Abstract
[Italian abstract] La recente riforma dei processi dei sistemi di ricerca nazionali ed europei (per lo più riguardanti gli istituti di ricerca) è potenziata dal bisogno di valutazione della ricerca come elemento trainante, ma anche come mezzo per supportare lo stanziamento di risorse pubbliche. In più, stanno emergendo metodologie differenti per classificare le Università a livello internazionale sulla base della qualità della ricerca, spingendo le istituzioni a migliorare la visibilità attraverso la ricerca d’eccellenza. In entrambi i casi, la bibliometria e il sistema di peer-review sono i metodi prescelti. La presentazione ha lo scopo di discutere come concetti e metodologie legate all’Accesso Aperto possono influenzare queste pratiche. Le questioni rivolte sono: come può essere implementato il sistema peer-review in accordo con l’iniziativa OA? Ci sono strumenti diversi dalla bibliometria, che possano essere utilizzati per rafforzare il risultato del peer-review? Saranno presentati i risultati della Valutazione della Ricerca recentemente presentati dal Comitato Nazionale di Valutazione della Ricerca.
[English abstract] Recent reform processes affecting European and national research systems (mostly Higher Education and Public Research Institutes) enhanced the need of research evaluation as Government steering tool as well as mean for supporting allocation of public financial resources.
Moreover, different methodologies for ranking Universities at international level on the basis of research quality are emerging, pushing institutions toward improving their visibility through the search of excellence. In both cases, peer review and bibliometrics are the chosen methods. The paper wants to discuss how considering concepts and means related to the Open Access (OA) context can influence these practices. Questions addressed are: how can peer review be implemented according to the OA initiative? Are there new tools other than bibliometrics, which can be used in order to reinforce peers’ outcome? Evidences from the Research Evaluation Exercise (VTR) recently developed in Italy by the National Committee for the Evaluation of Research (CIVR) will be presented.
