In the last years we saw great changes in the bibliographic information access and distribution, in Italy and all over the world. There is the risk, in Italy, of a disappearance of the national contribution to knowledge production, and of the need to access information through Italian sources digitalized somewhere. Today we assist to forms of partnership between Universities and some information provider, and to the first attempts to electronic resources acquisition in cooperative ways. New solution must be found to allow libraries to continue their function in information organization, access, archival.

'An Introduction to the critic of the theoric and practical challenges which face the stakeholders of the repositories of public knowledge in the phenomenon of the Information Society'. This essay intends to cover the most critical challenges the public repositories of knowledge face in the Information Society phenomenon. The study pretends to be a proposal for an integral theoretical framework to be used as a reference guide for public repositories of knowledge stakeholders: librarians, researchers, practitioners, authorities, etc. The methodology used was on-desk qualitative research and hermeneutics analysis and using document methods. Throughout the study an exegetic revision of the documents discusses the rigour or lack of rigour of the sources used. The challenges analyzed were: the definition of Information society; philosophical and scientific; economic; social, psychological and cultural; political; and technological. Each section and each challenge are full of challenges pretending the public repositories of knowledge should understand and overcome. From the literature reviewed plenty of evidence was found on the dilemma if libraries should provide free or charged access to Information and Communication Technologies. A position was taken: there should be a legislation where the right for people as a free of charge access and use of ICTs become a statutory and human rights; there should not be any charge for ICTs access or use. This challenge and this position was sustained and underpinned by some scholars. At the end, the technological challenges illustrate with abundant evidences that the best alternative solutions to tackle the lack of funds were found on the use of open source software and thin client server networking technologies. Both issues became the central challenges and discussions related to them appear spread throughout the essay.

There is a need for developing a master plan coupled with a business plan for extending the benefits of ICT to all the 600,000+ villages in India by 2007. A National Alliance for ICT for Poverty Eradication may be established for launching the Every Village a Knowledge Centre movement.
A beyond-tsunami agenda and action is also illustrated.
Organizational considerations: social mobilization and need / demand assessment; community participation; connectivity; content; hub and spokes model; management, monitoring and evaluation; services (multipurpose centre); partnership; capacity building; sustainability.
The conclusions regard: managing technology and connectivity; managing content creation, gathering, validation and dissemination; managing delivery of content on time; managing for improving the well-being of the whole community; going beyond ICT, content and knowledge center giving a human touch to the whole programme.

This paper addresses some issues about the Information and Communication Technologies (ICTs) not much discussed on the library and information science (LIS) field in Latin America. It states some aspects of the implementation of automated LIS services which demand both systems of access control and data protection and a decision for the storage of circulationg data. It discusses some issues where ICTs are linked with reading, which have deep implications on the use and comprehension of the contents of books. At the same time it invites educators and librarians to the reflection of the roles they award to such phenomena. The issues linked to the apropriation of ICTs and the possible consequences for libraries are also discussed in order to bring about a final reflection on the role and function of libraries and librarians on the information society.

Research on digital libraries encompasses a range of intertwined technical, social and political issues. Before studying who is using which part of your digital library, and how digital documents are accessed, it is important to know if your digital library is accessed at all and when. Our department, the department of industrial sciences and technology of the school for higher education in Ostend (Belgium), was interested in monitoring the use of its online resources. As a part of this project we constructed a stochastic model for the institute’s router. We are, indeed, convinced that mathematical modelling and analysis continues to play an important role for computer systems and services such as digital libraries.

This thesis is about chat services as part of electronic reference services in university libraries in Germany. Though the object of investigation is the chat service, the central question is if the introducition of this innovative service can be seen as an example for the innovative ability of public administration in Germany in general. To answer this question, different aspects are adressed, e.g. the acceptance of employees for innovations or the extent of hierarchical structures in the decision making processes of the libraries. The findings are mainly based on interviews that have been carried out with the manangement of the libraries investigated.
The conclusion of the thesis is that such a piece of work certainly cannot give a final answer to such a question, but that if all public instiutions in Germany would be as innovative as the libraries that have been under examination it would be possible to refer to the German public sector as "innovative". The problem is that it is very questionable if libraries with their special responsibilities and conditions can be representative for the public sector as a whole.

A new video-based Virtual Reference (VR) tool called VideoHelp was designed and developed to support video
navigation escorting, a function that enables librarians to co-navigate a digital video with patrons in the web-based
environment. A client/server infrastructure was adopted for the VideoHelp system and timestamps were used to achieve
the video synchronization between the librarians and patrons. A pilot usability study of using VideoHelp prototype in video seeking was conducted and the preliminary results demonstrated that the system is easy to learn and use, and real-time assistance from virtual librarians in video navigation is desirable on a conditional basis.

The concept of "resource sharing" between libraries was encompassed by the original aims of the Gulf States Cooperation Council, and the need for it has been stimulated by the increased amount of published information, and by users’ increasing expectations that information will be rapidly supplied, regardless of their distance from its source. To outline the problems and potential, the paper outlines the nature of research and publishing in Arabic, the attempts to encourage resource sharing in the Gulf States, and the existing arrangements for Inter Library Lending. The paper also outlines the development of Electronic Document Delivery systems that facilitate Inter Library Lending.

The aim of this report is to demonstrate the technologies now in place and those emerging, which can provide high-bandwidth data communications.
The objectives of this report are to explain recent subscriber demands, to identify the inadequacy of PSTNs for high-bandwidth data, and to illuminate the different types of connections that have been used in recent communication technology.
This report begins with an introduction to and an explanation of the importance of recent user demands, and further on, browses the types of networks and the differences between public and private networks. Service paradigms and methods of connection are examined to achieve a better understanding of recent technology protocols.
At the end of the report, network technologies are evaluated in order to explore the basic components for each technology and the differences between them.
The information in this report is intended to be general, in scope and presentation, in order to make this report adequate as a reference guide for all IT departments located in any organization or company.
This report evaluates recent technology and how it has promoted procedures and applications for doing business, and evaluates how the technology has differentiated special technologies to meet recent user demand.

The project proposal on Development of an Information and Library Network (INFLIBNET) became a public document by 1990. The aim of INFLIBNET as provided in the report was modernizing college and university libraries in India and connecting them through a nation-wide high speed data network using the state-of-art technologies for the optimum utilization of information. INFLIBNET was envisaged to be a major player in promoting scholarly communication among academicians and researchers in India. The report provides in detail the objectives of INFLIBNET, output and services, organization, standards, software and hardware, network and communication architecture, manpower and training, management mechanism, implementation mechanism etc. This study critically evaluates the proposal against existing real situation of the country and points out that proposals on various aspects and the time frame fixed for implementation are impractical. The study also points out the need and importance of State level regional sub centres of INFLIBNET which only can materialize the objectives of the project by extending the link and services to each and every university and college in the country so that all the teachers and students in the country will get access to the whole fund of knowledge generated in the country and the world. The study also proposes a model plan for setting up a Regional Centre of INFLIBNET for the State of Kerala.

Historically the communication of the results of scientific research in a peer-reviewed journal played as a distinctive seal in the scientific communication. However, such results have also been communicated in many other forms; recently the models for scientific communication have been updated to include the access to online publications, videoconferences, e-mailing discussion lists, news boards, e-mail, and access to electronic documents. With the advent of the first scientific journals by the end of the 18th century it allowed the creation of a flexible channel of publication, with an increasing value until our present days, that made easy, both, the recording of ideas and the exchange of ideas and experiences among scientists. Nowadays the Internet network has stimulated the offer to alter the traditional channels of communication; it came to take care of (release) the anxiety of scientists and other academics to disseminate fastly their knowledge and to learn knowledge from the studies and research of others, likewise it contributes to diminish the problem of the difficulty to locate and access grey literature documents. At the beginning of the 1990s decade, in the pure sciences, remarkedly in physics a new channel has come on board that has been conducive to the dissemination and full access to the research results. They have been named "e-print" servers or archives, and they have been converted into an autonomous circuit of information with its own rules of functioning, cristalizing in a primary source of information and a labour tool of inestimable value.

The resources and services made accessible to the scientists, teachers, research scholars, students and farmers through these associations and participations are explained.

Freshwater fish diversity information system as a basis for sustainable fishery

Our freshwater fish diversity is poorly studied. There is no proper documentation on freshwater fish resources of India. Due to irrational fishing practices, environmental aberrations like reduction in water volume, increased sedimentation, water abstraction, and pollution over the years this diversity is on a decline. The paper highlights some features and impacts of erosion of this biodiversity. To save this diversity and to develop a sustainable fishery practice in the country proper documentation leading to Freshwater Fish Diversity Information System is an urgent need. Some components of databases for information system development and documentation have been suggested. For standing up to this negative phenomenon a coordinated effort is needed.

Users with disabilities, and the elderly, may experience problems in accessing content on the World Wide Web. These problems however can be solved by using a series of assistive technologies, that can be defined as any product, instrument, equipment or technical system used by a person with a disability, which prevents, compensates for, supervises, alleviates or neutralizes the effects of the disability when accessing web content. Such assistive technologies facilitate processes of interaction and access to page content and also help to get the most out of the browser utilities used. It is concluded that content providers should take into consideration a set of good practices in order to develop effective, usable, accessible and adaptable contents for mobile devices.

Some proposals for the development of information services based on e-commerce tools are introduced. The key aspects that a library service based on e-commerce utilities should include are mainly: an integrated environment, service customization, usability, and decision making support. Information support is the most important constituent that contributes to quality in agricultural education, research, extension and development. To support agricultural sector of the region, Kerala Agricultural University under the initiative of Dr. A.M. Michael the Vice Chancellor has developed during 1995-98 an information system named KAULIS which can pool and share traditional and digitised information resources available at various agricultural centres spread over the State as well as permit access to the resources from anywhere. The article presents the system which has built up information base in traditional and digital form on; genetic engineering, animal cell culture and virology, plant tissue culture, photosynthesis, and plant molecular biology, oncogenes, reproduction physiology, cell transformation, nucleic acid and protein sequences, immunology, enzyme engineering, immobilised biocatalysts, microbial fermentation and bioprocess engineering etc. The paper discusses in detail most important specialized section of the system meant for providing services to farmers.

In decentralized administration local bodies are concerned with various administrative, educational and development issues. So in local government the planning for use of technology have started to recognize the value of information. This study attempts to evolve technical guidelines for building up an information system under local government that has to provide networking services by connecting various offices and institutions like Block Panchayat Office, Village Panchayat Office, District Educational Office, schools, colleges, and other organizations existing in the geographical jurisdiction under District Panchayat. A model plan for district level information system based on experience and other studies is put forward in this paper which can help the Panchayats, block and district administration to bring available information resources under its control to support, speed up, enrich and maintain quality in all the development programmes as well as ensure people’s participation.

Roaming government: an opportunity for developing nations

Mobile technology and wi-fi networks have offered local governments with a new media to serve their constituents. These breakthroughs have led to the emergence of the so-called Roaming Government. The present paper first compares the electronic government with a mobile government, particularly in developing countries. It would study the public readiness and other factors hindering the realization of a roaming government. In the end the state of the progress of mobile communication in the said countries are studied and examples of roaming government in countries such as Turkey, Czech Republic and the Philipines.

Characterization of South American Educational Web Domains

The aim of this work is to characterize the educational web domains of Argentina, Bolivia, Chile, Paraguay, Perú and Uruguay. For this purpose, a sample of each information domain was collected using an automatic crawling tool. These domains were later analyzed according to different aspects of their contents, links and technologies in order to determine differences and similarities from their most representative parameters. From this study we can derive some interesting facts: a) the amount of contents in all the countries has increased over the last year, b) it is necessary to increase the ranking of pages in educational domains, especially by providing incoming links from intra-domains, as we found a high percentage of pages with zero in-degree, and c) new technologies are needed to manage dynamic pages within educational institutions.

We are investigating the potential of 3D telepresence technology to support collaboration among geographically separated medical personnel in trauma emergency care situations. 3D telepresence technology has the potential to provide richer visual information than current 2D video conferencing techniques. This may be of benefit in diagnosing and treating patients in emergency situations where specialized medical expertise is not locally available. We conducted an experimental evaluation,
simulating an emergency medical situation and examining the interaction between the attending paramedic and remote, consulting physician. Post-questionnaire data illustrate that the information provided by the consulting physician was perceived to be more useful by the paramedic in the 3D
condition than the 2D condition. However, the data pertaining to the quality of interaction and trust
between the consulting physician and paramedic showed mixed results. The implications of these results are discussed.

A Feasibility Report prepared by Centre for Agricultural Informatics in 1995 on establishing a Campus Network for Kerala Agricultural University’s (KAU) main campus (at Vellanikkara, Thrissur) and a state-of-the art Electronic Data Complex in its University Library premises. For the dissemination of topical awareness and global information to those in agricultural sector of the State, KAU needs to build a Campus LAN and state-of-the art Agricultural Digital Library and Data Complex within its central library. This can become a show case of the electronic age in agriculture and allied disciplines and will promote, propagate and catalogue the agricultural economy that India is so dependent on. The data complex will be a cached repository of agricultural information available worldwide, besides acting as a data silo for research forums, concurrent research, electronic publishing and global bulletin boards. The scattered campuses of KAU and allied institutions also need to be linked through electronic bridges that enable spontaneous exchange of information between the agricultural Diaspora of students, faculties, researchers, extension workers and administrators. The report covers mandate of the proposed system, detailed discussion on computer and communication stack that KAU Campus Wide Information System and Network needs, the architecture prescription, network design, MultiStack and DEChub 900 options available, host environment, financial terms, implementation methodology, installation support continuum, network synthesis and integration, systems engineering support, time frames and the administrative arrangements required. Open Network, with Protocol Switching and Networked Systems Management based on Digital's enVISN Networking Architecture and Enterprise Management Solutions is recommended. Detailed Technical literature and specifications of each and every item of computer and communication stack and solution recommended is appended to the report. Even though the report was prepared in 1995 it can be of interest for critical studies on history of ICT development in India especially in agricultural sector and for comparison of quality of systems and recommendations of a specific time in the past.

We are leveraging Web-based technology to create an online community for Life Science research. Our prototype community for cardiovascular research with live bats, called eBat, consists of local researchers as well as remote collaborators. The eBat project offers scientists and students a remote-controlled microscope for conducting experiments, a message board and a chat system for scheduled
as well as spontaneous communication, and an online peer-reviewed manuscript repository. In this paper, we report our observations of the use of the eBat
infrastructure by local researchers over a period of six months. Resident researchers quickly adopted the eBat infrastructure. eBat technology has now become an indispensable part of the local research group and is used
extensively for coordination, communication, and awareness. eBat complements face-to-face interactions well and has resulted in improved communication amongst lab members. We are currently exploring the extension of eBat technology to include distant researchers in live cardiovascular research
experiments. We discuss our initial experiences with adapting the eBat infrastructure for research-at-a-distance and the lessons learned from these initial interactions.

This is the first of two papers that will describe the outcome of a needs assessment that focused on the image-related needs of dental faculty members and clinicians. The needs assessment was conducted in 2005 at the University at Buffalo School of Dental Medicine. It addressed two specific goals: to begin examining whether online delivery of digitized dental images would match the needs of dental faculty members and clinicians, and to begin examining what type of image metadata would best match the needs of those faculty members and clinicians.

The beginning of XXI century is seemed to be the crucial one because of changes which happen presently in the organization and functionality of Polish libraries. The digital libraries activity is that kind of change. The paper presents brief historical outline of the specific changes in acquisition and lending field from the past till now. The core part of the paper presents the future vision of academic library from the point of view of the new emerging technologies in IT and telecommunications systems. The middle part of the article is focused on the problems concerning the development of new electronic sources of information, the electronic and digital paper which may influence and just have affected the libraries. Possible development of structures of telecommunication networks is also included. The last part of the article describes already have started a few initiatives of digitalization in the world.

Discussion of diverse enterprise concepts around the present Society of the information (supposedly, of the New economy). The introduction of the information technologies (ICT) has modified the structure of the companies and the ways they make businesses. The article analyzes two subjects: a) If these modifications have generated a "new economy" or only a temp growth of the productivity that, nevertheless, stays in the tracks of the classic economy. b) If the definitions of company-network, company-in-the-network, and alike, are applied correctly, or it is necessary to consider a new structure of companies like a new ontological category. Two examples of this new definition with Amazon and VISA are given. The concepts discussed have an immediate repercussion in the corresponding information systems of the new enterprenurial structures.

The irruption of Technologies of Information and Communication (TIC) motivated the change and facilitated the appearance of digital libraries, which initially promoted their online catalogues, it acted like bridges or footbridges to communicate with its user community (present and remote ) with the physical collection.. Today, the development of this technologies proposes the use of tools and resources, that claim transformation of digital libraries inside of Web 2.0, where the philosophy aims toward the collaborative, interactive, socializing and democratic character in network. Before this paradigm change, the library must know the tendencies and available resources to obtain its transformation to the continuous evolution of the technologies.

Bridging cultural diversity through e-mail

The implementation of global virtual teams presents modern organizations with significant challenges, such as a multicultural workforce and the use of information and communication technology. Cultural diversity increases teamwork complexity and may weaken a team's effectiveness and jeopardize its viability. Selection and implementation of appropriate information technology may facilitate group processes and overcome potential barriers created by team heterogeneity. This study illustrates how e-mail mitigates intercultural miscommunication. Interviews with 41 global virtual team members in nine countries, who were employed by a multinational corporation, were transcribed and analyzed. The use of e-mail improves language accuracy, mitigates intercultural miscommunication resulting from verbal differences among team members, and eliminates nonverbal differences. Only future studies can determine the extent of this mitigation.

Middle East is an ancient large area with some wealthy countries possessing rich underground resources like gas & oil. The countries of this region are mostly considered as developing countries. The overall contribution to the world science by these countries is limited especially in producing scientific publications on health topics. Although most of these countries have some serious health problems, but the annual number of scientific papers published by the researchers of each country doesn't meet the healthcare needs of their populations. In this study the total scientific papers published by the researchers of all Middle East countries and indexed in Medline PubMed database, through the period 1988-2006 have been extracted. The number of papers produced by each country has been identified and adjusted for their number of researchers, universities, GDPs & also their populations. Moreover, the rate of citations and the number of citations per article were studied. Then the trend of paper indexing in Medline and also its adjusted trend is considered & compared. Over the past two decades, the number of papers produced by the Middle East countries has remained flat or declined, albeit with two striking exceptions which are Turkey & Iran. Turkey's publication rate per year has grown from around 500 in 1988 to more than 9000 in 2006. The other rising star is Iran, which from a low base of less than 100 articles per year a decade ago now produces nearly 4000. Both countries have eclipsed Egypt, previously the most prolific of all Middle East states in the scientific Publishing. Turkey, although not rich in oil, but has been the most scientifically successful country in the Middle East since 2003. It seems that there is a significant difference among the Middle East countries in producing scientific publications on health topics.

The design of a telematic network capable of connecting all the branches of the institution used as a basis for the implementation of the proposed informatic platform model is exposed. This is used for interconnecting the different social networks being part of the the institution. The created platform allows, individually or in groups, the creation and edition of blogs at corporative level, the corporative chat, the creation, control and follow-up of projects, the management of individual and group activities, the creation of the virtual teaching center of the institution as a means to improve the institutional teaching-learning system, and to gather, index, publish and retreive digital information extracted from internet or created by the individuals and groups members of the network.

Public libraries serve increasingly critical roles in the knowledge society. Public libraries currently serve integral roles in their communities through the provision of free public Internet access. Libraries have become technology centers where critical information services are offered to their communities. This is an analysis of the greater potentiality public libraries possess in bridging the ‘digital divide’ in the United States. An examination of the ways in which networked services can aid people in disadvantaged communities is provided, as well an exploration of the coordinated efforts of local municipalities and public libraries in the provision of public Internet access. The predominate statistics used were produced by the PEW Internet and American Life Project 2008 study of US Broadband Penetration and the 2007 report “Public Libraries and the Internet” for the American Library Association (ALA) by Florida State University, which analyzed the impact of Internet-based services by public libraries in their communities.

Imagine walking by a movie poster for the upcoming
Harry Potter film and scanning it with a click of your
camera phone in order to download associated ringtones, get showtimes, or even buy tickets. How about snapping a photo while browsing through a magazine to get a free sample of a new perfume? This may sound like science fiction right now, but in Japan, this type of mobile search technology is widespread, and in the United States similar services are already being developed, services that promise just this type of virtual engagement with the world around us. This report looks at the mobile Web landscape including, mobile devices, mobile Web applications, library mobile initiatives, as well as how to create a mobile experience and get started using the mobile Web.

TaskView: Design and Evaluation of a Task-Based Email Interface

Email was originally designed as a tool for asynchronous communication. However, as the number of messages increased, so did their variety. A wide range of new and unforeseen email tasks reflects this variety. One of the most commonly performed activities in email is management of pending tasks. This research focuses on how to support this activity in email and explores solutions that use different external representations of messages and associated tasks. Central to this research is understanding the role of both external artifacts in managing multiple pending tasks, as well as internal representations and processes and how they can be linked to external representations. In a recent study we compared the effects of two email interfaces (Microsoft Outlook Inbox and TimeStore-TaskView) on efficiency and effectiveness of information finding in email messages. We found that TimeStore-TaskView interface was overall faster for finding information related to task dates, time and task overviews, while the Inbox interface was faster for finding information from subject lines, senders or from the message body. Based on the results from the study, we are in the process of designing a modified email prototype and a follow-up user study.

This paper addresses issues raised by the ever-expanding role of email as a multi-faceted application that combines communication, collaboration, and task management. Individual differences analysis was used to contrast two email user interfaces in terms of their demands on users. The results of this analysis were then interpreted in terms of their implications for designing more inclusive interfaces that meet the needs of users with widely ranging abilities.The specific target of this research is the development of a new type of email message representation that makes pending tasks more visible. We describe a study that compared a new way of representing tasks in an email inbox, with a more standard representation (the Microsoft Outlook inbox). The study consisted of an experiment that examined how people with different levels of three specific cognitive capabilities (flexibility of closure, visual memory, and working memory) perform when using these representations. We then identified combinations of representation and task that are disadvantageous for people with low levels of the measured capabilities.

Email serves as an information conduit — acting as a delivery channel for different types of information, including documents, slide, contact information, and schedules. Its use as a conduit naturally leads to its being used for key PIM functions. People use their inboxes as to-do lists to manage current tasks, their email folders as a repository for archival information, and their email address books to find contacts. They even use email to find and schedule calendar appointments. Despite its success, there are significant problems with email. This chapter will illustrate how many of email's PIM problems stem from its conduit function. It discusses how people use email to manage their personal information and describes the tools that can support such behavior. We look at important aspects of PIM through the lens of email: allocating attention, deciding actions, managing tasks, and organizing messages into folders.

Also a proposal is made of corporative work in FIAT (International Federation of Television Archives) to elaborate a guide of functionalities who can be of utility to the people in charge of archives, areas of engineering and suppliers of MAM in the evaluation, selection and implementation of solutions of this type in television.

Two-dimensional bar code, in particular QR (Quick-Response) code, could be use not only as marketing tool but also in a world of growing science resources. Article – in general way – presents technical issues related with QR and practical implications which are based on implementations from today's science and education activities in libraries and other institutions. Informations are based on number of sources – mainly Internet ones like blogs and web pages. Besides these implementations, two-dimensional codes can be used in more complicated projects – article shows some other possibilities and gives more ideas for future.

Net neutrality is a critical component of equitable access to information and freedom of expression. While Canada has recently made some progress toward enshrining principles of net neutrality in our telecommunications regulations, the status quo does not guarantee protection of consumers from unnecessary “traffic management” on the part of ISPs. Librarians and library associations in Canada and the U.S. have advocated for net neutrality as part of their goal of protecting intellectual freedom, and such efforts must continue until net neutrality is assured.

The new school year in Serbia is about to start, and Serbian daily newspapers and journals publish numerous articles on the bad effects of the most popular social network1, Facebook, frightening both parents and young people with negative and techno anti-utopian statements. A survey2 on the usage of Facebook among the youth in Serbia has been published recently, too, however, and its results suggest that things aren't really that bad.
Having in mind such an environment, the online public sphere created on the networking sites is no different, and the problems are magnified. There are numerous places where young people in Serbia spend their time online, and one of the most popular ones is Facebook.

Phenomenal advancements have taken place in the field of Information and communication technologies in the last decade. This article examines the potential of user-generated content (UGC) of mobile telephony as a result of the functionality offered by devices for the creation and distribution of entertainment content. Based on the characteristics of the current media landscape, this paper provides an initial classification of UGC and an analysis of cultural practices that sustain them. The research concludes that these cultural practices are integrated into the routines of younger users of mobile and have an instrumental role in maintaining social networks in the context of Web 2.0. The speed with which these practices have spread represents a paradigm shift that must be taken into account by the cultural industries to develop entertainment content in a context where audiences are increasingly segmented and productive.

Information voice response systems (IVRS), called also call centers, are type of service provided by various companies to contact with their customers. IVRS is also a type of information system uses voice to interact with an user. Main aim of the study was comparison of five IVR systems belonging to polish telecommunications companies: Era, Netia, Plus, Play, TP. The study consist of following problems: 1. organization of information - two of five IVR systems had very deep hierarchy – six levels (Era and Plus), Play’s IVR system had only one; 2. labeling system – option (a topic for conversation) with navigational clue (a phone key); 3. usability of IVR systems – navigation using keys, options framework (i.e.: topic and phone key), user help. Era’s IVR system was the most usable navigation because of supporting users’ orientation, TP had very clear and informative labels (comprises of 1-2 words). In the final analysis it is unable to appoint one IVR system as a leader, everyone has advantages and defects. Doubtless the better findings about usability should deliver a IVRS’s user study.

The present text analyzes the changes in the structure of the media system in four South American countries during the first decade of the 21st century: Argentina, Brazil, Chile and Uruguay. The general premise is that the current levels of concentration in media markets have accelerated during the first decade of the 21st century as a consequence of the historical processes which have taken place in these countries, although each has different origins and effects in each of these national cases. Increased concentration, the media convergence with telecommunications and the Internet, the growing financial dependence of the sector, the foreign acquisition of a significant amount of their property at the hands of multinational firms and the crisis of the current regulatory frameworks are the main frameworks for understanding the transformation of the media in the Southern Cone of Latin America. The processes of change identified to describe and analyze the evolution of Brazilian, Argentine, Chilean and Uruguayan media in recent years could not have been achieved without the collaboration of different governments and the radical transformations in the management and ownership patterns of these media.

On a conceptual level, it outlines a model for understanding how TV operates as a social mediator in the event of natural disasters, and at the practical level, it recommends measures that can be used to optimize the role of TV and its ideal social function in contexts of crisis. This model views TV intervention as both «self-centered», that is, driven by its reproduction as a media consumption company; and «socially-centered», designed to respond swiftly and accurately to the social requirements that emerge in crisis situations. The suggested model is to be contrasted with the results of a research study conducted by the National TV Council of Chile that explored the role of TV broadcasting after the earthquake in February 2010. According to the results of the study, audiences value the amount of information broadcasted by TV networks but perceive that the predominance of its «self-centered» function creates a problem: the logic of the 'spectacle' is prevalent and exacerbates the audience’s emotions. The primary purpose of this paper is to develop a strategy to recommend how TV and its associate services can respond to a crisis situation while respecting the tragedy of natural disasters.

New technologies have dramatically changed our daily lives and the way we are connected to other people. Television, cellular telephony and the Internet have opened up new opportunities in communication, leisure and training, and yet barriers prevent certain social groups from accessing these new technologies. People with intellectual disability (ID), for instance, are often «invisible» to communication and new technology researchers. An exploratory study was made of 156 adults with ID (workers and users of the Carmen Pardo-Valcarce Foundation sheltered employment programs and workshops in Madrid, Spain) to show their patterns of new technology (cell phones, Internet and television) use. The study confirms that these patterns are similar to those expected of the general public but spe cific differences were found. Some could be attributed to the direct effects of intellectual disability, but others could result from the hypothetical stigma effect on the attitude of those close to the person with intellectual disability, which might lead to discriminatory behaviors.

The fisheries sector plays an important role in the Indian economy. It provides nutritional security, employment and income to the population and foreign exchange to the nation through seafood export. The fisheries production has registered an excellent growth during the past half century in India. Information is a very important constituent for the development of the sector, especially education, extension, research and development. The present study evaluates the information capacity
of the aquatic and fisheries institutions in the region of Cochin, Kerala. Cochin is in an advantageous position for the development of the sector. Institutions, small and large numbering more than 20 within the geographical proximity of 6 km radius in Cochin is an added factor for information resource sharing and ventures for the benefit of stakeholders in the region and the country. The present study gives an overview of the institutions in the region with regard to their information resources, services, and dissemination mechanisms. Characterization of these institutions is attempted by considering the presence or absence of certain parameters under the categories of resources, services, infrastructure etc in total is called “Information Capacity”. Study identifies a top ranking institution, which can take lead role in the regional information network activities for aquatic and fisheries sector.

Tips for creating a mobile website for the library are listed. The example of "Mobile Site Builder" is taken to explain how to create a fully-mobilized library website. The paper concludes with a note saying librarians must keep pace with this trend and integrate themselves into the mobile realm if they wish to deliver enhanced user services. The documentary heritage education as a field of librarianship, is to for citizens to know, usufruct and contemplative observation transiting the documentary legacy interpretive rationality, both located in libraries and to treat him as an object of study.
The educational proposal raised goes to two communities: a humanities university community and the general public.
Theoretically it is assumed that a field of action for education documentary heritage may be specialized university libraries humanities.
The premise of this work is that: global effects of the XXI century society have expressed reassess cultural goods, including documentary heritage is to sustain the human side of current social stage, so a documentary heritage education societies contribute to the development of humanized, informed and trained.
In sum, the heritage education is a process of information and education for citizens of libraries, schools and society have access for memory informative value.

This chapter considers the pedagogies associated with different types of Massive Open Online Courses (MOOCs). It argues that the current discourse around the concept of xMOOCs (primarily based around interaction with content and essentially adopting a behaviourist learning approach), and cMOOCs (which focus on harnessing the power of social media and interaction with peers, adopting a connectivist learning approach), is an inadequate way of describing the variety of MOOCs and the ways in which learners engage with them. It will provide a brief history of the emergence of MOOCs and the key stakeholders. It will introduce an alternative means of categorising MOOCs, based on their key characteristics. It will then describe the 7Cs of Learning Design framework, which can be used to design more pedagogically informed MOOCs, which enhances the learner experience and ensure quality assurance.

Response time as defined for this study is the time that
it takes for all files that constitute a single webpage to
travel across the Internet from a Web server to the end
user’s browser. In this study, the authors tested response
times on queries for identical items in five different
library catalogs, one of them a next-generation (NextGen)
catalog. The authors also discuss acceptable response time
and how it may affect the discovery process. They suggest
that librarians and vendors should develop standards for
acceptable response time and use it in the product selection
and development processes.

The article considers several stages of the development of the Czech information base oriented in technical information. The beginnings of technical reporting are appearing with the development of industrial enterprises in 18th and 19th century. That period is characterized by efforts to introduce some types of technical news which would inform tradesmen about production and products of potential competitors. In the beginning of the 20th century technical literature can be found in technical libraries and in the departments of main industrial companies. Later in 1944, Technical Information Centre determines the future structure of complex nationwide information system later called VTEI (Scientific, Technical and Economic Information) which is divided into three stages. The first stage is characterized by the tendency towards the centralization of the split information centres, the second one starts by the release of government Decree No. 606/1959 about unified system of libraries and continues by the establishment of the Czechoslovak system ÚVTEI (the Centre of Scientific, Technical and Economic Information), the third stage is characterized by the automatization of information process and by the utilization of foreign database centres together with building up the system of ÚTZ (Central Technical Base). In 1991 ÚVTEI-ÚTZ transforms into NIS (National Information Centre) which provides services till 1997. After that its competencies are divided among some ministries and state departments. The period of the 90s is characterized by the development of telecommunications, technical infrastructure and input of computer technology into library systems. New conceptions of informational services are being created as well as new projects concerning the free usage of the Internet.

Introduction to the Research Tools Mind Map

With the increasing use of information and communications technology (ICT), researchers are able to use computer software tools to find, organise, manipulate, analyse, and share relevant information. However, there are hundreds of such tools to select from, for various research-related uses. I have collected over 700 tools that can help researchers do their work efficiently. It is assembled as an interactive Web-based mind map, titled Research Tools, which is updated periodically. Created using the MindMeister software platform, Research Tools provides a convenient interface with zoom in/out, screen drag, and other user-friendly features. Being a mind map, Research Tools consists of a hierarchical set of nodes. It has four main nodes: (1) Searching the literature, (2) Writing a paper, (3) Targeting suitable journals, and (4) Enhancing visibility and impact, and six auxiliary nodes. In the mind map, each parent node has several child nodes associated with it, which can be accessed by clicking on the plus (+) sign. Several free tools can be found in the child nodes. Some paid tools are also included. The four main nodes are described below, listing some tools as examples. In the mind map, a green tick sign indicates my preference for some tools. Users can access the tools by clicking on the arrow sign that appears next to the tool title.

Librarians today must take advantage of the opportunities of such technological innovations in order to develop its own tools and customize useful mobile “apps” to deliver unlimited access and attract users according to their individual or group interests so to diminish the user´s information gap, a challenge worthwhile the effort.

Introduction
Handheld computers such as Personal Digital Assistants (PDAs) and smartphones are playing an increasing role to improve healthcare services by making information available at the point of care. The aim of the present study was to investigate how medical interns and residents retrieve information when using handheld devices. Furthermore, This study investigates the benefits and barriers of using handheld computers in clinical activities, and factors affecting adoption handheld computers among medical interns and residents.
Methodology
We conducted this qualitative study, using a semi-structured interview protocol. We selected the subjects of the study, using the purposive snowball sampling method. We carried out in-depth interviews with 21 medical interns and residents from May through September 2011. NVivo Software was use to codify and analyze the data.
Findings
Participants usually used PDAs and smartphones for web search, personal information management and communication in daily activities. They also used handheld computers for searching medical databases and drug references, reading electronic books and web search. Participants believed that usefulness, ease of use, education, organizational factors, individual features, social influences, observability, compatibility and job characteristics were the main factors affecting the adoption of these devices in medical settings. It was found that the most important benefits of using handheld computers included easy access and instant delivery of health information, medical errors reduction, access to evidence based and up-to-date medical information, portability, improving clinical decision makings and treatment quality. Three limitation categories of usage were also identified upon data analysis: Limitations related to handheld computers, individual barriers, and external limitations.
Conclusion
Significant development and effective changes are taking place in the field of medicine by the emergence of handheld computers in clinical settings; but in developing countries like Iran it is in its childhood period and needs more attention. It is important to use supportive tools like mobile technologies in healthcare organizations for better patient care. Healthcare managers and policy makers can use findings of current study for a better integration of handheld computers in medical settings. They can apply encouraging factors in hospitals, medical centers and clinics to make mobile technologies as popular devices among healthcare professionals.

A vital element to develop the information society is the interchange and opportune, effective and automatic cooperation of data, information, documents and digital objects among information systems. Currently there are a huge amount of regulations and national and international standards to develop the processes previously mentioned (NISO, ANSI, ISO). There are also new proposals and projects mainly developed by federations and international networks of Library Studies (IFLA, ALA, OCLC, LOC, etc.), which want to reach this interchange and cooperation known as inter operability. This article intends to present definitions, proposals and methodologies of interoperability to integrate contents in diverse existing information systems and to analyze the role of libraries, which have bben considered the refuge of universal academic knowledge.

Public library systems in India are not so effective due to lack of efficient resource sharing and networking to achieve optimum utility of resources as well as to provide need based services. The present library system can be improved by application of ICT and enabling participation. A Kerala Public Library Network (KPLNET), and use of an integrated library automation package in all public libraries can achieve this. The web portal of the Public Library Network maintained by Kerala State Library Council the controlling organization can extend the use of resources and accessibility of the system transcending time and space. Sharing of resources will be much easier through KPLNET. Public can easily access the services through this system for borrowing books, searching of catalogue, e-reading etc. KPLNET can provide the public easy access to the data online. Through multi user licences to acquired content, and introducing resource-sharing programmes the public libraries can reduce their expenses and boost the services. The individual village libraries can develop content on local aspects, which can be pooled by KPLNET. The major objective of the KPLNET will be to unite all public libraries in the State under a single umbrella. Kerala State Library Council (KSLC) controlling more than 7000 public libraries will be the implementing agency for KPNNET. KSLC can perform more effectively once it implements the proposed KPLN. This project suggests e-governance of public libraries under KSLC with a library network using a web enabled system that act as an interactive public interface to enable the public for participation in governance of libraries and also for effective utilization of the library resources.

Currently, mobile information and communication technologies represents an effective tool for the disseminating of information. Under certain conditions the information could become independent of time and space. Producers of the electronic information sources adapt their services for mobile devices. The information they provide can be ubiquitously accessible by users. However, are users ready to use information provided in the professional electronic information sources through the mobile technologies? What features should have an appropriate information architecture of the user interface? Are currnet interfaces usable for the access to these services? This poster represents an introduction to the beginning research, which should provide answers to the questions above. It focuses on the challenges and opportunities of the mobile information and communication technologies in the access to the professional electronic information sources.

In recent years in Turkey, it is identified that article production has increased in the subject category of “Food
Science Technology”. Food Chemistry journal is determined to be the most preferred journal among Turkish authors. As a result of this determination, Food Chemistry journal was examined with bibliometric methods between the period of 2007-2012. This study focused on articles produced with collaboration. The co-authorship rate was found to be around 99% with a decrease in the number of articles with single author in years. Most of the co-authored studies originated from the same country with a percentage of 64.1; while 34,8% of them were participated by authors from 2 or more countries. The highest level of
collaboration was determined to be between the PRC and the USA. At the same time the most productive authors of the journal was found and collaboration network was made between this productive authors. This study has made certain suggestions as a result of bibliometric examination of Food Chemistry journal.

The following article has as main objective to demonstrate the importance of implementing a digital repository in the research about the bibliographical patrimony recovery in six public libraries in municipalities located in the department of Antioquia, Colombia such as Andes, el Carmen de Viboral, Puerto Berrío, Sonsón, Turbo and Yarumal. The concept of bibliographical patrimony appears briefly in the article and the institutional and digital repositories are approached as an analytical and alternative category for the recovery, organization and dissemination of the patrimony information.

Though India is rich in knowledge resources on fisheries, there are various constraints in its management and use. For sustainable development of fisheries sector, there is an urgency to ensure flow of information to all in the sector especially to the grass root stakeholders - the rural communities. The available knowledge resources remain in different languages and formats under different authorities scattered over a wide geographical area uncoordinated. A resource sharing system, which can address the information requirements and problems for access prevailing in the sector, is an urgent necessity. The study suggests establishment of a Fisheries Information System Network (FISNet) with a Central Institute of Fisheries Informatics as its central hub. It discusses in detail the network model, architecture, components, standards, procedures, formats, network backbone, use of cloud computing, partners, pre-requisites, execution, etc., which can serve as guidelines for those involved.

This article offers results derived from research on the convergence process of the Basque public broadcasting group Euskal Irrati Telebista (EITB). The essay focuses on the relationship and the synergies between EITB’s radio, television and internet newsrooms, by analysing this group’s production and distribution model. This study is prompted by the convergent purposes made public by EITB in its most recent Strategic plan (2010-2013) and uses both qualitative (in-depth interviews with managers, ethnographic observation in the newsroom and focus groups) and quantitative (survey of reporters) analyses. The conclusions indicate that EITB is headed toward a cross-media newsroom structure, even though there are still many challenges to face, as a consequence of the strong, established newsroom cultures and the need of promoting further editorial coordination between the three platforms.

This article analyses the main uses of the social media Twitter in university libraries in Argentina. After
revising existing literature, we outline the research methods used to identify whether libraries are currently adopting Twitter and how it is being used. We focus on the following areas: the starting date of the activity, basic institutional data, visibility and access to Twitter from the library web, the quantity of tweets over time, those "followed" and those "following" and quantity and type of posts during the period of time selected for research. The results show that few libraries have used Twitter and their use of this media tool has generally been unplanned, mostly for spreading information rather than interaction. It also stresses that despite an extensive literature on what are considered good practices, generally they are not taken by the institutions. At last, we propose further research
in this area to widen our knowledge of the daily use of Twitter among librarians.

Spanish telecentres are a catalyst and inclusion instrument in the information society. Nevertheless, there is a lack of studies describing the activities performed by these entities in their areas of impact. With this goal in mind, research was conducted to analyse the current situation of the telecentres, the strengthening of their networks and the activities undertaken. It is the goal of this paper to formulate a “resources and services model” as the framework for decision taking by political authorities or as a rethinking and analysis device for social agents.

La co-creatividad en las marcas transmedia infantiles desde la perspectiva del productor

Creativity is indispensable in transmedia
productions, as it is the basis for generating a
great franchise for the entertainment of children.
The study details the actions and competencies
the producer in his own creative model, being an
interpretative research study of two case studies
on children's transmedia animation brands. The
observations, interviews and analysis of documents
were conducted according to the grounded theory,
which is perfect for the interpretations of information
in social sciences. The results show a co-creative
model between producers, fixed departmental
teams, young freelance or hired artists-designers,
external companies and fans, as well as creative
co-creation in the writing of the script or teaser,
solving problems of any kind, design tasks and
innovation in R&D, generating savings in time,
production costs, dynamism and innovation.

The challenges of human interaction go through the basic need to connect. TV digitization resulted
in a converged environment that strengthens the "de-massification of the mass media". The
increasingly personalized, targeted, shared and commented consumption require strategies to
connect directly to each user, while seeking his own connection with other public and with the
media. This article is part of the strategic interests of the user communities in the converging TV,
especially among the millennial audience. We conclude that have barely yet developed its potential
and opens an avenue of discussion to improve the connection between the transmedia
programming and audiences.

This paper analyzes the information needs and interests of young viewers in order to design an IPTV University, Internet TV mode, to incorporate the advantages of the Internet and journalistic tools innovative audiovisual content preferred by the target audience, with emphasis on culture and education, especially produced for the web. The study used quantitative methodology, a survey, conducted on stratified probability sample (college students, young professionals, without higher education). Young people agree that the new medium will prevail and that it can contribute to the acquisition of knowledge, procedures
and devices for use in their daily lives and that increase scientific literacy and active citizenship.

This article provide analysis about information security using cryptography techniques. After the analyzing different techniques of encryption, we are proposing Advance Encryption Standard (AES). The AES has the better security compared others encryption algorithm and prevent data from Spoofing. It is very efficient in both hardware and software.
