English abstract

The objective was to review the literature comprehensively and critically in order to suggest a simple method for reliable "stratification" of scholarly journals from the scientific perifery, ranging from the most to the least appropriate for public funding support, and for inclusion in international databases. It is proposed that they can (and should) be assessed according to their scientific communicability. The emphasis is on Francis Narin’s ne glected principle of evaluation indeterminacy, and Michael Moravcsik’s strategy to bridge the communication gap between mainstream and peripheral scientific communities.

Literatura je kompleksno i kritički pregledana radi iznalaženja jednostavne i pouzdane metode za vrednovanje, te rangiranje časopisa znanstvene periferije prema njihovoj znanstvenoj komunikabilnosti, od najviše do onih najmanje podobnih za financiranje javnim sredstvima i za uključivanje u međunarodne baze podataka. Predlaže se vrednovati ih njihovom znanstvenom komunikabilnošću. Naglasak je na zanemarenom načelu neodredivosti vrednovanja (prema Francisu Narinu) i na strategiji premoštenja komunikacijskog razmaka između glavnih (središnjih) i onih periferijskih znanstvenih zajednica (prema Michaelu Moravcsiku).
