Mould in stock areas is a severe problem for both libraries and archives. Micro organisms not only affect the material but also endanger the employees' and users' health. This paper presents an overview of the living conditions of micro organisms and of the state-of-the-art of conservation and restoration methods of mouldy library material. A short description of illnesses caused by mould and advice for health care is given as well. A review of the literature revealed the vital climatic conditions to prevent stored library material from micro organisms. These conditions are described in interaction with different materials (paper, parchment and photographs) and the nutritional requirements of mould.
The empirical part of this paper was planned to be based on interviews with librarians and restaurateurs to give an insight of how libraries and archives in Vienna deal with the mould problem. It had to be libraries and archives that had the restoration facilities of their own. Interviews were conducted with Dr. Erna Pilch-Karrer (head of the restoration department of the Austrian State Archive) and Mag. Christa Hofmann (head of the restoration department of the Austrian National Library). The main outcome of the interviews is that conservation methods to prevent mould are more economical than the restoration of mouldy materials. The interviews also revealed that from over 200.000 species of micro organisms, only between 30 and 40 usually occur in libraries and archives. By describing precautions and treatments for stored library material, librarians and archivists concerned with this topic find an introduction to relevant literature and a starting point for choosing a method for their own use.

This thesis addresses issues concerning the deliberate and calculated attack on cultural heritage such as libraries, archives and museums in the armed conflict of Ex-Yugoslavia. Its cultural heritage reflected the diversity of the Yugoslavian people and was for this reason a popular target in the war 1991 - 1996. It illustrates how attacks on cultural property across all countries are political as well as symbolic acts and points out the significance of strategic warfare. Furthermore, the challenge of protecting them through the international community and UNESCO conventions is analysed. First, a review of literature about the protection of cultural material and institutions is undertaken in order to identify its utmost significance and the motivation for cultural destruction in armed conflicts. Further qualitative interviews have been conducted with library directors and museum curators in Sarajevo and Osijek. In addition, a written statement is obtained from the National Library in Vienna. The analysis of interviews and written statement aims at discovering the importance of cultural heritage and the challenge of protecting them during war.
The main outcome of this thesis is that a nation’s memory stored in libraries, archives and museums is of vital importance in preserving cultural identities and in linking the past and the present. However, the international community may find itself powerless to intervene and protect it, as may be seen in the case of Yugoslavia. Hence this thesis documents the fact that utmost respect and worldwide attention is required, in order to protect cultural property more effectively and to prosecute the perpetrators who are responsible for its destruction.

Security in libraries covers three areas: personal safety of users of buildings and facilities and the safety of the bibliographic resources. They are often treated independently, but all the same treatment causes the formation of a valuable meshing improving its effectiveness. The libraries are mostly managed by local governments, regional and state, often belong to networks or clusters, being scattered, and often physically integrated are located inside buildings and institutions with other commitments and occupations, hampering the creation and implementation of a central unit dedicated to the safety of the three areas listed above.

It is presently essential to achieve a suitable layout and design of library buildings in order to successfully meet the learning goals defined by the European Space of Higher Education (ESHE). From such a starting point, the present paper renders a full review of the various spaces implied in library design and their internal relationships, as well as of their environmental and safety conditions both for persons and collections. The characteristics of furniture and equipment are also assessed in the light of different guidelines, present tendencies, standards and real instances of every point dealt with. Our work concludes with a reference to the preservation policies and models of bibliographic materials.

The implementation of facilities aimed at serving as archive implies both the planning of the constructive aspects linked to their function and foreseeing suitable corrective measures which should ensure the preservation and safety of the materials stored. Therefore, taking the Spanish and international standards on this matter as a starting point, the present work reviews the full layout and design of the archive building and tackles the different measures which conform the general scheme for the conservation and preservation of batches of documents. The paper deals with the debate on the preservation by digital substitution (digitalization) as opposed to analogical (microfilming).

Disaster planning and preparedness are important issues in every library. But not only the safety and security of books and media and the handling of wet or destroyed pages are to be thought of. Staff members and guests must know where emergency exits are and how they can leave the building immediately. The university library in Ilmenau is subject of this thesis. The development of disaster and evacuation concepts is explained and described, including a summary of legal backgrounds and a risk analysis of site and organisation. Detailed instructions for staff members, concepts for in-house trainings and some critical thoughts about the whole subject complete this thesis.

The exponential growth of digital content in organizations and the obligation to ensure the preservation of documents makes the need more evident for mechanisms to ensure its authenticity, integrity and security. A case of the Archives of the Barcelona Town Hall, following the pioneering experience of the Amsterdam Town Hall Archives, is presented. The Hitachi Content Platform (HCP) from Hitachi Data Systems was installed as a secure repository of digital documents. The project also included a review of current working patterns in an effort to establish procedures and best practices for digitization.

This study is based on the project research group Alexandria, which is devoting itself to the investigation of the conditions and working environment existing in Public Libraries of Municipality of General (Pvcia. of Buenos Aires - Argentina). The aim was to formalize a description of the conditions and working environment of public libraries in order to obtain objective data on risk factors to which the workers are exposed and the perception of librarians capable of producing or contribute to damage their health. During the literature review we noticed that no are studies or records about the work environment in public libraries located in the city so that we consider essential collecting objective data and the opinion of the workers who daily take on these risks. Undoubtedly these components are of vital importance when promoting any type of prevention policy.

This bachelor thesis describes the basic components of a guidance and orientation system which is discussed under special consideration of signage. The study clarify whether an applied signage within the design of the guidance and orientation system will improve the orientation in a library and beyond that if it will have impacts on the well-being of the user and furthermore on the image nof the library. The developed properties of a guidance and orientation system with a good information design are shown at two examples of public libraries: The Mediothek Krefeld and the cental public library Hamm. At the end of this thesis, I will summarize the results and give some preview of upcoming trends in the design of control and guidance systems.

Natural disasters, man-made disasters and inappropriate environmental conditions cause loss of
life and economic losses as well as destruction of cultural heritage. Disasters such as earthquakes occur
suddenly without any warning and due to their uncontrolled characteristic great destruction become on
historical monuments / artifacts by resulting serious damage or completely demolish. However, before a
potential disaster or emergency situation occurs, potential dangers and likely risks can be reduce with
proactive mitigation plans. To make a successful risk mitigation plan for the museum, library and archive
buildings which contain cultural heritage collections, to make the determination of risks initially and
subsequently resources are needed in the organization are essential. To reduce the risk effects due to
buildings, objects (collections, library / archival materials), the staff, the beneficiaries (visitors, students,
guests, etc.) could face likely risks, insurance activities (transferring or sharing the risk) needs to be
addressed is an issue primarily. It is emphasized in this study that to provide resources against the risks on
staff and cultural heritage by transferring the risk method and to minimize impacts of the potential
damage in terms of the institution's budget.

Libraries, archives and museums around the globe are exposed to risks stemming from environmental
conditions and human-driven potential hazards. Since an emergency/disaster immediately
breaks out, the four key principles of disaster management, namely preparedness, damage reduction,
intervention and improvement, should strictly be defined proactively, planned and necessary measures
should be taken beforehand. In a well set-up Library, Archive ( information and documentation centers)
and Museum Risk Management, it is important to define the hazards and prioritize them after the assessment
of the risks that may be posed by such hazards. Again based on this management system,
continuous improvement through Plan-Do-Check-Act (PDCA) cycles should be aimed. Risk analyses
should be performed in consideration of the incidence frequency, severity and duration of emergency/
disasters; number of collection, library and archive items; number of workers; number of users; building
characteristics (structural quality, quality of non-structural elements, geological condition of soil, etc.) as
well as the properties of hazardous facilities surrounding the building. Separate strategies to control each
risk originating from hazards (aimed at controlling the risks in the short, medium and long term) should

Risk-reducing measures are necessary for the long term health of objects (museum collections, library and archival materials) which features all periods of history located in display, reading room and storage spaces of museum, library and archive buildings. To minimize risk related with employees, visitors, users, artifacts, archival materials in case of an emergency situation or disaster time, conservation should be provided with proactive measures (prior action) at the spaces where contain artifacts which have been cultural memory of society. Additionaly, deterioration caused by environmental risk factors that will be minimized through measures to be taken. When the artifacts and archival materials deterioration occurred by risk factors which are oriented interior building conditions, not reactive (immediate response), but proactive (preventive) approach should be predicted with continuous monitoring due to prevent this deterioration. Due to adverse climatic conditions in the interior environment that may occur stress or health problems on the staff level, proactive monitoring is essential. Implementation of proactive security management is also important in the case of unsafe act of the personel who is responsible of artifact protection. In Turkey, introduced by the Labour Act of Turkey Law No. 4857 which contains proactive approach, to take measures are compulsory in workplaces. In the study, it is emphasized that necessity of proactive measures which are contribute to minimizing risks of human and objects.

Cultural heritage worldwide is under the threat of environmental conditions, natural disasters and human-driven risks. While the profile of this threat varies by the incidence frequency, severity, duration and active zone of the natural disaster, the treat is much more extended as far as environmental risks are concerned. Therefore, separate strategies for each risk (short, medium and long-term risks) should be defined. Precious artworks in museum collections and library, archive assets are susceptible to environmental risk factors such as air pollutants, relative humidity, temperature, fluctuations of relative humidity and temperature, light and ultraviolet. For this reason, periodical measurements and risk assessment efforts should continuously be maintained to avoid deterioration of collections in indoor areas. Within the scope of initiatives aimed at preserving cultural heritage artifacts, museum collections and library, archive assets that serve as unique sources of information, conditions prevailing in major areas hosting such objects (exhibition, reading, storage areas) should be aligned to ideal values prescribed by national and international standards. In this study, the impacts of inappropriate indoor climate conditions exposure to objects have been emphasized. The measurement-based quantitative research method has been employed in the study. To take restrictive measures against such impacts in the indoor area, a comprehensive "management of indoor risk monitoring" should be run by the museum, library and archive facilities hosting cultural heritage assets. Identifying improper climatic conditions existing in indoor areas combined with the implementation of methods where proactive conservation measures are taken such as monitoring, cleaning, material selection constitute the basis of the high-priority issue of safely conveying precious artifacts to future generations.

Libraries are important institutions which contribute to the development of science, art, technology by their
library materials. Library materials which exist in the reading room and storage areas face various threats
oriented by environmental, disasters and human risks. Without precautionary measures, these hazards can turn
into risks and these risks cause material damage. Therefore, the factors giving rise to deterioration of library
materials should be identified as a priority and library employees and beneficiaries should be protected from any
kind of damage. Libraries of the Faculty of Theology that represent major educational institutions around the
globe contain significant number of books, manuscripts and microfilms. Collection management, protection from
adverse climatic conditions and disaster risks need to be addressed principally. The aim of this study is to offer
protective measures for Faculty of Theology Libraries and develop a preventive model.

Analyzing the impacts of disasters and secondary effects in the history of Istanbul, it is seen that they were greatly effective at the city scale. These fires destroyed significant historical texture and historical and cultural heritage of Istanbul. Fire prevention applications which can be differ according to city’s urban fabric are very important for right response to fires. This study emphazise to develop a strategic protection proposal which is to aim optimum solution by considering historical texture of İstanbul. The study focuses on a fire-response research method which is created in the GIS system by using statistics of annual fire and duration of fire response. Fatih district of Istanbul province was selected as the sample area. As a result of this study, It is propose to create of the Fatih district fire risk map, to determine special vehicles needing, to recommend likely fire stations and fire hydrant locations.

The cultural heritage is under threat in the world and in our country due to the potential hazards and other dangers. These factors are caused by human, technological or natural-induced reasons. Some historical buildings which are used as library and archive buildings have the possibility of damage
due to structural problems in case of disaster (Proactive). Precautions must be taken well before any kind of emergency situation or disaster due to protect both these structures as historical monuments, and books, manuscripts and other library and archive materials in historical and modern buildings.
These measures may include passive/preventive and/or active conservation methods. This study aimed to examine risk factors by qualitative research method which affect to the library and archive staff,
buildings and materials in accordance with the principles IFLA (International Federation of Library Associations and Institutions) and disaster management. Passive / preventive conservation method proposals are extended for risk reduction.

Library and archive buildings are crucial both because they are public facilities used by protect many collections regarded as cultural heritage. As in all business locations, library and archive buildings have threats related to occupational health and safety and risks resulted from these. The most important difference diversifying library and archive buildings from other business locations is that the risks at these buildings not only pose a challenge for the staff, visitor, researcher and students using these, but also for library and archive material in form of cultural heritage holding light on the past such as rare collections, documents, maps and photos. Yet the loss of both human and cultural heritage collections cannot be restored.
While these are structural risks that can give rise to accidents or be resulted with injury, impairment of health or death in case of emergency/disaster situations for the people using these buildings; all of the collections and archive materials in the feature of cultural heritage are affected by both these structural risks and environmental conditions such as temperature, humidity, light and dust. Because of these proactive precautions against the threats at whole of the building (reading hall, storage areas) or around it shall be made. In order to take these measures, it is important to have risk analyses in which potential threats in library and archive buildings are determined, monitoring based on calculation and observation, frequent revision activities and regulative and preventive control precautions.
In this study, health and safety risks in library and archive buildings within the scope of Code on Occupational Health and Safety with the number of 6331 are evaluated and precautions in order to reduce current risks in acceptable levels are determined. With this aim, "5x5 Risk Assessment Table" method is used. In order to provide that the application shall be operable for all of the library and archive buildings and serve as a model, potential risks not at definite library or archive buildings but at any library and archive buildings are evaluated.
In risk assessment study, risks that shall give harm to both staff and collections are analyzed. 40 risk factors are determined diversely for the staff and the collections, being 10 "Environmental Risk" and 10 "Disaster Risk". Undoubtedly, it is possible to mention about hundreds of risk factors at library or archive buildings. However, in this study it is focused on threats that are mostly met.

It is obvious that the movable and immovable tangiblecultural heritage which are historical buildings, archaeological artifacts, sculptures, monuments etc. have to be preserved for the next generations with its own safety & healthy conditions.Nowadays many of the historical buildings have been used fordifferent fuctions than their own construction purpose. Some of the the culture and information centers (museum, library, and archive buildings which are main subject of this study) carry out their activities in the historic buildings under protection by laws. It is essential to prevent both the structure of the buildings that were signed as cultural heritage and also the contents of them such as collections. On the other hand, health & safety conditions of theusers of those buildings who are employees or visitors is an other important issue. The current hazards in the cultural and information centers (a heritage asset legally protected), the risks that may arise from these hazards, their evaluation and emergency planning are becoming increasingly important. To ensure the safety of the peoplewho work in these workplaces , risks should be eliminated. The risks must be defined and the necessary precautions must be taken urgently, in order to ensure safety of cultural heritage properties and collections. Many museum, library and archive buildings and their unique contents can be damaged due to man made problems and natural disasters irreversibly. In the study, it is emphasized that to present a proposal model for the protection of staff, buildingand collections of culture and information centers.

This article considers the current important scientific and applied problem of socio-demographic characteristics validation of virtual community members by computer-linguistic analysis of web-community members' information track. A systematic analysis of the web-members information content and the research of the web-communication specificity of each socio-demographic characteristics value by virtual community content validation for further modeling socio-demographic profiles of web-members are realized. Mathematical models of basic virtual community member socio-demographic characteristics for creating a socio-demographic profile of virtual community member are generated. The method of registration and validation of virtual community member's personal data by checking the maximum amount of virtual community member's data for improving the quality of content and methods of virtual community management is developed. The software for socio-demographic characteristics verification of web-community member, "Socio-demographic profile verifier", is developed, by forming socio-demographic profile of virtual community member that is based on the system building information model of socio-demographic profile of virtual community member for the automation of the verification process of web-custom content.

Twitter because of its immediacy, horizontality and simplicity in the publication and dissemination of content has meant a change in the way in which the three actors of political communication (public, media and citizen actors) interact with each other. This change has occurred in all communicative areas, including those of great social impact such as communication in emergency situations. In the field of emergency communication on Twitter we present the analysis of a relevant case: the contagion of Ebola by nursing assistant Teresa Romero (October, 2014). The study was carried out by means of a mixed methodology and 1,088,749 tuits have been analyzed, a fact that in itself emphasizes the great magnitude and social relevance of this emergency in Spain. The conversation about the Ebola case was organized around the hashtags: #SalvemosaExcalibur and #AnaMatoDimision, mainly. This highlights the main themes on which the conversation surrounding the emergence on Twitter (political criticism, and the case of the dog sacrifice of Teresa Romero).

While the rapidly developing technologies of the changing world add important innovations and conveniences to our lives, they can sometimes take us away from the environments that are suitable for our natural structure and into more artificial environments. People who have to adapt to this new environment adapts their living conditions according to this new environment. This environment, which alienates man from his nature, usually develops in the direction of destroying or at least damaging everything natural. In the course of time, the drawbacks of this situation have been recognized, and the ways of returning to nature have been sought without breaking away from the possibilities brought by technology. Instead of energy resources that harm and run out of nature, a tendency has been started towards inexhaustible resources obtained from nature, and environmental conditions have been adapted to this. Since buildings are artificial environments created by human, they are affected positively or negatively from this situation and reflect these effects both to the natural environment they are in and to their users. The aim of this study is; To emphasize the importance of creating an environmentally friendly green building based on the energy problem and environmental pollution and to raise awareness about having such a building for librarians who spend most of their daily life in the building, and to draw attention to the issue. In the conclusion part, the necessities of being a green library were tried to be examined, and some determinations and suggestions were made for the future by referring to the legal situation regarding the issue.

Turkey has experienced many natural or human-caused disasters, especially earthquakes, as of the geographical region in which it is located. For example, the Covid-19 epidemic, which has spread rapidly in recent months and has affected the whole world, is a biological disaster that forces the state and individuals to take precautions in this regard and to regulate business and private life accordingly. Past and present disasters caused the loss of life of libraries in many parts of the world, because it is damaged or even destroyed the cultural heritage of humanity on these issues in a number of scientific research are abundant. But a very large part of this work was done not directly to the library building, but to protect the non-structural elements inside the building and the collections. Although damage to non-structural elements in disasters leads to greater loss, if structural elements are disaster-resistant, non-structural elements are also largely protected. Undoubtedly, everything under a collapsed building will be damaged. With this study, it is aimed to draw attention to the importance of the design of the library building, to make up for this deficiency in the literature and to help the future studies on the subject.

Libraries are the places in which the information produced by human kind over many centuries is gathared, processed, multiplied and shared. The materials on which the information is stored have been having different properties such as papyrus, stone, paper, electronic devices. However the common characteristic of all of them is the necessity of a space to be kept. This space is enclosed whith an artificial shell which is shaped according to the requirements and called as a "library building".
Libraries are divided into different groups such as university library, research library, public library, children library and school library. Thus their users also have different characteristics. The term "user" generally describes the persons who use the collection to reach information. However, when the "library user" is mentioned the term should address all persons who are library building whether for a short term or long term. Library users can be grouped as temporary and permanent users according to their presence in the building. From this persons who use the collection are called "temporary users". The others who work in the library are called "permanent users", and they are more affected from the advers effects of library buildings. Determination of all users requirements and related standards during the design stage and producing the building in accordance with the design will prevent the building to have adverce effects on users' health.
The developed and changed technologies affect the collection materials as well as the physical characteristics of the library space. Especially, computerised and related technologies bring considerable changes to libraries. The design of library buildings shows different approaches because the temporary users do not have to physically present in the library, and the new collection materials do not have to take places on the shelves.
The presentation of temporary and permanent library user groups in design consultation team is an impotant issue to the determination of library user requirements.

Surely, every building has a production purpose. Also the library building is designed and constructed to create a space for resources that will meet the knowledge needs of humanity and activities that will contribute to their cultural development. However, the library building is a public space where many numbers of people are together at the same time. Anyone who is in the building, regardless
of the reason for being there, is considered to be the user of the building. When the users are evaluated in terms of the time they have been in the building, they can be examined in two groups as permanent and temporary users. The library building is designed, constructed and used to meet the needs of these users.
Building affects users and users affect the building. The failure to determine the user requirements correctly during the design process of the library building is reflected in the production phase and creates dissatisfaction on the users during the use of the building. In some scientific studies on the subject, it has been determined that there is a close relationship between the spatial characteristics of the building and the frequency of use. Due to problems caused by the building, users whose requirements are not met may experience health problems, and consequently, their time in the library is shortened. This is situation reduces the utilization efficiency of the building. The incidence of health problems is higher, especially for library staff who have to be in the building (Küçükcan, 2007 ; Hazal ve
Emsen, 2020). Consequentially, the inability to provide user comfort is a cause of dissatisfaction. Therefore, the idea of how to design a better library building for librarians and collection users who manage knowledge has been the starting point of this study.
Architectural design is momentous. Because it is very difficult and costly to correct the deficiencies and errors in the design phase later, this study mostly focuses
on this phase. The aim of this study is to raise awareness of both information and documentation scientists and architects interested in library building design, about the design features of the library building and to draw their attention to a better understanding of what the user expectations may be. For this purpose, it is emphasized how the spaces should be for libraries that collect, organize and deliver information carriers in different formats to the users who need them, in other words, libraries that manage information. Furthermore in the conclusion part, some suggestions are made for buildings that can meet the needs of their users in the future.

The purpose of the research is to contrast the authors' positions on who is responsible for data privacy in data science, given that it is not clear, since it allows identifying the responsible actors who must manage the use of data, valuing the right to privacy that people have. The study has a qualitative approach that seeks to analyze the arguments of the authors, whose academic scope of consulted references correspond to scientific articles indexed in journals of quartiles 1 and 2. As a result, it is identified that algorithms are increasingly used to analyze large complex data sets in order to generate knowledge from the data, such as: discovering behavior patterns, knowing if someone is hired or promoted, if someone accesses a loan or is provided with housing, etc. (Martin, 2019; Someh et al., 2019). The findings show that data science can affect the stakeholders, these are: the owners who contribute their data, the companies that use Big Data, the builders that develop the algorithms, the State institutions that regulate the use of data and the societies that have the responsibility to govern, control and shape this changing socio-technical phenomenon, among other actors. Likewise, the research establishes a shared responsibility between the aforementioned interest group and all those who may be affected by the analysis of their data in data science.

Fire is a disaster that gradually accelerates from the moment it breaks out, can engulf the building with a geometric increase, and can occur in any building. Libraries and archives can be exposed to fire disasters today, as in the past.. These important institutions, which are of great value with their buildings, collections, library staff and users, are not only cultural heritage that must be protected, but also public spaces. For this reason, the buildings in which these institutions will operate, must be designed and manufactured to have fire-resistant features. After the building- and people-oriented design and production, that means, during the usage phase, the library employees, who are the permanent users of the building, have the necessary fire awareness, will minimize the possibility of fire. In this study; Fire and fire outbreak risks were examined, and were discussed what needs to be done in the design and production stages in order to prevent any fire during the use of the library and archive buildings and the active and passive protective measures that should be taken. And also, in the event of a fire, some suggestions have been made about what should be done to minimize the damage.
