The negative situation of the Latin American countries and the Caribbean is presented. The answer of the OPS/OMS has been to try a new definition of its function and a new concept for its technical cooperation. The cooperation of that Organization with the National System of Information of Medical Sciences, the one that can to collaborate in national policies and intercountries in the matter of scientific and technical information, to consolidate "red nacional" and its expressions at the level of the coordinating center, to prepare Cuban professionals and technicians for the elaboration and publication of scientific works, to consolidate and to update the national data base on the base of the regional system (LILACS) and to offer technical-methodologic resources for the development of the National Medical Library are presented.
