<abstract xmlns="http://eprints.org/ep2/data/2.0">The Telematics, (communication between computers), has supposed an authentic revolution in the scope of the exchange of information and resources between the people and organizations. The calls "freeways of information" are even far, but the possibility that any person or organization can access to enormous amounts of information through a personal computer and a MODEM whose cost today is below the 10.000.-pesetas, this supposing actually, a radical change in the mentalities and forms to work. And nevertheless, the more important qualitative change is not in the fact that anyone with average minimum technicians can accede to all the information, but in the fact that the traditional scheme of the flow of the information, unidirectional, is seen, through the Telematics, completely surpassed.</abstract>
