English abstract

Libraries are meant for users, and their success depends on satisfying users. With user centric approach, active part of users in book selection process is necessary. The present confusion in book selection process allows vested interests to have a say in bulk book purchase to public libraries and it is working against the interest of users. Existing act and rules do not ensure quality collection due to limitations and loopholes. Rather than safeguarding the interest of readers and library the bulk purchase scheme and committees protects the interest of publishers. A book selection committee should be represented by people from all sections of the society to ensure a judicious selection for building balanced collection. The present book purchase process and Public Library Act need change in this regard.

ಯಾವುದೇ ಗ್ರಂಥಾಲಯದ ಯಶಸ್ಸನ್ನು ನಿರ್ಧರಿಸುವವನು ಓದುಗ. ಗ್ರಂಥಾಲಯಗಳಿರುವುದು ಓದುಗರಿಗಾಗಿ. ಇಂತಹ ಓದುಗನನ್ನು ಪುಸ್ತಕ ಆಯ್ಕೆಯ ಪ್ರತಿನಿಧಿಯನ್ನಾಗಿಸಬೇಕೆಂಬುದು ಲೇಖನದ ಆಶಯ. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಗ್ರಂಥಾಲಯಗಳಿಗೆ ಪುಸ್ತಕ ಆಯ್ಕೆಯ ವೇಳೆ ನಡೆಯುವ ಪ್ರಹಸನಗಳನ್ನು, ಲಾಭಕೋರ ಉದ್ದೇಶಗಳಿಗಾಗಿ ಪುಸ್ತಕ ಸಂಗ್ರಹದ ಗುಣಮಟ್ಟವನ್ನು ತೂರಿಬಿಡುವ ಪ್ರಸಕ್ತ ನಿಯಮಾವಳಿ ಹಾಗೂ ಕಾಯ್ದೆಗಳ ಮಿತಿಯನ್ನು ಪಟ್ಟಿ ಮಾಡುವುದರ ಜೊತೆಗೆ ಸಂಬಂಧಪಟ್ಟವರ ನಿರಾಸಕ್ತಿಯನ್ನು ತೆರೆದಿಡುತ್ತದೆ. ಗ್ರಂಥಾಲಯಗಳನ್ನು ಓದುಗರಿಗೆಂದಲ್ಲದೆ ತಮ್ಮ ವೈಯಕ್ತಿಕ ಲಾಭಕ್ಕೆ ಬಳಸಿಕೊಳ್ಳುವ ಪ್ರಕಾಶಕರ ಏಜೆಂಟರಂತೆ ವರ್ತಿಸುವ ಸಗಟು ಖರೀದಿ ಸಮಿತಿಯನ್ನು ಖಂಡಿಸುತ್ತಾ ಸಮಾಜದ ಎಲ್ಲ ವರ್ಗಗಳ ಓದುಗರ ಪ್ರಾತಿನಿಧ್ಯ ಇರುವ ಸಮಿತಿಯಿಂದ ದಕ್ಷ ನಿರ್ಣಯ ಸಾಧ್ಯವೆಂದು ಹೇಳುತ್ತಾ ಪುಸ್ತಕ ಖರೀದಿ ಪ್ರಕ್ರಿಯೆಯಲ್ಲೂ ಮಾರ್ಪಾಡು ಸೂಚಿಸುವ ಲೇಖನ ಗ್ರಂಥಾಲಯ ಕಾಯ್ದೆಯ ತಿದ್ದುಪಡಿಯ ಅವಶ್ಯಕತೆಯನ್ನು ತಿಳಿಸುತ್ತದೆ.
