The Kate Edger Information Commons : a student-centred learning environment and catalyst for integrated learning suport and e-Literacy development

At the University of Auckland the University Library has been a strong voice in lobbying for a more coherent and integrated approach to developing computer and information literacy skills across the university. Several plans and reports such as the Academic plan, draft IT and Information Literacy policy, graduate attributes and recommendations from the Student Life Commission and Curriculum Commission highlighted the need for collaboration between stakeholders to put plans into action. Progress in implementing recommendations and developing initiatives had been slow until the opening of the Kate Edger Information Commons at the end of April 2003. The Kate Edger Information Commons very quickly became the heart of the City Campus and a catalyst for change and collaboration. The Information Commons, the University of Auckland’s leading edge student-centred learning facility, provides a collaborative interdisciplinary environment where over 500 full-productivity workstations, electronic classrooms, and an additional 500+ flexible study and social spaces have been combined with proactive, integrated learning support and e-Literacy skills development. It provides the infrastructure for the functional integration of the information and the technology services, information literacy, learning support and language skills development offered by the University Library, IT Directorate, Student Learning Centre and English Language Self-Access Centre, consequently creating an enhanced learning environment that reflects the transformations in higher education. The development of IT and information literacy (e-Literacy skills) is a key focus for the Information Commons and opportunities for skills development are integrated into all aspects of service delivery. The paper will look at new partnerships and new service models and initiatives that have arisen from the various collaborations, together with a growing integrated approach to e-Literacy development.

Historically the communication of the results of scientific research in a peer-reviewed journal played as a distinctive seal in the scientific communication. However, such results have also been communicated in many other forms; recently the models for scientific communication have been updated to include the access to online publications, videoconferences, e-mailing discussion lists, news boards, e-mail, and access to electronic documents. With the advent of the first scientific journals by the end of the 18th century it allowed the creation of a flexible channel of publication, with an increasing value until our present days, that made easy, both, the recording of ideas and the exchange of ideas and experiences among scientists. Nowadays the Internet network has stimulated the offer to alter the traditional channels of communication; it came to take care of (release) the anxiety of scientists and other academics to disseminate fastly their knowledge and to learn knowledge from the studies and research of others, likewise it contributes to diminish the problem of the difficulty to locate and access grey literature documents. At the beginning of the 1990s decade, in the pure sciences, remarkedly in physics a new channel has come on board that has been conducive to the dissemination and full access to the research results. They have been named "e-print" servers or archives, and they have been converted into an autonomous circuit of information with its own rules of functioning, cristalizing in a primary source of information and a labour tool of inestimable value.

The study argues that Information and Communication Technology (ICT) Development in a university, research institute or organization whose mandate is not electronics, computer hardware or software development and or related research is not acquisition, research, development or distribution of ICT related stacks and solutions. It is mainly application of ICT to improve speed, efficiency and quality of activities which are the institute’s mandate, and development of an ICT infrastructure to facilitate that. Hence ICT should mean there the convergence of information recorded in traditional and digital media, their storage, organization, retrieval and dissemination and application of ICT related tools for these functions. These are the functions traditionally undertaken by library and information service professionals. Information or content which is to be the life blood of an organization is to be pumped by its heart the library. Hence the paper strongly recommends that in forming ICT Strategy and in ICT Infrastructure Development in an Institution the major role is to be played by librarian or the Head, who is responsible for managing the information resources of that Institution.

This paper describes the relation between mankind and diseases. HIV/AIDS is no exception; since it first appeared on the scene; many sectors within society have searched for ways to reduce its impact. Therefore, we consider that a better informed society can generate answers on this scourge and find effective alternatives to reduce and or prevent the impact of the pandemic.
The paper provides a general view of the HIV/AIDS situation in Mexico and its impact over the last years, as well as discusses national , regional and worldwide proposals, and actions taken by institutions engaged in the fight to prevent and control HIV/AIDS. We also include examples of some of these initiatives such as international congresses, paper presentations, advocacy and promotion activities, and articles in the media.
We conclude that due to the fast growing of HIV/AIDS, information professionals should collaborate more actively in the organization and sistematisation of documental information systems, using the Communication and Information Technologies (ICT’s) as a crucial resources.

This article presents three (3) prototypes of what an agent could be through the practice and different strategies for information retrieval. It is important to point out that while it does not correspond to an exact definition of what an intelligent agent is, it is an approach and a tool to improve efectiveness for information retrieval. In the same way they are free software so anyone could take advantage of these services, whithout any additional cost trying in this way to become a guide in the acquisition of a basic tool for information retrieval.

A survey of the resources of CFTRI library, Mysore

The report is based on the survey carried out during October 1971 to June 1972 about the availability of the resources in the CFTRI library. The Report highlights among others the necessity of undertaking the survey, its scope and limitations, the methodology adopted. It gives a brief history of the Parent Organisation – CFTRI and a general description of its library in terms of the holdings, services and activities. The core theme of the paper is to evaluate whether the available reading and informational materials in CFTRI library are adequate, current and useful to its readers. These three criteria have been applied separately and also collectively to all types of reading and informational materials adopting mainly opinion survey of readers, checklist method and also quantitative method. Besides presenting the results of the survey, a few suggestions have also been made based on the data so collected.

Savoie-Biblio: departmental libraries of the Savoie and Haute-Savoie redefine their territory and their model
At the beginning of the year 2000, a wish to bring together the departmental libraries of Savoie and Haute-Savoie was expressed by the representatives of the two departments. A feasibility study has been the opportunity to challenge the traditional model of departmental lending libraries centred around the quarterly deposit of books with the help of the mobile library. A new model is in the process of emerging with strong central themes: advice and training, shared management of the collections and the promotion of cultural activities. The chosen legal form will permit progressive experimentation with the new model.

The Central Lending Libraries were exterior services of the Ministry of Culture until December 31st 1985 when they were transferred to the County Councils on January 1st 1996. They officially took the title of Departmental Lending Libraries (bibliothèque départementale de prêt) in 1992. From the seven successive editions of Guide des bdp, published by the Association des directeurs de bdp, this article examines the principal developments, quantitatively as much as qualitatively, that occurred between 1986 and 1996 in matters of personnel, buildings, vehicles, computers, stocks, policy, and network structures. It shows that the new orientations have been superimposed on the old, without always replacing them completely.

Libraries, Archives and Museums (LAMs) should respond as one articulated entity to the user informational needs and to the demands of the scholarly electronic communication. LAMs are stepping forward into the arena of digital stewardship and this move requires new skills and abilities. The specialists are adapting practices and instruments to the pressing needs for digital curation and preservation. The necessity for an active and continuous partnership between the information-intensive organisations, the scholarly community and general public, must be ensured while incorporating the paradigm of guiding the user and empowering the researcher. There are important questions that future digital stewardship raises related to how the professional profile will look like for those powering the specialised structures put in place to safeguard cultural and scientific heritage. What will be the core competences based on what set of skills and abilities? How will the facilities look like? What will be the general environment, and most importantly, will there be a space for common knowledge exchange for those entrusted with maintaining vast bodies of information. The article searches for answers related to the shifting core competencies, future set of skills and abilities and how future facilities will be shaped by these evolutions. The first step is the establishment of spaces especially destined for knowledge exchange to help converge disciplines within LAM framework. Different structural and cultural chances are revealed, starting from job adverts up to the policies addressing the needs of information and knowledge management.

"Dr. Raúl Prebisch" and "Tornquist" libraries of the Bank Central of the Republic Argentina in order to preserve and disseminate the information contained in its historical collections, maintain existing within their permanent tasks program of preservation and conservation of the documentary bibliographic heritage. They specialize in economy, devoting special attention to monetary and financial issues. Its bibliographic holdings cover in addition areas of economic history, statistics, finance, banking law, sugar industry, national finance, agriculture, settlement and other related materials. Collections that treasures, unique in the country some have placed them at a level of recognized position in the academic areas of the country and abroad. They possess a valuable Sector of historical documents pertaining to national public credit and former banks, under the Central Bank functions as ente Rector of the financial system, along with historical documents of interest for researchers and scholars of our economic and financial history. The ultimate goal is to achieve the society have free access to the information that is part of the economic, financial, political and social history of our country.

The objective of this work is to create awareness about the importance of modernizing libraries and train staff in charge of them technologically. This because the library is synonymous of progress for any people in the world. The library is analyzed as an institution that must develop technology skills, abilities and competencies of information on their users. Reality tells us that there is much work to be done in the technological part of many libraries, mainly due to its lag in individual knowledge and training of each librarian. It is necessary to train professionals through courses, reading journals, looking for information on the Internet, and sharing information with colleagues, then go and continue towards organizing communities of our country. As immediate conclusions we found imperative that librarians have high computer skills, a parallel career or opt for extra courses, extension, summer or otherwise, in accordance with the theme and to help with the task at hand versus users , which are becoming more aware of technology. Moreover, the current library should have technological resources as a primary tool that is necessary to maximize. The librarian should also be prepared to meet this challenge with a trained staff, stimulated by new things and targeted.

In order to systematize the processes and improve the quality of the activities of a biomedical research group, a research, development and innovation (RDI) management system based on the Spanish norm UNE 166002:2006 has been designed and implemented. We describe the experience and results obtained during the selection and adaptation of the OpenKM document management system platform as a useful means for research group management. The usefulness of this type of platform for this purpose is demonstrated, which could be exported to other research groups.

This paper discusses the current state of computerization of health information in Spain, where the priorities include the establishment of an electronic medical record that integrates all information about patients, makes it universally accessible and ensures the ethical use and confidentiality of the information as well as the privacy of individuals. To implement this change, it is imperative to combine the existing information systems of different health areas that perform in isolation. Although the Spanish government has launched an online health project to achieve this goal, there are still difficulties due to the lack of resources and infrastructure and a few barriers between the Spanish autonomous communities that must be overcome.

The present research has two aims. On the one hand, to analyze the use of documentary techniques used in Spanish college radio stations belonging to the Association of University Radios of Spain (ARU), and on the other hand, to create a model of documentation center for these radio stations. The first objective is the methodology used has been quantitative, with a subsequent qualitative analysis of the data obtained; for it, an instrument validated and answered by the heads of university radio stations has been created. Secondly, the documentary method has been followed, in order to plan a specific documentation center for university radios, using for instance, the Information System promoted by the UNESCO Secretariat, that we use fundamentally. The main conclusions reflect the almost null importance of the stations to the documentation work, partially satisfied to certain tools and repositories located in the network in which to store and catalog generically the work generated. In the same way, the creation of a collaborative documentation center would mean the professionalization of these stations and the preservation of a valuable historical heritage for the university institution.

Los espacios ofertados como servicio bibliotecario: los casos de las bibliotecas universitarias de Madrid y Cataluña

The purpose of this work is to check if the libraries of the universities of Madrid and Catalonia offer the use of some of their spaces as a library service. The information of the websites of the libraries is studied and a questionnaire is sent to the libraries that do not have this information. The analyzed aspects are: quantity and variety of spaces, use or not use of the websites to promote the offer of this type of services, location of this information on the websites and content provided. Among the results of the analysis of the 30 universities studied, it has been proven, for example, that 23 universities offer some of their library spaces as a service, of which 20 indicate it on the websites of the libraries; that the variety of spaces offered includes 26 different types, highlighting for their greater presence the space available for group work (21universities), individual and / or silence work spaces (12 universities) or computer spaces (10 universities), etc.

The purpose of this article is to review the literature on the term Learning Commons (LC) for academic libraries, a model that has gone from a purely physical conceptualization (focused on the material transformation of spaces to facilitate collaborative work and comfort), to a more academic and complex approach, which includes even the creation and operation of virtual environments, a librarian profile and work more academically oriented, as well as pedagogical initiatives of various kinds. Thus, a definition of this library scheme is presented according to the latest trends on the subject, listing its most important attributes and, finally, it includes a brief note about the challenges involved in setting up a space like this.

Turkey has experienced many natural or human-caused disasters, especially earthquakes, as of the geographical region in which it is located. For example, the Covid-19 epidemic, which has spread rapidly in recent months and has affected the whole world, is a biological disaster that forces the state and individuals to take precautions in this regard and to regulate business and private life accordingly. Past and present disasters caused the loss of life of libraries in many parts of the world, because it is damaged or even destroyed the cultural heritage of humanity on these issues in a number of scientific research are abundant. But a very large part of this work was done not directly to the library building, but to protect the non-structural elements inside the building and the collections. Although damage to non-structural elements in disasters leads to greater loss, if structural elements are disaster-resistant, non-structural elements are also largely protected. Undoubtedly, everything under a collapsed building will be damaged. With this study, it is aimed to draw attention to the importance of the design of the library building, to make up for this deficiency in the literature and to help the future studies on the subject.

Libraries are the places in which the information produced by human kind over many centuries is gathared, processed, multiplied and shared. The materials on which the information is stored have been having different properties such as papyrus, stone, paper, electronic devices. However the common characteristic of all of them is the necessity of a space to be kept. This space is enclosed whith an artificial shell which is shaped according to the requirements and called as a "library building".
Libraries are divided into different groups such as university library, research library, public library, children library and school library. Thus their users also have different characteristics. The term "user" generally describes the persons who use the collection to reach information. However, when the "library user" is mentioned the term should address all persons who are library building whether for a short term or long term. Library users can be grouped as temporary and permanent users according to their presence in the building. From this persons who use the collection are called "temporary users". The others who work in the library are called "permanent users", and they are more affected from the advers effects of library buildings. Determination of all users requirements and related standards during the design stage and producing the building in accordance with the design will prevent the building to have adverce effects on users' health.
The developed and changed technologies affect the collection materials as well as the physical characteristics of the library space. Especially, computerised and related technologies bring considerable changes to libraries. The design of library buildings shows different approaches because the temporary users do not have to physically present in the library, and the new collection materials do not have to take places on the shelves.
The presentation of temporary and permanent library user groups in design consultation team is an impotant issue to the determination of library user requirements.

Surely, every building has a production purpose. Also the library building is designed and constructed to create a space for resources that will meet the knowledge needs of humanity and activities that will contribute to their cultural development. However, the library building is a public space where many numbers of people are together at the same time. Anyone who is in the building, regardless
of the reason for being there, is considered to be the user of the building. When the users are evaluated in terms of the time they have been in the building, they can be examined in two groups as permanent and temporary users. The library building is designed, constructed and used to meet the needs of these users.
Building affects users and users affect the building. The failure to determine the user requirements correctly during the design process of the library building is reflected in the production phase and creates dissatisfaction on the users during the use of the building. In some scientific studies on the subject, it has been determined that there is a close relationship between the spatial characteristics of the building and the frequency of use. Due to problems caused by the building, users whose requirements are not met may experience health problems, and consequently, their time in the library is shortened. This is situation reduces the utilization efficiency of the building. The incidence of health problems is higher, especially for library staff who have to be in the building (Küçükcan, 2007 ; Hazal ve
Emsen, 2020). Consequentially, the inability to provide user comfort is a cause of dissatisfaction. Therefore, the idea of how to design a better library building for librarians and collection users who manage knowledge has been the starting point of this study.
Architectural design is momentous. Because it is very difficult and costly to correct the deficiencies and errors in the design phase later, this study mostly focuses
on this phase. The aim of this study is to raise awareness of both information and documentation scientists and architects interested in library building design, about the design features of the library building and to draw their attention to a better understanding of what the user expectations may be. For this purpose, it is emphasized how the spaces should be for libraries that collect, organize and deliver information carriers in different formats to the users who need them, in other words, libraries that manage information. Defining what it takes to act entrepreneurially is fundamental to identify what competences shall be nurtured to cultivate the entrepreneurial capacity of European citizens and organisations. The Joint Research Centre and Directorate General for Employment, Social Affairs and Inclusion of the European Commission have developed a Reference Framework, turning a very broad definition of entrepreneurship into learning outcomes that facilitate the promotion of entrepreneurial learning across sectors.

Proposal to generate a theoretical construct that relates topics of infoethics with information management from the library perspective, to later apply it to a proposal for the exchange of scientific resources in digital support within the National Network of Agricultural Information (REDNIA). The research approach is mixed and according to the development it is exploratory and descriptive. The research subject is the Agricultural Information and Documentation System of Latin America and the Caribbean (SIDALC), according to its website. Through this, around 2.7 million references are available and approximately 25,000 full-text documents whose collaboration is distributed among 170 institutions belonging to 23 countries in Latin America and the Caribbean, specifically for Costa Rica, are attached to this Platform 16 information units specialized in the subject and reference.

The objective of the study was to analyze the situation of the technical standards of the National Library System regarding the library services of municipal public libraries, Callao region. The type of methodology was applied research, descriptive, exploratory, case study, cross-sectional and with a qualitative approach, the interview instrument directed to officials of the National Library of Peru and managers of municipal public libraries was used to evaluate with the analysis documentary film. The results show that the National Library has approved a series of general operational technical standards for libraries in the national territory, limited by an evident gap in application in reality due to the priority of the pandemic, where municipal public libraries work online using information and communications technologies in the process of transformation and innovation of different activities from traditional cultural services to digital. Conclusion: it's an opportunity for improvement in the bicentennial to turn them into digital libraries, but the National Library, Municipal Governments in coordination with the current Regional Coordinating Center of the Callao Region, must systematize the successful experiences of municipal public libraries development islands, to share agendas of cultural activities, update specific technical standards according to their local reality and offer a unique shared ICT platform standardized for the Integrated Library Management System with free software, to enhance strengths and minimize weaknesses.

The relevance of the article: In the aftermath of the full-scale Russian-Ukrainian war, Ukraine faces a critical juncture in its societal evolution. The need for inclusivity and the role of libraries in fostering it have become central issues. The urgent demand to analyze the impact of this conflict on the formation of an inclusive society in Ukraine needs to be studied.
The purpose of the article. This article aims to scrutinize the influence of the Russian-Ukrainian war on the processes involved in shaping an inclusive society in Ukraine. It focuses particularly on shifts in the perception of inclusivity, the significance of barrier free environments, and the role of libraries in facilitating these changes.
Presentation of the main topic. The article delves into the transformation of Ukraine’s societal landscape in the wake of the war. It highlights how the conflict has influenced
the conceptualization of inclusivity, emphasizing the importance of creating accessible environments and highlights the pivotal role of libraries as agents of changes in this context.
Conclusions. The analysis reveals a profound impact of the war on Ukraine’s approach to inclusivity. It elucidates how societal perceptions have shifted, placing a newfound emphasis on the creation of barrier-free spaces. Furthermore, the study underscores the instrumental role that libraries have played and continue to play in
fostering inclusive communities. The practical significance. This article offers insights into the evolving dynamics of inclusivity in post-war Ukraine. Policymakers, librarians, and community leaders can draw upon these findings to implement strategies that promote inclusivity and develop barrier-free environments. Libraries, as vital community hubs, can take the lead in this transformation, bridging gaps and facilitating social integration in the midst of conflict.
