in a Greek University today.

The definition of the mission and the role of a library plays an important role in the administration of libraries. It's important for the users of libraries to know their role so that they can form more realistic and fairer expectations. However if there is no connection between the definition of the mission of library and its direction, there is no point in trying to determine it's mission. The rapid development of the technology of computing as well as the methods of keeping and transmitting information have affected the traditional model of library administration. The model of administration of quality offers a frame within which the management of libraries lies from the sheer realisation of its mission to the action and fulfilment of their goals. The administration of quality is a field that is worth drawing attention to. The philosophy and the methods of administration of quality started being implemented ever since the usefulness of libraries itself needed to be justified, as well as since private documentation centres and service centres appeared. The sure thing is that there is an activity in the field of libraries about matters_ that concern the administration of quality. Shifting from the theory to more systematic methods of administration of quality is important, there is also a growing concern for research in this field, so that methods and philosophies of administration of quality, that can be implemented for libraries, can be found.

According to the international library science literature, the necessity of a written collection management policy has been emphasized at such an extent that it has become obvious. Its existen¬ce is therefore an obligation for every library with defined aims and missions and a structured collection.
In spite of the fact that a series of guides for collection management policy statements have been published by the Library Associations of the Anglo-Saxon countries, such a guide has not been published in Greece. Furthermore, there has been no sign of the existence of such collection management policy statement in any of the Greek academic library in the last 10 years.
The aim of this announcement is to present an account of the whole procedure of writing a collection manage¬ment policy in the context of a Greek central academic library, What is being described here is the difficulties which came up and the adjustments which were needed not only to the academic and educational character of the library but also to the Greek-language frame. Finally, the benefits obtained directly or indirectly as well as those expected in the near future from the existence of such a document are being mentioned in this presentation.

Until recently there was not a coordinated attempt to collect, process, analyze and present on time statistical data concerning the assessment of the services of all the Greek Academic Libraries. Consequently, there is a lack of reliable and comparative data for the evaluation of Academic Libraries. This article presents a model for the collection of statistical data and proposes a series of performance measures for the Academic Libraries' assessment. These performance measures are extremely useful for the decision making and collection management of the Universities' Libraries so that their services can be consistent and effective. Moreover, the article presents the division of the Total Quality Management Unit of Greek Academic Libraries which aims at the collection, processing, analysis and presentation of statistical data for the assessment of Academic Libraries. Finally, it presents equivalent foreign organizations that specialize in Library evaluation through the use of statistical data.

Ratio analysis technique : a tool for assessing the health of a library

Ratio Analysis Technique (RAT) is not new to librarians. Ratios are at times, better than raw statistical data about libraries. Ratios not only help assessing the health of a library but also come handy for comparing performance of two libraries and enable one to project the growth trend of a library. Explains the complementary relation of ratios with standards for libraries and RAT as propounded in Financial Management. Points out that ratios are not totally free from flaws and enumerates their limitations. Explains how RAT can be applied to libraries by choosing seven variables of a library. Demonstrates 16 ratios from seven variables for ISRO Satellite Centre (ISAC) Library based on data for the last 13 years. The budget, space, staff, users, collection, annual addition and use / loan ratios of ISAC Library are interpreted to assess the health of the library and to project the growth trend. Concludes that in spite of its limitations, RAT is a useful tool for assessing the quantitative aspects of libraries provided extra care is taken in applying RAT to libraries. Further, there is a greater need for developing standards for libraries in the form of ratios so that RAT can be effectively used in assessing libraries.

Prior to 1980’s most of the Information and Documentation Centers (IDC) had adopted customer satisfaction as the quality criterion of their services. During the 80’s IDC’s became aware of Total Quality Management as one of the primary influencing factors in increasing the efficiency of information services and began its implementation. For over 20 years they have been using instruments and processes to improve services offered to users. One of these is benchmarking. Different benchmarking processes such as those of competitive, cooperative, internal, quantitative and qualitative types were all utilized by IDC’s. This study briefly explains the benchmarking process and examines various practices of benchmarking in Information and Documentation Centers in the World and in Turkey.

This article analyses the state of art concerning Common Assessment Framework (CAF), a quality self-assessment model and a starting point for continuous
improvement that was the result of the cooperation efforts between European members States. CAF was presented to the public in 2000 and since that it has increased the number of CAF users for all over the Europe which has originated new challenge and requests concerning the model’s dynamic. This article approaches this issue at two levels, for one hand it explores main CAF characteristics and developments and key-factors for their successful use, for the other hand, it is analysed the evolution of national strategy concerning CAF dissemination in Portuguese Public Administration, as well as the state of affairs at European level.

This study is a proposal for the implementation of reading orientation and promotion modules in Metro de Caracas facilities as a new library service to address Caraqueños' reading needs. Issues regarding the Public Library Metropolitan Network such as the scope and inadequate supply of library services, lack of library policies and planning to promote reading, role alteration and conception of the public library are dealt with in this study since these issues have brought about people's lack of interest in public libraries and, as a result, in reading. Therefore, the modules can be an alternative to address these problems by providing the local layman and citizens with different options in socio-cultural, educational and informative services and products to contribute with the development and encouragement of reading in Venezuela.

Estimate for setting up of a new library to serve children, women and students

At the request of an NGO at Bangalore, a quick proposal (based on thumb rules) to set up a new library has been prepared and presented. The presentation highlights the objectives of the proposed library, the planning premises and estimation of collection, equipment, furniture, library software, manpower, space and budget, etc. required to set up a new library based on inputs provided by the NGO. The proposal and the estimates, incidentally, may serve as a template for quick preparation of proposals for setting up of similar libraries.

: The purpose of this article is to present the views of the leading quality theorists and to review the quality lexicon. The works of many quality "gurus", including Deming, Juran, Feigenbaum, Crosby, Taguchi and Ishikawa, are commonly known and talked about. Each of these theorists has added his part to the total quality management (TQM) whole, while developing specific individual quality concepts that may not always seem to be in agreement. At heart, all emphasize the basic tenets of what has come to be known as TQM: top management commitment, worker involvement and empowerment, management by data, and customer focus. The article ends with an overview of quality of service and in particular quality management for information managers.

In today’s world, society and the economy are placing an increasing emphasis on information and its quality. Quality and information management are interrelated, and advances in information and communication technology have led to a re-assessment of many management practices. In this paper the role of information services in supporting quality management in healthcare is considered. The importance of information to quality in healthcare is examined and an analysis of the role of the international standard ISO 9001:2000 in supporting data, information and knowledge management is conducted. We need to protect digital information from imminent loss. This Master Thesis deals with the wide range of aspects for preserving digital information for the long-term. With the purpose to show the complexity of digital preservation on the one hand, and management tactics for public managers in the role of a CIO on the other hand, this text shows digital preservation in the context of (New) Public Management. In contrast to contributions in the filed of information sciences, the introduced approach should be considered as signpost for politicians and managers. The second part of this thesis shows the results of an online-questionnaire about digital preservation at the Upper Austrian administration.

This article reports on personal observations and experiences gathered while teaching, working and consulting with librarians, students, and faculty during the author’s Fulbright Senior Fellowship in Poland. It discusses multiple opportunities and rewards for American librarians willing to serve as Fulbright Fellows including professional growth, knowledge sharing, meeting new people, experiencing new library cultures, traveling, and increasing the appreciation and visibility of librarians to the academic world. Additionally, it presents a short history of Polish academic libraries and the challenges they are currently facing.

The text resumes effects of research of Serbian book market which was done upon request of the National Library of Serbia. Besides, the text discusses some basic questions which were posed during the research, such as: How much books are being bought and read in Serbia? Why do people read in Serbia? People who are active in the market finally have at their disposal very precise statistical data on the book market and on the situation in publishing industry. In the end author highlights the necessity to make a further step, and to compare results of this survey with situation in other countries of the region.

Leadership literature on academic librarianship: a bibliographical essay

This work attempts to answer two key questions about academic library leadership, namely: 1) what is the state of leadership, within and outside of libraries as reflected in the literature of the past fifteen years or so, and 2) how does this and other literature on organizational behavior help us to understand the role and function of a library leader. This paper takes on the position that the value of academic treatises on administrative science cannot be ignored. Academic library managers can have no more powerful weapons in their intellectual armory than mastery of appropriate literature on library leadership.

On the occasion of the completion of 20 years of service, the Library of the Technical University of Crete proceeds this year to a performance measurement of services as well as a quality evaluation of procedures that support these services. The primary goal of this effort, apart from the service evaluation, is the measurement of user satisfaction in a way that will lead to managerial decisions.
In this context and with financing from the Library’s EPEAEK II, it was decided that an external collaborator would be assigned to develop a system of quality management This collaboration has given rise to a Quality Management System (QMS) conformed to the quality requirements of ISO 9000:2000, IS0 9001:2000 and ISO 9004:2000 standards. Future target of the library is to assert an ISO certification of quality for its services.
The main function of the QMS is the systematization of library procedures in a way that it will indicate which procedure has to be followed in every case, who is responsible for it and what equipment is required. Additionally, the Quality Management System establishes the maintenance of record files for all procedures so that their progress can be easily examined and its possible faults analyzed and encountered. Further, the QMS makes provision for annual reviews on behalf of the Administration, so that not conforming services are analyzed and action is taken.
Apart from processes description, the QMS proceeds to measurement of quality parameters that are connected to service provision. The administration of the Library of the Technical University of Crete decided that the indicators of MOPAB (Total Quality Management Unit of Greek Academic Libraries) should be applied as quality parameters as they also conform to the ISO 11620: 1998 standard. This way, uniformity of collected data among Greek Academic Libraries is maintained and potential collaboration among academic libraries in the field of benchmarking is facilitated. For the collection and analysis of these parameters an Access application was developed.
A quality management system could not overlook the primary factor it was created for, that is “library users”. Therefore, one part of the QMS refers to the collection and handling of user complaints as well as to the conduct of regular user satisfaction surveys.
The library’s attempt for performance measurement and quality evaluation has not been effortless nor unobstructed. A system like the one described above requires explicit distinction of responsibilities and departments within an organization. It is widely known, that the existence of academic libraries is not constitutionally established as yet. For the needs of the present attempt the Library of the Technical University of Crete confined itself to the pre-existent administrative structure.
Apart from these, the annual collection of statistical data becomes futile when no prospect of comparative analysis is allowed. For the time being the Library of the Technical University of Crete collects and analyses its own data throughout the years. Nevertheless a more effective exploitation of statistics presupposes the existence of specific benchmarks, the approach of which will constitute an objective for quality assurance.
The results of this effort have not yet been obvious. A fair period of time is necessary before data is collected and processed so that reliable results are inferred. A common wish is to have the Quality Management System successfully carried out so that outcomes lead to efficient administrative decisions.

Knowledge management (KM) is the name given to the set of systematic and
disciplined actions that an organisation can take to obtain the greatest value from the
knowledge available to it. Knowledge management has received increasing attention
from 1990. For a few years, it was the next big thing after business process reengineering
and total quality management. This paper describes and compares concepts of KM and
TQM. At the end, it concludes that KM and TQM are complementary and to be
successful, it is necessary to take an integrated approach to management.

The paper brings, in chronological order, short biographies of the directors of the National and University Library in Zagreb and its predecessor libraries. The introduction offers an overview of the former investigations and accumulated knowledge on the status and role of the previous managers of this central Croatian library, followed by short descriptions of their life and work in the Library. The aim of this paper is to contribute to its 400th anniversary by supplementing the more extensive published works on its collected book heritage, events, premises and services, from which we rarely learn much about the persons who gave the greatest contribution to its development.

With the advent of Web 2.0 libraries started to focus on applications like weblogs, wikis, RSS feeds, podcasts, photosharing utilities, social bookmarking services, mashups and more. Libraries noticed that web services like these could help them to take into account the interests of their patrons and offer them new and improved library services. How libraries apply the concept of Library 2.0 is dependent on the type of library and what kinds of Web 2.0 services are implemented. The purpose of this thesis is to analyse what Library 2.0 is, how to describe it and what kind of applications are assigned to this concept. In addition, first implementations of Web 2.0 in Austrian libraries are presented.
First, a review of current literature is undertaken in order to describe the concept Library 2.0 and its applications. Furthermore, social and participatory implications of Library 2.0, the influence on the management of a library and the advantages and disadvantages of Library 2.0 are explained. Then qualitative interviews are conducted with Austrian librarians. The interviews aim at measuring whether Austrian librarians are aware of Library 2.0, whether they already use Web 2.0 technologies and what their opinion of the concept is.
The main outcome of this thesis is that although the university libraries of the Medical University in Vienna and the Vienna University of Economics and Business Administration implemented a weblog and a wiki, there is no Library 2.0 in Austria at the moment. The Austrian librarians are aware of the new technologies, but are still hesitant to use them. The findings suggest that there are some aspects of Library 2.0 which prevent the librarians from making full use of Web 2.0. This thesis gives an insight into the concept Library 2.0 and what kind of applications can be used to improve the services of a library.

In the first part, we studies academic libraries whose founding principles are change with the information society. The library manager looks for the best ways to lead a library. Evaluation and management tools on libraries are sources of insatisfactions because of the lack of a holistic vision of libraries they give. Constructivist approaches of management seems an alternative way to help library managers in designing a strategic vision of these organizations. In the second part, we build a modelization project with complex systems modelization of Jean-Louis Le Moigne and soft systems methodology of Peter Checkland. French academic libraries constitute our research field in which we use participant observations and staff and managers interviews. Our system is made up of the academic library in the vision of it leader. We build a three phase diagnostic. With the first phase, the manager can observ services supply as a three axes system which evolves with technologies, materials and humans means and bibliotheconomic knowledge. The second phase studies the informational system with environmental and flow observations. The third phase studies the decisional system, looking for its organization, ist internal information circulation and its decisional processes. This diagnostic is in continuous construction. It works in the library management continuity and is not the first step of a strategic planning. We use the diagnostic in five libraries. Results show modelization supply with the creation of evolving, transposable and learning models.

Perceptions of empowerment and the pitfalls of communication: an exploratory case study at the University of Trieste Library System

The management of change has become a top priority in academic libraries.
A viable model is the learning organization, as it aims at enhancing the capacity of the staff at all levels for innovation and growth.
This study investigates the relations between empowerment – considered to be the hub of this management practice - and communication – considered to be a strategic imperative in participative organizations.
The research questions were:
How do the Library System staff feel about empowerment?
How do library directors feel about empowerment?
How can communication affect empowerment practices?
Both empowerment and communication are amply described in the literature as being context-bound, multi-faceted and multi-dimensional concepts, which can only be explored in a given environment from a constructivist perspective and with no a priori assumptions.
This is accordingly an exploratory case study, based on a qualitative approach and on intensity sampling. Data were collected through in-depth semi-structured interviews (with library directors), mini focus groups (with the staff), and observations of meetings (of the Library System steering committee).
Cross-analysis showed that there was common ground to build on through adequate negotiation, such as the aspiration for a people-centred organization and the importance of having a project and a vision.
Both empowerment and communication, however, leave room for pitfalls and may create divisiveness if organizational communication is deficient and defective.
Strategic and interpersonal communication turned out to have a fundamental role in building up the trust that makes empowerment practices possible by overcoming “us and them” feelings, local subcultures and defensive behaviours.
The Library System should offer opportunities for meeting and exchanging opinions, sharing the vision, and developing a common sense of belonging and ownership.

An overview of a part of the relevant literature about the library work evaluation is given as well as an attempt to make a synthesis of foreign experiences in the field. The topics discussed at two workshops with subjects "evaluation of libraries" and "measurement of library performance" are presented in detail. The most-used performance indicators are analyzed in order to calculate them with the use of existing data in Serbia and recommendations are made for data that should be collected in the future.

This thesis examines the evolution of the evaluation of the university library in Brazil. At present, the only applicable system takes place in the evaluation of academic by the Ministry of Education, through the National Institute for Studies and Research Educacionais Anísio Teixeira (INEP), the entity responsible for coordinating and implementing the process of evaluating the entire education system in Brazil. The starting point for addressing this investigation were the results of a case study developed at the Federal University of Bahia in 2001, under the assumption that the Ministry did not have criteria and appropriate instruments to reflect the library's role as a resource for educational qualifications. The review of the literature relevant Brazilian, British and Spanish regarding the subject, especially regarding experience with the Spanish University Libraries Network (REBIUN), were essential to know the trends and the state of affairs. It also took out a field work through questionnaires in 7 countries and 31 Latin American universities, in order to ascertain the current status of evaluation systems used in that region. The low response rate, about 50% of institutions surveyed, this was offset by the work of the Symposium on Electronic Library evaluator and Quality (Sociedad Argentina de report, 2002), an event of great significance to who came over 450 librarians and teachers. This initiative helped develop a comparative study that served to place the Brazilian reality and take into account the most similar case mix. All this enabled comply with the overall objective of this thesis: develop a model to evaluate university libraries in Brazil, from the state of affairs of the university library and Brazilian experiences located in Latin American countries. That model se basa en el Instrument INEP (2006), but its content is raised, taking into account different jobs: performance indicators for assessing the university library, REBIUN (2000), one of the documents PNBU, prepared Romcy by Maria Carmen de Carvalho (1995), Standards for university libraries in Chile (2001) and methodological guide for evaluating the libraries of institutions of higher education (Mexico, 2000). The final claim is that the Brazilian Ministry has a more comprehensive evaluation system, to be implemented and improved according to the data you make and, in turn, could be to build a bank of information management and a system of indicators performance.

The DBS, Deutsche Bibliotheksstatistik (German Library Statistics, http://www.bibliotheksstatistik.de), reports since 1974. Around 9000 libraries file data on facilities, equipment, holdings, usage, budget and staff.
Data collection, evaluation, and presentation today are carried out online only. Aim of DBS is the formation of a national data pool containing statistical data on all types of libraries.
The interview informs about the concept of DBS and its differentation of public, university and specialised libraries. It covers at length the increasing important topic of data collection of holdings and usage in digital libraries. The DBS process of data evaluation and publication will be described and connections between DBS and the library benchmark index BIX will be explained. Finally international cooperation options for DBS will be discussed.

The ISO 15489 standard focuses on the principles of records management and establishes the basic requirements that allows organizations to establish a framework of best practices that improves in a systematic and effective manner the creation and keeping of its records, supporting in this way the organizational policy and objectives. The publication of this standard and other complementary standards responds, on the one hand, to the evolution of the approaches of both the American records management and the Australian recordkeeping, and on the other hand, to the need to integrate records management with the process approach and the quality management standards. In order to develop a records management programme, it is necessary to establish policy and responsibilities in accordance with the needs of the organization. This standard proposes a specific methodology to design and implement a records management system, to define the technical processes, to develop the main instruments (classification system, disposition authorities, and security and access classification scheme) and to establish evaluation, measurement and learning tools for continuous improvement of the system. It also highlights the importance of metadata for the management of electronic documents and points out the requirements that they should meet. As a compendium of best practices for records management that has been adopted in many countries, the ISO 15489 standard involves new challenges and at a time opens new outlooks for information professionals. One of the issues that still needs to be resolved is the development of indicators to measure the performance of records management system and to demonstrate the value that it brings to the business processes of the organization.

The main aim of this study was to check the understanding about the concept and application of knowledge management for the federal public administration in Brasília, where investigated the sample of federal public organizations that have headquarters in this city and which work with knowledge
management, in a moment which the posture and values of public organizations are strongly changed joined up to the economic and social Brazilian environment changes. In accordance with this purpose, a theoretical framework integrating Information Science, Brazilian public administration, and knowledge management theories was searched, since all the theoretical framework that holds up the knowledge management is based on the Information Science theories. The interview was the used technique. Starting from the collected data, this research analyzed the aspects related to the perception of the interviewed managers about the concept and application of knowledge management in their organizations, proving the strategic, human, and technological actions of this practice, as well as the difficulties and benefits arising from it. The results showed that knowledge management, in agreement with the interviewed public manager´s opinion, is not, as concept, a new idea, but is a new process, of which aim in the human cognition area is inserted, just start to be depth discussed for this administration area in this beginning of the XXI
century. The results also showed that the analyzed organizations of the public area have considerables investments in technology. However, they showed that
investments in human resources, the essence of knowledge management process, are still necessary.

Performance evaluation of academic libraries: implementation model

A. Theoretical and general aspects of libraries and information.
This paper describes an action model to measure the performance of libraries.
The proposed model is based in the CAF – Common Assessment Framework, the Balanced Scorecard and the Analytic Hierarchy Process (AHP). The recommended performance indicators are based in the ISO 11620:1998, Adm1:2003 and ISO 2789:2003.
The relative weights for each performance measure are calculated using the AHP. The AHP computes the weights of the performance measures in two steps:
• Comparing (pairwise) the performance measures under each criterion;
• Comparing (pairwise) the major criteria of the proposed model.
The main purpose of this model is to improve the performance of libraries and to develop benchmarking techniques.
The model was tested using the opinion of ten university librarians. According to the data, the most important criteria, by decreasing order of importance, are: customer satisfaction, impact on society, leadership and financial perspective.

The management of an academic library system implies coordination of libraries and staff, in order to better meet learning and research needs.The paper examines the Italian Academic Library System and the issues related to the organization and the management of university libraries within the framework of a structured and coordinated system.
The paper touches upon the role of the library system in the Italian universities, analyzes the various critical issues, the lack of perception of the importance of libraries in the Italian academic context and ends with some proposals.

The paper presents the results of a study from the perception that they were users of the services provided in the libraries of the 18 Centros de Maestros located in the Mexico City. To that end, was carried out a qualitative assessment through the application of a questionnaire based on LIBQUAL and monitoring of furniture, equipment and spaces with the rules CONPAB-IES. The results allow to understand the perception of users regarding the quality of library services contrasts with the necessary requirements that an academic library should cover.
