Scientific literature is growing unattainable for any medical professional who wants to be up to date with developments in their field. Access to the more than four hundred thousand biomedical articles that are published annually in the world, with chapters in papers or dissertations, it is an impossible task without the help of computer technology. Subscriptions to magazines prestigious interrogation to bibliographic databases, or revision of bulletins summary prepared by libraries and documentation centers are some systems used by professionals that try to keep abreast.

The study makes a quick survey of the major agricultural information systems and services existing in the world. Examines the objectives of three major systems AGRIS, CAB and NAL operating at the international level. Points out that they should avoid duplication of efforts and step into the days of cooperation so that the world will get a reliable improved agricultural information system. Analyses the changes taking place in scientific information transfer with stress to databases and abstracting services in agriculture. Observes that primary publishers in agricultural sciences are beginning to realize that abstracts in addition to their utility in transferring information related to content of primary journals; are also saleable commodity and that the original publishers should themselves take advantage of this business instead of allowing others to benefit from their efforts. Also observes the increased use digital technology by publishers and information systems. Developments in digital storage, publishing and transmission technology is analyzed and predicts that with the availability of low cost high capacity digital recording media, by the end of the century most of the specialized journals in agriculture will change to electronic form and that all secondary information services in the sector will be based on electronic databases. The study opines that these changes will also force the publishers and information service providers to ensure quality of services.

Integración y personalización de contenidos, la clave
del éxito de Factiva

In a very competitive business environment, not all the information providers offer the same. Some people even believe that they have enough information with internet free sources. The information professionals have to differentiate the various services and products available to them, and to chose carefully the provider that not only give them more information sources but also the one that is able to customise the information to the specific needs of the different workers in their company.
Factiva services are not cheap, but they select and add value (i. e., almost instant indexing) to news pieces from more than 8,000 sources. Indexing is helped by machines that "read" the text and "propose" keywords. Specialized information scientists validates them (or not) and add their specific comments.
Information professionals working in companies must balance the cost of the information (together with its usability, its readiness) with their own costs (extra time spent, salary). Perhaps it isn't worthy to save money on the information provider.

The present article aims at to present the process of implantation of the electronic Journal Maringá Management, through the use of the SEER Electronic System for Journal Publishing, distributed for the IBICT- Brazilian Institute of Information in Science and Technology to the institutions that want to publish reviewed on-line and to all follow and to manage the process of Publishing. Has an academic revision on Open Archives Initiatives in journals and its importance, the process institutional of planning and implantation of the system for its importance, and the importance in capacitation to the members of the publishing commission. The use of the SEER made possible that the Journal just implanted, had an excellent acceptance for the readers, proven through access statisticians. To publish a journal on-line not necessarily is to leave a page in the Internet, requires that the same one uses systems, where the metadata can be shared and also used for the interchange of information. Using this system that is a Free Software, many institutions will be able to decide the great question of as to publish and to this publications in the Internet. The System uses the Harvest protocol, of Open Archives Initiatives - OAI, being used in Brazil for approximately 10 appraised University and others that still are implanting it, in the world has 246 journals approximately on-line using the system. All the publications that use the system will have its data shared in an only index the PKP-Public Knowledge Project of the British Columbia University in Canada. Making possible that the publication can also be recouped internationally. It was concluded that system SEER was considered beyond the expectations, through the dissemination, accompaniment for the author and appraisers of all the publishing process, possibility of accompaniment of the publication for all the involved members in the publication, spreading possibility saw email and great amounts of services of publishing total automatized.

A Feasibility Report prepared by Centre for Agricultural Informatics in 1995 on establishing a Campus Network for Kerala Agricultural University’s (KAU) main campus (at Vellanikkara, Thrissur) and a state-of-the art Electronic Data Complex in its University Library premises. For the dissemination of topical awareness and global information to those in agricultural sector of the State, KAU needs to build a Campus LAN and state-of-the art Agricultural Digital Library and Data Complex within its central library. This can become a show case of the electronic age in agriculture and allied disciplines and will promote, propagate and catalogue the agricultural economy that India is so dependent on. The data complex will be a cached repository of agricultural information available worldwide, besides acting as a data silo for research forums, concurrent research, electronic publishing and global bulletin boards. The scattered campuses of KAU and allied institutions also need to be linked through electronic bridges that enable spontaneous exchange of information between the agricultural Diaspora of students, faculties, researchers, extension workers and administrators. The report covers mandate of the proposed system, detailed discussion on computer and communication stack that KAU Campus Wide Information System and Network needs, the architecture prescription, network design, MultiStack and DEChub 900 options available, host environment, financial terms, implementation methodology, installation support continuum, network synthesis and integration, systems engineering support, time frames and the administrative arrangements required. Open Network, with Protocol Switching and Networked Systems Management based on Digital's enVISN Networking Architecture and Enterprise Management Solutions is recommended. Detailed Technical literature and specifications of each and every item of computer and communication stack and solution recommended is appended to the report. Even though the report was prepared in 1995 it can be of interest for critical studies on history of ICT development in India especially in agricultural sector and for comparison of quality of systems and recommendations of a specific time in the past.

This is an introductory lecture given at the GenISIS workshop. States that Library and Information Systems are the areas influenced to the maximum by ICT; that also with an unprecedented speed. The publication and distribution of books and journals, their acquisition and organization in libraries, and providing services using them are presently undergoing revolutionary changes. When we purchase a book or journal we have numerous choices like printed version, digital version, and downloadable version, annual subscription for access etc. Libraries also have to ensure bibliographical control of, as well as accessibility of the published research work of the parent institution. GenISIS developed by UNESCO can be used for many such functions including provision documentation services, e-publishing as well as for launching Institutional Repositories. GenISIS can be used for applications at various levels from that of an individual researcher to that of an organization like the university library. Now a researcher or Librarian not having sufficient knowledge to manage and use e-documents cannot work effectively. A personal e-document collection developed by the researcher during literature search/research is to be managed by him/her in a retrievable way. Collections of published papers resulting from in house research are to be organized with search, copying and retrieval facilities by Librarians. Institutional Repositories of such documents are also to be made available through the web. Most commercial solutions available for such work are complex systems which require training to use and experts to configure. GenISIS can provide to researchers and information professionals the required capacity for developing and managing e-Documents and Digital Libraries using WINISIS, making them accessible with search mechanisms over Intranet and nternet using GenISISWEB, and publishing them with search engine in CDROMs using GenISISCD. These are all simple and easy to use open source packages from UNESCO. Opines that the packages offered free of cost by UNESCO can be utilized even in village libraries to build of local digital archives of heritage items.

This report is one of the 5 parts of which the MSStudy II (second Member States Study is made up on the "Situation of the markets of the electronic information in the countries of the European Economic Area". This document refers exclusively to Spain. MSStudy is subsidized to 50% by the Info2000 programme of the DGXIII of the European Commission (EC). The Spanish part of the study has been carried out by the Statistical Institute of Catalonia, in collaboration with Asedie-Cindoc, the institutions that form the Spanish node of Midas. It is the result to integrate 28 questionnaires answered by 29 Spanish experts who have years of experience in the sector of the information, being most of them are well known by their analyses and previous works --, they come from very different areas as public administrations, big and small companies, universities, specialized research centres, journalists, etc. Their opinions have been interpreted, grouped and re-elaborated in two stages, and the second one has received the approval or conformity of the participants. Following the guidelines of the German team that manages MSStudy, a reduced panel was chosen with the purpose of making a study more qualitative than quantitative. This survey always talks about the “market” of the information. That is to say, non-free information that users are prepared to pay. In principle it is excluded, then, the free information produced by the public administrations. Information services funded indirectly by advertising (of which in Spain there are or some cases, far to be financed to the 100%) also are considered, the study is based on the information services paid by the users, be them institutional or individuals.

Csic databases on the internet.
Most bibliographical data bases have a thematic coverage, and they can be specialized or multidisciplined, but very few gather the full scientific production of a country, as is the case of the data bases produced by the Higher Council of Scientific Research (CSIC), in Madrid, that are multidisciplinary data bases that gather the published scientific production in specialized journals published in Spain since 1975. The data bases produced by the CSIC: ICYT (Science and Technology), ISOC (Social and Human Sciences) and IME (Bio-medicine) are widely known and used and they are distributed on line by Computer Technical Centre (CTI) of the CSIC since 1989. In 1990 they were, along with the data base ISBN, the first bibliographical databases published on CD-ROM in Spain. Later, in 1997, they were accessible through a gateway (URL: http://bddoc.csic.es:8085/). ICYT and ISOC data bases are produced by CINDOC (Scientific Information and Documentation Centre) of the CSIC; and database IME (Spanish Medical Index) by the IHCD (Institute of History of Science and Documentation “Lopez Piñero”), mixed center of the University of Valencia and the CSIC. At present, CSIC data bases fulfill their main objective, that is to spread the published scientific production in Spanish journals. This is demonstrated by the noticeable increase of its use via Web. Near of a 70% of the total use corresponds to searches made in the ISOC database.

This is a really good and comprehensive textbook which covers all relevant aspects of online retrieval and bridges a gap in the market. For academic libraries this book is a must-have, at least for internal use. For library schools, it is recommended to use it as textbook in class in the undergraduate studies.

How to Understand and Influence the Information Industry
Trudell, Libby
GA. Information industry.
HK. Online hosts.
One of the key functions of managing information services is mediating between information service providers and the information consumers in the organization. Doing so effectively requires investing time to evaluate the range of service providers and options available as well as continuously assess the changing information needs of the organization. Armed with this dual understanding, librarians can partner effectively with service suppliers and provide feedback to help shape the ongoing product development process. This article provides an overview of the structure and key players of the information industry, plus practical guidance on how to develop an effective voice.

The emerging of new programming languages for the web such as: Java and XML and the integration of it such as: asynchronous Javascript and XML (AJAX)has promised new transformation for more dynamic web applications and more interactive between online users.
There are dramatic increases in web usage worldwide, statistics shows more than one billion online hosts out of the entire world population which is six billion, activate on the Internet. New technological advent emerged as result and commonly known by Web 2.0.
This assignment will present the definitions and will demonstrate the scholar’s views about Web 2.0. Also, this assignment will cover briefly the states of the Web 2.0 activities in Middle East area, specifically the Gulf Cooperation Countries. At the end the researcher will focus and explore some of the Web 2.0 activities that developed and changed the libraries environment and caused the shifting to what is currently known by the Library 2.0 (L 2.0).

This document includes through 14 pages the main comments made by the author to the ongoing thesis of the Environmental Engineering Master Degree program at the Ciudad Juarez Autonomous University (UACJ) being conducted by Ms. Esmeralda Cervantes Rendon, undergraduate in Chemical Engineering for the Creation of a Virtual [sic] Environmental Library of the Mexican state of Chihuahua at the College of Chihuahua Research Centre in Ciudad Juarez, Chihuahua, Mexico which belongs to the nationwide scientific research centres of the Mexican National Council of Science and Technology (CONACYT). The main comments have to do with the importance that controlled languages such as Thesauri have for the creation of library electronic services to be delivered through the Internet for scientific special libraries such as this at the Chihuahua College. The most remarkable comment is that the erroneous notions of "virtual" and "virtuality" are challenged and considered as tautologies when combined with "library" when they are related for the creation of library services to be delivered through Information and Communication Technologies; all human thinking / thought and its surrogates are already virtual, i.e. they are symbolic representations of the reality outside abstractions, for "virtual library" is a tautological idea, for a "library" and "virtual" are both already virtual notions mutually excluding. These comments were made through email exchange between the author and the master student Ms. Cervantes Rendón; here only two are shown: one from Tuesday 20 February 2007 and Thursday 1st March 2007. The document also includes references to underpin the comments for certain theoretical validity checks.

The author conducted a study comparing two lists of full-text content available in Academic Search Full-Text Elite. EBSCO provided the lists to the University College of the Fraser Valley. The study was conducted to compare the accuracy of the claims of full-text content, because the staff and library users at University College of the Fraser Valley depend on this database as part of the libraries’ journal collection. Interlibrary loan staff routinely used a printed list of Academic Search Full Text Elite to check whether the journal was available at UCFV in electronic form; therefore, an accurate supplemental list or lists of the libraries' electronic journals was essential for cost conscious interlibrary loan staff. The study found inaccuracies in the coverage of 57 percent of the journals sampled.

The Integrated Library Sistems (ILS, known as Library Management Systems LMS, too) are software composed by
different modules corresponding to the different library management needs. In the continuous technological
evolution, especially for Web technologies, libraries must be able to supply groundbreaking services around their
peculiar functions. For this reason, the choice of the management system must be careful and supported by a
specialist and technically skilled partner as CILEA, with over 30 years of experience in the field.

The paper describes the legal and ethical foundations of the librarian’s obligation to safeguard confidentiality. Cases such as the Library Awareness Program of the US FBI are analyzed, as well as the rules of the PATRIOT ACT, in relation to the strong resistance of the American librarians. The clash of values such as confidentiality v. public safety, as it appears in the environment of the library, is discussed. Differences between the Greek and American balancing of these values are presented. The paper ends with the important results of an international survey on librarianship values, in which the protection of the
confidentiality of the patrons’ use of the library does not appear to play any really important role.

In this article we face the current problem of the low diffusion of the original Latin American research works published in regional journals, due to the lack of incorporation of these in the international databases. On the other hand, the current projects are presented and described, undertaken through cooperative efforts, generated, directed and implemented by international institutions with the purpose of promoting the regional publications to better the local scientific communications. Initially, a need to creat and maintain a regional data base was detected, to compile and diffuse the progress of Health Sciences: Lilacs, Latin American Literature in Health Science whose benefits are directed to the centralized compilation of research with intrinsic characteristics that present the latin American reality of research, and who onthe other hand allow, through its selection critera to elevate the quality standars of the journals that are governed by these so as to be integrated into the data base. Other projects currently under way are the creation of the Health Virtual Library, a virtual space that collects the information by countries providing support tools to the scientific administration, and additionally the generation od SciELO a regional data base that covers the need for follow-up statistics of use and impact of the regional scientific literature. In conclusion, the current editorial committees must not only ensure the quality of the contents od the journals but also maintain a rigorous and formality of the publication through time; the integration to the regional projects must be considered as an objective as well as documenting the current standards. Once the title is qualified and incorporated in the Index Services and selected Abstracts, there must be a continuance and subsequently by way of the acquired quality, integrate the analysis projects and evaluations of the impact of the regional scientific literature.

Providing access to electronic collections of scientific journals have a high cost, sometimes impossible to assume, and is becoming increasingly complex. Usually, when contracting collections, we suffer the so-called bundling, or "price packing," which involves access to a number of journals with a fixed price, in spite we are only interested in one or two journals, and the rest have a zero practical use or very low interest.
Our organization have a service called "Up to day", that aims to update knowledge by means of alerting of the latest scientific information, for a group of collaborators from various specialties. We have been looking for a long time for an alternative access to the full-text articles.
Since 2006 we have been using pay-per-view or pay-per-download article providers.

An encyclopaedic collection in itself, public library has always been a place for the consultation of encyclopaedias. Wikipedia is an open encyclopaedia, free and written cooperatively. At first glance, such a project appears truly utopist, even criticisable. Nevertheless, both international and multilingual, it works well and is enjoying rapid growth. It uses Wiki technology and is published under a free documentary licence. Within several years, even months, Wikipedia could have an important place in libraries. French speaking librarians could improve it by contributing to it.

Though Google is an eff ective and popular search engine for locating information on the World Wide Web, it has tended to have the eff ect of blinding people to the enormous and growing problem of accessing and sharing digital information, much of which is not even available on the Web. If we are to eff ectively tackle this problem we will need a range of information processing standards and tools. To illustrate this belief, brief mention is made of the new British Standards and emerging International Standards dealing with structured vocabularies and interoperability; and of some systems which are leading the way in their application and development.

Keine Zukunft ohne Vergangenheit : Ein Abriss der Geschichte der Datenbanken und ihrer Nutzung

Since the beginning of the 20th century, the development of new methods in the field of library and information science have been characterised by the influence of electronic data processing. The new services were corresponding with the latest technological innovations: beginning with literature search based on magnetic tapes and the development of magnetic drums and magnetic disks led to online-hosts which are still an important part of library services. Beginning with the 1960s, publishers of printed indexes began to use data processing in order to compile the indexes automatically and aggregate them quarterly, half-yearly, or annually. At the same time, NASA contracted the company Lockheed with the development of a technical documentation in order to prepare the landing on the moon. As a by-product of these activities, magnetic tapes occurred that could be searched sequentially. In Austria, the Institute for Automatic Documentation in Graz developed own database programs. At the end of the 1960s, the content of these tapes was inverted and divided into linear and inverse data. These databases could be retrieved externally via data cables. Dialog, a department of Lockheed, became independent, provided services for external clients, and established additional hosts. In 1975, the first U.S. libraries began to use this service, and in 1978 Austrian libraries became clients. The information agencies at these libraries were the only places at the universities with online access to the databases. Beginning with 1988, CD-ROM databases entered the market; beginning with 1995 they were also represented in the World Wide Web. 1997 was the starting year for publishers' platforms (Springer, Elsevier, Wiley, etc.), where the content was documented and full texts could be downloaded. Libraries and information centres have used them increasingly.

SciFinder Scholar und CrossFire und Web of Science und ... - Luxus oder Notwendigkeit?

In contrast to the field of biology, the information supply in the field of chemistry is almost completely predominated by commercial information providers who market their databases to financially strong clients in the industrial sector. Although there have been several "academic programs" for such databases, this is a problematic situation for universities. During the last years, the providers have tried to enlarge their market share by means of an increase in coverage, integration of more databases, and an optimisation of the user interfaces. In light of that the question came up, if one or two of these costly and comprehensive resources would be sufficient for the end-users concerning their need for secondary or tertiary literature? Unfortunately, based on our long lasting experience with literature search and database comparisons, we have to answer no.

Assuming that public information is now a working tool for libraries (and their users), this paper tries to describe its distinctive characteristics in the Italian reality. After recalling the freedom of information legal tools and having given a picture of the supply of public information network, the paper focuses on the policies developed in our country, the contradictory results arising from the phenomena that characterize the Government information on the net and the possible role of different types of libraries.

«Library 2.0» conception implies complex bilateral integration of a library into digital environment. The paper examines the issues of practical realization of the conception using state-of-the-art e-catalog web-technologies and Web 2.0 services. Real examples are provided which show that a library can form elec-tronic resources and products of high quality and participate actively in electronic social communications as a result of implementing such technologies. A range of requirements to new generation e-catalogs are defined, and a comprehensive review of using Web 2.0 services in libraries is given.

Subject repositories are targeting exhaustivity within a domain. They want to be a central source of information for researchers: they tend to be very large. Those repositories also require precise indexing and controlled multilingual vocabulary for efficient retrieval of documents answering the explicit and tacit interests of the researcher. After presenting in Göteborg (DSUG 2009, Sweden) how we integrate thesauri and authority lists (organized along the W3C SKOS standard) into DSpace, we present to DSUG 2011 what discovery tools are now available for the users of WindMusic.org.
We hope that this presentation will be felt very practical and that it will spring ideas and discussions for potential evolutions of DSpace.

The accomplishment of these projects, which uses as experience to approach other projects of major fret, demonstrates that practically any library can increase his value as local alive institution with a bit of imagination and interest, reinventing his services, stimulating the employment of the new technologies, implying to citizens and institutions, to recreate his locality.

Subject-oriented bibliographic online searching relies in most cases on the results of verbal subject analysis (descriptors, subject headings, keywords, text of abstract). However, many bibliographic databases are also searchable by classification codes. This paper deals with the latter form of subject access, mainly pointing out the role of classification codes (class codes) as a useful enrichment to verbal online searching. Part 1 discusses the following questions: To what extent are classification schemes as a means of subject access to be found in bibliographic databases? What is the nature of these systems and their notation? Part 2 shows several advantageous applications of using classification codes in bibliographic online searching. Part 3 deals with modifications and changes of classification systems, which constitute the main problem when using them in online searching. Thus, the searcher not only has to be informed how to apply classification for improving search strategies, but also how to overcome such difficulties.

Das Auskunftsinterview im Kontext des Online Information Retrieval: Ein Überblick aus bibliothekarischer Sicht
Oberhauser, Otto
HK. Online hosts.
HL. Databases and database Networking.
IJ. Reference work.
The process of interviewing and counselling taking place in libraries in the context of online services, as well as the traditional library reference interview, have been treated in the literature both practically and theoretically. The process can be divided into four phases: the second of which - the "presearch-interview" in a narrower sense - is most important for the results of an online search. The essential components of this presearch-interview can be summarised in handy lists of Do's and Don'ts. Also the style of interviewing and the behaviour of the interviewer are important; communication barriers can be overcome by techniques of nonverbal communication and empathic advising. A new variation of the presearch-interview is "presearch-counselling" which is necessary for end-users searching online information systems themselves in the library.

Decisive Factors in Choosing a Host System for Online Searching
Nevyjel, Alexander
Oberhauser, Otto
HK. Online hosts.
More and more databases are available on more and more host systems. The market is growing in terms of supply as well as of demand. Usually, an intermediary service has access to a range of various vendors. So, if the searcher has selected specific databases fitting to a given query, his very next decision is the choice of the host. The most obvious decisive factor "cost" is often not final since real cost is difficult to calculate, depending on response time, comfort of query language, splitting of databases, form of contract, actual exchange rates, etc. Moreover, the authors' global annual statistics of cost per online session show only moderate variations between vendor systems. On the other hand, if precision and recall are accepted as measures for retrieval quality, an analysis of end-user questionnaires indicates considerable quality differences from search to search. Therefore, if the choice of the host can inlluence precision and recall, this certainly must be taken into account. Other factors like timeliness and type of implementation of a database, regional or local considerations, delivery time of offline prints, availability and reliability of the host as well as special features of the query language can be important for the choice of the host. The every-day practice of intermediary online searchers confirms that in addition to rational and financial considerations also psychological factors affect the individual decision for choosing a special system.

The data from three Austrian intermediary services, collected since 1981 and concerning the delivery time of offline prints from 15 online vendors, was analysed. It is shown that geographical distance and host-specific criteria were the main influencing factors. Breaking the host data down into regions the results indicate a two-day timelag for offline prints from US hosts in comparison with European hosts.

This booklet explains the basics of online searching, primarily for the (potential) end-users of scientific information. Basically, the following questions are answered: What is "computer-assisted information retrieval"? Which range of information and which search options are available? Whom can you approach for conducting an online search? Does it make sense to establish a connection to automated documentation services yourself (e.g. in your company)? The appendix provides a selection of literature and journals, as well as a list of host systems and database directories.

Digital information and economic activity: gaps and progress in Spain during the period 2007-2010
In this dissertation we evaluate some of the progresses and gaps that can be observed in the supply and delivery of digital information for economic activity in Spain during the period 2007-2010 from four different viewpoints.
These four study areas are:
- the Spanish e-Administration as an energizing factor of all national economic sectors, and the digital information market in particular;
- the contribution made by the Spanish Chambers of Commerce in digital information for economic activity;
- changes, gaps and progresses made in the provision of digital information to the agricultural sector;
- the presence of subjects related to the information on economic activity in the curricula aimed to train information professionals at the Spanish universities.
To put in context the research work, we have also analyzed the development and current status of each of the four study areas.
The dissertation highlights the importance the Spanish Public Administration has had in the past, and still has, in the development of the electronic information industry in Spain. Contributions made by private initiatives are also discussed.
Furthermore, in the four study areas we observe dynamics which take place at very different speeds. This depends on the contribution of the actor or group of actors involved in each case. Particularly notable was the low presence of information on economic activity in the curricula aimed to train information professionals in Spanish universities.

ETD Initiatives in India are examined in the background of shifting paradigm from Information Management to Knowledge Management (KM). Examines the importance of KM and highlights major national digital repositories of PhD theses. ETDs of national importance such as Shodganga of INFLIBNET etc and institutional initiatives such as MGU Theses Archive, KrishiPrabha, Vidyanidhi of Mysore University etc are comparatively evaluated based on their major characteristics. ETDs and repositories enable bibliographic control. Full text Open Access to dissertations is a revolutionary step for ensuring quality research. It makes research transparent. However, lack of single reliable national level pool of theses and dissertations in India, and making submission of approved theses to it mandatory, remains a problem to be addressed.

The article considers several stages of the development of the Czech information base oriented in technical information. The beginnings of technical reporting are appearing with the development of industrial enterprises in 18th and 19th century. That period is characterized by efforts to introduce some types of technical news which would inform tradesmen about production and products of potential competitors. In the beginning of the 20th century technical literature can be found in technical libraries and in the departments of main industrial companies. Later in 1944, Technical Information Centre determines the future structure of complex nationwide information system later called VTEI (Scientific, Technical and Economic Information) which is divided into three stages. The first stage is characterized by the tendency towards the centralization of the split information centres, the second one starts by the release of government Decree No. 606/1959 about unified system of libraries and continues by the establishment of the Czechoslovak system ÚVTEI (the Centre of Scientific, Technical and Economic Information), the third stage is characterized by the automatization of information process and by the utilization of foreign database centres together with building up the system of ÚTZ (Central Technical Base). In 1991 ÚVTEI-ÚTZ transforms into NIS (National Information Centre) which provides services till 1997. After that its competencies are divided among some ministries and state departments. The period of the 90s is characterized by the development of telecommunications, technical infrastructure and input of computer technology into library systems. New conceptions of informational services are being created as well as new projects concerning the free usage of the Internet.

If the generalization of the newest technologies has broken physical limits (and even temporary) library facilities allowing us to put in the hands of our fellow citizens the information they need wherever they are and when required, we can also use such technologies to create new documents and content. In Burgos (Spain) Municipal Library work not only in the promotion of our library heritage, but we have articulated over the Internet some projects to promote the dissemination and creation of yet another literary heritage and intangible heritage, with the aim of enriching the choices for our citizens and participate in promoting cultural tourism in our land.

BiblioBoard and BiblioBoard Creator

HZ. None of these, but in this section.
This critical review analyses two new offerings from BiblioLabs: Bib- lioBoard and Creator <http://www.biblioboard.com/>. BiblioBoard is a database of mostly historical sources, all of which are in the public domain. Subscribing institutions have access to the entire database, while individuals can purchase and view select collections on their iPads with the BiblioBoard app. Creator is a tool for developing and marketing digital exhibits that are then uploaded into Creator and either made available through the institutional subscription or, if librar- ies wish, for sale through the BiblioBoard app. The review finds that academic libraries do not have much to gain through a subscription to BiblioBoard itself but that Creator presents new opportunities for cre- ating and marketing unique online collections or adding to the digital humanities curriculum. Creator is briefly compared to Omeka, an open source tool for online digital exhibits.

Die Inis Collection Search – Einblicke und Fallbeispiele zu neuen Entwicklungen

INIS (International Nuclear Information System) is the world's largest
database in the field of peaceful uses of nuclear science and is operated by the IAEA
(International Atomic Energy Agency) in collaboration with the INIS Member States.
The Austrian INIS center is located at the Central Library of Physics and is responsible
for the selection and input of relevant, in Austria published literature. With over 3.3
million bibliographic records the INIS Collection provides access to a unique collection
of gray literature in the field of nuclear science. This includes over 280,000 full-text
documents, such as, scientific and technical reports, conference protocols and patents,
which would be difficult to obtain elsewhere. This paper deals specifically with the
INIS Collection Search, which allows an extremely precise search result using the INIS
multilingual Thesaurus. The Thesaurus contains 30,000 terms and is available in all
the IAEA's official languages (Arabic, Chinese, English, French, Russian, Japanese,
Spanish and German). Access to the INIS Collection, the INIS bibliographic database
and to the full-text document is free of charge and via the INIS website
http://www.iaea.org/INIS possible. The INIS Collection Search is powered by Google Search Appliance, and particular attention has been paid to the usability of the search system.
INIS supports information retrieval through two basic search modes: Standard Search
and Advanced Search. User registration for INIS Collection is provided through NUCLEUS, the common access point to the IAEA's scientific, technical and regulatory
information resources. Registered INIS-users have access to a comprehensive range of
information, to an “user profile” and to a “workspace”, where, among other things
search results can be saved and search queries (queries) can be managed. After a
brief general introduction about INIS and ICS selected case studies on the application
of ICS are shown. Last but not least, new developments related to the INIS Collection
Search are discussed.

Paper presented at the International Conference of the Association of Archivists of Andalusia "The management of documents and archives in Spain: 30 years of change" 17 and November 18, 2015. Through this study we aim to approach the current situation of the "open archives" in spanish Archives, at various levels of the public administration and institutions (national, regional, local, universities). Many archives and archives networks only publish a classical informative website with access to inventories and catalogs, but not directly to documents. In our study we will mainly analyze the visibility of archive documents as digital resources in open access, what are these resources, how they are presented, what platforms are used etc. It is not a comprehensive directory but rather a comparative overview of the documents and files in open acces in our country (Spain).

The objective of this part of MSStudy II is to provide an overview of the electronic information providers active in Spain in 1997, with some estimations of the 1998 figures.
Following the methodology proposed by the Support and Aggregation Team, consensuated by all MSStudy partners, the information market has been measured from two standpoints:
- National market or consumption (see chapter 2.2.1.).
- National industry production (see chapter 2.2.2.).
Under the market approach there have been taken into account the data of all the companies, national and foreign, operating (i. e., selling information) in Spain. Imports into Spain are included and Spanish exports have been excluded. The results show the information consumption in the country.
Under the industry approach only data of the national companies owned by Spanish investors by more than 50% have been considered. The headquarters principle applies here: a company whose headquarter is located in another country is considered to be a foreign company and their sales in Spain are accounted as imports (i. e., not taken into account here under the industry approach) even in the case that the information is in Spanish, produced in Spain and sold to Spanish users. Spanish exports are included.

A survey carried out by the Institut d'Estadística de Catalunya (Idescat) and the Asociación Multisectorial de la Información (Asedie) under the project "Assessing the situation of the markets for electronic information services in the European Economic Area" (MSStudy Il) for the DGXIlI of the European Commission. September 1999. OBJECTIVE. To investigate the current information usage pattems and trends -specially in electronic media- in pharmaceutical laboratories. The exercise has been realized as a case study for MSStudy Il, and the pharmaceutical laboratories have been chosen because they constitute one of the industries more information-intensive, and because they are a set of companies relatively homogeneous that allow an uniform treatment.

The Spanish Ministries of "Education and Science" and of "Industry and Energy" have commissioned the Consorci d'Informació i Documentació de Catalunya (CIDC) the present work in order to have a guideline of action in relation to the distribution of databases in Spain. The final report has been organized in two parts: Study itself, which analyzes and compares the situation in Spain and abroad, and Preliminary Draft, which makes the operational approach and proposes the functions and lines of work more appropriate for the present moment.
The use of information services in Spain is between 10 and 20 times below what comparatively to other countries would correspond, both in proportion to the number of inhabitants and to GDP. In the chain from information producers to information consumers in Spain, commercialization fails in particular and, in particular, although there are different channels to sell information, the key link that is missing is the distribution of online databases.

This project refers to the online distribution of information databases for professional use in ascii coding, also called traditional. This does not exclude the mention in certain paragraphs of other types of information and other means of distribution that at the moment are not considered within the priority objectives, but may be in the future. Throughout the four years since the "Study and preliminary design of database distribution in Spain" began, until the end of this project of "Spanish distributor of online databases" of the Program STAR, in the Institut d'Estadistica de Catalunya has been closely monitoring the evolution of the online database distribution sector, both in our country and in Europe and the United States. Press readings and specialized magazines, contacts, participation in meetings, conferences and first-class fairs, as well as the accumulated experience with the realization of different types of services and applications in the Institut itself, have allowed to acquire a considerable knowledge deep and reliable of the online market, its strengths and its most problematic facets, both on the supply and demand side, and both in information products and databases and in applications and services.

Eine "autoritative" Datenbank auf dem Prüfstand: Der Social Sciences Citation Index (SSCI) und seine Datenqualität

Citation indexes provide the data for many scientometric studies, evaluations of scientific advancements
and university rankings. In the literature, there are hardly any indications of endogenous errors (i.e. original references are correct, data base entry contains errors or is faulty) in the licensed databases. Trivial mistakes (e.g. misspelling of author names) in databases are counted of little relevance. Debugging Pierre Bourdieu as a cited author in the SSCI revealed more than 85 mutations. The case studies show a high number of endogenous database errors. Footnotes, common in jurisprudence, run the risk of being turned into phantom references as was the case for an article in Harvard Law Review case study: 99 % of error rate. The claim of SSCI to map the "relevant" global social sciences – for all disciplines covered in the SSCI – appears to be hampered by deficiencies in data collection and processing.

Learning management systems are redefining the meaning of higher education. Its development has allowed reproducing the experience of learning without having to go to the classroom. So that the digital library doesn't lose visibility to the college community, it must be actively integrated into the distance educational projects. This conference describes a digital reference service for searching textual learning objects, whose direct users are the teachers. The selected objects are included in the subjects’ bibliographies, which are later accessed by the students from the learning management system. To do so, the reference service must select relevant documents in coordination with the teachers, and provide digital access, observing copyright. Furthermore, as one of the attributes of learning objects is reutilization, their metadata must be described in order to retrieve them later for other subjects. This process will avoid duplication of effort and add value to the found objects.

II. Filtering.
Objectives: Locating systematic reviews is essential for clinicians and researchers when creating or updating reviews and for decision-making in health care. This study aimed to develop a search filter for retrieving systematic reviews that improves upon the performance of the PubMed systematic review search filter.
Methods: Search terms were identified from abstracts of reviews published in Cochrane Database of Systematic Reviews and the titles of articles indexed as systematic reviews in PubMed. Both the precision of the candidate terms and the number of systematic reviews retrieved from PubMed were evaluated after excluding the subset of articles retrieved by the PubMed systematic review filter. Terms that achieved a precision greater than 70% and relevant publication types indexed with MeSH terms were included in the filter search strategy.
Results: The search strategy used in our filter added specific terms not included in PubMed’s systematic review filter and achieved a 61.3% increase in the number of retrieved articles that are potential systematic reviews. Moreover, it achieved an average precision that is likely greater than 80%.
Conclusions: The developed search filter will enable users to identify more systematic reviews from PubMed than the PubMed systematic review filter with high precision.

This article presents a study about user intention for the acceptance of digital libraries in Puerto Rico. The Unified Theory of Acceptance and Use of Technology was selected as a research model. This theory establishes that the intention of use is determined by four factors: performance expectancy, effort expectancy, social influence and facilitating conditions. This research was conducted in the Conrado F. Asenjo Library of the Medical Sciences Campus of the University of Puerto Rico. The quantitative approach was applied. The method chosen for data collection was the survey. The research subjects were students from the following programs: Nursing, Pharmacy, Medicine, Dental Medicine, Health Professions and Public Health. The study found that three of the main constructs (performance expectancy, social influence and facilitating conditions) of the theory have a direct, positive and significant effect on user intention in digital library users. The results show that the effect of effort expectancy on the intention was negative and not significant.
