<abstract xmlns="http://eprints.org/ep2/data/2.0">For many years, the offer of automated information services was limited to the use of bibliographic databases. The world of communication, however, has lately seen technical advances through the electronic processing of data which make available a wide range of information products. The appearance of personal computers brought about a revolution in the use of information technologies. After many years of experience in the application of information technologies in the academic community and after being chosen as a UNESCO Regional Centre, the University of Colima developed an ambitious educational and research project which was submitted to UNESCO Chairs program for its consideration. It was accepted as a Chairs project in New Information Technologies and started with the implementation of a Bachelor’s Degree in Digital Libraries. This degree is part of a larger project for the creation of the Grand Latin American and Caribbean Digital Library. So far, 14 librarians from the 36 National Libraries making up the Digital Library have received training courses following UNESCO Methodology which involves the register of digital resources, audio and video digitisation standards and the development of an international open source software for information handling.</abstract>
