The Italian National Bibliography (BNI) as a national bibliographic agency has never
been in a position – and still is not today – to fulfill one of the functions that are
peculiarly its own: authority control. BNI is now in a position to adopt the first objective recommended by the IFLA Working Group on an International Authority System more than twenty years ago (1980): to establish authorities, including references. The structure of these headings, however, will not always be able to be guaranteed as required by GARR, and the tracings will not necessarily be complete. In other words, minimum provisions for authority control will be pursued: the forms of name of authors as required by RICA, accompanied by appropriate references, and the forms of title of monographs, works, series and of uniform titles.
