Since then their bibliographical collections were transferred to the Main directorate of Environment of the MOPU 1996 Associació Valenciana d'Especialistes en Informació (AVEI) La necesidad de promover instrumentos de acceso a la información (bibliográfica, textual, gráfica, factual …) de carácter ambiental, como una necesidad ineludible de la propia dinámica de este sector de la información y por la creciente tendencia a la participación ciudadana en temas de medio ambiente ha hecho que se creen algunos centros de documentación ambiental El actual Centro de Documentación Ambiental del MOPTMA 2, tiene su origen en la biblioteca especializada en medio ambiente que se creó en el Centro Internacional de Formación en Ciencias Ambientales (CIFCA), proyecto del Programa de Naciones Unidas para el Medio Ambiente (PNUMA) radicado en Madrid desde 1976 hasta 1983.
