Report on second DLM-Forum on electronic records. The DLM-Forum on Electronic Record is a multidisciplinary international forum, organized by the European Commission, that it has by objective to impel the projects for the improvement of the management of electronic documents in the organizations and by the conservation to length I finish of them. At the same time, the DLM-Forum is a basic datum point in the coordination of the policies of management of the electronic documents that are carried out in the states members of the European Union, for the establishment of standars of management and communitarian scale conservation, and by the implication of the private agents in the investigation of solutions to the problematic of electronic documents. This report exposes the origin of this initiative, describes two editions celebrated until and the perspective of future of the forum.

Report on third DLM-Forum on electronic records (Barcelona, 6–8 May 2002). The third edition of the DLM-Forum on Electronic Record was celebrated in Barcelona, the multidisciplinary international forum that has the objective to improve the management of electronic documents in the organizations and the long-term conservation. This edition has been marked by an active participation of industry of the technologies of the information and the communications, and by the presentation of the results of DLM-Forum 1996. The present report describes the development of the DLM-Forum in Barcelona.

The advent of E-mail has opened new gates for a highly efficient mode of information exchange. This paper, in addition to giving an overview of the concept of E-mail, discusses the possible application of this new tool in various activities of a modern library. A typical case has been described to show its effectiveness in acquisition of books for a library. The paper also presents the extent of usage of E-mail in a few selected libraries from whom data was collected through a questionnaire.

Making the change from print to online : a publisher’s perspective

As libraries move from paper subscriptions to online access the publisher is finding that their traditional subscription business model also has to develop and change. These changes, whilst offering new opportunities, can also be a threat to the publisher. This paper will present on the challenges now presented to Blackwell Publishing in this fast-changing, online-arena and will discuss how the new challenges of the online environment can be turned into opportunities both for the publisher and the consumer alike. This paper will examine how the move to online only effects the way that content is displayed to different groups of readers; how the traditional annual subscription fee model is being replaced by more sophisticated pricing model negotiations; and finally how the battle for readership ensues after each sale is made as usage data becomes the true deciding factor of whether a journal is renewed or cancelled.

This research is composed of, the history and the definitions of medical libraries as well as the variations and the definitions of the electronic resources that used in academic medical libraries. Regarding the research a survey has been applied to the libriaries which belong to the medical faculties throughout the country's state and private universities. In this survey under the following headlines data is obtained; variations of e-resources that used, library staff's background, published document's status, which e-resources mostly preferred and which qualifications of e-resources mostly stressed in making the preferance. After having the survey results, the outcome of the survey has been evaluated and inferences drawn. Following the first survey one year later second successive survey has been applied, recent results of the second survey has been comparetively evaluated and additional inferences drawn regarding the changes occured within one year.

The Great innovations that information and communication technologies brought revolutionized possibilities of communication among scientists, above all, to disseminate and share results of researches. A group of researchers from United States and Europa has been developed a set of standard, tecnologies solutions and ideals to promote open access, to make feasible and to stimulate web publishing through models of business and self-supporting. This "subversive" proposal, named of The Open Archives Initiative – OAI, stimules wide distribution and visibility of the papers deposits there without fee to promote fair use in benefit of science, on the contrary commercial periodicals, in which scientist must to pay to use information. From among the models developed through OAI, will be distached eprints repositories, that is based on self-archiving, tranparency in spontaneous peer review and constitution of new versions to the same paper through those peer reviews. Will be present Arena Cientifica, a proposal of discipline repository to Communications Sciences based in this specific model from OAI. This projetc is a result of research of doctor thesis.

The German, Austrian and Swiss Consortia Organisation (GASCO) functions as a supra-regional forum for consortia in Germany, Austria and Switzerland. The current interview with Werner Reinhardt, since the constituent meeting at the Bavarian State Library in January 2000, Chairman of GASCO, informs about the objectives of GASCO, about its members and the licenced products. Topics such as usage evaluation and the key of payment, the difficulty of the "Big Deal", as well as the question of archival storage, are under discussion. Mentioned are aspects as the actual development of the scientific publication systems, especially Open Access, and the the future of libraries and consortia.

This work establishes a historical, conceptual and technical correlation between hypertext and the electronic flux of information. It begins with a discussion on the historical retrospect of hypertext from a perspective that considers it a part in the evolving processes of registration and dissemination of knowledge, a position in disagreement with the authors who defend the visionary character attributed to Vannevar Bush; thus, the first conceptual discourses that came close to what would later be materialized as the hypertext, are attributed to other important names, such as Paul Otlet. The article approaches the importance of hypertext, as a resource that allows greater correlation between users and the stocks of knowledge, presenting some of its most important characteristics, such as interactivity. It proceeds with a brief presentation of a bibliometric analysis of scientific production on hypertext, in the area of Information Science, published in Brazilian periodicals and international databases during the years 1990-2002. The results were published in a periodical specialized in the area. This article also discusses the correlation between the utilization of hypertext resources and the processes of information (construction, communication and utilization), presenting a review of the literature that includes, besides the conceptual debates, reports on the experiences in the utilization of hypertext. And it concludes with the systematization of its contents.

The present approach towards partnership, networking, consortia and resource sharing adopted by Indian libraries need radical changes to evolve responsive partnerships in order to achieve best performance in service. The current practices of journal acquisition in most of the libraries in the colleges and universities in India are print based, in which each library is an island with regard to access of information. Moreover, there is wide disparity in the availability and use of information among different universities and colleges. But, consortia based acquisition and electronic desktop delivery of information can eliminate this gulf and increase the access and use considerably. Thus the difficulty now faced by the students, teachers and scientists in getting academic and research information will be eliminated on achieving full bibliographical control on the information documents available world over.
This paper depicts the benefits of library consortia, analyses the present trend in the formation of consortia in India and suggsts a new model of library consortia in which all academic institutions and government research organizations could participate. The formation of such a unique consortium under the direction and full support by the Government of India is stressed. The role that can be played by the INFLIBNET Centre of the University Grants Commission in the formation and management of such a consortium is also depicted. The areas of re-defining and re-engineering the operations of the university libraries necessitated by the consortia based electronic information and document delivery services are also discussed.

The appearance and increasing use of new information technologies, with all their repercussions in society and more directly in teaching, led as a matter of pure survival to our considering the provision of digital libraries to suit the contents of the courses taught in the universities so that education would remain competitive in today’s environment and would suit the new needs of the students.
Although the current trend is to implement virtual services, a methodology for setting these up that can serve as a reference for all the university library services which are considering introducing them does not yet exist. To date, each teacher prepares his or her own digital medium contents without taking the external facilities that could provide support for the subject matter into account. This communication attempts to establish a methodology for developing a Digital Teaching Library that may serve as a standard that can be applied to any practical subject and presents a case of teaching an online course supported by the development of a specialist Digital Library for the content of the course in question, in this case the Introduction of the ISO 9000 standards in Information Systems.

Twenty-four Universities and more than three hundred specialized institutions and non governmental organizations are engaged in agricultural research, education, extension, and developmental activities in India. Altogether they generate a vast ocean of information which consists of about 400 doctoral thesis, 12000 papers and 2500 books, journals, audio visual productions and other documents in a year. But even though sufficient computer and communication systems are available information is not shared or properly organized and disseminated within these institutions. This study examines the problems of information/knowledge transfer in agricultural sector in India and how the already implemented technological advances in hardware, data compression procedures and software implementation can be utilized to pool the information resources and to develop a national level Digital Library on Agriculture. The plan of the library consisting of a National Centre of Digitised documents and a site connected to other related sites and databases, the web server and other softwares involved, the type of collections/documents to be digitised, the proper utilisation of the existing network and communication links to make it accessible are discussed. Minimum standards for computation facilities and communication links essential at the participating/contributing institutes are suggested. The paper also stresses the role of Digital Librarian in massive digitalization, storage, indexing, access search, coordination and management of universal information. How far such an Electronic Library can help to attain efficient operation of fully integrated management of agricultural systems is pointed out.

CD-ROM has an indispensable role to play in the dissemination of electronic information. Full Text archiving and publishing in CD-ROM has already found a special place in the rapidly growing digital library environment. Many of the full text CD-ROM titles are coming with thousands of document files, but without efficient retrieval facilities. This Paper discusses the growing importance of CD-ROM publishing and the necessity of providing efficient search mechanism in full text CDs with special reference to ‘Nitya’ a program for digital archiving giving prime importance to search and retrieval. Features of Nitya, its main components and functions are discussed in detail. The study recommends that ‘ Nitya’ is highly suited for CD-ROM full text publishing.

Two Serbian medieval manuscripts "Serbian Four Gospels Book" from the
end of the thirteenth century and the "Gospel of Monastery of St Nikolas" from the
end of the fourteenth and the beginning of the fifteenth centuries as well as a copy
of the "Holy Menaion" printed in Bozidar Vukovich's printing house in 1538 in Venice,
have been returned in electronic form from "Chester Beatty" Library of Dublin to the
Public Library "Vladislav Petkovich Dis" of Chachacv and by that to Serbian culture.
These books were in possession of the national Library of Belgrade up to 1914. The
author of this paper, who at the same time started a diplomatic correspondence for
returning of the lost Serbian books from Ireland, describes the fate of the lost
medieval valuables and gives the chronology of events preceding to obtaining of color
digital copies.

Need for developing Information Systems in Indian vernacular languages is now felt more than ever. Use of local scripts becomes inevitable in the creation of Information Systems for digitized palm leaves, copper plates, manuscripts and local documents. M-ISIS is a localized version of CDS\ISIS for Malayalam language, which is programmed using ISIS32.DLL created by UNESCO. It is a bibliographic information system for Malayalam documents using Malayalam script. Together with the techniques of 'Nitya Digital Archives' it searches using Malayalam script and retrieves both references and full texts. A special font 'Meera.ttf' is designed and a rendering engine to process conjunct formation is programmed, enabling both data entry and query formulation in Malayalam. Paper describes the creation of a digital archive of 'Mathrubhumi' weekly. A few issues of the weekly were scanned to PDF using Adobe Acrobat. Catalogue data of every individual article was fed into a CDS\ISIS database through a data entry worksheet designed in M-ISIS. The prototype shows immense possibilities of localization of CDS\ISIS in Indian languages.

Stresses on the importance of content of academic programmes and the need to continuously update it. In India there are about three hundred university-level institutions. The different subject specializations and combinations available altogether in these institutions is estimated to be above eighty thousand. This necessitates the development of an information system on academic programmes offered in India. The study recommends establishment of National Curriculum Information Centre and databases on academic programmes, teachers, institutions and other aspects. Databases are to be developed at institutional, and regional level as per set standards and data is to be pooled at national level for the common access. This can enable universities and institutes to evaluate their curriculum and programmes in comparison with that of others and effect improvement. Quality and relevance of the content of higher education programmes can be achieved with the support of such databases and networks.

Observes that Kendra Sahithya Akademi and Sahithya Akademies for different languages existing in the States of India are having a vast and unique collection on Indian literature and culture and also studies on those topics done all over the world. Most of these Akademies are accepted research centres of the universities for concerned subject areas. But their collections remain unorganised with poor facilities and insufficient staff. Many of the documents in their collections are rare and if lost will be lost for ever to the humanity. Based on an evaluation of the Akademies the study makes recommendations for computerisation of their catalogues and the bibliographies of regional languages and literature they publish, development of electronic database of writers of each language, digitisation of rare documents existing in them as well as applying ICT for improving their overall functioning. Opines that modernising the libraries Sahithya Akademies of the country and also digitally archiving the records they hold will enable the universities doing research on language, literature, culture and allied areas to have the most reliable and authentic knowledge source available for their reference. It will also be an act to conserve our cultural heritage.

Accelerating developement of Information-Communication Technologies (ICTs) in the last decade, has been influencing on the usage of some internet services (www, mailing lists, discussion groups) and has broaden their scope from academic surroundings on educational-information centers - libraries. Library of Faculty of Architecture has started from the May 2000, to apply and use some of the internet services in purpose of education and animation of their users. This paper describes experience of one academic library in bringing in and applying modern technologies through selective structuring and difusion of information, as well as action of animation users with aim of expanding, inducing digital and information literacy. Therefore, coordinator and author of the project ArchiWeb has put in a small questionnaire , a poll among the users in purpose to understand their need and improving the work of the service.

The annual budget of the OECD is funded by contributions from the 30 member countries. The size of the OECD budget as well as its programme of work are determined on a two-yearly basis by member countries represented in the OECD's governing Council. The OECD's Centre for Information and Documentation (CDI), part of the Information Management Services Division, must manage increasing demand for information within its budgetary allocation. With academic journals rising in price each year above the rate of inflation, the CDI is moving more and more towards electronic versions of journals and subscribing to publishers' complete catalogues which are being made available on the Internet. These so-called "big deals" can be a cost-effective method of offering online access to thousands of periodical articles to the whole of the OECD. Consortia often permit a stronger collective position for member libraries when negotiating access prices with publishers. The CDI is a member of a French consortium of academic and research libraries allowing it to benefit from lower prices than if it negotiated with publishers as a single client. Care must be taken, though, to ensure that the content of these electronic catalogues is relevant to the Organisation's work. In addition to these electronic publisher catalogues, open access archives can provide a valuable source of resource material freely available to researchers

existence of technical funcionalities necessary to get a correct implantation and use. The aim of the work is to
assess the way in which weblogs implement the technical solutions necessary to utilize correctly classification
tools. The evaluation took into account let to extract a collection of conclusions of great interest to analize the
state of art of the content classification tools integration and the weblogs management systems. As a general conclusion, it can be assured that the current generation of weblogs management systems do not offer all the desired performances for the classical classification tools, offering also a very heterogeneous scene.

As part of a federation project providing integrated access to over 170 digital collections, we are studying how collections can best be represented to meet the needs of service providers and diverse user communities. This paper reports on recent results from that project on how digital resource developers conceive of and define their collections. Based on content analysis of collection registry records, survey and interview data, and focus groups, we identify collection definition trends including a broadening of target audiences, elaboration of subject representation, and a lack of clearly defined selection criteria. Our findings reveal high variability and ambiguity in the collection construct. We discuss how the concept of collection is being continuously defined through the processes of digital resource development and federation and how rapidly changing conceptualizations are likely to impact adoption, tailoring, and development of digital collections and their use.

This is an introductory lecture given at the GenISIS workshop. States that Library and Information Systems are the areas influenced to the maximum by ICT; that also with an unprecedented speed. The publication and distribution of books and journals, their acquisition and organization in libraries, and providing services using them are presently undergoing revolutionary changes. When we purchase a book or journal we have numerous choices like printed version, digital version, and downloadable version, annual subscription for access etc. Libraries also have to ensure bibliographical control of, as well as accessibility of the published research work of the parent institution. GenISIS developed by UNESCO can be used for many such functions including provision documentation services, e-publishing as well as for launching Institutional Repositories. GenISIS can be used for applications at various levels from that of an individual researcher to that of an organization like the university library. Now a researcher or Librarian not having sufficient knowledge to manage and use e-documents cannot work effectively. A personal e-document collection developed by the researcher during literature search/research is to be managed by him/her in a retrievable way. Collections of published papers resulting from in house research are to be organized with search, copying and retrieval facilities by Librarians. Institutional Repositories of such documents are also to be made available through the web. Most commercial solutions available for such work are complex systems which require training to use and experts to configure. GenISIS can provide to researchers and information professionals the required capacity for developing and managing e-Documents and Digital Libraries using WINISIS, making them accessible with search mechanisms over Intranet and nternet using GenISISWEB, and publishing them with search engine in CDROMs using GenISISCD. These are all simple and easy to use open source packages from UNESCO. Opines that the packages offered free of cost by UNESCO can be utilized even in village libraries to build of local digital archives of heritage items.

This report is one of the 5 parts of which the MSStudy II (second Member States Study is made up on the "Situation of the markets of the electronic information in the countries of the European Economic Area". This document refers exclusively to Spain. MSStudy is subsidized to 50% by the Info2000 programme of the DGXIII of the European Commission (EC). The Spanish part of the study has been carried out by the Statistical Institute of Catalonia, in collaboration with Asedie-Cindoc, the institutions that form the Spanish node of Midas. It is the result to integrate 28 questionnaires answered by 29 Spanish experts who have years of experience in the sector of the information, being most of them are well known by their analyses and previous works --, they come from very different areas as public administrations, big and small companies, universities, specialized research centres, journalists, etc. Their opinions have been interpreted, grouped and re-elaborated in two stages, and the second one has received the approval or conformity of the participants. Following the guidelines of the German team that manages MSStudy, a reduced panel was chosen with the purpose of making a study more qualitative than quantitative. This survey always talks about the “market” of the information. That is to say, non-free information that users are prepared to pay. In principle it is excluded, then, the free information produced by the public administrations. Information services funded indirectly by advertising (of which in Spain there are or some cases, far to be financed to the 100%) also are considered, the study is based on the information services paid by the users, be them institutional or individuals.

The management of the digital image.
In the present article the questions implied in the management of the digital image are exposed on a general way. This supposes to consider so much the formal and logical aspects like the technical aspects, as well as the respective technological implications. The first reflection at the moment for raising the subject happens to clarify the nature of the digital image, essential fact to determine our responsibility like managers of the patrimony. It seems that of natural way it has been integrated to our “photographic” patrimony, although is not unquestionable that its nature includes it of irreprochable way within this category. In any case, the debate is open and they do not lack arguments to consider the digital image within the evolutionary process of the photography or like an appendix of this one. To the margin of those considerations, that although are fundamental do not prevent us to advance in our task, the introduction of the digital image in the contemporary society, and by extension in their centers of memory, implies some significant changes in the management. Tasks like the conservation, the selection and the diffusion, differ in certain aspects of the traditional methodology. If in addition we extend our intention to the implication of the New Technologies in the treatment of the image (photographic or digital), the changes are already of certain magnitude and need an important methodologic revision. The description, the administrative control, the classification and the indexing potentially increase to the possibilities of operation and management of the bottoms, simultaneously that make the creation inevitable of standards of reference to international level. It is important therefore, to define parameters that facilitate the rules of work to us for an suitable treatment of our bottoms and collections.

This article tries to analyze, from the perspective of the Department of Documentation of "La Vanguardia", the changes in the management of the image in the last years. These changes are associated to two projects of different reach and complexity carried out recently: the centralized management of the image for production uses and the digitization of the images archive of "La Vanguardia". These projects have had a significant impact in the organization and make possible at present to access to all graphical archive from many points. The aim of this article is not to describe with detail the processes of management of the images, but to comment how the difficult has been the balance between the production needs of the newspaper and the management of the images archive.

If we speak about digital journalism we must ask first of all how we would have to call to those journalists: renewed?, recycled?; and in any case, what differences have with the so called (badly, perhaps) traditional? Let us go step by step: in what it concerns the exercise of the profession I understand that they are exactly equal to the rest. If the reason of being of a journalist is to inform, -and I will not add “to form and to entertain” – and to tell people what happen to people --as the director of Rome’s The Reppublica Eugene Scalfari said (and if at the same time the information teaches and entertains, magnificent; but in my opinion, these are not the main functions of journalists). Then, as I was saying, the rol of the traditional journalists and the digital ones are exactly the same: to inform. What changes radically is the form how news are produced. Even more: journalism kinds/types have changed remarkably. We always tell about producing digital journalism and not “to hang on the Network” different editions from the daily press, the radio or the television. For that, a professional of the information is not necessary, it is enough with a computer scientist or programmer. To be a digital journalist is something different. Internet has an endless communication capacity; we not even have had yet a glimpse at where it can reach; Internet is not printed press, nor it is radio nor it is television, but it is text and photographies (as the press is –but we don’t have anything no to “press”…), it is radio and it is television.

Management of Digital Collections with Winisis and Other Information Technologies

The paper discusses about some easily manageable information technologies that can be fruitfully utilized by academic libraries in a modern networked environment. The paper points out that librarians should learn to utilize similar technologies, in order become significant partners in the academic activities in their institutions.
Creation of a digital library of full text documents by using Unesco’s Winisis, easy management of audio and video documents in digital form, web enabling of Winisis database using apache server software and Genisisweb, digital library building using Greenstone, creation of database that facilitates easy opening of websites without having the hassles of remembering the difficult website addresses, making available all these digital services through a gateway of local homepage etc are briefly discussed in the paper. The Winisis database described above can be copied into cd-rom for wider distribution by using GenisisCD software.
The article provides details of Weblis – a web-based free software for library cataloguing and circulation developed by using CDS/ISIS as back end - available for free download from internet. Web address of the manuals and tools used in the paper are also provided.
In short, the paper provides a narrow slit for modern librarians to enter in to the wide world of helpful information technologies that can be used fruitfully in modern libraries.

The beginning of XXI century is seemed to be the crucial one because of changes which happen presently in the organization and functionality of Polish libraries. The digital libraries activity is that kind of change. The paper presents brief historical outline of the specific changes in acquisition and lending field from the past till now. The core part of the paper presents the future vision of academic library from the point of view of the new emerging technologies in IT and telecommunications systems. The middle part of the article is focused on the problems concerning the development of new electronic sources of information, the electronic and digital paper which may influence and just have affected the libraries. Possible development of structures of telecommunication networks is also included. The last part of the article describes already have started a few initiatives of digitalization in the world.

Technical Report on developing a Digital Archives of Kerala Legislative Assembly Records from the year 1888 to 2011. The Assembly records consist of proceedings of Legislative Council of Travancore from 1888, Travancore Sri Mulam Popular Assembly from 1904, Sri Mulam Assembly and the Sri Chitra State Council from 1933, Travancore Legislative Assembly from 1948, Cochin Legislative Council from 1925, Cochin Legislative Assembly from 1948, Travancore-Cochin Legislative Assembly from 1949 and Kerala Legislative Assembly from 1957. These records are authentic sources for research on the region’s history, polity and economic development. Their importance for legislative business is unique and form the most important records collection held by government. The report makes recommendations for ensuring their conservation and safety, efficient organization and management, and speedy and effective dissemination of the content for the business of the Assembly, for the reference of the judiciary and government as well as for research. Covers aspects like the process of conversion of the records into digital form, implementing a Digital Library System having specialized hardware and software that can ensure storage without possibility of tampering or editing originals, and techniques to be used for full text indexing, data basing and organization of digitized records as a functional digital library. The report estimates total cost of the project as Rs. 1,30,36457 which includes consultancy, digital archiving, indexing and data basing of approximately 6.2 lakhs printed pages, and acquiring hardware and software to establish a Digital Library. Estimated time required completion is three years.

Within the framework of "PLOIGIS" Macedonia University Library seek the possibility of developing
a Web-based document delivery service. As technology advances and patrons' demands
increase for timely access to information, librarians seek new methods to improve document
delivery and interlibrary loan services whilst monitoring and controlling copyright issues.
The procedure would have two main features: Either an electronically received article (i.e.
through ARIEL) could be send electronically, or, printed articles could be scanned and send electronically.
In many instances e-mail delivery of articles could be a source of various problems
related to the size of the attached files. A reliable solution would be to store all articles on a
web server where users can access them through the Internet. Extensive literature review and
Internet exploration session dictated the use of PROSPERO, as the most appropriate software
for the Library needs. PROSPERO is an open source application developed by Prior Health
Science Library of Ohio State University.
Prospero is a web based document delivery system. Its main advantages are the capability
of sending and receiving PDF files, its perfect interaction with ARIEL, its compatibility with a
wide range of scanner models, the authorization system through unique ID's (automatic creation
and send to the user), the capability of article deletion by the user, the email article attachment
and the administrative options of all the above.
PROSPERO was installed relatively easy on a Windows 2000 server, connected to a Minolta
PS7000 scanner. It was adapted accordingly to serve the Library needs and with the development
of an access web site it started working on July 2003. By the end of 2003 Macedonia
University Library intends to fully convert the document delivery procedure through PROSPERO,
providing the chance for a faster and move efficient service without the need of the user's physical
presence in library promises.

This database can be consulted by users of both libraries in order to select the didactic material that is appropriate to their level and their needs, librarians will also find it useful for reference services.

The number of information systems that are accessible through the Internet is constantly increasing. Information systems on those systems are getting varied and occupy more space, too. Up until a few years ago, only textual information sources were accessible via computer networks, whereas today multimedia information sources containing graphics, sound, pictures, and animation are also accessible over the Internet. Geographic information systems, electronic libraries, film and TV archives can be given as examples of multimedia information sources. We point out that information retrieval should be seen as an integral component of the computer networks, and technological, economic, and legal problems in this field should be solved. We end up with what should be done to improve the library and information services that are accessible through the Internet in Turkey.

The syndication of contents through RSS channels is a contemporary method of content distribution in the Web that enables the users to access only to the contents of their interest with no need to surf from one page to another. For content suppliers, it constitutes a method to personalize their services and to attract users to their websites. General aspects on the RSS channels, as well as their origin and evolution, are analyzed. Examples of their present applications in magazines, mass media, educational environments, commercial centres and information institutions are given. Some recent trends in its use, not only to distribute texts, but also other multimedia contents such as audio and video, are stated. The tendency towards the expansion and diversification of its use is emphasized.

This article describes the process to implant a records management system into the Universities, Research and Information Society Department of the Generalitat de Catalunya (at present Innovation, Universities and Business Departament). The project, called DursiGED, has included the analysis, development and implantation of the products and services necessary to manage electronic and paper records in a normalized manner, in accordance with TQM and process management parameters. The article includes the planning of the project, the process of implantation and follow-up, and the products and services that have resulted from it.

With the worldwide spread o1 internet usage, the goal for electronic interconnection of bibliographic data with the full text has been achieved to a significant extent.
This became possible with the evolution of database networking systems, which lead to new collaboration agreements between information providers and information publishers. Among the solutions which embraced the new developments, are SiiverPlatter Information's ERL/SilverLinker and Info-tracWeb and Infotrac Total Access from the Gale Group.
SilverLinker links bibliographic data from over 70 databases and the full text of 2,719 electronic journals. The number of links as well as the number of journals is dynamic and increases continuously, proving that both publishers and providers of information are willing to work together. In turn, this is the product of attention paid to users' requests and the large extent to which specific systems have been adopted worldwide.
InfoTrac Web from the GaleGroup combines bibliographic and full text/full image data in its original published form, since the Gale Group has a significant advantage in being a database publisher and full text rights owner at the same time.
In summation, a number of dynamic integrated solutions are available. They bring together many different systems under one seamless interface, simplifying the process of getting to the full text, for the end user, tn essence we now have the tools for accessing the global knowledge pool.

The music industry has experienced a major slump in sales of physical sound storage media such as the compact disc. Contrary to this, revenues gained in the online music sector doubled in 2006. In this growing industry digital standard formats and standard workflows in the electronic music distribution process could help companies to lower their costs and work more efficiently. This thesis provides a rough overview of the digital music distribution industry with a special focus on the business-to-business relationship between music aggregators and music download platforms. It aims to clarify whether standards regarding workflow, music data and music metadata exist.
First, a review of literature is undertaken in order to gain knowledge about the social construction theory and actor network theory as well as facts and figures about the current digital music industry. Then five qualitative interviews are conducted with expert representatives of music aggregators and online music distributors. The interviews aim at identifying constraining closure mechanisms and uncovering details about the actors´ attitudes towards standardisation of workflows and data.
The main outcome of the thesis is that there is a need for standardisation of music metadata, data processing and sales reporting procedures. The findings suggest that the most powerful actors in the music business, represented by the IFPI (International Federation of the Phonographic Industry), need to agree on international standards for the issues mentioned above. The findings also provide a list of starting points for further research and discussion about improvements in the digital music sector.

How archives, libraries and biographers will handle digital personal documents in the future poses a challenge to library science, archival science, literature, information technology and jurisprudence. The paper gives an overview of digital autobiographic genres such as personal websites, online diaries, ePortfolios, and so-called lifelong capture systems currently being developed. When using these documents as biographic sources, it is essential to manage the evaluation of relevance and authenticity, data protection, and data storage, and to find a way of coping with the sheer flood of digital data.

To enhancement of agricultural complex competitiveness through it based information systems in transition economies such as Chile is a real challenge to professionals involved in this field. Through a Corfo-Innova initiative, the project based on wireless technology WI-FI and WI-MAX as well as mobile technology SMS and WAP was formed to create an information system. Using these applications it is possible to have access to current, updated, and strategic information from the formal agricultural markets in Chile to support agricultural producers.

This article will provide data to specify the problem of low e-book-supply. First the total number of commercially available English-speaking e-books in the US-market is stated. Then the growth of the title supply over the last twenty years is reviewed. Third the growth of the publishing-activities in the e-book-market is set in relation to the developments in the hardcover-market. Finally these numbers of the English-speaking market are compared to the numbers for the German-speaking market.

The mass media on the net offer to Web users personalized services of current news. These services consist of messages with text and/or images including those news given and sent by a terminal to a computer or a mobile phone allowing the connection to the Web. Last studies of prospective made on the mass media field are in favour of personalization services considering the impact of new technologies. In the next future, the one to one services or individualized segmentation will have priority. The power of decision and selection of information will hand on the demand, but not on the supply like until now, where the mass can choose and offer the news from one people to many others. This communication wants to make an exhaustive revision of Spanish mass media Webs that offer personalized services news. They are critically analyzed and, at the same time, two classifications have been done: the first one is based on the interactivity allowed by the media to the user; the second one depends on the reception system used by the media in order to send the service.

Metadata as a universal description approach for digital resources can be thought of an upgrade methodology of bibliographic cataloguing. Opines that scientific planning for agricultural development to overcome backwardness is very important for India. Speedy and sustainable agricultural development is tied closely to effective planning which in turn rests heavily on information available for the process. Information specifically related to this area is classified under agricultural economics. This makes information systems on agricultural economics very crucial in the context of increasing requirement for food grains as well as globalization. Examines the coverage of agricultural economics, nature of information on the area, and the importance of technical and marketing information to managers, farmers and other stakeholders to take maximum advantage of the WTO Regime. Examines in detail the resources, facilities and services of information units of organizations dealing with agricultural economics in the region and the provisions for resource sharing between them. Reveals that information resources available in total are sufficient, but that at individual institutions are not adequate, full or reliable. Recommends a resource-sharing programme for institutions concerned with agricultural economics.

This brief note presents the experience of a librarian in two university libraries in Argentina. In one of them she and her colleagues quickly accepted and started to use e-mail and found useful to share with library users the latest news related to the library. Later, the integrated received other services such as OPAC development. They discovered that ITC´s were a valuable tool to let users know what they were able to do for them. In the latter experience, they were able to learn how to work cooperatively by contributing to a journals catalog thus
integrating various efforts to give value added to the journals collections. University evaluation and program accreditation played a very important role in pushing forward the adoption of technologies to improve library performance.

The universe is an artifact, the work of the cosmic architect. Culture is also an artifact, the product of human nature and thought. Items of cultural heritage include the ecosystem, the conditioned natural resources, its inhabitants, their creations like text, image, sound, performing arts, sculptures, buildings, ornaments, utensils and the like and well as the knowledge related to them. Most of them are built up or created from the sweat and blood of the common people. So the heritage items are the common property of the whole population the region. It is the greedy and wealthy minority who in the name of industrialization and development, which is beneficial only to them, are destroying the heritage and from this what the majority will get is only one time return as employment for a short period. But the majority is selling the wealth of all their future generations, their life support systems. So heritage conservation is a common man’s requirement. The paper examines how ICT can be utilized to document, watch and manage, and create awareness on heritage items including natural resource, knowledge, text and a wide varieties of artifacts of great value that help to sustain life.

Lately, we have noticed tremendous changes concerning communication and information exchange in the Web. We have seen Web turning into Web2.0 and more and more social software services like weblogs, wikis, RSS readers and social bookmarkers emerging in order to facilitate communication, by offering new ways for the distribution of information and knowledge and by allowing users to submit their feedback easily and directly.
Weblogs have played a significant role to this new era since they offer an easy, prompt and direct way of communication. The simplicity of creating, administering and using a weblog has placed it among the most popular means of communication in the Web. At the same time Libraries are advancing in step with these developments and they turn from Library to Library2.0. and they use weblogs for their daily information and communication among other libraries and librarians. In this paper the author will make a brief introduction to Web2.0 and Library2.0 and she will explain what a weblog is, how somebody can create one, issues that have to do with administration and organisation, relevant software, use of auxiliary widgets and services and how prompt information can take place through RSS feeds. A presentation with examples will be done in order to show how libraries and librarians can use weblogs individually or in groups to enhance scientific communication.

The idea of long term preservation of electronic records has been present since the early
days of the computer revolution. However, there have been few documented experiences of creating
digital archives, mainly due to the difficulty of finding technical solutions to the problems of
obsolescence, high costs and a lack of institutions able to assume this responsibility. This paper
begins by analysing the preservation strategies applied to date and reflecting upon the
methodological underpinnings of these strategies, current trends and future viability. Next it
presents two options for identifying electronic records and defining their limits, a necessary step prior to applying any preservation strategy. Finally it
describes how archival appraisal can facilitate this identification process and proposes appraisal schedules as the main tools for defining an electronic
records preservation policy.

In 2004 the German Research Foundation (DFG) drafted a plan for national licenses (http://www.nationallizenzen.de/). License agreements with scholarly societies, comercial publishers and other information providers should be valid for the whole area of Germany. Hence scientists, students and people with interest in science should be able to access databases, digital text collections and e-journals free of charge within Germany. In this interview Berndt Dugall informs on the concept of a national license and talks about its funding and its organisational environment. He will explain the course from picking an electronic resource to licensing it. Finally the significance of national licenses for science in Germany will be discussed and the future of libraries will be reviewed in the light of the fast-paced development in the information industry.

The Use of Scholarly Electronic Journals at the Indian Institute of Science: A Case Study in India

The purpose of this paper is to investigate the use of scholarly electronic journals at
the Indian Institute of Science. The paper examines the methodology and results from
a questionnaire-based survey of networked electronic services in India at the Indian
Institute of Science (IISc) libraries serving a variety of disciplines. A random sample
of the main cohort was selected and during five months from January 2004 till May
2004, 700 copies of the questionnaire were distributed among forty departments of
IISc; 397 completed and valid questionnaires (56.7 percent) were received. The
results showed a growing interest in electronic journals among the users at the IISc.
The electronic journals were mostly used for research needs and PDF format was the
most preferred format. The fact that users have free access to electronic journals at all
hours from their own computers seems to be the most appealing feature.

Library subject gateways (LSGs) are collections of databases and other information resources, arranged by subject, that have been assembled, reviewed and recommended by specialists, usually librarians. These library developed gateway collections support research and reference needs by identifying and pointing to recommended, academically-oriented web pages.
Back at beginning of SGs libraries used to develop such tools by creating HTML coded web pages without using resource management software or any metadata description standards. These days, several open source software that support metadata description standards, data harvesting, web technology standards for SG creation and management have been developed providing the opportunity to every institution to create such a tool alone or in a cooperative with other institutions basis. On top of all such software does not demand any knowledge of HTML coding from the SG editors.
THIRA was developed under PLOEGIS: from information to knowledge project (Operational Programme for Education and Initial Vocational Training ΙΙ - OPEIVT ΙΙ)
After extensive bibliographic literature review on LSGs a list of mandatory characteristics was developed to define the core features of software the Library was looking for the creation and management of its SG. Based on the characteristics list the project team (both librarians and IT personnel) selected Scout Portal Toolkit because it was virtually turnkey, very inexpensive to maintain and operate, easy for non-technical staff to set up and populate with metadata, conformed to international standards for metadata, data harvesting and web technology.
Scout PT comes with a Dublin Core Element Set and it took a few adjustments in order to support the metadata description of the resources held by the Library. Its Controlled Name Flag allows the usage of any thesaurus and its Classification Flag is open to any classification scheme. The project team selected the NDC’s bilingual List of Subject Headings for the subject description of the resources and the Australian Standard Classification of Education to create the Thematic Index.
Regarding the technical aspect of the application, extensive additions to Scout’s source code were made in order to meet the requirements of the Library including changes to the database schema. The most fundamental issue was multi-language support (English and Greek) both in the application interface (menus, forms, etc) and in the bibliographical data (support for separate trees for each language). After adding multi-language capabilities to the application, the Library personnel proceeded to translating all forms, views and messages appearing in Scout in Greek. Furthermore, an alphabetic index of resources was added to the browsing options. Since this type of browsing was not provided in the original toolkit, the corresponding index was built from scratch. Finally, changes were also necessary in the metadata fields used in advanced search forms in order to provide the users with additional search options when looking for resources.
The initial testing of the application included 311 databases held by the library at that moment. The conclusions drawn of this face highlighted some necessary improvements. These improvements mainly concerned the browsing capabilities offered to users which were initially limited to either resource type or resource thematic description, i.e it was not possible to view resources of a specific type (e.g. databases or electronic journals) for a given topic. In this direction, links were initially added to allow viewing only databases and more elaborate filtering capabilities were subsequently implemented.

The author conducted a study comparing two lists of full-text content available in Academic Search Full-Text Elite. EBSCO provided the lists to the University College of the Fraser Valley. The study was conducted to compare the accuracy of the claims of full-text content, because the staff and library users at University College of the Fraser Valley depend on this database as part of the libraries’ journal collection. Interlibrary loan staff routinely used a printed list of Academic Search Full Text Elite to check whether the journal was available at UCFV in electronic form; therefore, an accurate supplemental list or lists of the libraries' electronic journals was essential for cost conscious interlibrary loan staff. The study found inaccuracies in the coverage of 57 percent of the journals sampled.

SFX is an XML-based product designed to inter-link electronic resources with other resources in a context-sensitive manner. SFX was first developed at the University of Ghent by Herbert Von de Sompel and has been released as a commercial product by Ex Libris. Use statistics garnered from SFX's statistics module since its implementation in July 2001 are discussed in the context of an academic research library environment. The results from usability testing conducted at Washington State University are reported. These usage statistics demonstrated a pattern of increasing use and exceptional use from FirstSearch databases.

The study analyses the level of development of the press archives of the 12 Catalan newspapers with the largest digital circulations, according to a set of indicators of general features (name, temporal coverage, etc.), the query system (operators, search by fields, help, etc.), presentation of results (document fields, formats, etc.) and other features (visibility, accessibility and cost). The study finds that the level of development of digital press archives is not homogeneous and there is an important inequality between media whose origin is the print format and those that are born in internet.

Our objective is to analyze the use that Latin American peer-reviewed journals make of the tools and opportunities provided by electronic publishing, particularly of those that would make them evolve to be more than “mere photocopies” of their printed counterparts. While doing these, we also set out to discover if there were any Latin American journals that use these technologies in an effective way, comparable to the most innovative journals in existence. We extracted a sample of 125 journals from the LATINDEX – Regional System of Scientific Journals of Latin America, the Caribbean, Spain and Portugal – electronic resources index, and compared along five dimensions: (1) Non-linearity, (2) use of multimedia, (3) linking to external resources (“multiple use”), (4) interactivity, and (5) use of metadata, search engines, and other added resources. We have found that very few articles in these journals (14%) used non-linear links to navigate between different sections of the article. Almost no journals (3%) featured multimedia contents. About one in every four articles (26%) published in the journals analyzed had their references or bibliographic items enriched by links that connected to the original documents quoted by the author. The most common form of interaction was user↔journal, in the form of question forms (17% of journals) and new issue warnings (17% of journals). Some, however (5%) had user↔user interaction, offering forums and response to published articles by the readership. About 35% of the journals have metadata within their pages, and 50% offer search engines to their users. One of the most pressing problems for these journals it the wrong use of rather simple technologies such as linking: 49% of the external resource links were mismarked in some way, with a full 24% being mismarked by spelling or layout mistakes. Latin American journals still present a number of serious limitations when using electronic resources and techniques, with text being overwhelmingly linear and underlinked, e-mail to the editors being the main means of contact, and multimedia as a scarce commodity. We selected a small sample of journals from other regions of the world, and found that they offer significantly more nonlinearity (p = 0.005 0.1), interactive features (p = 0.005 0.1), use of multimedia (p = 0.04 0.1) and linking to external documents (p = 0.007 0.1). While these are the current characteristics of Latin American journals, a number of very notable exceptions speak volumes of the potential of these technologies to improve the quality of Latin American scholarly publishing.

During the last years, the regional administrations are making a great ef-fort in order to adapt themselves to the new opportunities that Information and Knowledge Technologies offer. This way they are enabling the existence of more open and democratic administrations, which are closer to the citizens by making available all the informative resources they produce. Among them, legal information sources have a special leading role, being the regional official bulletins pioneer in this field. This study offers an overview of the protocols for website evaluation, based on for-mal and content analysis, which takes into account the functions proper of the public organisations. These protocols are related to identification and localisation systems, to content description and to the formal description of a given digital resource. A case of a regional legal information centre is presented. Conclusions point to the need of the presence of information professionals in this type of centres.

Digital libraries are information systems, which have been embedded in and support the daily and crucial tasks of communities such as the information seeking and assessment of the academic and research community, and the contribution of academic libraries in their development, especially in Greece, is considered extremely important. Technological advances aim to meet the users’ needs for the performance of critical tasks. The development rate of systems which implement innovative services have been increased, while their style and morphology aim to be adapted to users demands. Digital library services in a great degree qualify their physiognomy compared to physical ones, and also interfere in important phases of information flow.
The present paper concentrates on two axes. The first one investigates the effect of digital library services in the augmentation of users’ efficiency and satisfaction, while the second one investigates at which degree particular services support user collaboration. The selected methodology is qualitative and consists of semi-structured interviews and hierarchical analysis of the collected opinions. The results of the paper are summarized into (a) a precise mapping of the major digital library services onto critical phases of information flow and (b) into the definition of the required functionalities for developing collaborative information seeking tools. In parallel the paper presents useful results for digital library developing agents, concerning the users’ satisfaction from such services.

More than a decade after the Web began to develop, electronic resources, open access tendencies, and libraries as well as Web 2.0 developed rapidly, offering not only to librarians but the end users, researchers, educators, students new forms for communication and information. As the academy gradually extended itself into electronic libraries, online databases, social networking services, the world has populated diverse and blooming web 2.0 applications. I will focus on two emerging areas, Web 2.0 and electronic libraries, exploring their implications for higher education and emerging opportunities for
teaching and learning. New level of web 2.0 paradigm raises new challenges and approaches for libraries, consortia, electronic centers, academic world and education in general. Electronic Consortia (analyses on local level – KoBSON and global – eIFL), libraries and some of the Web 2.0 applications present great science and social medium for collaboration with great impact of networking, publishing the scientific results, information growth, exchange and interactions between other networks, institutions, and making the library and the science open.
Primer of open access archive E-LIS with collaborating and sharing e-resources, online social networks, networked pedagogy, the usage of electronic scientific resources, electronic literacy, issue of net/not working and other topics will be raised. Beside theoretical approach to this issues, in this presentation will be used empiric results that will bring to positive influence and fostering of information society, better quality usage of electronic resources, open access databases.

The video production industry is currently working through an intermediate period between videotape-based and digital production methodologies. This confluence of old and new technologies presents numerous challenges both in the management and retrieval of media content assets. This paper summarizes theoretical issues and examines how the Media Content Management Group at Microsoft Studios has integrated the timely and accurate collection of metadata into the larger video production workflow.
