English abstract

The ever-expanding reach of the internet and new digital publishing technologies give us unique opportunities to improve scholarly communications. Open access aims to take advantage of this new environment by making all scholarly research papers freely available to all interested readers This paper presents a overview of the concept of open access, showing how open access is compatible with peer review and all of the highest standards of scholarly endeavour. Practical examples of successful open access products and services will be given, together with a description of recent developments at the political level relating to open access.

Polish abstract

Nieustannie rozszerzający się dostęp do Internetu oraz nowe technologie publikowania elektronicznego dają niepowtarzalną szansę ciągłego doskonalenia komunikacji naukowej. Open Access (OA) przyczynia się do rozwoju tego nowego sposobu komunikacji poprzez bezpłatne udostępnianie publikacji naukowych każdemu zainteresowanemu czytelnikowi. Referat zawiera przegląd różnych koncepcji OA, pokazując jak open access jest powiązany z systemem ocen i recenzowania (peer review) oraz ze wszystkimi najwyższymi standardami dotyczącymi publikacji naukowych. Autor podaje również praktyczne przykłady projektów oraz usług OA wraz z polityką udostępniania, która stale się zmienia i rozwija.
