The very first definition of preservation which comes to minds is ensuring the survival of information in valid forms for as long as it is wanted. The digital preservation, on the other hand focuses more on continued access to digital information. Three main strategies recommended in digital preservation are “Technology Preservation”, “Technology Emulation”, and “Information Migration”. Moreover, Digital Archeology techniques aiming the recovery of information are considered in this category. These strategies are not competitors. In the opposite, they can be combined and used together. Many elements, including pricing must be taken into consideration, as one selects a strategy.

Documental needs of local televisions are presented, with special emphasis on audiovisual informative material, since it constitutes the programming block which demands more material to cover informative requirements, although other types of documentation are considered. Recommendations on treatment, management and use of created documentation are provided. Features of the documentary process are described, considering the peculiarities of local television as for economic, technical and human resources opposite to other models of television.

The Cedars Project

Abstract Digital Preservation has become such a pressing issue for libraries world-wide that it is easy to forget what an unknown quantity it was when the Cedars project began in 1998. The Final Report from the RLG/CPA Task Force on Digital Archiving was released in 1996 and this provided a catalyst for further action within the U.K. The Cedars Project was initially funded for three years as part of the final phase of the UK eLib project. An additional year was subsequently funded to enable consolidation and wider dissemination of its findings. The Cedars project made a significant contribution to digital preservation and was able to forge good working relationships with colleagues working in related areas. It delivered both heightened awareness of digital preservation as a critical strategic issue at the broad level, as well as some specific deliverables designed to provide practical support at the operational level. Now that the Cedars project has ended, the primary responsibility within the UK for ensuring the momentum is not lost will rest with the recently formed Digital Preservation Coalition. Significant developments overseas will also feed into the global digital preservation agenda.

The Stanford Archival Repository Project aims to build a robust archiving system that can protect digital objects from failures over very long time spans. Objects are replicated among cooperating digital archives, so that if any archive fails its objects survive. We have designed an architecture for digital archives, and developed techniques for efficiently replicating objects to remote sites. We have also built simulation software that allows an archivist to design the most effective archiving system possible despite limited resources.

Digital preservation at the British Library

Ensuring the comprehensive coverage, recording and preservation of the UK national published output is one of the British Library’s key responsibilities. A significant proportion of the Library’s cultural heritage collections will be in digital formats and require long term access, so the Library has to be at the forefront of national and international efforts to develop digital preservation. The Library is addressing digital preservation by establishing policy, negotiating and legally obtaining the rights to preserve and provide access digital publications. It is participating in research and test-bed projects, and working collaboratively in research and distributed archiving with other national and international organisations with similar interests.

The National Digital Information Infrastructure and Preservation Program (NDIIPP) and its Implications for a Research Agenda for Digital Preservation

Legislation enacted by the U.S. Congress in December 2000 allocates funding to the Library of Congress to lead the National Digital Information Infrastructure and Preservation Program (NDIIPP). The collaborative initiative is focused on materials created primarily in digital form for which there are no analogue representations and which users experience as digital products, sometimes known as “born digital”. The investigators have consulted with numerous parties in public, private and not-for profit entities and have defined the “infrastructure” as having two major components: a preservation network of individuals and a technical architecture that provides coherence to localized efforts to archive digital works but is able to accommodate change as technologies advance and organizational needs evolve. This article describes the progress of the initiative and its implications for near and long term research. A striking feature of the research is the integration of technology and organization. The program emphasizes collaboration among a wide range of partners, looking toward solutions that can accommodate multiple and disparate requirements, and communication and outreach to many communities and the public.

This paper summarized the designing and implementation of a metadata application profile derived from multi metadata standards and specifications for CHINESE CULTURAL CELEBRITIES' MANUSCRIPTS LIBRARY (CCCML). After an introduction to the general considerations, principles, procedure approaches and characteristics of the resources, the metadata application profile composed of core elements and their qualifiers have been given in detail. Then, we explained the system functional requirements, metadata encoding schema and the rules and schemes for cataloging, as well as the authority control consideration. At last, a few common issues in designing metadata application profile have been concluded.

Current public debate reveals worries about the current conditions of access and dissemination of scientific publications. The aim of this study was to explore the digital access to rare book collections and rare book librarian’s new profile. Internet search engines were used in collecting data from institutions and librarians from Brazil and around the world. People responsible for rare book collections that were listened on libraries sites and members of the electronic discussion lists related to rare books were contacted. A questionnaire was sent by e-mail and the results categorized into three classes: issues about the digital access, issues about the digital library’s characteristics and, about the rare book librarian’s profile. The valorization process of the rare book collections with the implementation of digital access is outlined in this study. The results shows that there is an increase in the number of local users and the emergence of new types of users as a consequence of the digital access to the most valuable rare material from the libraries. To provide digital access to the rare material is a strategic decision taken by the libraries management teams. These teams are still in the process of evaluating their holdings and the opportunities created by the new access. Our study identified some digitalization collective initiatives of rare material from libraries as a solution to the concern of the standardization of the practices related to the electronic documents. The major initiatives observed came from the university libraries that were preoccupied with the integration of rare book collections with the other institution’s research material. An evaluation of the rare book librarian’s profile was made focusing the experience and training adaptability to activities related to the digital access. Some of their special skills have became compatible to the new technology started from a personal interest in the technological developments of the Internet. As a general introduction to the rare books collections at the Internet, this study is best seen as a tentative interpretation of the new possibilities that the digital access may contribute to the libraries and to its most valuables holdings.

Design and prototypic implementation of a metadata-framework for digitization at the University Library of Regensburg
A conceptual, technical and organisational framework of metadata to support digitization at the University Library of Regensburg was developed. In a survey comparing existing metadata standards the Metadata Encoding and Transmission Standard (METS) was found to best suit our needs and could easily be embedded into the existing workflow. As a proof of concept I implemented a Java based, modular software tool for the semiautomatic metadata generation for digitized library objects. A system to generate and manage persistent identifiers (PIDs) for files, METS documents and CD-ROMs was found to be inevitable. I implemented a simple PID generating system that may be extended to manage and resolve Uniform Resource Names (URN) without effort. I further demonstrated the generation of presentation forms of digital library objects from METS encoded metadata via XSL transformations thereby greatly enhancing the usability of digital objects.

Ever since the picturisation of Umberto Eco's novel "The name of the rose", monastery libraries are perceived by the public as inaccessible silos of valuable knowledge. It is less known that today's monastery libraries – provided that there is staff – are open for the public. Several of the libraries had to sell parts of their collections due to financial reasons. In order to facilitate reconstructing the provenance of books and manuscripts sold by monastery libraries, it is necessary to catalogue the collections as soon as possible. In the first part of this thesis, an overview of the current situation of Austria's monastery libraries is given.
In the second part, the basics of the European union's "digital heritage" policy are presented with a focus on the cataloguing and presentation of cultural assets from Austrian monastery libraries. As an appendix, a list of 95 Austrian monastic libraries and statistic data about those libraries are provided.

Valuable library collections often not accessible in their original, print form are being digitized. Numerous digitalization projects aim to offer access to digitized items/collections via Internet and make them part of educational and scholar programs Role of a library, as a mediator, is selection, digitalization, storage, long-term preservation, access, marketing and organization of all those processes. Cooperation of similar institutions like libraries, museums and archives appears as very important factor in users' needs and usage of digitized material. Appropriate technical and network facilities allows fast and reliable transfer large data in any digital format. Interoperability and communication among different and distributed collections is easily done by following certain standards. Larger bandwidth allows usage of any kind of digital material weather it is digital item or more sophisticated multimedia packages made for educational purposes and distance learning, all of them available through on line library catalogues.

Currently, there is not a strong system of selection in place when looking at preserving content on the Web. This study is an examination of the blogging community for the possibility of utilizing the decentralized and distributed nature of link selection that takes place within the community as a means of preservation selection. The purpose of this study is to compare the blog aggregators, Daypop, Blogdex, and BlogPulse, for their ability to collect content which is of archival quality. This study analyzes the content selected by these aggregators to determine if any content which is linked to most frequently for a given day is of archival quality. Archival quality is determined by comparing the content from the aggregator lists to criteria assembled for the study from a variety of archival policies and principles.

All over the world libraries are undergoing a major transformation. The need of the society is forcing the libraries to undergo such a change. The emerging technology of digital libraries (DL), an offshoot of information revolution, can drastically improve the efficiency and effectiveness of management of physical and financial resources of libraries. The advantages of having a DL are now well understood by librarians, technologists, managers and others. The library has to equip to meet with global trends for the ultimate benefit of information seekers. Several factors play major role in the process of digitization. This paper discusses the transformation of a library from traditional type to the automated to digital form. It also highlights some of the issues involved in such process. Eventually coupled with digital technology, the DL becomes reality for anybody, anytime and anywhere.

This paper is a case study of automation undertaken at HKBK College of Engineering (HKBKCE) Library and Information Centre. Administration and maintenance in a library can be made more efficient and effective with the use of computers that are of immense help in doing many jobs. For instance activities like housekeeping operations such as acquisition, cataloguing, serial control and circulation section can be performed quickly with having full control on the collection. Avoiding the duplication of work saves lot of time. The automated library can provide extended services to the users of the library. The TEI (Text Encoding Initiative) standard was relatively recently developed and adopted widely by libraries and information services. Shortly, it became an international encoding standard for full text sources. TEI’s first three editions (TEI P1-3), released between 1990 and 1999, were compatible with SGML language. It’s 4th edition come up, with main characteristic the XML compatibility. Finally, in the beginning of 2005 the most recent edition, TEI P5, was released. A whole skeptical area in TEI, it concerns the 4th edition (P4) and it deals with the conversion of TEI documents from SGML P3 edition to XML P4. This kind of migration is essential. There will be no direct passage from P3 to P5. TEI does not intend to offer such a possibility, consequently, the process of migration from edition P3 to P4, will be continued for many years. That leads us to the fact, that the 4th edition of TEI, will continue to be used. In this paper we will examine the process of migration from TEI P3 documents to P4 and the upcoming questions.

This paper describes the Ilíberis project designed to create the Digital Library of Antiquarian Materials at the University of Granada. First, the nature of the materials to digitize is described and later the main goals of the project are discussed – conservation, control and dissemination. Next, the most relevant variables used in its design are examined as well as the processes involved in its development and implementation.
Finally, an analysis is provided of the current situation of the project as well as the results obtained. This paper illustrates the relevance of digital libraries by facilitating the storage, organization, conservation and dissemination of highly valuable multimedia contents in a highly efficient manner.

Kosmopolis is a digital collection including the full text content of twenty Greek periodicals from the mid-19th century up to the beginning of the 20th. The implementation was carried out by the Library & Information Service of the University of Patras within the framework of the project TELEPHAESSA in a partnership with the Department of Greek Literature of the University of Patras and The Hellenic Literary and Historical Archive (E.L.I.A.). The project is funded jointly by the European Social Fund and the Greek Ministry of Education within the 3rd Community Support Framework.
The workprogram of the project includes digitization, bibliographical and scientific processing of the documents and access to the users through a web interface. The basic objectives of the project were:
- to extend public and scientific community access to rare and valuable content
- the enrichment of digital content in Greek language
- to contribute to the preservation efforts of historical and valuable material
- to create and promote new research challenges in Greek literature and history through the scientific processing of the digital content
As a multi-purpose project, Kosmopolis work flow and procedures were designed following a step-by-step approach. Basic issues we had to be deal with were:
- definition of the objectives and demands of the system, workflow design and the various resources management among the partners
- definition of the basic and advance standards and requirements for issues such as digitization, technology and infrastructure, access and storage of the digital content
- development of the appropriate technical and organizational strategies for long term digital preservation of the content
- structure and functions of the appropriate web interface

The results of the Internet research on the evaluation of digital libraries are briefly dealt with, as well as the distinctions between the evaluation of digital libraries in general and that art libraries in particular.

Data for the Future: the German Project "Co-operative Development of a Long-term Digital Information Archive" (kopal)

One of the open problems of the global information society is to ensure the long-term accessibility of digital documents. kopal tackles this problem head-on: In a three-year project, financially supported by the Federal Ministry of Education and Research, kopal's objective is the practical testing and implementation of a cooperatively created and run long-term archival system for digital resources. The solution is based on DIAS (Digital Information and Archiving System), jointly devised by IBM and the National Library of The Netherlands in The Hague, and will be adopted to the project needs with several extensions. The system will be implemented in accordance with international standards for long-term archiving and metadata within the OAIS framework (Open Archival Information System). The project partners, Die Deutsche Bibliothek (DDB), Göttingen State and University Library (SUB Göttingen), IBM Deutschland GmbH and the Gesellschaft für wissenschaftliche Datenverarbeitung mbH Göttingen (GWDG), will establish a cooperatively reusable solution for cultural heritage institutions, as well as for business and industry. Additionally, the project partners DDB and SUB Göttingen develop within the project a software for the input and the access of data, which will be released under an open-source license.

The KB E-Depot: Permanent Access to the Records of Science

Electronic journals have come to dominate the field of academic literature, and it is of great importance to the international academic system that this electronic intellectual output is preserved and that it remains accessible in perpetuity. The traditional principles for the archiving of printed academic literature no longer suffice in the digital world. These are based on national frontiers: each national deposit library preserves its own national academic heritage. Regarding electronic publications, however, the geographical criterion is not very useful and the geographical provenance of material is irrelevant, since electronic data exist independently of location: current international journals often have no longer a fatherland that can be easily identified. In this presentation I will discuss the policy and ambitions of the National Library of the Netherlands (KB) regarding electronic archiving of electronic publications.

Archival function of appraisal, one of the basis of a records management system, is analyzed in this article from the perspective of its application to electronic records. It analyses what appraisal model better responds to new challenges. It also presents a proposal of the principles that could inspire this process, focusing on identification models. These principles are applied to the practical appraisal of different electronic records (databases, office records, e-mail and Web pages). As exemple of this proposal, this article describes a new electronic records appraisal spanish experience.

The paper evaluates the ICT infrastructure available at Kerala University (KU) in India. KU has automated its library system and has powerful ICT infrastructures for more than a decade. But they are found to be lacking information relevant to KU, which exist only in traditional media at various sources under it. Information generated by the research in KU is also not digitized and added to the system. The study reveals that archives, libraries and other document collections as they exist now in KU limit mainly to collection, preservation and services using original exhibits, printed documents, manuscripts and non?print materials like microforms. Even a decade after having required ICT infrastructures KU has not cared to digitise its content and make it accessible online. Identifies the institutions under KU where unique content not otherwise available exists and the different media in which they are recorded. Various projects that have transformed content like that existing in KU are examined. The solutions used in such projects are discussed. The problem of local scripts to be dealt by KU and the projects, which handled scripts relevant to KU, are examined. Make suggestions in selecting relevant DL solutions and for ensuring the conservation of the unique knowledge content available at KU.

This paper describes how the University of Auckland’s unique and valuable Anthropology Photographic Archive was digitally preserved, gaining a new lease of life after many years of neglect. The joint venture between the Anthropology Department and the University Library has resulted in the creation of a digital image database containing unique photographs of social anthropology and archaeology activities in New Zealand and the Pacific Islands since the 1950’s. The database has great research potential for students and staff at the University and also people worldwide who are able to access and use the resource. A description of how the project was undertaken, the issues involved and the results.

The aim of this thesis is to create a quantitative overview of the current stock of audio and video materials in a selected number of institutions, and to show where the strengths and weaknesses, concerning digitalisation and long-term conservation, are. Another goal is to give a general overview of regional differences, how the institutions develop their collections, how the holdings are conserved for future availability and if they are available for everybody or for specific user-groups only. A summary at the end analyses the status quo of the selected institutions, and identifies problematic areas and future prospects in this field.The inquiry is concentrated on a selection of 110 archives, museums and collections all over Austria. The study was done by mail questionnaire, some with call back or additional personal interview.
In conclusion, it was found that a lot of institutions in Austria are not digitizing their holdings, some do not know about the importance of digitisation at all and the possibility of long-term preservation is not provided. A couple of institutions do not even know about the dimension of the audio-visual stock in their archive. In most of these cases, a shortage of staff and lack of financial aid are the reason for this situation.

Defines microforms, gives a bird’s eye view of the historical development of the technology, and explains the different categories of microforms that existed. The benefits of the media are discussed. The efforts in India especially in Kerala to convert rare document collections into microfilm, fiche etc is discussed. Points out the need for transferring documents conserved in microforms to digital media.

With increased awareness of, and in many cases, investment in, forms of Open Access scholarly communication, those within the scholarly arena cast about for the best way forward. Of the routes currently suggested, an Open Access mandate is mentioned as one way forward. Yet scholars frequently seem to bristle at the term 'mandate', seemingly opposed to such institutional or governmental intervention in their scholarly affairs. This paper argues, however, that mandating Open Access should not be the bugbear it is perceived to be, and that it is in fact a viable way forward in fomenting greater access to research output.

Stresses that digitization in any organization should be initiated with some set objectives. In archiving of rare and antique documents serious consideration is to be given for not disturbing or destroying originals in the digitization process. But digitization for storage and dissemination of courseware, etc in distance education systems originals are not that much important. The aspects like meta data standards, format, content, structure, context, search mechanisms, language technologies to be used etc are to be considered in planning and implementing digital libraries. Print journal holdings in two Canadian consortial projects

The Canadian university library members of two consortial e-journal arrangements were surveyed to determine how many of the corresponding print journals had been cancelled as a result of participation in the online packages. The survey results indicated that the number of current print subscriptions held by the libraries had notably decreased. This paper discusses this loss of print and presents two options, with examples, for dealing with the archiving of print journals, Distributed Print Archiving and Back-up Repositories. The question of whether anything really needs to be done is also addressed.

This article presents the results of a survey of Canadian university libraries that investigated whether libraries have been able to stay abreast of the many changes that affect their access to paid-for e-content. This report emphasizes the publishers’ obligations to notify licensees when ownership changes hands and libraries’ need to actively pursue licensed content in ownership transfers. Digital preservation in the context of institutional repositories

Purpose of this paper:
To discuss the issues and challenges of digital preservation facing institutional repositories and to illustrate JISC’s view on institutional repositories and its key initiatives in helping UK institutions address these issues.
Design/methodology/approach:
A combination of published work and JISC documents (public facing or internal) were used as reference material.
Findings:
Digital preservation is a complex process and there are still many unsolved issues which make it a challenging task for institutional repositories. However, the wide deployment of institutional repositories also provides new opportunities for digital preservation. Much could be done to consider digital preservation from the outset, to involve the authors and to embed digital preservation into repository workflow, which will ease the later preservation tasks.
Research limitations/implications:
A number of ongoing JISC-funded projects are briefly reported which explore different models for the provision of digital preservation services for institutional repositories. These models may be a way forward to tackle collectively the issue of long-term preservation within the setting of institutional repositories. Depending on the outcomes of the projects, further investigation and implementation could be undertaken to test the models.
Practical implications:
This paper will help the reader to gain a better understanding of the issues related to digital preservation in general and how JISC’s work has helped to tackle these issues.
What is original/value of paper:
This paper clearly states JISC’s view on, and future plan for, digital repositories. This is of value to the UK educational community as JISC works on its behalf and responds to its needs.

Establishing a UK LOCKSS Pilot Programme

This article describes the UK LOCKSS Pilot Programme, an initiative funded by the Joint
Information Systems Committee (JISC) in partnership with the Consortium of Research
Libraries in the British Isles (CURL). The Pilot directly engages a number of selected UK HE
institutions in trailing the LOCKSS technology for e-journal archiving and preservation.
LOCKSS (for Lots Of Copies Keep Stuff Safe) is an initiative that has been developed by
Stanford University Libraries. It involves an alliance of over 80 libraries and 60 publishers worldwide,
working together to preserve persistent access to licensed e-journal content from publishers
to libraries. The Pilot is funded under JISC’s development programme area Digital Preservation
and Records Management. This article describes the rationale to establish the pilot programme,
the aims and objectives and, in detail, the individual components of the programme.

Conventional policies do not map directly, but indirectly, onto digital ones with differences primarily due to the easy duplication properties of the digital content. We examine the functional linkage on conventional and digital policies of access, reproduction, library loan and inter-library loan. We map and compare the conventional to digital policies on the collections (conventional and digital) of ten leading academic libraries worldwide, showing their similarities, differences, advantages and disadvantages. We answer questions, such as, if the digital policies are transformation of conventional ones or they are new cases, if they are more liberal than conventional or restricted etc. Finally, we propose a policy model of access, reproduction and use for the digital content of academic libraries, according to factors, such as, the content creation type, acquisition method, intellectual property etc. The model, integrates already implemented practices, but also new policies that have not been implemented so far, and can offer solutions to the management of digital information and knowledge.

This paper deals with Newspaper Content as a source of knowledge and how Times Archives of the Times Group has converted the 166-year span of socio-political content of “The Times of India” and the 43 year economic and business barometer “The Economic Times” into an easily accessible Archive. The value of this Archive as a Knowledge Asset lies in its potential of being recalled, researched, reused and re-expressed by the various ventures of the Group. This paper describes the process of Microfilm Archiving and Digital Archiving of a Newspaper. The advantages and disadvantages of both have been discussed.

This paper presents several case studies and focuses on good practices concerning the creation of digital content. The technical, methodological and economic elements of the digitization projects, which the University of Cyprus Library undertook in co-operation with other academic libraries and counterparts, are also presented. The projects concern the digitization and documentation of archives and collections of printed and audiovisual material, which aim at the preservation of cultural heritage and simultaneously in setting the infrastructure for knowledge management. Through the digitization practices, problems and solutions are demonstrated in three complementary levels. a) The technical level (choice, convertibility of formats and metadata, complementarity of management tools). b) The methodological level (followed procedures and standard) and c) The organisational level of co-ordinating the libraries collaboration (ensuring continuation in the development and the availability of digital content, avoiding repetitions and overlaps, accumulation of efforts, saving resources). Through the presentation of the technological and methodological choices followed for the digitization projects of the University of Cyprus Library useful practices are demonstrated and the needs are identified concerning Academic Libraries collaboration in their new fields of activities.

The problem of preserving digital information has now taken on great importance. As the amount of digital information continues to grow, the concern about maintaining access to this information accessible will increase. As elements for describing digital documents or DLO (Document Like Object), metadata play an important role in providing information
about the logical aspects of the DLO they refer to, and consequently, in all the tasks related to preservation. At the same time, metadata are digital information, so their preservation must be borne in mind. In this respect, several projects and work groups have been devoted to studying the use of metadata for digital preservation and the preservation of metadata themselves.

As a part of doctoral research, a study was made to identify the importance and support of having theses and dissertations in electronic form, through a survey of Indian academics and Librarians. Based on the study and special requirements of India, a model is suggested, which can be used by universities. File formats, software, workflow, infrastructure, and required support are discussed. A prototype ETD System using D-Space software is described. Integration of metadata, support for OAI-PMH protocol and CNRI handles to share content, compatibility with multilingual standards such as UNICODE were reasons for choosing D-Space as the software for the model.

Since 1996 numerous countries have set into motion strategies for guaranteeing permanent access to their digital production: web pages and other digital resources published on the internet. The purpose of these strategies is to assure that the traditional documentary cycle can be adapted, to the extent that current technology permits, to web pages; allowing for the selection, processing, conservation and permanent availability of these digital resources. National libraries have often led these initiatives and, within Spain, the Biblioteca de Catalunya (BC) has initiated the Padicat project (Digital Heritage of Catalonia), devoted to archiving the contents of the Catalonian Web. This article describes the Padicat project.

Many articles have been written about what digital resources represent –or could represent– for improving the performance of ‘memory institutions’. But the majority of them refer to digital resources as things to be consumed and made available to users, but rarely as something to be produced and later made available to them. Starting with the functions of archives, the article proposes the creation of digital resources according to standards (metadata structures, OAI–PMH, semantic Web, etc.) in order to enhance resource discovery and information visibility, for specialists as well as for other types of users. Europe must give top priority to the development of new information retrieval systems
and new products based on emerging standards and protocols in order for European countries to achieve a more competitive standing within the information society.

This book aims at describing and contextualizing the main activities carried out internationally in the past 10 years in the field of digital preservation. The book begins with a definition of digital preservation and with an introduction to the concept of digital object. Digital objects are presented as multidimensional entities that can be observed at many different levels of abstraction: physical, logical and conceptual. This multidimensional view of digital objects promotes a better framing for all current preservation strategies.
This publication also introduces the Open Archival Information System (OAIS) reference model, an international standard that aims at the identification of the main functional components present in a repository system aiming at doing digital preservation, as well as the information objects exchanged within it. The reference model allows the reader to get acquainted with an assortment of terms and concepts generally used in the context of preservation.
The book also identifies and explains an assortment of additional initiatives such as the creation of format registries, authenticity, significant properties, preservation policies and preservation metadata.

This is an introductory lecture given at the GenISIS workshop. States that Library and Information Systems are the areas influenced to the maximum by ICT; that also with an unprecedented speed. The publication and distribution of books and journals, their acquisition and organization in libraries, and providing services using them are presently undergoing revolutionary changes. When we purchase a book or journal we have numerous choices like printed version, digital version, and downloadable version, annual subscription for access etc. Libraries also have to ensure bibliographical control of, as well as accessibility of the published research work of the parent institution. GenISIS developed by UNESCO can be used for many such functions including provision documentation services, e-publishing as well as for launching Institutional Repositories. GenISIS can be used for applications at various levels from that of an individual researcher to that of an organization like the university library. Now a researcher or Librarian not having sufficient knowledge to manage and use e-documents cannot work effectively. A personal e-document collection developed by the researcher during literature search/research is to be managed by him/her in a retrievable way. Collections of published papers resulting from in house research are to be organized with search, copying and retrieval facilities by Librarians. Institutional Repositories of such documents are also to be made available through the web. Most commercial solutions available for such work are complex systems which require training to use and experts to configure. GenISIS can provide to researchers and information professionals the required capacity for developing and managing e-Documents and Digital Libraries using WINISIS, making them accessible with search mechanisms over Intranet and nternet using GenISISWEB, and publishing them with search engine in CDROMs using GenISISCD. These are all simple and easy to use open source packages from UNESCO. Opines that the packages offered free of cost by UNESCO can be utilized even in village libraries to build of local digital archives of heritage items.

The paper aims at illustrating the actions taken by Istituto Superiore di Sanità (ISS) in favour of Open Access to scientific literature produced by the ISS research community.
In 2005 the ISS launched a Project aimed at aggregating the biomedical resources (mainly scientific publications) produced by Italian research institutions.
The first step was to raise OA awareness among ISS research staff. To this end and in order to track authors’ attitudes to OA issues, an internal survey was carried out to identify researchers’ opinions towards the publication and distribution of academic material, following both the traditional and OA models. The essential results of the survey will be commented on, mostly in regards to the kind of material to be deposited in the ISS digital archive.
In order to comply fully with the principles of the open access movement, the President of ISS signed the "Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities". This is a milestone on the road to further declarations in favour of OA by national and international scientific organisations. Up to November 2006, there were 183 signatories including 70 Italian institutions, mostly universities. This initiative represents a stimulus for the Institute to define an internal policy in accordance with the philosophy of free access to research results.
To this end, an open-source software (DSpace) has been implemented at the ISS and initially uploaded with data sourced from a bibliographic database that assembles internal scientific publications.
In order to get the ISS research staff fully aware of the benefits of open access to research output, the opinions of some pilot researchers about depositing scientific material in the ISS institutional repository have been collected. Staff expectations have been considered together with the bulk of the recommendations stated in a document to enhance the practice of selfarchiving to be supported by the ISS President.

The Canadian university library members of two consortial e-journal arrangements were surveyed to determine how many of the corresponding print journals had been cancelled as a result of participation in the online packages. The survey results indicated that the number of current print subscriptions held by the libraries had notably decreased. This paper discusses this loss of print and presents two options, with examples, for dealing with the archiving of print journals, Distributed Print Archiving and Back-up Repositories. The question of whether anything really needs to be done is also addressed.

The Citizens’ Europe: the challenges of gaining access to and preserving culture

The access to the culture has been devoted like one of the fundamental rights of the citizens from years 50 of century XX. Although the concept of culture and the forms in which this is materialized have undergone permanent changes throughout the time, its central character in the formation of the citizen and in the development of the society and the individuals it has remained like invariable an essential to the present time. The conservation of cultural products and the access to them on the part of all the population constitute an imperative of inescapable fulfillment on the part of all the administrations. The problem arises, on the one hand, when with the appearance of new informative technologies the culture shapes in products difficult apara a segment of the population, causing the denominated digital breach, and by another one, when nonprehorseradish tree adapted systems of conservation for that cultural production, preventing that takes place the intergenerational transmission that is in the base of any cultural manifestation that aspires to become historical memory of its time.
UNESCO has recently developed to the program of Preservation of Digital Heritage (greater of 2004) tending to guarantee the conservation of the digital patrimony of the humanity, until the to a great extent lost present for future generations. This contribution tries to reflect on a problem that this in center of the debate on the access of the citizens to a the culture, analyzing the initiatives already undertaken on the part of different countries and the challenges to which there are to respond so that, from the European Union undertakes common programs.

The management of the digital image.
In the present article the questions implied in the management of the digital image are exposed on a general way. This supposes to consider so much the formal and logical aspects like the technical aspects, as well as the respective technological implications. The first reflection at the moment for raising the subject happens to clarify the nature of the digital image, essential fact to determine our responsibility like managers of the patrimony. It seems that of natural way it has been integrated to our “photographic” patrimony, although is not unquestionable that its nature includes it of irreprochable way within this category. In any case, the debate is open and they do not lack arguments to consider the digital image within the evolutionary process of the photography or like an appendix of this one. To the margin of those considerations, that although are fundamental do not prevent us to advance in our task, the introduction of the digital image in the contemporary society, and by extension in their centers of memory, implies some significant changes in the management. Tasks like the conservation, the selection and the diffusion, differ in certain aspects of the traditional methodology. If in addition we extend our intention to the implication of the New Technologies in the treatment of the image (photographic or digital), the changes are already of certain magnitude and need an important methodologic revision. The description, the administrative control, the classification and the indexing potentially increase to the possibilities of operation and management of the bottoms, simultaneously that make the creation inevitable of standards of reference to international level. It is important therefore, to define parameters that facilitate the rules of work to us for an suitable treatment of our bottoms and collections.

Data for the Future: the German Project "Co-operative Development of a Long-term Digital Information Archive" (kopal)

One of the open problems of the global information society is to ensure the long-term accessibility of digital documents. kopal tackles this problem head-on: In a three-year project, financially supported by the Federal Ministry of Education and Research, kopal's objective is the practical testing and implementation of a cooperatively created and run long-term archival system for digital resources. The solution is based on DIAS (Digital Information and Archiving System), jointly devised by IBM and the National Library of The Netherlands in The Hague, and will be adopted to the project needs with several extensions. The system will be implemented in accordance with international standards for long-term archiving and metadata within the OAIS framework (Open Archival Information System). The project partners, Die Deutsche Bibliothek (DDB), Göttingen State and University Library (SUB Göttingen), IBM Deutschland GmbH and the Gesellschaft für wissenschaftliche Datenverarbeitung mbH Göttingen (GWDG), will establish a cooperatively reusable solution for cultural heritage institutions, as well as for business and industry. Additionally, the project partners DDB and SUB Göttingen develop within the project a software for the input and the access of data, which will be released under an open-source license.

The KB e-Depot digital archiving policy

Purpose: Electronic journals dominate the field of academic literature, and it is of great importance to the international scientific community that this electronic intellectual output remains accessible in perpetuity. In this paper we discuss the policy and ambitions of the National Library of the Netherlands (Koninklijke Bibliotheek, KB) regarding digital archiving of electronic publications.
Design/methodology/approach: We discuss three possible threats against permanent access, and we propose a coordinated and systematic approach to address these risks: the Safe Places Network.
Findings: This paper also includes a comprehensive overview of the e-Depot system and the KB approaches to digital preservation. The KB e-Depot has been operational for more than three years, and fulfils the most important requirements.
Research limitations/implications: The KB focuses on both migration and emulation as preservation strategies
Originality/value: This paper fulfils an identified need for collaboration.

Technical Report on developing a Digital Archives of Kerala Legislative Assembly Records from the year 1888 to 2011. The Assembly records consist of proceedings of Legislative Council of Travancore from 1888, Travancore Sri Mulam Popular Assembly from 1904, Sri Mulam Assembly and the Sri Chitra State Council from 1933, Travancore Legislative Assembly from 1948, Cochin Legislative Council from 1925, Cochin Legislative Assembly from 1948, Travancore-Cochin Legislative Assembly from 1949 and Kerala Legislative Assembly from 1957. These records are authentic sources for research on the region’s history, polity and economic development. Their importance for legislative business is unique and form the most important records collection held by government. The report makes recommendations for ensuring their conservation and safety, efficient organization and management, and speedy and effective dissemination of the content for the business of the Assembly, for the reference of the judiciary and government as well as for research. Covers aspects like the process of conversion of the records into digital form, implementing a Digital Library System having specialized hardware and software that can ensure storage without possibility of tampering or editing originals, and techniques to be used for full text indexing, data basing and organization of digitized records as a functional digital library. The report estimates total cost of the project as Rs. 1,30,36457 which includes consultancy, digital archiving, indexing and data basing of approximately 6.2 lakhs printed pages, and acquiring hardware and software to establish a Digital Library. Estimated time required completion is three years.

This article describes the characteristics, functionalities and the implantation process of an electronic records management and archive system named BAULA. BAULA has been developed by the Departament d'Universitats, Recerca i Societat de la Informació de la Generalitat de Catalunya, and is used for administrative workflow an electronic case files. This system uses electronic signature and authentic electronic copying . It also includes a digital archive, in agreement with an OAIS preservation policy that uses a formats registry and digital preservation techniques.

A new joint activity has been initiated to develop an international standard that defines the use of the Portable Document Format (PDF) for archiving and preserving documents. The project, currently referred to as PDF/A, will address the growing need to electronically archive documents that may contain a mixture of text, raster images and vector graphics.
Many people confuse PDF, the data format, with Adobe Acrobat, the software suite that Adobe sells to create, view and enhance PDF documents. We shall clarify that PDF is a publicly available specification and will show how Adobe encourages third-parties to further develop solutions outside of the Acrobat product family. We intend to present the history of PDF and identify PDF as a de facto standard for managing and archiving of all types of documents and forms.
We present the PDF as an effective framework for establishing and maintaining a reliable, accessible, and secure digital archive. We describe the main characteristics of a PDF document; it consists of a sequence of pages, with each page including the text, font specifications, margins, layout, graphical elements, and background and text colours. It can also include other items such as metadata, hyperlinks, and form fields. Dublin Core metadata elements can be contained within PDF files. With all this information present the PDF file can be imaged accurately for the screen and the printing device. PDF files can also be secured with password protection and encryption.
This paper also identifies the requirements for electronic archives, as well as the role of metadata in this field, and how PDF can be used as an archiving format for legacy paper documents and all types of digital content (including voice, images and video). Document acquisition and conversion guidelines will be provided.

Higher education institutions have been subjected to two different phases of commodification, in the conversion of intellectual activity into intellectual capital, and in the conversion of instruction itself into commercially viable proprietary products that can be owned and bought and sold in the market.
Despite the onslaught of neo-commodification, the scholarly processes of research, teaching and learning are today mostly “born digital”, and exist only in electronic format. Electronic communication presents a growing challenge for the scholarly community to develop new organisational, technical and economic models that address the limitations on access typical of the print information environment.
In this paper we will briefly look at a number of issues related to the functions of a university (teaching and learning on the one side and research on the other) that threaten the sustainability and growth of scholarship.

Spanish Abstract: El software social está compuesto por una serie de herramientas que ayudan a formar y gestionar comunidades de usuarios o pares. Hablar de términos como folksonomias, bitácoras o blogs, sistemas de recomendación y entornos colaborativos de desarrollo es enfocar la atención en una nueva generación de software que tiene por característica la ruptura de la asimetría que caracterizó la relación anterior entre usuarios y generadores de contenidos.
Las wikis son una de las primeras herramientas que pertenecen a la categoría software social. Este trabajo tiene por intención caracterizarlas y describir su estado de desarrollo, con la intención de promover su utilización en el ámbito de las bibliotecas públicas, como una herramienta que satisfaga de mejor forma las necesidades de información de los usuarios, y por otro lado, contribuya a preservar y mantener la memoria de parte de la humanidad.
English Abstract: Social software consists of tools for facilitating the creation and management of communities of users or peers. Terms like folksonomies, blogs, recommender systems or collaborative development environments all lead to a new generation of software that puts an end to the old characteristic asymmetry between users and content providers.
Wikis are one of the first tools included in social software. This work attempts to characterize wikis and describe their state of the art in order to promote their use in public libraries, where such tools could help users satisfy their information needs more effectively and contribute to the preservation of the memory of a part of mankind.

UPCommons, global access to UPC Knowledge (UPC = Polytechnical University of Catalonia), facilitates a unique access point to all the different open access repositories running at the UPC, and its main goal is to organize and preserve the intellectual heritage of the institution, and to increase their visibility and their impact factor.
Managment and coordination of the project (and all the institutional repositories) is carried out by the UPC Library, that has been supporting and promoting the open access to Sci Tech Information movement for years. UPCommons offers to scientists and engineers a technological tool to publish full text and open access based documents. All contents are compatibles with OAI-MHP protocol and tagging is based on the Dublin Core standard. Likewise, Creative Commons Licences are recommended.

This article describes the process to implant a records management system into the Universities, Research and Information Society Department of the Generalitat de Catalunya (at present Innovation, Universities and Business Departament). The project, called DursiGED, has included the analysis, development and implantation of the products and services necessary to manage electronic and paper records in a normalized manner, in accordance with TQM and process management parameters. The article includes the planning of the project, the process of implantation and follow-up, and the products and services that have resulted from it.

In this paper, I will examine Preservation in the Digital Age from two different viewpoints, two sides of a coin if you will. The first side will be an examination of the expanded opportunities offered to the field of preservation/conservation utilizing the new technologies of digitization and imaging. The flip side of that coin and my second approach will be to look at the preservation technology itself and what issues it raises about its own preservation needs. My perspective on this topic is a personal one based primarily on my own experience in building a virtual archive.
There is no long term preservation standard for digital materials. What is needed is a change in thinking, in our perception of what is truly archival. Is it the physical disk, whether that physical disk is a hard disk, an optical disk, a CD-ROM, or is it the electronic byte of information that merely changes format? We have come to realize that it is the latter - an electronic byte of information that merely changes format. This means we must be diligent in our efforts to track and maintain current formats for all our archival digitized information, at least until a long term preservation standard emerges and I say that "until" without much confidence because the reality is constant evolution in this area.

The new demands of digital technology's form cannot change the basic components of a library's collection composition, preservation and access. The thing that is been changed is the new dynamic of digital form in an environment that the information is losing its uniqueness of presentation, because it is correlated, linked, enclosed into bigger parts. The greek academic libraries have to think hard about organizational, economical, technological problems of transition to the new digital form.

The fruits of research from the formal research programmes of conventional universities and academic research institutions in India were under-utilized as the access to theses, dissertations and research reports were very limited to the next generation researchers and scholars. Modern information and communication technology (ICT) acts as an effective intervener for paradigm shifting from closed access theses and dissertations to open access electronic theses and dissertations (ETD). Now, the researchers in national institutions and universities in India have greater access to research literature, due to subscription to many e-journals and scholarly databases in most subject areas. But, the access to thesis and dissertation literature is very limited due to lack of national databases of theses and dissertations, both in bibliographic and full-text formats. Recently, India's University Grants Commission enacted "UGC (Submission of Metadata and Full-text of Doctoral Theses in Electronic Format) Regulations, 2005" to strengthen national capability of producing electronic theses and dissertations, and, to maintain university-level and national level databases of theses and dissertations. Some elite research institutions, such as Indian Institute of Science, have already started providing access to ETDs through open access archives. Some other institutions have taken initiatives to provide access to ETDs only through intranet (within the campus). The Vidyanidhi, INDEST Consortium, CSIR and INFLIBNET Centre are working towards implementation of open access ETD and/or bibliographic databases of theses and dissertations, but they also have some limitations. National policies on open access to ETD and other research literature, particularly the public funded ones, are yet to be ready. In India, some advocacy and pressure groups also exist that support open access to scholarly literature. Present paper explores the policy frameworks, strategic dimensions and analyses SWOT (strengths, weaknesses, opportunities and threats) of existing ETD initiatives in India.

The current communication approaches the situation of the development of repositories that use the Open Archives Initiative (OAI) protocol for data collection. These type of digital libraries are undergoing a worldwide boom. This work studies the current state of their implantation in Spain, Portugal and Latin America. In order to do so, the existing projects in the official records have been studied using a methodology beyond the existing records of repositories. It concludes that the situation in 2006 is fairly encouraging in so far as the number of projects, but that it is quite deficient as concerns the quantity of data stored.

Digital preservation is a scientific area considered critical by information professionals. The growing complexity of digital objects as well as the fast technological obsolescency induces issues that comprehend so much the preservation of operational electronic records within an organization as the likely vanishement of digital heritage. Several projects have been developed to provide answers to these problems. The Portuguese National Archives (IAN/TT) have been following the efforts in this field, and is now preparing a project that may eventually launch the basis of a future organizational structure capable of ingesting, managing and accessioning public sector electronic records.

With the growing number of scholarly journals in electronic format, long-term preservation of scholarly electronic journals has become one of the most important issues in digital libraries. Accessibility of scholarly journals on the Internet and electronic publishing in general is causing a shift in the responsibility for archiving journals from libraries to agreements between libraries and publishers. The author focuses on some of the important issues surrounding preservation of digital resources, especially scholarly electronic journals and presents a study on the archiving policies of the following publishers: Elsevier, Springer, Taylor & Francis, Cambridge University Press, Oxford University Press, and IEEE.
