English abstract
This work examines how the Second Republic dealt with public reading and the creation and development of Popular Libraries. It compares this activity with what was being done in Franco ‘s zone as well as the legal and professional initiatives that werecreated and then frustrated during the first postwar years. It is particularly worth mentioning the role played by María Moliner.

EL trabajo analiza el tratamiento que la Segunda República dio a la lectura publica y la creación y desarrollo de las Bibliotecas Populares. Confronta esta actividad con la realizada en la zona franquista y las iniciativas legislativas y profesionales que gestaron y frustraron en los primeros años de la posguerra. Destaca el fundamental papel que jugó en el proceso María Moliner.
