<abstract xmlns="http://eprints.org/ep2/data/2.0">This article discusses the problem of the quantitative and qualitative gap between the information rich and the information poor. As a consequence of a lack of information infrastructure large numbers of people are excluded from the world communications. This lack leads to the exclusion of certain groups of society as well as to a cultural homogenisation. A great wealth of information does not necessarily lead to a wealth of knowledge. The concentration on the information sector, the unlimited access to information and public knowledge are factors dividing the population into the informationrich and the information poor.</abstract>
