The purpose is to describe the process of restructuring and redesign of the equipment at the Reading Room of the Universidad Complutense Graduate School of Information Science Library. A literature review establishes, on the one hand, the existence of a large number of publications related to the architecture of buildings designed to house libraries and, on the other, the scarcity of literature dealing with the particular concerns of this paper, i.e., library equipment and furniture. Therefore, there is a need to tackle this issue from a practical standpoint based on an analysis of the development of the above-mentioned reading room. In particular, its previous arrangement is described as well as its present layout after the improvements (here the planning of the new infrastructure is outlined) and what provisions there are for the near future.

Based on the opening of a new site for the Seville Public Library, the thinking that took place during the setting up of the new library and which redefined the notion of what constitutes a public library service (access, friendly environment, marketing, etc.) is presented. It is hoped that other such institutions will find similar solutions faced as they are both by numerous changes due to the introduction of new media and technologies and by the difficulties that we have today of carrying out public library services in a new society.

Total quality, organisational matrices, team management, and reeingineering are terms that have cropped up in the vocabulary of management sciences. Unfortunately, there are few documentated exemples of the successful implementation of such systems and few organisations have been able to propose the conceptual framework necessary for such changes. For the last twelve years, the Library at the Université du Québec à Chicoutimi has experienced a unique model rarely seen in North American institutions. The principal objective of this model lies in the satisfaction of the information needs of its clients.

Creating physical facilities and environment for marketing quality library and information services

A Library is as good as it is displayed and exposed to users. It should not be conceived as a hidden treasure or a passive collection of reading material. The physical facilities and environment consisting of location, building, layout, furniture, equipment, etc., significantly contribute in enhancing the quality of services. Physical environment not only plays an important role in marketing the services of libraries, but also affects users behaviorally as well as psychologically.
Any effort to create physical facilities and environment should take into account the unique needs and ways of seeking, gathering, using and communicating information by the target users. In other words, understanding the users in terms of their characteristics, styles, idiosyncrasies, needs, opinions, priorities, preferences, evaluations, attitudes and behaviour is essential. A number of findings in the areas of user research provide clear and direct input for creating appropriate physical facilities and environment.
Quality is intangible, relativistic, indivisible and having a tendency to deteriorate as far as services are concerned. QC and SQC are concepts more applicable to profit-oriented organisations with production of goods. In service institutions, quality is elusive concept and it is difficult to achieve and measure. It is only long-term total customer satisfaction which has to be considered in service institutions. Measuring satisfaction itself is nifty. It is necessary to identify the factors which customers consider important in appraising a service. However, there are certain ways to tackle the problem of quality in service institutions. Some tips to improve service quality are discussed.
Before attempting to create physical environment and facilities in libraries to gear up the quality services it is necessary to identify and understand the nature and characteristics of services. The traditional goods oriented marketing is not appropriate for marketing of services. Characteristics of service organisations like intangibility (Pulpability), non—inventoriability (Perishability), variability and inseparability of production and consumption of services call for an extended marketing mix with emphasis on physical evidence, people (service personnel), process, PR and social marketing. The role of ‘Place’ and ‘Physical evidence’ in the new strategy for marketing of services is emphasised here in relation to the need for creating physical facilities and environment. General issues relating to marketing of services are also discussed.
The task of creating physical facilities and environment involves broadly pre-planning activities followed by preparation of a programme, allocation and utilisation of space, selection of equipment, furnishing and moving into facility. The pre-planning activities include gathering information (including internal information) through visiting other libraries, discussing with colleagues and experts, attending seminars, exhibitions, conferences and reading literature. The proposal should incorporate general features like objectives, type, status and location of the library, nature of users and use of library, special construction features of the facility, statistics regarding existing library, and composition of planning team, resources required, the implementation schedule, etc.
In addition to providing some practical tips of the whole exercise, discusses the other steps like space estimation allocation and utilisation, furnishing, lighting and sign systems for libraries.
Lastly, a case study from ISRO Satellite Centre (ISAC) library is presented with emphasis on various practical aspects of creating physical facilities and environment.

This news article is related to the public debate going on in Monterrey, Nuevo Leon, Mexico about the proposal of the state Governor Jose Gonzalez Paras to relocate the State of Nuevo Leon General Archive from the original ad hoc premises in Monterrey City Centre (Juan Ignacio Ramon and Zaragoza streets) towards a an older premises called "the House of the Engineers" at the earlier 20th old factory of steel, "Steels of Monterrey Foundry", today "Foundry Park". The reporter interviewed Dr. Zapopan Martín Muela-Meza, PhD, about this governor's proposal (Doctor in Information Studies, University of Sheffield, UK, and MLS State University of New York, Buffalo, USA, and Assistant Professor in LIS programs at the Nuevo Leon Autonomous University, Mexico) and Muela-Meza stated that such initiative is scientifically invalid and that if the Nuevo Leon governor and people wished truly to save the cultural memory recorded in documents, they must build and ad hoc and ex professo premises to store and disseminate strategically and scientifically the cultural memory recorded in documents. Muela-Meza put as an example how the British Library slitted in two premises: the original headquarters in Central London, southern England and the new and bigger one in Boston Spa, northern England. Muela-Meza mentioned this example could be applied to Nuevo Leon Archive, so the old premises in the City Centre could remain open to the public, and since in the last 10 years there is no space for more documents, then in the new purposeful built-in premises could be stored the new documents no matter how far it were from the City Centre's.

This paper reviews the evaluation model and measurements according to metropolitan digital library activities. Through literature review and historical research, the authors argue that the evaluation of the digital library (DL) is still in a research stage and not yet of value to the real achievement of the DL in operation. Because of the variety of the understandings of the digital library and the complexity of the technical factors, we can put forward a set
of reference models, measurements and approaches to combine with the various research on the evaluation theory and practice in the digital library area. The Participative Design (DP) of Information Systems is a new method that helps to prove the perceptions of the users and contribute to the clear satisfaction of their needs of information. The above mentioned method includes, besides the informational literacy to the user, the direct participation of the same one in the development information systems. The analysis presented in this paper raises two perspectives: the information necessities of the users and the operative structure of any unit of information, reason why the objective of the DP is to diminish the existing discrepancies in the expectations that the users have around the services, as well as their acquired perceptions once implemented.

It is presently essential to achieve a suitable layout and design of library buildings in order to successfully meet the learning goals defined by the European Space of Higher Education (ESHE). From such a starting point, the present paper renders a full review of the various spaces implied in library design and their internal relationships, as well as of their environmental and safety conditions both for persons and collections. The characteristics of furniture and equipment are also assessed in the light of different guidelines, present tendencies, standards and real instances of every point dealt with. Our work concludes with a reference to the preservation policies and models of bibliographic materials.

The implementation of facilities aimed at serving as archive implies both the planning of the constructive aspects linked to their function and foreseeing suitable corrective measures which should ensure the preservation and safety of the materials stored. Therefore, taking the Spanish and international standards on this matter as a starting point, the present work reviews the full layout and design of the archive building and tackles the different measures which conform the general scheme for the conservation and preservation of batches of documents. The paper deals with the debate on the preservation by digital substitution (digitalization) as opposed to analogical (microfilming).

The paper describes the spaces and buildings created throughout the history of libraries, as well as its social and symbolic content.
It makes an approach to the developments that will have the spaces for libraries in the future. The library will tend to be a chameleon that will be able to change in form and function: social center, park, etc., where books and computers will be able to meet, talk and work together.

This bachelor thesis describes the basic components of a guidance and orientation system which is discussed under special consideration of signage. The study clarify whether an applied signage within the design of the guidance and orientation system will improve the orientation in a library and beyond that if it will have impacts on the well-being of the user and furthermore on the image nof the library. The developed properties of a guidance and orientation system with a good information design are shown at two examples of public libraries: The Mediothek Krefeld and the cental public library Hamm. At the end of this thesis, I will summarize the results and give some preview of upcoming trends in the design of control and guidance systems.

In the winter term of 1979/80 the Vienna University of Technology Library conducted a large-scale postal user survey that involved 692 faculty from a census approach and 1319 students from a representative sample. This article presents those survey results which are directly related to issues of planning for the new library building of university. These are in particular: Questions relating to organization and book presentation (closed stacks vs. open shelves including reasons for preferences, preferred presentation of journals and older journal issues, interest in a textbook collection, demand for loan periods); questions regarding furnishings and equipment (interest on carrels, subjective importance of other facilities, preferred work tables, preferred type of lighting).

A data-gathering project using elements of Participatory Action Research was conducted at the Auraria Library, which serves the University of Colorado Denver, the Metropolitan State College of Denver and the Community College of Denver. The project was administered in order to shape a plan to develop a Learning Commons environment at the library. The researcher thought that the needs on a campus with many non-traditional, commuter students might differ from the needs of a more traditional college campus. Information was gathered using surveys, spontaneous focus groups, flipcharts and observation. Results were used and interpreted by students in an architecture class.

In a context of evolving technological and social changes, leading to today's information and knowledge society, we aim to understand the new concept of public library, and what services and spaces are emerging all over the world in public libraries in order to attract new users and meet the needs of people. As background, we associate the role of public libraries with the policies for smart, sustainable and inclusive growth strategies under Europe Strategy 2020. We present a new concept of public library that responds to the new challenges of today linking them with the educational, cultural, social, political and informative roles it plays. In this sense, there was a concern to demonstrate the importance of public libraries in the development of integrated cultural, social and educational policies through some concrete relevant examples, namely: the Library Parks in Medellin, Colombia ( with a distinctly social dimension), the BiblioRedes program in Chile (with a focus on information and communication technologies) and the National Program of Public Libraries (RNBP), which, to date, has provided Portugal with more than two hundred modern public libraries . Finally, under these new spaces and facilities offered by public libraries, they tried to develop the concept of public libraries as an area of work through several examples that have in common the concept of co-working. Based on this concept we propose the creation of co-working spaces in public libraries, through an actual project to be implemented in the Municipal Library of Montemor-o-Velho.

The university in the Valle del Cauca and the rest of the world , libraries have a changing dynamic , with various proposals to modify the requirements of academic, technological and business world. These demands are guided by compliance with quality models seeking an adjustment to the environment and require a fixed results , in the case of ISO 9000, EFQM model FUNDIBEC , among others. Another way to respond to the new challenges of the university environment , has introduced new paradigms in the management of library services and resources based on technology models , the case of Integrated Learning Centers , Informations Commons and Learning Commons , all country proposals such as America, Canada, England and Spain , where the use of technology to support teaching and learning processes , research and production of knowledge, show alternatives. To achieve the construction of a specific guide to the creation and improvement of academic library services , the basis is the Service Delivery process area or SD of CMMI for Services ( CMMI -SVC ) , the Software Engineering Institute , a used model for software companies , using as base 5 maturity levels , where companies conducted a series of best practices proposed in 24 process areas , to have as a desired result, the scheduled maturity. This process area in particular, to find in it a complete service-oriented basis , responding to technology integration , human, physical and financial resources are chosen. The final result shows an adaptation of the Service Delivery process area of CMM- SVC , the context of university libraries , through a guide that houses the practices proposed by the original model and transforms them into activities using tools and methodologies area of librarianship , management and telecommunications . The application of the generic goals and generic practices are outside the scope and should be part of the institutionalization process , organized by each university.

"Dr. Raúl Prebisch" and "Tornquist" libraries of the Bank Central of the Republic Argentina in order to preserve and disseminate the information contained in its historical collections, maintain existing within their permanent tasks program of preservation and conservation of the documentary bibliographic heritage. They specialize in economy, devoting special attention to monetary and financial issues. Its bibliographic holdings cover in addition areas of economic history, statistics, finance, banking law, sugar industry, national finance, agriculture, settlement and other related materials. Collections that treasures, unique in the country some have placed them at a level of recognized position in the academic areas of the country and abroad. They possess a valuable Sector of historical documents pertaining to national public credit and former banks, under the Central Bank functions as ente Rector of the financial system, along with historical documents of interest for researchers and scholars of our economic and financial history. The ultimate goal is to achieve the society have free access to the information that is part of the economic, financial, political and social history of our country.

The father of Indian library science, Dr. S. R. Ranganathan has contributed a lot to the rich tradition of librarianship in India. During his studies abroad he became familiar with the western tradition of library science. At home in India, he helped develop a view and practice of librarianship that reflect Indian culture. Today we must continue his work. While we may learn from the West, we can contribute omething that is uniquely Indian to this discipline of library and information science. Importance of learning environments are increasing now. The appropriate environment will help a lot to decode the thought from books and documents to the readers heart. This paper discuses the decoding activities and improved level of decoding up to Wisdom.

Cultural heritage worldwide is under the threat of environmental conditions, natural disasters and human-driven risks. While the profile of this threat varies by the incidence frequency, severity, duration and active zone of the natural disaster, the treat is much more extended as far as environmental risks are concerned. Therefore, separate strategies for each risk (short, medium and long-term risks) should be defined. Precious artworks in museum collections and library, archive assets are susceptible to environmental risk factors such as air pollutants, relative humidity, temperature, fluctuations of relative humidity and temperature, light and ultraviolet. For this reason, periodical measurements and risk assessment efforts should continuously be maintained to avoid deterioration of collections in indoor areas. Within the scope of initiatives aimed at preserving cultural heritage artifacts, museum collections and library, archive assets that serve as unique sources of information, conditions prevailing in major areas hosting such objects (exhibition, reading, storage areas) should be aligned to ideal values prescribed by national and international standards. In this study, the impacts of inappropriate indoor climate conditions exposure to objects have been emphasized. The measurement-based quantitative research method has been employed in the study. To take restrictive measures against such impacts in the indoor area, a comprehensive "management of indoor risk monitoring" should be run by the museum, library and archive facilities hosting cultural heritage assets. Identifying improper climatic conditions existing in indoor areas combined with the implementation of methods where proactive conservation measures are taken such as monitoring, cleaning, material selection constitute the basis of the high-priority issue of safely conveying precious artifacts to future generations.

The future is here. An interview about the building, the usage and new technologies in the Library and Learning Center of the Vienna University of Economics and Business (translation of the title). In this interview with Library Director Nikolaus Berger and Silvia Köpf, head of the Reader Services Department, important aspects of the planning, building and operation of the new Library and Learning Center (LLC) of the Vienna University of Economics and Business are outlined. The LLC is not only an architectural highlight and a tourist attraction; moreover, it is a place that shows how a library of the 21st century can operate effectively: with modern technology for charging, book return, and inventory taking, a Library Café within the library, scanners instead of copying machines, and – last, but not least – a highly committed team. All in all, the library of the WU can be considered as an overall success.

Museum collections and library-archive materials are sensitive to environmental risk factors such as air pollutants, relative humidity, temperature, light, ultraviolet (UV). Therefore, risk assessment studies should maintain periodicaly to avoid deterioration of the cultural heritage objects which are located indoor. National and international conservation standards should ensured which are existed under threshold values for cultural heritage objects (museum colections and library-archive materials that ensure unique knowledge) where in key areas (display, reading, storage etc.) In this study, it is emphasized that both indoor and outdoor oriented air pollutants exposure effects to objects. One of the EU Projects (EU-FP7) MEMORI (Measurement, Effect Assessment and Mitigation of Pollutant Impact on Movable Cultural Assets – Innovative Research for Market Transfer) dosimeters (EWO, GSD) are used for exposure measurements. To limit and to eliminate of the indoor and outdoor oriented air pollutant effects preventive measures should be taken and implemented “extensive air pollutants management” at the museum, library and archive institutions. To understand existing air pollution risk monitoring (diagnostic), cleanliness, material selection, filtration such proactive measure methods should be implemented (protection) and it is needs to be addressed on priority basis that precious cultural heritage objects should be transferred for future generations safely.

Analyzing the impacts of disasters and secondary effects in the history of Istanbul, it is seen that they were greatly effective at the city scale. These fires destroyed significant historical texture and historical and cultural heritage of Istanbul. Fire prevention applications which can be differ according to city’s urban fabric are very important for right response to fires. This study emphazise to develop a strategic protection proposal which is to aim optimum solution by considering historical texture of İstanbul. The study focuses on a fire-response research method which is created in the GIS system by using statistics of annual fire and duration of fire response. Fatih district of Istanbul province was selected as the sample area. As a result of this study, It is propose to create of the Fatih district fire risk map, to determine special vehicles needing, to recommend likely fire stations and fire hydrant locations.

The cultural heritage is under threat in the world and in our country due to the potential hazards and other dangers. These factors are caused by human, technological or natural-induced reasons. Some historical buildings which are used as library and archive buildings have the possibility of damage
due to structural problems in case of disaster (Proactive). Precautions must be taken well before any kind of emergency situation or disaster due to protect both these structures as historical monuments, and books, manuscripts and other library and archive materials in historical and modern buildings.
These measures may include passive/preventive and/or active conservation methods. This study aimed to examine risk factors by qualitative research method which affect to the library and archive staff,
buildings and materials in accordance with the principles IFLA (International Federation of Library Associations and Institutions) and disaster management. Passive / preventive conservation method proposals are extended for risk reduction.

Archives are institutions which embodies the historical development of society building ideas, ideals, events,
official records / evidence. These resources are being used today and being a basement for the benefit of future
generations. However, archives which are unique knowledge must be protected against threats and all types of
risks. If adequate measures are not taken for the short, medium and long-term, these hazards grew further and
bring result of severe damage for archives. Archive documents which has not taken their digital copies, when face
the likely disaster it cause irreplaceable losses. The data (important source of information) protection responsibility
should be addressed as a priority, not only archive experts , but also administrative charge, academicians
should work together on a platform for devoloping preventive conservation strategies of possible deterioration
and damage.
In this study is emphasized Istanbul Metropolitan Municipality Directorate of Archives efforts to protect archives and importance of these studies.

A first chapter discusses and compares basic principles concerning the construction of library buildings as presented by Leopoldo Della Santa in 1816, by Otto Wagner between 1910 and 1914 and by Harry Faulkner-Brown in the second half of the 20th century. The following chapter provides an overview of the most important in formation sources used by those responsible for library building projects. The third chapter is devoted to the practical implementation and shows trends in recent library building projects. They are determined by two factors: The functional demands of today‘s study needs on the one hand which are conditioned on the other hand by the resources standing to meet these needs. The final section remarks upon the implementation of the theme in the training for library and information professionals.

In the decade between 1999 and 2009, substantial and incisive changes took place at the Innrain location of the University Library. The most important of these was the modification of the organizational structure: 3 larger and 16 smaller specialized departmental libraries were merged with the Main Library, and their collections were consolidated in a one location, thus offering users a single point of access and standardized opening hours and conditions of use for materials formerly distributed all over campus. Today, the Innrain Library combines existing premises with the newly erected, street-level building situated at an important crossing, which makes it easily accessible from the town, and offers library services adapted to modern standards.

The University libraries come improving their sites when explore all web 2.0 features and increases the degree of interaction with users through these, its by the creation of social networks, blogs and similars. To build a new building for a national library is a great challenge! In the resent article the new estates of the National Library of Latvia are presented, in the frame of the 43rd Annual Conference of LIBER. It is extremely intriguing, why local people call their National Library "The Castle of Light" in regard to the shape of the building, the glass reflections, the high-ranking of international forums, taking place there, the unique interior design, the architecture, the re-fraction of sun light, corresponding to the idea of future development of knowledge and literacy.

The present paper is a doctoral dissertation that proposes a model of the logical-algorithmic dynamic for computer programming problems solving. That model is distinguished for revealing the double modeling (mathematical and computational)that characterizes programming problems solving. The study was structured in four dimensions: logical-mathematical construction, algorithmic-mathematical orientation, algorithmic-generalizing structuring and algorithmic-computational validation which are the expression of the internal movements of that dynamics and allows revealing its transformation, addressed to the formation of algorithmic-computational thinking. It has been the basis for the creation of a system of didactic procedures that allow the orientation of the formation of the aforementioned thinking. The main innovation of the proposed model lies on the revelation of the integrating logic between the mathematical representation of the problematic situation and the generalization of pseudo-encoded representations.

Until many years ago, the presence of 3D printers - machines capable of materializing an object from a digital design - are limited to industrial areas or laboratories with large budgets. However, the transformation that led to the extension of free licenses in the world of software and hardware has allowed these devices to enter small factories, amateur workshops and classrooms. In a context in which 3D printers make artifacts literally outside the planet Earth, use it in the construction of houses and even for human tissues, this book is a support guide for those who wish to inform that same tool to educational practices. In addition to making a historical journey in the evolution and changes in the paradigm that brings digital manufacturing, the design and printing of 3D objects explains through the projects and the skills become the essential knowledge for learning this technology and the ability to apply them. to our own needs, both inside and outside the classroom.

Purpose: The purpose of the speech is to attempt to answer the question about the future of public libraries. In recent years, we have been recording the slow process of putting more emphasis on cultural activities by this institution. It is similar to transforming books into cultural centers or community centers, which is referred to as the “third place.” Is there a good direction for development? Paul Ladewig, more than 100 years ago, stated that the “pushing goal of entertainment on the foreground is the cause of a low-level of the public library, its stagnation and lack of interest in it.” Were these prophetic words? Research method: Literature analysis was used to focus on the issue of library development. Besides, the statistical approach was applied to develop data from the Central Statistical Office and the National Library. Coverage and scope of research: The research was covered by Polish libraries of all types, with the most significant emphasis on public ones. References were also selected examples from the world because the trend is global. Results: The analysis shows that the emphasis on the development of cultural activities of libraries positively affects the reception of such institutions in society and their general statistics. However, it is hard to say the same about the strictly “librarian” indicators, which fall every year. Conclusions: These results allow us to draw a conclusion confirming the motto of Paul Ladewig. It is likely that libraries taking the "third place" function will slowly marginalize elements related to borrowing and sharing books.

Moving a library or a resource centre to a new headquarters is an opportunity to review corporate strategy and redefine corporate culture to ensure that it is adapted to new ways of working and relationships among
individuals. This context yields an opportunity to design a new library model or resource centre that reinforces the institution’s brand image, which embraces the new values linked to the change of organisational model and commits to the corporate culture transformation process.
This idea is illustrated through the case of the CREA (Water Resource Center). In the process of conceptualization and planning of the new headquarters, the definition of an innovative service model and the design of a clear visual identity, linked to corporate values, interior spaces and with a distinctive look and feel and own-marketing strategy made it possible to accomplish the objective of strengthening the corporate identity.
The CREA is an open and innovative space, a meeting point for professionals to share knowledge and generate innovation. From the outset, its spaces were conceived to cater to user autonomy, flexibility and adaptability, and its spaces, equipment and furniture and fittings were designed to facilitate conversational and informal learning.
The interior design of its spaces has become a key element in the institution’s marketing and communication strategy and has contributed to conveying the values related to brand image.

The public library in heritage building: types and examples

An important part of the buildings for new libraries in Barcelona region (province) are part of the cultural heritage. The desition to place a library in a historical building has to be based on several criteria, librarian, hisctorical, but also architectural. Depending on the type of building, and also on the library needs, ther will be the need of a deep architectural intervention, affecting the main parts of the structure of the building. And depending on the type of building and the kind of intervention needed, the result will be a good library or not. The presentation gives some ideas about how to deal with this problem, to achieve the final goal of getting a successfull library, keeping the respect for the historical heritage and using a reasonable architectural solution.

From the observation and analysis of the architecture of the Enric Miralles de Palafolls Library, we reflect on the form that a library should have nowadays. It seems that the work of architects Miralles and Tagliabue explains that the library is essentially a place for emotion, where dreams will be born from reading. It is maintained that in the network society, new forms of access to knowledge and creativity have appeared that point towards an uncertain future regarding the shape of the library building. In any case, this form must arise from the coherence with the intrinsic nature of these new processes and from the freedom in the architectural project, abandoning predetermined ideas and old formal models.

Libraries, which have been created to meet the information needs of the society throughout history, have always had a place since their first appearance. Because the building is one of the basic components that make up the library. These library buildings, where information resources have been collected from past to present, are places that serve more than one person in the same time period, affect the environment they are in with the materials they contain and are affected by this environment. In other words, negativities in indoor and outdoor environmental conditions affect the library building and negativities in the building affect the environment. Energy resources and waste produced in the building are important issues that need to be evaluated in terms of energy saving and environmental pollution and to be taken precautions. The damage caused by non-renewable traditional fuels such as hard coal, lignite, oil and natural gas to the environment and the high costs have led humanity to use alternative energy resources such as solar energy, wind energy, geothermal energy. These types of renewable energy sources are now taking the place of these fossil-based fuels used in buildings today. The methods developed as a solution to global warming that cause pollution and climate changes caused by harmful gases released into the atmosphere as a result of the consumption of fossil-based fuels, are in the direction of creating a sustainable environment. The sustainable architecture approach is the process of designing and producing buildings that do not harm the environment and are energy-efficient. The aim of this study is; The aim of this course is to investigate how library buildings can be positioned in a sustainable environment, designed, produced and used with a sustainable architecture approach and how these features can be added to existing buildings. Although there are library buildings that have been created with this approach in developed countries or have acquired these features later, the lack of a library building with a "green building" certificate in our country has been the starting point for this study. Due to the insufficient Turkish resources in which the library buildings are handled with a sustainable architecture approach, the studies conducted abroad were examined. In the study, first of all, "sustainability" was discussed as a concept, then the sustainable architecture approach was examined, the library buildings were also evaluated in this context, and ultimately, the conditions for the library buildings to be energy-efficient and environmentally friendly buildings by carrying the principles of sustainable architecture were revealed.

Higher education in Turkey has an ancient heritage, beginning in the ‘medrese’ or ‘madrasah’, schools for young men attached to a mosque, which date back to the tenth century and earlier throughout the Islamic world. The first university in Turkey, now known as Istanbul Universitesi, grew out of the Istanbul Medrese, founded as early as 1453, which gradually established itself as a pre-eminent science and technology school throughout the nineteenth century, taking the name Istanbul Darulfunun (House of Multiple Sciences) in 1912, and Istanbul Universitesi in 1933. Its former Schools, based
on the schools of the former Medrese, have become Faculties in the modern university.
There are now more than ninety-seven universities and
academies in Turkey, of which approximately two thirds are
state owned, the others are funded by foundations, or are
military or police academies. Yildiz Technical University,
founded in 1911, is one of the largest and most prominent
state universities in Istanbul, and one of two technical
universities, the other being Istanbul Technical University (founded 1773). YTU offers programs within eight faculties (covering literature, languages, fine arts and design, engineering and architecture) across three campuses, and advanced research degrees in dedicated research institutes. Although not the oldest university in Istanbul, many of its buildings, especially on the historic Davutpasa campus, date from the first half of the
twentieth century and are ill-equipped to provide for the needs of a modern university, let alone a modern university library.

The space is the one of the major contents of a library which is an impor- tant part of the school education, and is an indispensable support of education programmes. Although the informative resources are in the form of electronical media, and are computerized in these days, some special spaces are required to collect, store and open to the user’s access those of electronical and computeri- zed resources as well as the other conventional printed materials. The absence of library spaces in most of the schools or transforming those of library spaces into classrooms because of the necessity, or lack of meeting library requirements led the researcher to deal with this subject. The aims of this research are to turn attention to the characteristics of those of library spaces, and to examine the design and production principles of those of spaces from the librarian’s point of view. Therefore, in the first part the importance of the spaces in school libraries is defined; then in the second part the requirements to design and production of those of spaces is examined; and finally the findings and recommendations are determined.

While the rapidly developing technologies of the changing world add important innovations and conveniences to our lives, they can sometimes take us away from the environments that are suitable for our natural structure and into more artificial environments. People who have to adapt to this new environment adapts their living conditions according to this new environment. This environment, which alienates man from his nature, usually develops in the direction of destroying or at least damaging everything natural. In the course of time, the drawbacks of this situation have been recognized, and the ways of returning to nature have been sought without breaking away from the possibilities brought by technology. Instead of energy resources that harm and run out of nature, a tendency has been started towards inexhaustible resources obtained from nature, and environmental conditions have been adapted to this. Since buildings are artificial environments created by human, they are affected positively or negatively from this situation and reflect these effects both to the natural environment they are in and to their users. The aim of this study is; To emphasize the importance of creating an environmentally friendly green building based on the energy problem and environmental pollution and to raise awareness about having such a building for librarians who spend most of their daily life in the building, and to draw attention to the issue. In the conclusion part, the necessities of being a green library were tried to be examined, and some determinations and suggestions were made for the future by referring to the legal situation regarding the issue.

As one of the main public buildings libraries are required to be involved in seeking solutions for environmental problems such as climatic changes, environmental pollution, energy consumption. Green library or sustainable library means environment friendly and energy saving library building. As a center of continuous education for life time it is necesseray to make library buildings to be good examples for the people in terms of awareness and approaches on environmental issues. They contribute to maintain the natural balance, produce less waste, and are built with low budget but in good quality. However, applications of green library buildings are based on different requirements comraing to the other gren buildings. The aim of this paper is to examine the green library buildings; to determine the difference between other green buildings and green library buildings in terms of requirements; and to give information on how to meet those of requirements.

Turkey has experienced many natural or human-caused disasters, especially earthquakes, as of the geographical region in which it is located. For example, the Covid-19 epidemic, which has spread rapidly in recent months and has affected the whole world, is a biological disaster that forces the state and individuals to take precautions in this regard and to regulate business and private life accordingly. Past and present disasters caused the loss of life of libraries in many parts of the world, because it is damaged or even destroyed the cultural heritage of humanity on these issues in a number of scientific research are abundant. But a very large part of this work was done not directly to the library building, but to protect the non-structural elements inside the building and the collections. Although damage to non-structural elements in disasters leads to greater loss, if structural elements are disaster-resistant, non-structural elements are also largely protected. Undoubtedly, everything under a collapsed building will be damaged. With this study, it is aimed to draw attention to the importance of the design of the library building, to make up for this deficiency in the literature and to help the future studies on the subject.

Libraries are the places in which the information produced by human kind over many centuries is gathared, processed, multiplied and shared. The materials on which the information is stored have been having different properties such as papyrus, stone, paper, electronic devices. However the common characteristic of all of them is the necessity of a space to be kept. This space is enclosed whith an artificial shell which is shaped according to the requirements and called as a "library building".
Libraries are divided into different groups such as university library, research library, public library, children library and school library. Thus their users also have different characteristics. The term "user" generally describes the persons who use the collection to reach information. However, when the "library user" is mentioned the term should address all persons who are library building whether for a short term or long term. Library users can be grouped as temporary and permanent users according to their presence in the building. From this persons who use the collection are called "temporary users". The others who work in the library are called "permanent users", and they are more affected from the advers effects of library buildings. Determination of all users requirements and related standards during the design stage and producing the building in accordance with the design will prevent the building to have adverce effects on users' health.
The developed and changed technologies affect the collection materials as well as the physical characteristics of the library space. Especially, computerised and related technologies bring considerable changes to libraries. The design of library buildings shows different approaches because the temporary users do not have to physically present in the library, and the new collection materials do not have to take places on the shelves.
The presentation of temporary and permanent library user groups in design consultation team is an impotant issue to the determination of library user requirements.

The study was motivated by the need to find out the factors that determined team based learning in tertiary institutions in Ede, Osun State, Nigeria. The researcher observed that the rate in which students in tertiary institutions get involved in team based learning is considerably high. It was also observed that very little has been done to assess the factors that determine the use of mobile technologies and academic and research libraries for team based learning by undergraduate students. The case study research method was adopted to carry out the study in three tertiary institutions in Ede, Osun State, Nigeria. Purposive sampling technique was used to select the one thousand one hundred undergraduate students that constituted the study’s sample population. The questionnaire was adopted as the study’s data collection instrument. The simple percentage score was used as the study’s data analysis technique. The study revealed three indicators of human factors namely, trust, sense of competition and willingness to share knowledge as the human factors that impact the extent to which mobile technologies are used to facilitate communication among members of team based learning groups. The study also revealed three indicators namely, space, rules outlawing group discussion and rules outlawing use of mobile technologies as factors prevalent in academic and research libraries that determine the use of academic and research library by members of team based learning groups. The study concludes that human factors are instrumental to the extent to which mobile technologies can support team based learning and that academic and research libraries must reassess their rules and regulations from the point of view the requirements of team based learning needs. Recommendations were made to students on how to manage human factors and academic and research libraries on how to implement rules that will not hamper team based learning. The study is useful to students, lecturers, librarians and administrators of tertiary institutions.

Surely, every building has a production purpose. Also the library building is designed and constructed to create a space for resources that will meet the knowledge needs of humanity and activities that will contribute to their cultural development. However, the library building is a public space where many numbers of people are together at the same time. Anyone who is in the building, regardless
of the reason for being there, is considered to be the user of the building. When the users are evaluated in terms of the time they have been in the building, they can be examined in two groups as permanent and temporary users. The library building is designed, constructed and used to meet the needs of these users.
Building affects users and users affect the building. The failure to determine the user requirements correctly during the design process of the library building is reflected in the production phase and creates dissatisfaction on the users during the use of the building. In some scientific studies on the subject, it has been determined that there is a close relationship between the spatial characteristics of the building and the frequency of use. Due to problems caused by the building, users whose requirements are not met may experience health problems, and consequently, their time in the library is shortened. This is situation reduces the utilization efficiency of the building. The incidence of health problems is higher, especially for library staff who have to be in the building (Küçükcan, 2007 ; Hazal ve
Emsen, 2020). Consequentially, the inability to provide user comfort is a cause of dissatisfaction. Therefore, the idea of how to design a better library building for librarians and collection users who manage knowledge has been the starting point of this study.
Architectural design is momentous. Because it is very difficult and costly to correct the deficiencies and errors in the design phase later, this study mostly focuses
on this phase. The aim of this study is to raise awareness of both information and documentation scientists and architects interested in library building design, about the design features of the library building and to draw their attention to a better understanding of what the user expectations may be. For this purpose, it is emphasized how the spaces should be for libraries that collect, organize and deliver information carriers in different formats to the users who need them, in other words, libraries that manage information. Furthermore in the conclusion part, some suggestions are made for buildings that can meet the needs of their users in the future.

Through the following text we intend to provide some practical advice to carry out the complex task of moving a library. These recommendations arise from the experiences lived towards the end of 2018, during the transfer, due to building remodeling, of the 25,000 documents that make up the bibliographic collection of the library of the FASTA University (Fraternity of St. Thomas Aquinas groups) of Mar del Plata.
Our intention is to share with the library community all the data collected, materials used, images recorded and forms designed throughout the whole process of the move, so that they may be useful at the time of starting a similar task.
The move was divided into four stages, where all the actions that integrate them have had the fundamental purpose of preserving the collection and promptly resuming the usual services. These stages are:
1) the planning and calculation of the materials;
2) cleaning of the books and shelves;
3) the packing of documents, furniture and equipment;
4) relocation of the collections.
In addition, we have included a section on the occupational health and safety of all the personnel involved in and responsible for the various tasks involved in the move. The recommendations and precautions that were taken into account when handling the tools and the bibliographic collections are developed throughout all the stages of the move.
Finally, we share the graphic images and digital publications that we used to disseminate and inform the entire educational community about the important changes in the services during the move, through the different channels of the library and the institution.

This paper discusses different benefits of electronic resource sharing and described it as a sector, i.e., space, energy, cost, time, organization, and reliability. The authors also have visualized the concept of "Green-E" in the field of libraries and information centers. Through the analysis of electronic resources as a renewable source of energy for libraries, the idea has been explained and supported by showing how electronic resources play an important role as greener energy and help save the earth from global warming and climate change. The future of e-libraries and green libraries may be called the "Green-E Library," and its electronic resources mark the footprint for a green future.

The objective of the study was to analyze the situation of the technical standards of the National Library System regarding the library services of municipal public libraries, Callao region. The type of methodology was applied research, descriptive, exploratory, case study, cross-sectional and with a qualitative approach, the interview instrument directed to officials of the National Library of Peru and managers of municipal public libraries was used to evaluate with the analysis documentary film. The results show that the National Library has approved a series of general operational technical standards for libraries in the national territory, limited by an evident gap in application in reality due to the priority of the pandemic, where municipal public libraries work online using information and communications technologies in the process of transformation and innovation of different activities from traditional cultural services to digital. Conclusion: it's an opportunity for improvement in the bicentennial to turn them into digital libraries, but the National Library, Municipal Governments in coordination with the current Regional Coordinating Center of the Callao Region, must systematize the successful experiences of municipal public libraries development islands, to share agendas of cultural activities, update specific technical standards according to their local reality and offer a unique shared ICT platform standardized for the Integrated Library Management System with free software, to enhance strengths and minimize weaknesses.

Smart City Planning Futures Studies

The present study was conducted to identify the future dimensions of smart city planning research. Participants in this study were municipal managers and urban planners with at least 15 years of experience and a master's degree or higher. Individuals were selected by purposive sampling. Sampling was performed with the participation of 10 experts. Data collection tools fell into two groups: 1- review and upstream documents, urban planning documents in the library section, 2- semi-structured interview in the field section where the semi-structured interview with the participants continued until the theoretical saturation stage. Content analysis method was used to analyze the qualitative data. In order to ensure the validity, the interview questions were approved by 3 experienced urban planning experts and managers, 1 of whom had a master's degree and 2 of whom had a doctorate. In order to measure the reliability, the krippendorf coefficient was used, the overall coefficient of which was 84%. ATLASTI software has been used in the content analysis section. In order to identify future smart city planning research scenarios, SCENARIOWIZARD software has been used. The results of factor analysis show that out of 176 available indicators (items), 33 basic themes can be identified and 9 categories of constructive themes have been obtained. Finally, 9 scenarios were identified based on the importance of all 9 factors. The results indicate that the main output of the realization of smart cities and e-municipality is to set conditions for providing services in the healthiest way to citizens, eliminating corruption, creating new job opportunities, and service and transformation in the economic and commercial sectors, increasing the effective presence of the private sector and improving the business environment, reducing damage to the environment, smart governance and increasing satisfaction

Library and Information Science Education in India: Growth, Development, Problems and Prospects

The purpose of the study is to explore the history and growth of the Indian LIS education system, its sustainability, and describe a critical review of recent UGC proposed Learning Outcomes-based Curriculum Framework (LOCF) syllabi. The formal LIS education which was started before independence with few universities currently witnessed a phenomenal growth of LIS departments/schools in the county. The structured questionnaire and survey methods were used to collect relevant data about availability of various courses and supplemented by searching websites and personal contacts. The findings of the study indicates that that 237 universities/colleges/ polytechnic institutes and professional associations found offering LIS education from six months certificate course to a doctoral research program. The survey revealed that at present B.A. (Hons.), B.Sc. (H), Dip. in LIS (3 years), CLIS, BLIS, MLIS, MLIS (two years integrated), PGDLAN, M. Phil., Ph.D., and D.Litt. courses are available in 31 states and UT of Indian universities/colleges in Library and Information Science. The study also finds that during the span of 20 years (2001-2020) 105 LIS departments came into existence primarily in private universities and colleges. The latest UGC proposed LOCF syllabi for BLIS also examined its acceptability and sustainability as a uniform model curriculum framework for the LIS departments in India, In addition, the study describes key issues, challenges and recommendations to enhance LIS education scenario.

Fire is a disaster that gradually accelerates from the moment it breaks out, can engulf the building with a geometric increase, and can occur in any building. Libraries and archives can be exposed to fire disasters today, as in the past.. These important institutions, which are of great value with their buildings, collections, library staff and users, are not only cultural heritage that must be protected, but also public spaces. For this reason, the buildings in which these institutions will operate, must be designed and manufactured to have fire-resistant features. After the building- and people-oriented design and production, that means, during the usage phase, the library employees, who are the permanent users of the building, have the necessary fire awareness, will minimize the possibility of fire. In this study; Fire and fire outbreak risks were examined, and were discussed what needs to be done in the design and production stages in order to prevent any fire during the use of the library and archive buildings and the active and passive protective measures that should be taken. And also, in the event of a fire, some suggestions have been made about what should be done to minimize the damage.
